Racing event gets county OK The Ohio County Board of Zoning Appeals approved a variance to allow a one time race event at 11755 South Fork Road in Ohio County. The proposed event will take place on property owned by Rod and Kay Ballart and will be held Tim Hillman Recorder-News Editor Oct. 10-12. The five mem- risingsun@registerpublications.com ber board voted 2-1 with one member abstaining and one absent. The Ballarts had planned to have the event in September 2013 but had to cancel because they were unaware a permit was needed and could not secure the permit in time. In the Ballarts proposal to the board, they noted the event was a one weekend function and not the opening of an ATV/UTV riding park, campground or any permanent racing facility as the board may have been led to believe. IXCR (Indiana Cross Country Racing) is a first class operation and has had similar events in nearby communities of Canaan and other Ripley County sites, noted Ballart. The racing group will provide restroom Porto-lets and will take care of clean up. Event coordinator Tim Bowman said his wife is an EMT and first aid facility will be on site. The races will be over by 6 p.m. Saturday and earlier on Sunday. There could be up to 150 youth participants. There will be six entrances to the property with parking and admission costs collected. There will be no permanent structures erected. There were 37 people in attendance at the meeting including adjacent landowners in opposition. Noise and traffic were the major concerns. One of those opposed is Den Lengerich (who responded to the decision with a letter to the editor in today’s paper). The board also heard from county highway superintendent Ron York with concerns over erosion and sheriff Eldon Fancher on traffic concerns. Some of the racing would be crossing Cuneo Road (a gravel road). The board emphasized that this permit is for this year only. Any future events would have to come before the board once again. The rain date would be the following weekend.

Accident claims Patriot man’s life staff report

An accident on Ind. 156 near Patriot on Sunday evening claimed the life of 24-year-old Patriot native James Bevis. According to the Switzerland County Sheriff’s Department the crash occurred around 7:15 p.m. on Ind. 156 east of Patriot. Lawrence Allison, 66, of Warsaw, was travelling westbound when his vehicle struck the Bevis vehicle headed eastbound. Bevis (a 2009 graduate of Switzerland County High School, was pronounced dead at the scene. Allison and his wife were each taken by Switzerland County EMS to University of Cincinnati Medical Center. Posey Township Fire Department Patriot Fire Department Jeff-Craig Fire Department, Rising Sun Fire Department Indiana State Police, and the Switzerland County Coroner assisted at the scene. The crash remains under investigation by the sheriff’s office.

The Indiana Department of Transportation reopened the Ind. 156 bridge at North Landing in southeast Ohio County shortly after noon Friday. The structure has been closed to traffic since Jan. 12 when pavement gave way atop the bridge deck. On Thursday, INDOT maintenance crews are shown bolting two 8 X 12 foot steel plates to the bridge deck after fashioning a traction device and attaching it to the metal’s surface to provide a greater measure of skid resistance. Crews removed barricades and detour signs Friday. INDOT officials advise motorists to drive with caution—and at slower speeds—at the Ind. 156 bridge that crosses Grants Creek. Drivers will encounter a rough road surface until permanent measures can be taken.

Ohio County Elementary Middle School and Rising Sun High School has announced a huge achievement for two of its young artists. Having entered just eleven student works in the Scholastic Arts competition, Mrs. DiMuzio’s art students were awarded three awards! This is a big deal as the students are competing with some very big schools and very big art programs covering Indiana, Ohio, and Kentucky! Seventh grade, Kaleigh Mann, was awarded a Gold and a Silver Key for two of her pencil drawings of horses. Her Gold Key piece will go on to compete in the Nationals completion in New York. Junior, Ben Eads was awarded an Honorable Mention for his mixed Media work honoring our Veterans. Their works will be displayed in a large exhibition opening Friday, Feb. 7 at the RiverCenter in Covington, Ky. RSRF will award 46 scholarships The Rising Sun Regional Foundation (RSRF) recently announced the details of its higher education scholarship program for 2014. The Foundation’s 2014 Scholarship Program will award up to 46 scholarships in the amount of $1,000 each to graduating seniors for the purpose of post-secondary education in any accredited institution of higher learning. The following listed public schools are eligible to participate in this program and receive the number of scholarships indicated: Batesville High School, East Central High School, Jac-Cen-Del High School, Milan High School, Rising Sun High School, South Dearborn High School, and South Ripley High School. Eligible applicants attending East Central High School must be residents of Ripley County. Eligible applicants attending South Dearborn High School must be residents of the City of Aurora. Eligible applicants attending Batesville High School must be residents of Ripley County and/or the City of Batesville. able numbers for southern and south-central Indiana would run out in 2015. Once 930 is implemented, the 930 and 812 area codes are projected to need no additional changes for another 71 years. Most area codes that existed throughout the United States and Canada in 1993 have needed the addition of new codes because wireless phones, other competitive services and new technologies have used up the original number supplies. The vast majority of new area codes added since 2005 have used the overlay approach, including the new 364 area code in western Kentucky, which is being added to the 270 area.

While the addition of new area codes has been inevitable for most of North America, number conservation efforts have prolonged the life spans of many area codes. Years ago, the 812 area code was projected to exhaust its number supply by 2004. But conservation efforts by the state and the telecom industry successfully delayed that by a decade. On July 31, 2013, the Indiana Utility Regulatory Commission approved the use of an overlay for 812. The order was issued at the end of a year-long case, which included a seven-month public comment period with a series of 10 IURC public field hearings throughout the 812 area. One of the field hear-

ings was held May 2, 2013, at East Central High School, St. Leon. In addition to public comments, the OUCC filed testimony supporting the overlay method, as did the telecommunications industry. If the area code had been changed for a portion of the area, versus creating the overlay, businesses, not-forprofit entities and others would need to spend money for new stationery, advertising, etc. All new area codes implemented in the United States since 2008 have used the overlay method. The 317 area code, in Indianapolis and most of its suburbs, is projected to use up its available number sup-

ply by 2017. The telecommunications industry filed a plan with the IURC for technical implementation of the new area code, along with a consumer education plan, shortly after the commission order was issued. Since then, the industry has been making the necessary technical changes to implement the new area code. The next six months will be a transitional, or “permissive dialing,” period. During this time, consumers will be able to make local calls either through sevendigit or ten-digit dialing. In October, new numbers with the 930 area code may start to be assigned.

On Dec. 25, 1811, John James and his family dropped anchor in the spot where John Fulton had stopped some twelve years before. He and his sons, Pickney and Henry, erected a log cabin, and the family resided there for some time. Indian hostilities caused James to move his family to Louisville, in May 1812, though he and his son, Pickney remained on the little clearing. In a short time the action of the Indians became more friendly and James moved his family back to the settlement in 1813.

James purchased the site of the present city from Benj. Chambers and laid off the ground in lots. As an inducement to immigrants, he offered all lots free, except corner lots, to all persons who within the year would erect a two story log or frame house with a brick or stone chimney, the structure worth not less than $200. James’ offer attracted immigrants from miles around and in a short time sprung up. Flat boats brought many families to the village and others braved the trail through the forest until they reached the land of the rising sun. James also donated a lot to each religious denomination, the lot where the present school house stands, (1914) the lot on which the seminary was located and the lots where the old cemetery is located.

First factories started

In the early days of Rising Sun, Pickney James built and successfully operated two cotton and woolen mills, and gave employment to more than fifty persons. Henry James also labored energetically to promote the interest of the place. He built 24 dwelling houses and three mills in and near Rising Sun. (Other settlers continued to arrive by flatboat including Caleb Craft and his family.) Craft erected a log house of two rooms immediately after his arrival. The upper room was used by the family as a sleeping room. One corner of the lower room was used as a store and another corner of the room was occupied as a bar room. “This building stood on Front Street, near Fifth. Craft was Rising Sun’s first postmaster, serving many years. He died May 30, 1849. (More next week)

Board ignores neighbors concerns Editor, On Jan. 23, 2014, I went to an Ohio County board meeting, regarding a special variance, for an AMC (American Motor Cross) event, to be held in Ohio County. I am an adjoining landowner, and at this meeting, found out that 9 out of 10 other adjoining landowners, were also against this event happening, the 10th for, is a relative of the event holder. So I was sure, just by those numbers alone, this variance would not be granted. Well I was wrong. Four members attended the meeting, two for, one against, and one not voting (?)

So lets look at the facts. Fact: again nine tax paying, adjoining landowners, who do not want the noise and traffic. Ignored by the board. Fact: this is an agriculture area where farming, hunting, and enjoying the quiet of nature will be disturbed. Ignored by the board. Fact: Ohio County road crew, concerned about road erosion. Ignored by the board. Fact: this event will be held on the second weekend in October, which any hunter knows is bow season, which many of the landowners partake in. Ignored by the board. Propane crisis ongoing in Indiana

Many Midwest states, including Indiana, are facing a propane shortage that threatens the thousands of Hoosier families who rely on propane to heat their homes. According to the Indiana Propane Gas Association (IPGA), about nine percent of Indiana households use propane as a heating source. Farmers use propane to keep livestock warm and the manufacturing industry uses propane to operate forklifts. The shortage has occurred due to several factors: JOHNNY ■■A late 2013 corn harvest, along with the NUGENT cold, wet weather, resulted in strong demand for propane at distribution terminals. ■■A number of problems regarding logistics and weather have delayed the transportation of propane and prevented inventories from being fully replenished. ■■An unseasonably cold winter depleted inventory levels by 12.8 million barrels since Oct. 2013. ■■A record-setting year for propane exports. The high demand for propane is causing the prices to skyrocket and in many places the price has doubled. In fact, Indiana’s average price has jumped more than 40 percent in a week’s time to around $4.22 a gallon. There are many people around the state who are paying above the state’s average. Residents in Southeastern Indiana are paying upwards of $5 a gallon. To alleviate some of the burden Hoosier families are facing, a few of my Senate colleagues have offered legislation that would provide some relief to those who may be affected by the propane shortage. The proposed amendment would eliminate the sales tax on any propane bought for more than $2.50 per gallon. If passed into law, customers would get a tax credit on their next propane bill to offset the sales tax paid on any charge over $2.50 per gallon. This credit would be retroactive to Jan. 1 and would be effective through March 2014. For a homeowner with a typical 500-gallon propane tank paying $5 per gallon, this sales tax reduction would save them $90 on their propane bill. The propane shortage has gotten so serious that Gov. Mike Pence has declared an energy emergency in Indiana. His executive order will ease transport rules for propane delivery trucks to speed up deliveries, and he also placed $5 million in a fund to help struggling families pay their energy bills. I understand this may not be an option for some, but if you’re able to conserve propane, please do so. OBITUARIES Dora Ann Baker, 71, of Rising Sun, Ind., passed away at 3:40 a.m., Friday, Jan. 31, 2014 at her residence. Dora was born in Rising Sun, Ind., on Jan. 15, 1943, a daughter of the late Irene (Berkley) Jump and Merle “Bud” Whitham. Dora grew up in Ohio County and attended Rising Sun Schools. She Dora Ann was baptized in 1954 and Baker was a member of the Rising Sun Church of Christ. She retired from Schenley Distillery in Lawrenceburg, Ind. Dora was a member of the Rising Sun American Legion Auxiliary since 1960. Dora enjoyed dancing, gardening, mowing and working outside. She also liked vacations and loved going to the beach or mountains. Her little dogs were very precious to her and she loved angels, of which she had a large collection. Her family was the most important thing in her life. She was a loving mother, grandmother, great grandmother, sister, aunt and friend and will be deeply missed. Messang Bevis. James Wm. and Mildred Louise Messang Bevis are the parents that raised him. James graduated from Switzerland County High School in Vevay, Ind. He worked as an equipment operator for Steel Technology located in Ghent, Ky. James especially loved the outdoors, four- wheeling, and fishing. Working on vehicles and equipment also was a favorite pastime. Mr. Bevis is survived by his father, Troy Bevis, Patriot; parents James Wm. and Mildred Messang Bevis, Florence, Ind.; sisters Alicia and Crystal Bevis, Florence, Ind. Charles Edward Stevens, 87, of Rising Sun, Ind., passed away at 2 a.m., Sunday, Feb. 2, 2014 at Mercy-West Hospital, Cincinnati, Ohio. Charles was born in Switzerland County, Ind., on March 7, 1926, a son of the late Elva (Driver) and Roy Stevens. He served in the Charles Edward U.S. Navy as a Seaman Stevens 1st Class in WW II and received Victory and Asiatic Pacific w/3 stars medals. He was employed as an Iron Worker at a steel plant in Gary, Ind., retiring after 35 years. He was a member of the Rising Sun American Legion Post #59, the Rising Sun Masonic Lodge and Iron Workers Union. On Nov. 16, 1946 in Lawrenceburg, Ind., he married Marjorie Bovard Stevens who survives him. Charles and Marjorie were married over 67 years. He was preceded in death by a son Gary Lynn Stevens, a brother Carroll Stevens and two sisters, Geneva Bovard and Elberta Sowell. In addition to his wife Marjorie, Charles is survived by many nieces and nephews. Funeral services will be held at 1 p.m. Thursday Feb. 6, 2014 at the Markland Funeral Home in Rising Sun, Ind. Vevay to host Team Bass Battle

Switzerland County Tourism will be sponsoring the Team Bass Battle of Switzerland County at Paul Ogle Riverfront Park in Vevay, on May 24-25, 2014. With a $200 entry fee per team, the event will have a 90 percent pay out to 15 percent of the field. First place is a guaranteed $8,000. There will be $23,000 in cash payback (based on 75 boats) with paying big bass both days. A six fish limit per day will be in effect 6 a.m. to 3 p.m. on Saturday, May 24 and 6 a.m. to 2:30 p.m. on Sunday. The Ohio County Community Foundation recently awarded the following grants as a part of the 2013 Grant Cycle II. The Ohio County Community Foundation awarded the Rising Sun Cemetery Association $4,589.99 to purchase landscaping around the cemetery office/ superintendent house and cemetery entrance, soaker hoses, a decorative trash receptacle that is animal proof and New Holland Forks for moving monument stones. Steve Slack, Cemetery Superintendent, accepted the grant from Peg Dickson, OCCF Executive Director. The grant was funded from distributions from the Ohio County Today & Tomorrow Endowment Fund. The Ohio County Community Foundation awarded the Rising Sun Bethel Unity Baptist Church $2,500 toward the 2014 After Prom Event. The After Prom Event provides Rising Sun High School students with a safe place to gather and enjoy fun, food and games after the high school prom. The win improved Rising Sun to 2-1 in Ohio River Valley Conference play as the two teams could meet again in sectional action next Friday at Jac-Cen-Del. The Shiners received a first round sectional bye and will play the winner of the Shawe/South Decatur contest in the semifinal round. An opening round win for the Shiners would put them in the finals where

they could face 38 Jac-Cen-Del. They will get a look at the Lady Eagles Friday when they head to Osgood for a make up contest. In the win over Shawe, Rising Sun opened up a 12-11 before Megan Goebel’s 3-pointer pushed the Hilltoppers ahead 27-20 at the half. Shawe built an 11 point lead (34-23) before Rising Sun pulled within two, 34-32, after three quarters with two free throws each by Whitney Chipman, Sydney Willhite and Sydney Elliott and one by Bailey Baker. Amber Sporleder tied the game at 38 before Shawe went up 41-38. Reserve forward Tiffany Vinup scored twice for a 42-41 lead then assisted Willhite with her final score. But it came down to two free throws by Elliott with :06 left to get the win.

Willhite led all scorers with 21 points and 14 rebounds while Elliott finished with eight points, five rebounds and two assists. Vinup had six points, three rebounds and one big assist. Sporleder had four points and nine boards. Chipman and Bailey had three points and five rebounds each while Erin Webb added a free throw. The Shiners were 14-for-45 from the field including 0-for-12 from 3-point range but were 18-for-27 from the free throw line Shawe was led by Taylor Grote with 14, Megg Hensler 10, Claire Higgins six, Maddie Waller six, Megan Goebel five, Hannah Storm and Katelyn Moore two each. Shawe won the reserve game 30-28 in double overtime. The game was tied 20-20 at the end of

regulation. Shawe led 25-22 when Kelsey Romans buried a 3-pointer at the buzzer to send the game to a second overtime tied at 25. Rising Sun and Switzerland County girls got back into action on Tuesday, Jan. 28 despite both schools being closed due to extreme cold. For Rising Sun it was its first game in a week (coming off a 36-27 win over Milan) as it returned to Ohio River Valley Conference play. The Lady Pacers heated up to beat the Lady Shiners 49-28 and retain the Ruler of the River trophy, sponsored by Ohio County and Vevay Newspapers. South Dearborn's Lady Knights drew the coveted semifinal round bye game in Sectional 29, taking on the Greensburg/Batesville firstround winner Friday night. Regional rounds are slated for Feb. 22 and semistates are March 1. The four state championship class division games that make up the state finals will be played at the Hulman Center in Terre Haute for the third consecutive year on Saturday, March 8.

Rising Sun defeated Shawe 50-44 in Ohio River Valley Conference boys basketball action on Friday, Jan. 31 to top off an evening of celebration which honored the 1989 Sectional Champs. Rising Sun trailed 12-6 before a steal and fast break basket by Kurtis Armstrong made it 12-8 after one quarter. Armstrong then buried a 3-pointer to cut the lead to 12-11 before Mitchell Morris put RS ahead with a bucket and pair of free throws. A fast break hoop by Jake Uhlmansiek forced a Shawe timeout with 2:14 left in the quarter. Shawe bounced back to even the score at 20 at halftime. Shawe scored the first five points after intermission before Nick Sporleder scored on an assist from Kurtis Armstrong but Shawe maintained a 27-26 lead with one quarter remaining.

Rising Sun kept in the game with its free throw shooting and finally tied the game on a pair of free throws by Kurtis Armstrong. Austin Armstrong’s basket with 3:56 remaining put RS ahead as they went on a 7-0 run which included a free throw by Brady Murray and a Murray assist to Uhlmansiek. The lead was as big as 10 points but wasn’t locked up until a pair of Morris free throws hit the magical 50 point mark. Austin Armstrong and Morris led the scoring with 11 each. Kurtis Armstrong had 10 with Uhlmansiek and Nick Sporleder scoring seven. Murray had four. Morris led the rebounding with eight followed by Austin Armstrong with six, Kurtis Armstrong with four, Sporleder three, Murray and Uhlmansiek two each. Kurtis Armstrong led the way with three assists and three steals. The Shiner reserves won 37-29 with Tristan Brown and Angelo Gallegos scoring nine each and Tyler Camden eight.

Rising Sun finished 13-for-29 from the free throw stripe. Rising Sun dropped a 65-49 decision on the road to Waldron in a non-conference game on Saturday. Jake McClellan led RS with 12 points, four rebounds, four steals and three assists. The Shiners trailed 13-11 after one quarter and 27-16 at the half before Waldron upped the lead to 28-25. RS scored almost as many points as they had the entire game with 24 in the final quarter. Murray added nine points followed by Sporleder with eight, Austin Armstrong and Kurtis Armstrong seven each, Morris four and Uhlmansiek two. RS shot 54 percent from the field but had just six free throw attempts, hitting three. Rising Sun will host Milan Friday and honor the 1984 sectional champs then host Lawrenceburg Saturday along with the annual cheer camp presentation. The 1984 Sectional Champs will be honored on Friday, Feb. 7 on their 30th anniversary. The sectional included an epic triple overtime win over South Dearborn followed by a win over Switzerland County in the championship. They were led by Todd Wilson’s 13.2 ppg, Benjie Walker’s 13 ppg, Deron York’s 10 ppg, Bret Martin’s 9.2 ppg and Steve Ballard’s 8 ppg. The annual Rising Sun Shiner Pride Marching Band Floor Show took place on Saturday, Feb. 1 after several delays due to school cancellations. It was senior night for band members also. Band director Ron Eads displayed the banner for the bands best showing ever, Reserve Grand Champion at the 2013 Class A Midstates. The banner was erected on the gymnasium wall.
