A record year for growth illustrates PfH’s value to the sector. PfH spend under management in 2012/13 grew year on year by 32% from £119.3 million to £157.2 million, which is the largest increase in a single year since PfH was launched in 2004. This increase, which was consistent across the five categories, will enable PfH to strengthen its purchasing power in the marketplace and deliver even greater savings in future years.

Supporting HouseMark HouseMark is a subsidiary of the CIH and the NHF and a sponsor of PfH. HouseMark helps the social housing sector to improve performance and achieve value for money by sharing knowledge, providing consultancy support and business performance data. This year PfH has been able to make a contribution of £449,566 to HouseMark. This contribution supports HouseMark, the CIH and the NHF in promoting good practice and policy work on behalf of the sector.

Chair and Director’s report In a volatile market, PfH has strengthened its position as a national consortium that is dedicated to the social housing sector and has driven impressive growth in savings and spend under management. However, changes in the market have created challenges for procurement teams and following our sector leading research, PfH has responded by making the biggest changes to its service proposition since its launch in 2004.

A new approach

Full service procurement delivery

While PfH retains its Member-led principles of delivering efficiencies and providing the best framework agreements, the sector now demands much more from procurement. Growth in membership and a record £55 million in estimated savings are a testament to our continuing ability to deliver. Of even greater importance this year has been the investment we’ve made in the full service procurement and technology services that customers will demand in the coming years.

For nearly ten years PfH has excelled at providing the best frameworks and as a result of this success we have become renowned for this area of procurement. However, in the last 12 months we have been moving towards the provision of full service procurement from strategic review and spend analysis through to bespoke tendering and partnering to contract management and benchmarking. This approach is already starting to pay dividends for many of our Members and will be critical for many more as we continue to tackle the economic conditions facing the social housing sector.

Insight to drive change Social housing procurement needs to adapt to deal with the tough climate it is operating in and that is one of the key reasons PfH has been developing new services. Working in partnership with the University of Liverpool Management School and Affinity Sutton, we canvassed the views of 100 Members to examine the barriers they face in moving towards a more intelligence driven, commercially focused procurement. Our research showed that too often resources are not focused on the tools, processes and technology required to enable procurement functions to realise their potential. PfH is now working with a growing number of organisations that are looking to unlock long-term benefits by adopting a more commercial approach, but it’s clear that procurement needs to be championed at a senior level for change to happen and it’s a message we will continue to highlight.

Technology is also playing a critical role in the way our offer is changing. We have made significant investment in Quantum, PfH’s new technology platform that includes payment consolidation, spend analysis and eprocurement services, and critically will provide a single portal view of spend for each Member, driving the intelligence to control costs and identify savings.

Investment in people

Responding to change

The focus on investment in training has continued apace to ensure our procurement team remains at the cutting edge of the latest developments. The team took part in this year’s Achilles EU Academy to keep them up-to-date with the complex world of EU procurement legislation. Investment has also focused on improving the knowledge of procurement staff within organisations and some 300 took part in HouseMark Procurement Clubs where the emphasis was on helping to spread good practice and learning.

The expectations are that the tough economic climate will continue in 2014. That’s why we are focusing our attention on the commercialisation agenda and providing the foundations for a more sustainable path while offering the necessary expert support and services that will be required along that journey. Through ongoing dialogue with our Members we will provide the leadership, vision and support to help organisations tackle future procurement challenges and continue to create the surpluses to deliver strong social dividends.

We have seen the first apprentices join PfH through Aspire to Work, part of our Aspire social impact programme, which has also supported 150 young people from Warrington to carry out a range of community projects as part of the government’s National Citizen Service scheme.

A new service for Scotland In August we launched PfH Scotland, a new service that will develop services tailored to the country’s unique needs. It followed detailed research and discussions with sector stakeholders and the Scottish Government and is a reflection of the different policy landscape that’s emerged in Scotland and the desire for a more strategic focus on procurement. PfH Scotland has a dedicated team based in Glasgow and is developing collaborative approaches in the most strategic and complex areas of procurement such as planned and responsive repairs.

Business plan In 2014, PfH will continue to respond to Members’ needs and their volatile market. Supported by strong stakeholder relationships and an effective Advisory Group, PfH is adapting its service proposition beyond frameworks to drive even more efficiency. PfH will see strong growth again in 2014 through greater framework spend, through collaboration with other buying groups and businesses, and through offering a broader range of services. Given that the demands on Members are set to grow even further, it’s of paramount importance that PfH continues to squeeze more from every pound they spend. In 2014 PfH will enable Members to meet this challenge by benefitting from full service procurement driven by bespoke solutions, technology services and frameworks. As a full service procurement provider PfH will deliver new and better frameworks, consultancy, bespoke tendering, procurement partnering and a range of technology solutions. PfH’s technology platform Quantum will provide a range of tools to drive more effective procurement but most critically of all will provide a single view of total spend. This capability has been illusive to almost every social landlord to date and will transform Members’ capacity for identifying and delivering savings.

Putting research findings into practice PfH’s changing offer to Members is in part shaped by our latest research that shows that procurement needs to make better use of intelligence and data to drive a more commercial approach. In 2014 we will continue to break down barriers to commercialisation through further research and the development of new products and services. This will be supported by a new knowledge transfer partnership with the University of Liverpool Management School, which will see a researcher help PfH to develop tools that support a more intelligence-driven approach to procurement, such as benchmarking savings and social impact trackers. Regional strategy groups made up of senior staff from Member organisations will play a key role in helping to shape these developments and next year groups will be established in North West England and Scotland.

Building the Alliance In 2014 Alliance will be pushing forward its new build programme with the aim of delivering more than 1,000 new affordable homes a year. The Alliance New Build team will utilise a range of delivery models and by working closely with our organisation we will cut the cost of new development and help increase the number of homes they manage.

Scotland The priorities for PfH Scotland will be further growth in membership and spend through investment in its dedicated team and in the development of independent frameworks and services. As well as launching a series of new frameworks, PfH Scotland will work to engage SMEs in the supply chain and assess their skills and capacity as part of a long-term strategy to help Members deliver greater local impact through their spend.

More Members to lead PfH strategy It’s been a big year for PfH’s Advisory Group with the influx of new Members and new ideas. PfH is delighted to have welcomed such a high calibre of new Members to the group, which can be attributed to the consortium’s growing importance in the sector. PfH would also like to thank those that left the group this year, particularly Tom Smith who gave the group years of wholehearted commitment and we wish him well in his retirement. Commercial approach required in financially uncertain times In November 2013, PfH published a white paper in collaboration with the University of Liverpool and landlord Affinity Sutton, which challenged social housing providers to take a more commercial approach if they are to tackle the threat of revenue uncertainty and rising costs.

Two statistics from the research immediately jump out. Firstly, that 70% of participants feel procurement’s importance is rising; and secondly, that 80% do not expect their procurement team to increase in size over the next three years. While those two figures are likely to raise concerns about capacity, the challenges facing the sector run far deeper.

Identifying the challenges 1. This stifles the potential for procurement to play a more strategic role.

If the skills and knowledge start and finish with a landlord’s procurement function there’s a risk that the good work will unravel the moment it’s out of their hands and into those of buyers ill equipped to finish the job. What’s required is a cultural shift that makes procurement the responsibility of the whole organisation. PfH provides full service procurement support, which means that you don’t need to bring in additional personnel to make this happen.

After spend analysis it’s an ongoing process of building knowledge and skills across the organisation. Purchasing consortia such as PfH can draw together and share intelligence on the myriad of markets that social landlords utilise. A key conclusion from the research was the need for collaboration between landlords. Again, consortia have the skills and experience necessary to enable this to happen effectively.

4. What are other businesses doing?

The research shows that spend visibility is generally low across the sector. Landlords tend to measure whether a project has come in on budget – not precisely what that budget was spent on or even whether it could have been lower to begin with. PfH has introduced Quantum Spend Analysis to address this gap, provide total spend visibility and identify savings.

The research challenged some of the ‘norms’ of social housing procurement. It found that often the same small range of suppliers is used again and again with spend and performance data accepted unquestioningly, creating a market with inflated prices. The best way to combat this is by looking outside the sector, for example, what are hotel chains paying for building cleaning contracts? This is an area that PfH is looking to address with the introduction of a benchmarking tool.

Case Study:

PfH delivers tenant led grounds maintenance for Red Kite Red Kite Community Housing was formed in December 2011 following a stock transfer from Wycombe District Council. The procurement of a new Grounds Maintenance contract for Red Kite properties and open spaces was a high priority, and PfH was selected to deliver it. PfH spoke to Red Kite’s commercial manager Jonathan Radcliffe about this critical project. What were your key objectives? Red Kite is a tenant led organisation and it was imperative that the project managers understood the level of detailed involvement our tenants and leaseholders would have in the whole procurement process, from specification design to tender analysis. Technically the objective was to appoint the best value for money grounds maintenance contractor, which met the expectation of tenants and leaseholders.

Why was the contract so important? As a newly formed housing association we made a number of clear promises to our tenants and leaseholders, and it was imperative that the contract delivered against these promises, especially in the highly emotive area of grounds maintenance.

How would you describe the approach adopted by PfH? PfH combined both technical and procurement expertise throughout the project. The technical consultant had an in-depth knowledge of grounds maintenance, discussing various best practice approaches with tenants and leaseholders before preparing a tailored service specification that accurately reflected the requirements of Red Kite. The procurement lead ensured that the tender documents were designed in a way that aligned with the specification in a clear and transparent fashion. PfH engaged with Red Kite throughout the process to ensure the project was delivered on time and delivered reporting and analysis at key stages for stakeholder review.

What did the project achieve? The procurement group of tenants and leaseholders were delighted with their involvement throughout the process and that their selection of a preferred contractor was in line with the recommendation from PfH. The project was a real success and we are particularly pleased with the project management, the expertise that PfH were able to provide in devising the specification and their willingness to be flexible to accommodate specific requirements.

PfH supporting young people in the community Throughout 2013 PfH continued its support of its adopted charity Warrington Youth Club through its Aspire scheme, providing some great outcomes for local charities and community groups. PfH staff worked with the Youth Club to deliver the National Citizens Service (NCS) Award scheme for 150 young people aged 15-17 throughout the summer. The scheme is designed to give young people life skills, training and experiences that will assist them in becoming engaged and valued members of the community through the design and completion of social value projects. PfH delivered project management training and enlisted the support of Office Angels and Digital Outreach to deliver training on ‘cv writing and interview skills’ and ‘working in the voluntary sector’. PfH also gained the support of many of its suppliers to provide products for the young people who were helping their charities with refurbishment and gardening projects.

PfH procurement apprenticeship supporting growth Through its Aspire to work scheme, PfH has seen the first apprentices join PfH, giving them the opportunity to gain valuable experience in the world of social housing procurement. In September 2013 PfH appointed Mike Reynolds who had just finished studying at the University Academy of Warrington. During an initial work experience period, Mike impressed the PfH leadership team and he was subsequently offered a place on an apprenticeship scheme. Three months into the scheme, Mike is delighted to have learnt some important skills. “I’m really pleased to be learning so much and in the coming months I’m looking forward to evaluating tenders and building member and supplier relationships. I’m hoping to work my way up through the procurement function and eventually become a category manager.”

Independent procurement service launched for Scotland Following detailed research and discussions with Scottish housing associations, local authorities, industry bodies and Scottish Government, PfH extended its support for Scotland in 2013 by introducing an independent and dedicated service. ‘PfH Scotland’ will help Scottish social landlords meet the challenges set in the Public Procurement Reform Bill in October 2013 and answer the call for a greater strategic focus on procurement as they grapple with the impact of welfare reforms and tightening budgets.

Steve Malone, Managing Director at PfH, said: ‘Landlords in Scotland are under enormous financial pressure at present. We can bring an in depth knowledge of the sector and its supply chains gleaned from managing the direct and indirect spend of hundreds of landlords for almost a decade.’

PfH Scotland has a dedicated team based in Glasgow which has started work on the development of collaborative approaches in the most strategic and complex areas of procurement in Scotland, such as planned and responsive repairs. This will critically incorporate the development of skills and capabilities across the country. By engaging small and medium sized businesses, PfH Scotland is working to maximise the impact social landlords can have on their local economies.

PfH Scotland will also support the requirements of public procurement reform in Scotland. Members will be able to access support for developing procurement strategies for large contracts and annual procurement reports. Scottish social landlords can also be assured that frameworks will comply with the sustainable procurement duty highlighted in the Bill.

PfH Live 2014 24th – 26th June Thanks to its continued success, PfH will once again co-locate its PfH Live event with the CIH Housing Conference and Exhibition in 2014. With attendance increasing again in 2013 and with delegate and visitor satisfaction higher than ever, PfH has agreed to co-locate the event in 2014. PfH will again be providing 3 days of thought-leading content for senior executives and procurement professionals in its masterclass seminars, with the focus clearly on cost reduction in an environment of uncertain revenues and the costs associated with welfare reform.
