QUITO, the first World Cultural Heritage Site On September 8, 1978, UNESCO declared Quito the first World Cultural Heritage Site due to the importance and diversity of architectural, natural and cultural wealth found within its Historic Center. In 2011, Quito was also declared American Capital of Culture by the International Bureau of Cultural Capitals.

In 2013, several international publications highlighted the beauty and interest of Quito and the investment projects being carried out within the city, in prestigious periodicals such as The Washington Post (USA), the Chicago Tribune (USA) , Via G Magazine (Brazil), Die Welt (Germany), and others. QUITO, outstanding quality of life The Metropolitan District of Quito includes 25 protected areas, 23 of which are protected forests and 2 which are ecological reserves. Within its territory, 542 bird species have been recorded, which has earned the district the recognition of Important Bird Areas (IBA), a Conservation International category, at both the MashpiGuaycuyacu-Sahuangal reserve and the Pachijal watershed reserve. Additionally, Quito enjoys spring climate all year round, with an average annual temperature of 16°C.

QUITO, its people Quito’s employment totals 771,423 people, of which over 60% are between 18 and 40. Quito is the city with the highest number of universities in Ecuador, totaling 24, including 5 of the 6 best universities in the country. The city, therefore, provides excellent resources for young professionals in different fields and specializations, including innovation and technology, software, engineering, the arts, traditional crafts, and much more.

QUITO, legal security The Municipal Ordinance #406 issued on June 14, 2013 establishes a public-private partnership scheme that allows both the public and private sectors to develop projects of general interest together. This framework helps minimize economic risks for the implementation of investment projects, establishing a “win-win” relationship between both parties. Under this new legislation, the Metropolitan District of Quito has already begun developing joint projects together with the private sector.

QUITO, productive and innovative The capital of Ecuador is a modern city with ambitious plans for the future. • The new Mariscal Sucre International Airport is the main entry point for international passenger and cargo traffic into the country. • The new Metro de Quito will be the most important public transportation system in the city, connecting the north and south segments of the city by the year 2016. • The new Conventions Center will make Quito an attractive option as host of important largescale conventions and events. • A grand Historic Center Revitalization Program is being developed, based on projects that plan to convert the old town into a residential enclave and tourism hub.

• Industrial parks will transform the industrial sector of Quito through the construction of new facilities that offer clean production practices and energy efficiency. • A new Quito Road Plan includes 14 major projects that will optimize connectivity within the city and between the city and the rest of the country. With a total investment of approximately $630 million, improvement, expansion and construction of new roads is currently underway. • Special Tourism Zones (ZET): As per Metropolitan Ordinance # 236, La Mariscal and the Historic Center neighborhoods have become Special Tourism Zones (ZET, in Spanish), which will encourage the management of areas specifically intended for tourism, offering prime investment opportunities. • Digital City: Quito works to become a ‘digital’ city, enabling the exchange of information and communication between people, institutions and companies making it more efficient and opensource.

FAQ

UNDER WHAT MODEL WILL THIS PROJECT BE MANAGED?

WHAT ARE THE BASIC AND ADDITIONAL WORKS? The basic construction involves all infrastructural requirements necessary to position Quito as an ideal destination for meetings, conventions and events. They have been established as the following: • A Conventions Center with capacity of 3000 people • An exhibitions and fairs area with capacity of 6000 people • An entertainment arena with capacity of 9000 people Additional works related to the basic works are intended to enhance the economic dynamics of the complex, including restaurants, hotels and shops. There are, as of yet, no minimal requirement for these works; these should be proposed by the participants and are subject to qualification. Basic and additional works are to be realized within the 11.4 hectares located inside the Bicentennial Park.

The project will be managed under a public-private partnership model, as per Municipal Ordinance No. 406. The contribution of the public sector (Metropolitan District of Quito MDMQ) is the allotment of ​​11.4 hectares of land, located in the Bicentennial Park, former Mariscal Sucre Airport, for development. The contribution of the private sector includes financing, construction, operation and maintenance of the basic and complementary works.

WHO IS ELIGIBLE TO PARTICIPATE? Domestic or foreign corporations, or associations and consortia thereof.

HOW IS THE PROCESS OF SELECTING THE PRIVATE-SECTOR PARTNER? The private-sector partner is selected through a public tender composed of three evaluation phases: • Phase I: assessment of eligibility of experience, solvency and legal capacity of the company or consortia. • Second phase: A technical evaluation of the company or consortia’s project,

taking into account all architectural, commercial, operational, urban planning and financial criteria. • Third phase: An economic evaluation where remuneration in favor of MDMQ’s 11.4-hectare property is assessed.

HOW IS REMUNERATION IN FAVOR OF THE MDMQ CALCULATED?

OTHER PROJECTS IN THE AREA

AMAZONAS BOULEVARD The “Bulevar Amazonas” project is located to the west of the Bicentennial Park. This boulevard will become a main longitudinal connector between the station at El Labrador (to the south of the park) and Colegio Benalcázar (on the northern edge of the park). Completion of this project is set for December 2014, and will include public facilities and green areas.

THE BICENTENNIAL PARK The New Conventions Center will be located in 11.4 hectares of the Quito Bicentennial Park. The proposed General Park Plan offers a multifunctional and flexible recreational area destined to consolidate a new urban catchment area in the north part of the city.

There are two components that will be taken into consideration: • A fixed component, which is calculated on the basis of the assessed value of the 11.4-hectare property. • A variable component, which is calculated upon the percentage of the complex’s total sales (of both basic and additional works).

WHAT IS THE PUBLIC-PRIVATE PARTNERSHIP’S TERM? The term of the partnership, to be discussed depending on the proposed project, cannot exceed 40 years.

EL LABRADOR STATION The first phase of the Quito Metro involves building stations El Labrador and La Magdalena (north and south of the city), which are expected to conclude in late 2014. El Labrador will be located along Line 1 of the Metro, adjacent to where the new conventions center will be develop.

AVENIDA FLORIDA EXTENSION

THE SOCIAL CIRCUS

Avenida Florida will be extended to connect the western and eastern segments of the city, providing access to the new Quito Conventions Center, through various means of transportation. The extension will include bridges that bypass the Bicentennial Park space.

The Social Circus project, supported by the Vice Presidency of Ecuador and the Cirque du Soleil Foundation, aims to develop cultural and recreational activities at the Bicentennial Park. The project currently features 20 young members who have become professional actors and 200 youths initiated in circus skills.

Since July 2013, the area where the New Convention Center will develop has being operating as a center for events, conventions and exhibitions. This space has been christened the Bicentennial Events Center. The space has become hosted large capacity events, among them:

COLEGIO BENALCÁZAR The transformation of this institution aims to convert the original high school into an educational campus within a period of three years. It will house 2500 students and feature state-of-the-art technology. The estimated investment for the project is 12 to 15 million dollars.
