Eliminating county employees is one thing the county can do to free up money for the budget,

Bush said, and several positions are being considered for chopping, including that of a county manager and a human resources director. “We don’t want to send the employees into a panic, and nothing has been decided,� Bush said. “We’re just looking at every possibility.�

The county is also facing “unfunded mandates,� Bush said, including increases in employee health care premiums and an additional $227,000 the county will be required to pay into the

CHIPLEY — The Washington County News continued its award-winning tradition last week when the newspaper won state honors for its news coverage.

The newspaper was recognized on July 19 during the Florida Press Association’s annual convention in Orlando, where the Washington County News won second place in the FPA’s Better Weekly Newspaper Contest. “I’m very proud of Editor Randal Seyler for achieving this First Amendment Defense award, based on the outcome of a court order that was precedent-setting in Florida in its application of Sunshine and Public Record Laws,� said Nicole Barefield, publisher of the

Washington County News. “More importantly, it recognizes the work Randal and staff do day in and day out covering the issues and activities important to our communities, and holding our government and elected officials accountable to the publics they serve. This we will continue to do,� she said.

The award was for category of 1st Amendment Defense, Open Circulation Division, and was won with the coverage of the Vernon City Council’s violation of the state Sunshine Laws when it conducted an executive session on April 23, 2012.

Chipley First Presbyterian Church Art Day Camp CHIPLEY — Chipley First Presbyterian Church will hold their annual Art Day Camp Bible School from 9:30 to 11:30 a.m., on Aug. 5 through Aug. 9.

This year’s theme is, “Faith, Hope and Charity!” Attendance will strictly be limited to 20 students, ages 10-13 years.

Volunteers sought for elder care CHIPLEY — Elder care Services, Inc., is seeking seniors aged 55 and older for the Retired Senior Volunteer Program at Northwest Florida Community Hospital in Chipley.

In return for their service, volunteers receive free accident/ liability insurance and recognition.

county employee retirement pension. “There’s no fluff left in this budget.”

The one possibility the county commissioners weren’t willing to look at, however, was the recommendation by Cook that they increase the millage rate to 9.23 from the current 8.91.

Commissioner Todd Abbott said that he would not support raising taxes. He said the county should change the homestead tax exemption so that it applies to not the first $25,000 of property value, but to the second $25,000. “Right now, about 30 percent of the county residents pay 80 percent of the property taxes,” Abbott said.

County Attorney Jeff Goodman said that if the commissioners de-

sired, he could research the matter and bring the information back to the board in August.

However, that would not help Cook have a millage rate by Aug. 4.

“Surely one of you have a suggestion?” Cook asked the commissioners. “All we’re looking for is a little direction.”

“I want to look at every option before raising taxes,” Abbott said.

Commissioner Charles Brock noted that the county millage was 10 mills and more throughout the 1990s. Laying off county personnel would mean cutting services for the county residents, Brock said.

“You can’t cut out half the county staff and not cut services.”

“Sometimes you have to have a

little backbone,” Brock said.

“I pay as much taxes in this county as I want to pay,” Commissioner Joel Pate said. He said that the county should have been putting away money back when the gas pipeline first came through and the county routinely had $2 million budget surpluses. “We also need to have a strategic plan, this county has no plan in place.”

Abbott said that if he ran his company the way the commissioners ran the county, his company would be bankrupt.

He also said the county wastes a lot of money in grading and filling dirt roads. “We put dirt and sand on these dirt roads, grade them off, then they wash away, year after year. One of our biggest expenses

is putting out dirt.”

“I think we are all struggling to do more with less,” said Commissioner Lynn Gothard. “I don’t think the county is any different. And as a new commissioner, I am not convinced the county is run in the most efficient way possible.”

Gothard said the commissioners were facing a difficult decision.

“I wish we could have had more budget meetings to discuss this.”

The commissioners split 3-2 on Cook’s proposed millage rate, with Brock and Bush voting for the 9.23 rate and Pate, Abbott and Gothard voting against the millage rate.

The commissioners agreed to meet Monday at 9 a.m. to hold a workshop to further discusss the issue.

The Washington County News then sought access to the records of the executive session since the violation of the law rendered the transcript of the closed session a public record.

The city refused to respond to the public records request. The case went to court on June 26, where Circuit Court Judge Chris

Patterson ruled the City of Vernon violated the state’s Sunshine Laws and the city was required to turn over the transcript of the executive session and ordered to pay damages.

The newspaper challenged the city council’s failure to properly close an executive session, and the matter was eventually taken to court, where it was ruled that the city council had violated the state Sunshine Laws.

Following the budget hearing, the board heard a presentation from GCA Services Group representatives Don Clark, Mark Ryerson and Anthony Ardovino.

GCA Services Group is a provider of janitorial and custodial services that bid on the K-12 cleaning contract for the Washington County School District. GCA Services Group was awarded the bid following the presentation.

“We are there to provide a clean, safe environment for our children,” Clark told the board. The company has offices in Pensacola and Panama City and the company is headquartered in Knoxville, Tenn.

Clark, a regional vice president of operations for GCA Services Group, said his division specialized in K-12 schools and said there would be an on-site manager at the schools to oversee that all work was done to the company’s quality standards.

“We adjust our hours to the needs of the school, we’re very flexible, and our on-site managers

are there to work with the principals and do things the way they want them done.”

Clark said the company would hold two job fairs to hire local employees to fill the positions at the school.

Recommended employees who are already working at the school district in janitorial or custodial jobs would be given first opportunity to apply with GCA Services Group, then a second job fair would be held for the general public, Clark said.

The company will also fund five $2,000 scholarships for Washington County students each year, Clark said.

“We just want clean schools and people making sure the job is done,” said Board Member Susan Roberts.

“How can you do what you promise when your company was the lowest bidder?” Board Member Wayne Saunders asked.

Enrichment Center offers after-school program CHIPLEY — T.J. Roulhac Enrichment and Activity Center will offer a free after-school program beginning in September.

The program will be from 2:30 to 5 p.m.

Monday to Thursday for children under the age of 18. The major purpose of the program is the improvement of academic skills, the reduction of juvenile delinquency and the elimination of youth violence.

The program will be staffed by three contracted personnel — a program director, an educational coordinator and an activity coordinator.

County Commissioners postpone the inevitable The Washington County Board of Commissioners did what they seem to do best at their meeting Thursday morning: They put off until next week what they should have done Thursday.

When asked by Clerk of Court and Comptroller Linda Hayes Cook to vote on a millage rate of 9.23, the commissioners did everything they could to avoid doing their jobs, short of getting up and leaving the building.

Mrs. Cook told the board the state required the county to set the millage rate by Aug. 4, and she asked that they adopt the recommended rate of 9.23 — up slightly from last year’s millage rate of 8.9195.

Board Chairman Alan Bush told the commissioners that because of falling property values, unfunded government mandates and increases in the cost of health care premiums for county employees, Washington County might be facing a deficit of more than $400,000 this coming year.

Factor in the road damage from the recent flooding, pending

lawsuits and the proposed purchase of the Project Pipe property, and the county could be as much as $800,000 in arrears.

Raising the millage rate would be one obvious way to try and fill in the difference between what the county has coming in (revenue) and what it expects to spend (expenditures).

The millage rate is the amount per $1,000 that is used to calculate taxes on property.

Commissioners Joel Pate, Todd Abbott or Lynn Gothard voted against adopting the recommended millage.

The increase in millage rates comes to 0.3105, which would equal about $3.10 increase for each $1,000 of property taxed — that means an annual tax hike of $310.50 on a $100,000 property.

Mrs. Gothard’s reason for voting against the increase was the most sensible. She wanted more information on the budget and the revenue shortages facing the county before making a decision.

Though she is to be commended for wanting to be informed, one

has to wonder why the budgeting process was conducted without more input from the commissioners to begin with.

Mr. Abbott said he was against tax increases but suggested the county change the homestead tax exemption so the deduction applied to only the second $25,000 of property value — which would, ironically, increase taxes on more properties in the county.

Mr. Pate’s opinion was that he already pays too much in taxes in Washington County.

Mrs. Cook warned that as it stands, the county budget is not balanced. Even with dramatic cuts to the county staffing, the proposed budget is short $92,000.

Commissioner Charles Brock, who along with Mr. Bush supported the increase, called upon the commissioners to “show some backbone” and support the clerk of court. Two of the five commissioners did just that in voting for the millage hike.

Hopefully on Wednesday at least one more commissioner will join the “backbone” club.

Censorship has no place here I’m an opinionated person. I’ll admit that right up front. I have an opinion on nearly every topic under the sun. There’s nothing wrong with having opinions, even strong ones.

But there’s something wrong with being a jerk.

We, as Americans, treasure our freedom of speech. We don’t take kindly to censorship.

Silencing others is simply not the American way. Yet there are still some people out there who want to stifle opposing viewpoints.

It can range from actually destroying literature that promotes alternative viewpoints to suppressing information about different religions (for instance, not allowing young people to learn about other faiths by purposely withholding information).

As some of you know, certain atheist groups in both the U.S. and abroad have erected billboards with pro-atheist messages. Before I moved here, one of those billboards was put up in my area. I don’t have a problem with that. It’s a free country.

An atheist has the exact same right to free speech as any other American. That particular billboard ran its course with little commentary or controversy, but in other areas of the U.S., religious people have been defacing atheist billboards. This is cowardly and un-American. If these individuals have such a problem with atheism, then why not go to the group that sponsored the billboard and challenge them to a public debate?

Then both sides can present their viewpoints in a civil and orderly fashion. It’s certainly preferable to creeping around and defacing a message that cost someone thousands of dollars to put up.

When I was a teenager, a comparative religion course was proposed at school. The course wasn’t about swaying people toward one religion or another, but merely providing objective information. The course was quickly canceled. Too many parents protested, insisting

People were also opposed to their children learning about other religions. We, as students, were forced to wait until college to take unbiased world religion courses. College is far too late in the game to be learning about religion, particularly when it’s nearly impossible to study history without it. It’s futile to study a civilization without understanding its religious or philosophical underpinnings.

Just try studying the Middle Ages in Europe without some knowledge of Christianity. Fortunately, I don’t believe in idly waiting around for schools to educate me. I had already studied world religions by that point.

Once again, self-education proved to be the best measure.

I’ve already admitted that I’m opinionated, particularly in matters of religion, politics and social issues. My opinions tend to be in the minority for this particular region (and the South in general). That doesn’t concern me. My beliefs aren’t a popularity contest. I’m quite aware that there are viewpoints that directly oppose my own. If you hold one of

those opinions, I support your right to make your views known publicly.

Use whatever means you deem necessary to promote your opinions, from a simple flyer to a major media campaign. Just do it honestly. Don’t resort to underhanded tactics.

There’s nothing wrong with debate and discussion, but there’s something seriously wrong with vandalism and other thinly disguised attempts at censorship.

Just because someone holds a particular religious view doesn’t mean that he or she gets to dictate what others can believe. So the next time you see somebody trying to practice censorship in the name of religion — or for any other reason — speak out. I’m willing to stand up for the rights of others to promote beliefs I’ll never hold myself. I’ve even spoken up for free speech for people whose viewpoints I find abhorrent. But that’s how strongly I feel about censorship. It has no place in this country, whether in its schools, houses of worship, workplaces or government. If you don’t want to be censored, then don’t censor others.

Kiwanis Club hears of Wound Healing Institute Special to the News The Chipley Kiwanis Club met for its weekly luncheon at Pattillo’s Restaurant at the Washington-Holmes County Technical Center on July 23.

The program was presented by Morgan Cassels, R.N., program director of the Wound Healing Institute of Northwest Florida Community Hospital. Cassels highlighted the comprehensive services his staff offers and was pleased to announce the recent Accreditation for

Hyperbaric Services.

In his opening remarks, Cassels stressed his compassion in caring for patients at the Wound Healing Institute since its inception in 2010.

His experience along with Dr. Artur Vardanyan and medical team are dedicated to the specialized field of wound healing.

His overview of the services provided included Hyperbaric Oxygen Therapy, Advanced Dressing Applications , Growth Factor Applications,

Bio-Engineered Cell Therapy, Negative Pressure Therapy, Non-invasive Arterial surveys, Edema Management, Compression Therapy, Nutrition Counseling and Wound Management Education.

Statistically, Washington, Jackson and Holmes County area a population of nearly 100,000 people, over 10,000 will be diagnosed with diabetes.

Of those 10,000 residents 3,050 will require advanced services for wound care like those offered at the Wound Healing Institute.

The Northwest Florida Community Hospital Wound Healing Institute is located within the Hospital at 1360 Brickyard Road in Chipley and has a website with more information.

With its recent accreditation, it is the only Critical Access Hospital, of 1328 in the United States that is Accredited by the Undersea and Hyperbaric Medical Society. Visit the site at www.nfch.org.

the benefits of the Wound Healing Institutes services with the community.

CHIPLEY — Members of Chipley Garden Club met with Washington County History Museum Director Dorothy Odom on July 22 to begin planning Chipley Garden Club’s 3rd Annual Scarecrow Contest.

The event is scheduled from 9 a.m. to 3 p.m. on Oct. 19, on the Farmers Market lawn in conjunction with Washington County Historical Society’s “Fall Into History” Festival. In addition to all the scarecrows, Washington County’s History Museum and the Railroad Museum will be open for touring and there will be live entertainment, vendors, food, and history demonstrators. The events are family-friendly, lots of fun, and educational, too!
