The event provides residents of the Skilled Nursing Unit an opportunity to continue to be contributing members of society.

This year the residents sponsored Anchorage Children’s Society, and family members, staff and friends made contributions of toys, books, clothing and toiletries. These items will provide assistance to age groups 0-18 and expecting mothers up to age 21.

CHIPLEY — the Washington County Board of County Commissioners voted unanimously to keep the county millage rate at 8.9195 Wednesday morning in a special meeting.

The Commissioners had been presented with a millage rate of 9.21 on Thursday but the board decided to discuss the matter further at a special workshop held on Monday then decided the matter on Wednesday with no discussion.

Commissioner Todd Abbott also presented the board with a budget that he had balanced. “We took a look at the budget, and I had conversations with Dallas Carter, David Corbin, the sheriff, the property assessor and the tax collector,� he said. “We were able to balance the budget without raising the millage rate.�

CHIPLEY — The Chipley Planning & Zoning Commission approved a “certificate of appropriateness� for the First Baptist Church to demolish structures at 781 3rd Street and 791 3rd Street.

The houses are in the city’s Historic District and are to be demolished to make room for a new parking lot as part of the church’s planned expansion.

The city held a public hearing Wednesday afternoon and the Council Chambers at City Hall, and about 60 church members came out in support of the expansion plans.

Commissioner Rebecca Coussion asked if there would be an issue with asbestos abatement in demolishing the homes.

“We have had that testing done, and the demolition will be handled by a firm that specializes in

hazardous materials,” Orr said. He added that initial reports indicate the level of asbestos in the properties as being low. “It will be disposed of in a certified landfill.”

Coussion also asked that any retention pond have a fence around it to

keep children out. “I know you have a lot of children at the church, and we want to make sure nobody gets lost in the pond,” she said.

The commission’s approval will go forward to the City Council for final approval on at the council’s Aug. 13 meeting.

HCHS Blue Pride Band Camp BONIFAY — Holmes County High School Blue Pride Band Camp is fast approaching. We need all students to be there on the dates and times listed. CHIPLEY — T.J. Roulhac Enrichment and Activity Center will offer a free after-school program beginning in September.

The program will be from 2:30 to 5 p.m. Monday to Thursday for children under the age of 18. The major purpose of the program is the improvement of academic skills, the reduction of juvenile delinquency and the elimination of youth violence.

The program will be staffed by three contracted personnel — a program director, an educational coordinator and an activity coordinator.

Annual Northwest Florida Championship Rodeo Pageant BONIFAY — The Blue Pride Band Boosters will be Sponsoring the Annual Northwest Florida Championship Rodeo Pageant on Sept. 21 at Holmes County High School.

Photogenic fee $10 for first photo, $5 for each additional photo (5x7 or 8x10) People’s Choice award will be presented to the contestant with the most money in the jar. If registered from 3 to 5 p.m. on Aug, 26 – 30 or Sept 3 – 6 the cost is $42 per player. If registered after Sept. 6 the cost is then $47 per player.

The balanced budget also retained the positions of human resources director and computer technology person, two positions the board were looking at doing away with in order to balance the budget.

“I’d like a chance to look this over before you present it to the board,” Commissioner Lynn Gothard said. Chairman Alan Bush agreed.

During the July 25 board meeting, Commissioner Charles Brock reported that the county is being offered 1,000 loads of milled asphalt from Gulf Asphalt, providing the county

haul the asphalt from the airport.

The commissioners discussed what to do with the asphalt and decided to try and find a storage spot in southern Washington County where they can put the asphalt.

On Wednesday, County Attorney Jeff Goodman presented the board with a lease agreement, allowing the county to store milled asphalt on a lot in south Washington County for 12 months at a cost of $10.

The board of county commissioners will hold their next regular meeting at 9 a.m. on Aug. 22.

Bouncy house, face painting, school supplies, and much more will be at the event, which is sponsored by the Bonifay Elementary School Booster’s and Holmes County Health Department’s Healthy Start.

“It’s nice to see all of you here,” Commissioner Barbara James said. “Be sure to come back for our next meeting, we’re usually not this popular,” she added, joking.

The church also requested the city to rescind the designation as Historical Residential for the two properties.

“We’ve maxed out our facility and we know we have to expand,” said Pastor Michael J. Orr, who presented the requests to the commission.

Orr said the engineers in charge of the process would conduct a tree survey and work to preserve the Oak, Hickory and Cherry trees on the properties.

The process is just beginning, and the church will return to the commission at a later date with a further plans and a request for a development order. This initial phase is just seeking permission to remove the two houses, Orr said.

Commissioner John Sasser asked if the church had contacted the Chipley Historical Society to discuss the project.

“No,” Orr said, “but as we move on, we will take pains to maintain the integrity of the street. We

Probable cause was found, but no further action will be taken, concerning an allegation that Representative Ana Logan filed an incomplete Form 6 disclosure form.

The Commission found no probable cause to believe that Patricia Atkins-Grad, a Tamarac City Commissioner, accepted a prohibited gift from a lobbyist and that she failed to report a gift valued at more than $100, because the alleged actions took place outside of the five-year statute of limitations.

Probable cause was found to believe that Dominick Montanaro, Satellite Beach City Councilmember, appointed his wife to the City’s planning and zoning board in violation of Florida’s nepotism law. However, the Commission will take no further action unless Mr. Montanaro requests a hearing, because his wife resigned from the board as soon as he was made aware of problem.

The Commission dismissed the following complaints for lack of legal sufficiency: Nina Kannatt, Julington Creek Plantation Community Development District Board of Supervisors; Grady Johnson, Hardee County Commissioner; Carol Whitmore, Manatee County Commissioner; Melanie Marsh, Lake County Deputy Attorney; John Ruis, Nassau County Schools Superintendent; Frank Townsend, Assistant County Attorney for Osceola County; Matthew Whittier, Detective in the City of Deland Police Department; Alexander Diaz, Golden Beach Town Manager; and Maria Sachs, Florida Senator.

The Commission’s reviews for legal sufficiency are limited to questions of jurisdiction and determinations as to whether the contents of the complaint are adequate to allege a violation of the Code of Ethics. As no factual investigation precedes the reviews, the Commission’s conclusions do not reflect on the accuracy of the allegations made in these complaints.

Public Session

The Commission adopted a Joint Stipulation between Kenneth Beer, former Candidate for Palm Beach County School Board, and the Commission Advocate. The agreement finds that Mr. Beer failed to disclose assets and income on his 2011 Form 6 when he qualified for office. A civil penalty of $1,000 will be recommended to the Governor.

The Commission dismissed a petition for costs and attorneys fees filed by Beth Flansbaum-Talabisco, Mayor of Tamarac, that was filed against her former complainant, Patricia Barsorian. The petition was dismissed because it did not allege that Ms. Barsorian made false or reckless allegations that were material to a violation of the Code of Ethics. A fees petition filed by Kristy Parnell, Communications Supervisor in the Osceola County Sheriff ’s Office, against her former complainant Margaret M. Coffey, also was dismissed because it did not allege that the complainant’s allegations were known to be false when Coffey made them or that Coffey exhibited a reckless disregard for the truth or falsity of the allegations.

In a formal opinion adopted by the Commission, the Commission determined that the nepotism law would be violated if a relative of a council member is elevated from a nonvoting alternate position on the town’s planning and zoning board to a voting position or to a first alternate position. However the law would not be violated if the zoning board was reconstituted to rotate voting among alternates.

In another opinion, the Commission determined that a former employee of the Department of the Lottery would not be prohibited from contracting with an association that pays the Lottery for its facilities and services.

A formal opinion interpreting the voting conflicts law determined that a county commissioner is not presented with a voting conflict regarding a measure to approve the sheriff ’s budget where the commissioner’s brother is a deputy sheriff applicant.

The Commission also issued an opinion interpreting the new dual employment statute passed by the Legislature during the last legislative session. The Commission determined that the law does not address a County Commissioner’s LLC contracting with a school board. The commissioner, as a former school board member, would be prohibited from personally representing the LLC before the school board/district for two years following vacation of his school board seat. Additionally, the situation does not pose a conflicting employment or contractual relationship under the ethics laws.

The Commission also adopted an opinion concerning the Jacksonville Port Authority. The Commission determined that under the circumstances presented, a conflict of interest would not exist

The Florida Commission on Ethics is an independent ninemember commission formed in 1974 to review complaints filed under the statutory Code of Ethics and to answer questions from public officials about potential conflicts of interest through its issuance of advisory opinions.

If the Ethics Commission believes a violation of the law may have occurred, it may decide to hold a public hearing. If it concludes a violation has been committed, it may recommend civil penalties that include removal from office or employment and fines up to $10,000 per violation.

TALLAHASSEE — Meeting in Tallahassee on July 26 in closed session, the Florida Commission on Ethics took action on 24 complaints, Chair Morgan Bentley announced on Thursday.

In a complaint filed against Tony Capela, Palm Coast Street Superintendent, the Commission found no probable cause on five allegations he misused his position: by showing favoritism to a business entity owned by a friend; by retaliating or attempting to retaliate against an employee; by allowing the City’s recycled scrap metal funds to be used for department parties; by hiring an unqualified individual as Public Works Chief Operator; and by conducting personal business on City time. An allegation that he had a conflicting contractual relationship because of the sale of his home to a principal of a company doing business with the City also was dismissed with a finding of no probable cause.

No probable cause was found to believe that M.M. “Butch” Jordan, Lawtey Chief of Police, misused his position to harass the City’s maintenance supervisor who is also a volunteer firefighter.

The Commission found no probable cause to believe that Frederick Pinto, Councilman and Vice Mayor of the Village of Royal Palm Beach, had a voting conflict when he voted on two measures that benefitted Palm Beach County Commissioner Jess Santamaria. No probable cause also was found concerning an allegation that Mr. Pinto had a conflicting employment relationship because of his employment as a Commissioner Aide to Palm Beach County Commissioner Santamaria.

No probable cause was found to believe that Betty Burney, Duval County School Board member, had a voting conflict when she voted to approve a contract with a company that later hired her sister.

Probable cause was found to believe that Florida Representative and candidate for Pinellas County Commission, Janet C. Long filed an inaccurate 2009 Form 6 disclosure form. However, because an amended form has been filed, the Commission will take no further action on the allegation unless Ms. Long requests a hearing. An allegation that she filed an inaccurate 2011 Form 6 was dismissed with a finding of no probable cause.

The Commission found probable cause to believe that Scott

Rhodes, Vice Mayor of Satellite Beach, had a voting conflict when he voted on two measures that benefitted a client of his irrigation business. Probable cause also was found to believe that although Mayor Rhodes abstained from a vote in May 2013, he failed to timely file the Memorandum of Voting Conflict form within 15 days as required by statute. However, the Commission will take no further action on either allegation unless Mr. Rhodes requests a hearing because Mr. Rhodes was in substantial compliance with the law and because the irrigation project was completed before the vote occurred.

The Commission dismissed an allegation that Charles Felton, Coleman City Councilmember, was employed by the City while simultaneously serving as a member of the City Council, because circumstances created an emergency situation where Mr. Felton was the only person legally qualified to drive the City’s garbage truck. No probable cause was found to believe that he used his position to avoid late fees and continue service to his and his brother’s homes when water payments were in arrears.

The Commission also considered a complaint filed against Florida Senator Joseph Negron, Jr. The Commission voted to dismiss the financial disclosure complaint because the error on his disclosure form has been corrected and the public interest would not be served by proceeding further.

Probable cause was found to believe that Representative Reginald Fullwood failed to properly list assets and liabilities on his 2011 Form 6 financial disclosure.

No probable cause was found to believe that Representative Daphne Campbell failed to list property on her 2011 Form 6 disclosure form.

The Commission found probable cause to believe that Senator Christopher L. Smith failed to detail liabilities and improperly disclosed assets on his 2011 Form 6 financial disclosure, but will take no further action unless he requests a hearing.

In a complaint filed against Mexico Beach Mayor Al Cathey, the Commission found no probable cause to believe that Mr. Cathey was selling construction services to the City in violation of the Code of Ethics. The Commission also found no probable cause to believe that the Mayor had a conflicting employment or contractual relationship because of his relationship with a construc-

No man (or bat) is an island One concept shared by many different religions is the interconnectedness of life. This teaching reminds us that we are connected with the whole of creation.

Because of that, our actions have more serious and far-reaching consequences than we often realize.

Every single SHANNON decision we make, SEYLER regardless of how Faithfully Yours seemingly trivial, affects someone else. This is true not only of interactions with fellow human beings, but with everything in nature.

Which brings me to the subject of bats.

You may be wondering why I’m suddenly mentioning flying mammals. Some people strongly dislike bats and think they’re creepy. But even people who find bats a bit less than cuddly still need them. There has been a massive surge in bat mortality rates due to a disease known as White Nose Syndrome (WNS). Over 5 million North American bats have already succumbed to this disease.

Why should you care?

If you like to eat, then you owe a debt to bats. Bats eat agricultural pests. When bats die, agriculture is impacted. With certain species of bats facing possible extinction within 20 years if this disease isn’t curbed, farming is being affected. The dieoff of bats can result in a North American agricultural revenue loss of over 3 billion dollars annually. And it’s not just bats that are in danger.

According to the World Wildlife Fund, “The rapid loss of species we are seeing today is estimated by experts to be between 1,000 and 10,000 times higher than the natural extinction rate.” In other

I’ve actually heard people try to use religious reasons to justify animal cruelty. God gave man dominion over animals, they say, so people can do whatever they please with them.

Of course, that’s unethical. No living being on this planet was ever placed here to be abused.

Think about the choices you make. Nothing you own, and nothing you do, exists in isolation.

Everything from the shirt on

your back to the newspaper you’re reading is the product of a team effort involving not only a surprisingly large number of people, but also animals and plants.

Everything you do has an effect upon another living being. Likewise, those beings also exert an influence upon you.

Remember, the vegetables you serve for dinner may have gotten to your plate as a direct result of bats. Pick up any given object in your home, and try to think of the astounding chain of plants, animals and people who helped bring it into your possession.

Let’s pause to think of how our actions affect others. What is our obligation to other people? To animals? To plants? To ourselves?

To our Creator?

A careful consideration of our connections to others can lead to an increased sense of moral responsibility.

Education chief resigns amid grading scandal The Associated Press TALLAHASSEE — Florida’s education commissioner resigned Thursday amid allegations that he changed the grade of a charter school run by a major Republican donor during his previous job as Indiana’s school chief.

Tony Bennett announced his immediate resignation at a news conference, saying that while he did nothing wrong he didn’t want to be a distraction to Gov. Rick Scott’s efforts to overhaul Florida’s education system.

Emails published by The Associated Press this week show that Bennett and his Indiana staff scrambled last fall to ensure Christel DeHaan’s school received an A, despite poor 10thgrade algebra scores that initially earned it a C. Bennett called that interpretation “malicious and unfounded” and said he would call for Indiana’s inspector general to look into the allegations because he is certain he will be cleared of wrongdoing.

He said it would be unfair to Scott “to have to spend my time and the State Board (of Education’s) time, as things continue to trickle out, defending myself.” He called the allegations “politically motivated.”

Bennett lost his re-election bid last November in Indiana. He was hired by Florida as its education commissioner, a nonelected post, in December.

Indiana uses the A-F grades to determine which schools get taken over by the state and whether students seeking state-funded vouchers to attend private school need to first spend a year in public school.

After Bennett learned about a likely low grade for Christel House, he fired off a Sept. 12

email to his chief of staff.

“This will be a HUGE problem for us,” Bennett wrote. “They need to understand that anything less than an A for Christel House compromises all of our accountability work.”

with grades for other “combined” schools — those that included multiple grade levels — across the state.

Bennett downplayed the emails on Tuesday, repeating his assertion that he took action because he was concerned there was a flaw in the formula.

“It is absurd that anyone would believe that I would change the grade of a school based on a political donor or trying to hide schools from accountability,” Bennett said. “That’s fictitious at best, and it’s totally unfounded.”

He acknowledged that the problem was identified and fixed prior to the release of school grades but maintained the change affected as many as 13 schools.

“We did nothing wrong. We did nothing covert. We did nothing secretive,” Bennett said.

The revelations that Bennett and Indiana officials scrambled to change the grade of one school come amid a strong debate over Florida’s grading system.

Bennett earlier this month pushed the Florida board that oversees education policy to adopt a “safety net” provision that prevented the grades of more than 500 schools from dropping more than one grade this year.

That provision was adopted by a 4-3 vote amid much debate and criticism that the move would “mask” the true performance of schools. Bennett’s plan was even opposed by the education foundation set up by Bush.

The grades released last week still showed a sharp drop in the number of A-rated schools and a jump in the number of F-rated ones.

Report: Water at Carl Gray Park contains illness risk

The fine-feathered residents of Blue Lake are still camping out in the parking lot due to high water.

Continuous rains in July, beginning with flooding on July 4, have kept ditches and ponds full in Washington County.

Blue Lake is out of its banks and nearly to the Community Center building at Blue Lake Park on Highway 77, just south of Interstate 10 in Chipley.

PANAMA CITY — Down from the boat ramp at Carl Gray Park, a pungent odor drifts on the breeze as water enthusiasts fish and swim in the murky, brownish tide.

An ominous sign off from the shoreline discloses because of bacterial content “swimming not recommended … increased risk of illness.”

“Unfortunately, for the past month it’s been pretty common,” said Joe Scully, water program supervisor with the Florida Department of Health. “During these past rain storms a lot of streets flooded and manholes overflowed … that stuff that comes up out of the manhole then washes into the bay.”

Rains over the Fourth of July holiday averaged about 20 inches in Bay County, and since then The Beach Water Monitoring Program, also known as the Florida Healthy Beaches Program, has had little good news to report.

The Beach Water Monitoring Program is responsible for conducting beach water sampling for enterococci and fecal coliform bacteria for 34 coastal Florida counties every week and reporting the results to the public.

High levels of the bacteria can cause disease, infection or rashes in humans.

And water quality in all but one sampling location in Bay County has gradually degraded and resulted in “poor” results since.

Scully said there is a posi-

tive correlation between the amount of rainfall and the amount of bacteria in surrounding waters.

“The Bay is very discolored still and that’s from the run off of 20 inches of rain,” he said.

Waters surrounding Panama City in St. Andrew Bay were impacted the greatest. The bacterial content at Carl Gray Park, near Gulf Coast State College, was more than seven times the amount at which a swim advisory is issued.

Edward Turner, superintendent of lift stations in Panama City, reported to FDOH because of heavy rains multiple sewers overflowed and adversely impacted the water quality in the vicinity of Beach Drive and Carl Gray Park. Dupont Point at the southernmost point of Parker was the least impacted but still three times the swim advisory limit.

The limit for a “poor” quality level and a swim advisory is 104 colony forming units of enterococcus per 100 milliliters. Enterococcus is tested because it stays around longer in salt water environments.

Of the beaches reporting in Bay County only Bida-wee beach had a status of “moderate” containing between 36 and 104 colony forming units.

“Anytime you use the water I would definitely rinse off,” Scully said. “There’s always bacteria in the water. Don’t go in with open wounds, definitely don’t drink the water and, especially little kids, you don’t want them in there messing with it.”
