WELCOME TO COUNTER TERROR BUSINESS 365

As the new-look Government takes shape under Liz Truss, with the key appointments of Suella Braverman as Home Secretary and Tom Tugendhat stepping up as Minister for Security, we all hope that the conversations about getting the Protect Duty enshrined into UK Law will resume expeditiously. Indeed, the new Security Minister took the opportunity to demonstrate his support at the International Security Expo at Olympia London, at the end of September, where he also met with Figen Murray. So far, so good.

In the background, both Public and Private sector organisations are gearing up their preparations for when the Protect Duty comes into being. One of the key aspects for organisations in this, is the capacity classification of Publicly Accessible Locations (PALs) - *“A Publicly Accessible Location is defined as any place to which the public or any section of the public has access, on payment or otherwise, as of right or by virtue of express or implied permission.” – and alongside that the understanding of the associated risks, threat mitigation and most effective responses available in order to build resilience and to protect the public from the threat of a terrorist attack.

Risk assessment needs to be as dynamic as possible, to deal with the complexity and variety of risks for each specific location/ situation/ event. Among the multitude of tools available, what role does AI have in being able to augment our understanding of possible scenarios, by providing us with more sophisticated information and modelling scenarios to best protect people, places and assets?

Philip Ingram MBE, Journalist & Security Intelligence Expert

Philip Ingram MBE BSc MA GCLI is a widely published journalist, specialising in the security and intelligence arenas, who has built on a long and senior career in British Military Intelligence, with years of experience in all aspects of intelligence and security as well as strategic planning.

Slightly tongue in cheek in his Twitter profile, Philip refers to himself as an, ‘Ex spy, specialised in taking over countries, now writes and broadcasts about things intelligence, security, cyber, CBRNE (that is Chemical, Biological, Radiological, Nuclear and Explosives), geopolitics, terror and more’.

Philip now runs his own media company, Grey Hare Media, and between the Army and this, he was a sales and marketing director for a large cast steel manufacturer, learning about business, and then managing director and editor in chief of a B2B Security focused print and online publication.

Figen Murray OBE, ASyl , F.ISRM

Figen Murray is the mother of Martyn Hett, who at 29 years of age was tragically killed alongside 21 others at the Manchester Arena terrorist attack in May 2017.

Since the Manchester Arena attack, Figen has been working with the Government and the security industry to make the tangible changes that can help ensure no other family has to go through what hers has. She is the force behind Martyn’s Law (Protect Duty), a legislation requiring publicly accessible locations to improve security against the threat of terrorism. Her ambitions to better understand counter terrorism saw her achieve a distinction in a counter terrorism master’s degree from the University of Central Lancashire.

Figen’s dedication and work in counter terrorism saw her awarded an OBE in the 2022 New Year’s Honours List. She is also a Visiting Fellow for the Institute of Strategic Risk Management and an Associate Member of the Security Institute.

Nick Aldworth, Director, Risk to Resolution Ltd

Following a 36-year career in policing and the military, Nick finished his career as a Detective Chief Superintendent in Counter Terrorism Policing where he held the role of National Coordinator (Protect and Prepare).

He led the operational protective security responses to the London 2017 terrorist attacks and prior to that was the Chief Inspector of policing and security operations at the UK Parliament. Most of his career was spent in uniformed operations and included EOD search and VIP protection as well as leading armed response teams in London.

David James-Roll, Director, Dataminr

David James-Roll is a Director with the Corporate Solutions Practice at Dataminr. As such, he advises client-facing teams on the structures and responsibilities of corporate security functions and helps clients understand how they can best utilise the Dataminr Pulse product. Prior to joining Dataminr, David served for 14 years as a British Army officer before spending over a decade leading corporate security teams in high risk manufacturing, financial services, overseas development and real estate.

Travis D Frain, National Chair of the UK Counter Terrorism Youth Advisory Group

Since sustaining injuries in the Westminster Bridge terror attack, Travis has spent the years following campaigning for the rights of victims of terrorism. He co-founded the pressure group Survivors Against Terror in 2018, was awarded a Young Leaders in National Security Fellowship by the Counter Extremism Group, and is currently studying for a PhD at Edge Hill University. He currently serves as the National Chair of the Counter Terrorism Youth Advisory Group, and is a member of the advisory board of the National Emergencies Trust.

Mark Susca, Senior Terrorism Risk & Resilience Consultant, Pool Re

Mark recently joined Pool Re as a Senior Terrorism Risk & Resilience Consultant in their growing Solutions division. Supporting the team to provide bespoke information and guidance to insurance Members and their policyholders, Mark draws on his previous expertise at Manchester Airport where he held the position as Head of Operational Resilience, responsible for emergency planning, business continuity and crisis management.

Prior to his role at Manchester Airport, he had an extensive career as an airline pilot flying both regional and long-haul routes, including VIP operations, before diversifying into areas of preparedness, response and recovery. Alongside his role at Pool Re, Mark is currently undertaking an MSc in Counter- Terrorism Risk and Resilience at Cranfield University, supported by Pool Re.

Chris Stevens, Director, SIDOS UK

Chris is a director of an award-winning security consultancy. Serving 31years as a police officer, he was the original BTP CTSA for eight years, advising across the UK. Chris has experienced terrorist incidents, having been close to the 1991 St Albans explosion and then metres from the bus bomb in 2005.

Delivering over 280 PAL-related projects, he is acknowledged by many as a specialist in the field of rail transportation security. He was the client security design advisor for Crossrail throughout the project lifespan. He has achieved Chartered Security Professional status, published papers, and been a speaker at many events.

Barry Palmer has 31 years’ experience of security management within a range of sectors including hospitality, media and healthcare and is currently the head of safety and security for the Tate Galleries group.

He sits on the executive boards of Tinyg as the Global lead on the safety of Public Accessible Locations and the International Committee of Museum Security. Barry is also Co-Chair of the Southwark Community Security Zone and Better Bankside BID.

Karin Castro is an experienced Security Advisor with DBI – The Danish Institute for Fire and Security Technology, delivering advisory and consultancy services to private and public organisations, within security risk management disciplines. She has a strong track record with client cases, R&D as well as, training and development. Specialty areas include protective security and CT on strategic and tactical levels, security culture – the human factor – and security risk assessment.With an M.Sc. in Security Risk Management and BA. in Anthropology from Copenhagen University, her previous roles within the security field include business owner and managing partner, retained advisor to U/HNWIs, intelligence analyst, and academic researcher. Karin Castro is an active board member and Women In Security (WIS) community liaison at ASIS Denmark Chapter 228, she also volunteers as a mentor and board member with associations working to improve intersectional diversity, equity, and inclusion.
