SOUTHINGTON — After an initial denial, lawyers for Sign Pro succeeded in adding the town manager and town council chairwoman to a federal lawsuit.

The suit from Sign Pro, owned by Pete Rappoccio, alleges that the town has been enforcing zoning rules against his sign company but not against its competitors, among other instances of uneven treatment. Such targeted enforcement is a violation of the Constitution’s equal protection and due process clauses, according to the lawsuit.
When filed in April, the town and the chief building official Jeffrey Pooler were named as defendants. Lawyers for Sign Pro tried to amend their suit last month to include Town Manager Mark Sciota and Town Council Chairwoman Victoria Triano. The case moved to federal court in June. A federal judge denied the amendment last month, saying Sign Pro hadn’t included a statement that the company’s lawyers had reached or tried to reach the additional defendants. For dining-in customers, cranberry chicken lunches were priced at $10 and dinners at $18. Anthony Jack’s is located at 30 Center St. Carrie Bruno, a Southington resident, said she started getting the restaurant’s family meals during the pandemic. They’ve now become a staple in her home. “My family is very picky when it comes to chick-
en — they usually won’t eat it at all, actually — but this is one dish that we all loved and can enjoy together as a family. It’s flavorful, moist, and holds up well with reheating for leftovers,” she said. “The portion sizes are big and usually gets us a few days worth of meals.” Another Anthony Jack’s customer and Southington resident, Christine DelCervo, said the cranberry chicken is among her favorites. “The blend of sweet and citrus with the sauce along with the texture is what makes it my favorite,” she said. “Not too sweet, not too tangy. Republicans extended their supermajority on the Town Council into a third consecutive term following Nov. 7 elections, although vote totals weren’t as lopsided as in municipal elections two years ago.
“We brought those numbers from losing by thousands to losing by a couple hundred,” said John Moise, Southington Democratic Town Committee treasurer and former finance board member. “We need to build on that.”

Obituaries Josephine D. Forcella PLAINVILLE - Josephine D. Forcella, 99, of Plainville, passed away on Thursday, Nov. 9, 2023 at the Summit of Plantsville. She was the loving wife of the late Domenic Forcella. She was born in Southington on Jan. 12, 1924 the daughter of the late Joseph and Rose (Audi) D’Agostino. Prior to her retirement Josephine had worked at New Britain Federal Savings and Loan as an Assistant Manager. Josephine was dedicated to her family, devoted to her church and active in the community. Whether it was typing school reports, addressing envelopes or going to dance lessons her family knew they had her support. The love of photos was something Josey had and handed down to her children. She was often the person with a camera and asked to take the picture. Something she did as she served as publicity chair for various groups. Early on she won a GE photo contest with a Christmas pic of daughter JoAnne. Married during WWII she left Connecticut for the first time to live on military bases in Avon Park,FL and Walla Walla, WA. She supported her children as a Brownie leader and Den Mother. Later she was a CCD teacher. Active in the Jr Women’s Club, she often was the publicity person. It was also where the family learned of “Rummage Sales.” She served as a Trustee for Our Lady of Mercy parish and was an early Eucharistic Minister visiting shut-ins with her husband as her
chauffeur. She was often seen reading on the TV Mass with a crowd of OLM friends in attendance. Strangers would stop her and call her by name. Just to tell her how much they enjoyed the Mass when she read. Josey attended daily Mass until Covid hit. She participated in Our Lady of Mercy Guild. Along with her husband, they co-chaired the Parish Ball. Her work for the Church was acknowledged when she was awarded the St. Joseph’s medal from the Archbishop. She was an Angel collector with friends bringing her angel pins from their travels. Often one could find a cat as part of the household. A love that stemmed from her childhood. Friends who took kittens figured they must be Italian because they ate Macaroni. She was active in the community as well. When her husband entered politics so did she. She worked elections and served on the Strong Fund and helped in the early days of the Plainville Food Pantry. In her run for public office Josey was
elected a Town Selectman. She also spent a week in Washington as part of Sen. Chris Dodd’s Senior Intern Program. Many family and friends would enjoy her kitchen skills. Whether it was raisin nut cookies, pecan tassies or pizzelles with her special filling. Hosting many a pasta dinner that have people remembering her meatballs to this day. Like many in Connecticut, she was a fan of UCONN Women’s basketball. Meeting Geno and Kathy Auriemma made her a bigger fan and penpal with Geno. He would send her team pictures and the team yearbook. In recent years Jo took to attending blues concerts with her children. At 90 plus years she could be seen in nightclubs and concert halls enjoying the blues and making new friends. She is survived by her loving children Domenic Forcella and JoAnne Forcella both of Plainville as well as many nieces, nephews and great nieces and nephews. Her funeral was held on Wednesday, Nov. 15th at 11 am at Our Lady of Mercy Church, 92 Broad St., Plainville. Burial was in St. Joseph’s Cemetery in Plainville. Rodd S. Florian SOUTHINGTON Rodd S. Florian, 54, of Southington, CT, passed away peacefully at his home on Wednesday, November 8, 2023. Born on July 1, 1969 in Hartford to David and Honey (Meade) Florian, Rodd grew up in Plantsville, a constant companion to his three brothers, three sisters and many cousins, too numerous to count. He attended local schools, playing little league baseball, midget football and helping his father with construction projects that taught him skills he continued to develop through his landscaping business and building a summer home in Maine, where he spent his happiest times. Rodd will be remembered as a man who practiced the art of small acts of kindness: picking flowers for his mother, planting lilies for a sister, taking nieces and nephews fishing, making popsicles for great nieces and nephews. He shared his love of the outdoors during summers in Maine, with his large extended family; sighting eagles, messing around in boats and building large bonfires. In addition to his parents, Rodd is survived by five siblings: Lani Florian, Lori Florian, David Florian, Jr.,
Andrew Florian and wife Nancy and Heidi Florian and wife Maureen Gervais, sister-in-law, Michelle Florian and 11 loving nieces and nephews and 20 great-nieces and great-nephews. Rodd was predeceased by 2 brothers, Mark Florian and Mat Florian, his brotherin-law, Martyn Rouse and his nephew, Nicholas Florian. In lieu of flowers, donations in Rodd’s memory may be made to St. Jude Children’s Research Hospital, 501 St. Jude Place, Memphis, TN 38105 (www.stjude.org). Sign Pro’s attorneys said Triano and Sciota should be named in the lawsuit since they were notified of the problem but didn’t do anything to remedy the situation at the building department. In an answer to Sign Pro’s complaint earlier this year, attorney Thomas Gerarde, representing the town, said Southington officials have governmental immunity and that the company’s claims are barred due to the company’s “contributory negligence.” “The town and its public officials deny any and all claims of wrongdoing with respect to their interactions with Sign Pro,” Gerarde said. Wing enthusiasts from all over Connecticut packed the house at Cadillac Ranch Monday, November 13, for the Southington Chamber of Commerce 17th Annual Wing Fest Competition. Blazing hot doesn’t even begin to describe the competition. Southington’s restaurants put their hot, sweet, and creative recipes to the test of over 400 guests and the expertise of celebrity judges the Wingaddicts. The reigning champs The Groggy Frogg retained their title of Best Overall Wings for the ninth consecutive year taking home the giant chicken trophy and earning an appearance on WFSB-TV Channel 30’s Great Day Connecticut on November 21 to cook their award-winning wings. The Groggy Frogg also took home top honors for Most Creative Sauce for their Barbie recipe topped with lots of pink and glitter; Best Tasting Hot Wings for its heat and flavor and
bringing the judges to a tearful halt; and the Fan Favorite Wing again for their iconic Barbie wings. Fractions of points separated this years’ winners with Cadillac Ranch taking First Runner Up – Best Overall Wings; First Runner Up – Best Tasting Sweet Wings (Cinnabon), and First Runner Up – Most Creative Sauce (Mistake). Chamber Community Care Committee Seeks Donations for Bread for Life The Southington Chamber Community Care Committee endeavors to help alleviate insecurities for area residents by partnering with businesses and organizations to collect items and provide services where needed. The group is currently asking for donations to support the most immediate needs of Southington Bread for Life. All items may be dropped off at 31 Vermont Avenue, Southington. SCS winter clothing Pop-Up Shop to remain open through month The Southington Community Services (SCS) is sponsoring Operation Stay Warm, a winter clothing Pop-Up Shop. Southington residents are invited to prepare for the upcoming winter season by stocking up on gently used winter coats, boots and accessories in both adult and children’s sizes. The Shop opened in October. SCS has thus far distributed 397 coats and winter accessories to Southington residents. Due to the overwhelming re-
sponse, the Operation Stay Warm Pop Up Shop will remain open through November on Monday and Wednesday mornings by appointment only. Residents can call SCS at (860) 628-3761 to schedule an appointment. The Center will also accommodate residents who have an immediate need on a case by case basis.

In Brief District to host “Meet & Greet” event for new Superintendent of Schools Brian Reas Plainville Community Schools will host a “Meet & Greet” open house on Tuesday, Nov. 28, from 5:30 to 7 p.m. in the Plainville High School Learning Commons. Wheeler Elementary School faculty members Samantha Woodward and Sarah Miller to share backpack prizes for their students. The Wolf Pack held a contest over the summer asking individuals to nominate their favorite teachers. They received many nominations, and both Samantha and Sarah were selected as winners! Students, families and faculty at the Middle School of Plainville came together in October for a night of fun and creativity at MSP’s “Chilln’ With My Gnomies” Paint Night. This event was a fundraiser hosted by Middle School Art Teacher Laura Meehan and MSP’s Parent Teacher Club.
