ABOUT MMSD The Milwaukee Metropolitan Sewerage District (MMSD) is a regional government agency that provides water reclamation and flood management services for about 1.1 million customers in 28 communities in the Greater Milwaukee Area. It serves 411 square miles that cover all, or segments of, six watersheds. Established by state law, the District is governed by 11 commissioners with taxing authority. MMSD also handles water quality research, household hazardous waste collection, pharmaceutical collection, industrial waste monitoring, laboratory services, planning and engineering services and Milorganite, a fertilizer trusted by professionals for more than 80 years. Among MMSD’s many efforts to reduce pollution and sewer overflows, green infrastructure has become one of its growing efforts to get the community involved by installing rain barrels, green roofs and rain gardens. Although green infrastructure cannot replace grey infrastructure (installation of pipes, tanks and water treatment systems and processes), it will aid in reducing pollution and overflows.

“Every Drop Counts” Green Infrastructure Overview

The Great Lakes are the largest surface freshwater system on the Earth. Project Goals The initial Request for Proposal (RFP) for the project partner called for completion of all goals over a five month period, from June 3rd through November 3rd 2013. MMSD and Prism ultimately settled on a plan to complete all numeric goals between June 3rd and September 30, 2013. The following goals were initially agreed upon: Numeric Goals • • • • •

Tier 3:

Large Neighborhood Wide Events

b) Residents can sign up for a rain barrel, rain garden, or tree. The District shall make available 50 free rain barrels and 100 free rain garden plants per event. Additional barrels or plants may be provided at cost to the neighborhood groups. The District will coordinate with the Milwaukee Community Service Corps to deliver rain barrels to a specified resident pick-up point. Delivery fees will be assessed to residents receiving rain barrels. The District can provide extra materials for the installs and neighborhood groups can reimburse the District.

Resources MMSD Project Management The lead project manager was Breanne L. McDonald, who was responsible for communicating the needs of the District to Prism, coordinating FCIT (see below) schedule and coordinating approvals and changes of marketing documents. MAPS MMSD provided several maps to Prism to help define the target area. Fresh Coast Interns MMSD planned to provide four (4) interns for the entire summer, but ultimately provided three summer-long Fresh Coast Intern Team (FCIT) members: Kayla Moldenhauer, Andy Kaminski, and Lisa Sasso. A fourth intern was engaged, for the month of June. The Interns helped with outreach events, installations of rain gardens and rain barrels. Barrels MMSD provided 162 barrels for distribution in SSSA neighborhoods. Plants The District provided approximately 200 plants utilized in three (3) installations, covering up to 400 square feet. The Prism interns also provided event support. An experienced installer, Craig Dunigan, was brought onto the team to provide technical support in the absence of the MMSD FCIT on one occasion. Trainers Marek Landscaping provided a kick off hands-on training session focused on rain gardens and rain barrels. This effort centered on proper installation, the benefits of using native plants and how green infrastructure efforts benefit our community.

Initial Approach The Green Infrastructure project was implemented after a series of meetings, data gathering, information assessment and analysis efforts. Based on the evidence that many of the Rain Barrel (RB) deserts were located in low income areas of the SSSA, the GI team (MMSD & Prism) sought to find solutions for reaching these residents. It was mutually decided that the main focus was to raise awareness in neighborhoods that lacked green infrastructure efforts as well as strengthen those neighborhoods that had started to embrace and implement efforts to reduce their rain water runoff.

The initial RFP (P-2586) provided an install period from mid-June through November, with FCIT available from June 3-August 23. Following this period, MMSD hoped to have two full-time and four half-time AmeriCorps members, to serve in this capacity. The District could not confirm availability of this additional staffing until the June 2013 start date. If available, the AmeriCorps team would start after September 1, 2013. As such, Prism proposed to complete the entire project between June and early September 2013. This project would focus on outreach efforts as well as place 150 barrels and provide up to 400 plants (designed to cover 400 sq. ft. of ground space) to community and/or residential rain gardens. Once deliverables were confirmed, the next step was to confirm the project’s goals. Expectations for each tier were defined and a goal was established for the number of events in each tier. Upon conclusion of the numeric contract elements, the importance of resource availability was discussed. The Fresh Coast Intern Team (FCIT) schedule was disseminated and the process for reserving barrels and plants prior to events was confirmed. and installation events. While Prism’s project management team reviewed the lead times for resources and schedules, FCIT received DISC Assessments and rain garden and rain barrel training. barrels. The DISC assessment helped FCIT learn about their personality type and how different personality types interact in the workplace. When personality types are understood,

Development of the documents required substantial up front staff time, but were used throughout the program and were instrumental in getting the word out. Outreach for tier 1 and tier 2 events centered on finding large community events, in target neighborhoods, that would help spread the word about the project.
