As we step into this fresh new year, it's a perfect moment to catch up on some important changes happening in California's real estate world. New laws are taking effect, promising to bring significant shifts to our housing landscape. Whether you're a homeowner, an investor, a potential buyer, a renter, or simply someone who likes to stay in the loop with local real estate trends, these updates are worth your attention. Key legislative changes include: AB 12: Landlords may collect no more than one month’s rent for either furnished or unfurnished units in addition to first month’s rent. There is an exception for small landlords, defined as a landlord who is a natural person or LLC and owns no more than two residential rental properties with no more than a total of four units offered for rent. Exception for small landlords: A small landlord may demand or receive a deposit in an amount or value not in excess of 2 months’ rent, whether or not the unit is furnished, in addition to any rent for the first month, if the landlord (1) is a natural person or a limited liability corporation in which all members are natural persons and (2) owns no more than 2 residential rental properties that collectively include no more than 4 dwelling units offered for rent. The exception for small landlords includes family trusts. Effective 7/1/24. SB 505: Insurance: Extends the FAIR Plan to commercial property. Effective 7/1/24.

to terminate a tenancy under the Tenant Protection Act (i.e., California statewide rent cap and just cause eviction law) for no-fault evictions based upon owner move-in or substantial remodeling. Effective 4/1/24. SB 602: Allows property owners to maintain a “no trespass” letter on file with local law enforcement for up to one year or for a time determined by local ordinance. Effective 1/1/24. SB 644: Requires short-term rentals (or a hosting platform, hotel, or third-party booking service) to allow a consumer to cancel a reservation within 24 hours without penalty if made at least 72 hours or more before the time of check-in and to have the funds refunded to the original form of payment. Effective 1/1/24. AB 1033: Allows local agencies to adopt ordinances to allow the separate conveyance of an ADU from the primary residence as a condominium. Effective 1/1/24. AB 1280: Expands the disclosures required by the Natural Hazard Disclosure Statement (NHD) to include High as well as Very High Fire Hazard Severity Zones (FHSZ) by explicitly highlighting three new subcategories of FHSZs. If the property is located in any of these zones, the defensible space and (for properties built before 2010) fire hardening disclosures would then be required. Effective 1/1/24.

AB 537: Prohibits a place of short-term lodging, as defined, from advertising, displaying, or offering a room rate that does not include all fees or charges required to stay at the shortterm lodging, except government-imposed taxes and fees. Effective 7/1/24.

Memory Lane Steele Canyon Bridge

TRAVELING EASTBOUND ALONG HIGHWAY 94 into Jamul, one might easily overlook the nearly concealed steel bridge that stands as a silent testament to history. Tucked away beneath a canopy of trees, the Sweetwater River bridge, built in 1929 by the Pacific Iron & Steel Co. of Los Angeles, has almost vanished from the view of modern-day traffic. Spanning a mere 22.5 feet in width and stretching 460 feet in length, this historic three-span steel "Parker Truss" bridge remains a captivating relic. The engineering brilliance of C.H. Parker, patented in 1884, birthed this particular design, renowned for its capacity to support considerably longer spans compared to the typical Pratt through-truss bridge. Examining the steel girders closely reveals the stamped mark "Bethlehem," a nod to the Bethlehem Steel Mill in Pennsylvania, the source of the raw materials procured by Pacific Iron & Steel Co. Prefabricated offsite and meticulously assembled onsite, the bridge stands resilient, adorned with cement end caps flanking its sides— purposefully placed to absorb any impact from automobiles, thus safeguarding the steel frame from damage. This steel behemoth replaced its predecessor swept away in 1927 by a storm, standing now as the last surviving Parker Truss bridge in San Diego County. Beyond its architectural significance, did you know that State Route 94 (SR-94) once traced the historic path from Yuma to San Diego, historically known as the Old Spanish Trail? The rural stretch of SR94 follows the original footprint of Campo Road, hosting numerous bridges, buildings, and landmarks along its historical corridor. Among these, none resonate quite as profoundly as the Steele Canyon Bridge. Closed in 1987, the bridge met its replacement—a superior counterpart constructed by Caltrans, nearly doubling its width and featuring pedestrian walkways and broader shoulders along the travel lanes. Its closure was necessitated by the State of California's records, which documented double the average number of accidents on the narrow steel bridge, amplifying the case for its replacement. Once the Gateway to Jamul, the Steele Canyon Bridge now stands as a picturesque backdrop, drawing in hikers and bicyclists before they embark on the trail system that winds its way westward, leading to 22

Sweetwater Reservoir. To commemorate its closure, the Jamul Volunteer Firefighters Auxiliary released a limited edition run of 500 belt buckles in 1987, crafted by the Siskiyou Buckle Co. Inc. from Williams, Oregon, designed by Garth Hyde. Recently, Rochelle and I acquired a 1930 Ford Model A Roadster, captured in the photo. It felt serendipitous to feature our Holiday Photo at the old bridge, decommissioned just before the manufacture of that vintage Model A. The next time you find yourself with a spare moment, visit the Steele Bridge and take a stroll to its center—imagine navigating such a narrow passage with today's vehicles.

Community Cornerstone This special feature is all about celebrating the wonderful people who make our community unique. In each edition, we’ll be getting up close and personal, diving into the stories of our neighbors, and learning more about the journeys that have brought them here.

Can you share your story of how you came to settle in Jamul? What were the key factors or events that led you to this community? Zachary: In 1992, my family, led by my stepfather, CEO of a picture frame company with operations in Mexico and a corporate warehouse near Gillespie Field in El Cajon, relocated from Plainfield, New Jersey, to Jamul, California. This move to Jamul, midway between their Mexican manufacturing base and the corporate hub, was influenced by the area’s excellent school district and its convenient location. The transition from the urban life in Plainfield to the rural charm of Jamul was a considerable

change for me at the age of 9. My family’s active involvement in the PTA connected us deeply with the community, making Jamul our cherished home since then. Rochelle: For years, from my experience working in 9-1-1, I had only heard of Jamul and spent some time familiarizing myself with the layout of the land by studying the area on our advanced mapping systems, but had never ventured out “that far” prior to meeting Zachary in 2019. In the summer of 2020, I was residing in downtown La Mesa when events took a significant turn. The La Mesa riots, marked by burning buildings, vandalism, and increasing threats


to homes nearby, including mine, created a deep-seated unease about living there. Living alone amidst this turmoil, my sense of security was profoundly shaken. It was during this tumultuous period that Zachary proposed a move to Jamul, a place far from the city’s unrest. Throughout our first summer of the pandemic, we had been refurbishing the guest house on his property, inadvertently setting up what would soon become our shared home while our main home was under remodel. This transition to Jamul, endearingly known as “The Haven in the Hills” by locals, offered immediate relief and a sense of protection. I certainly understood where that name came from! The contrast between the chaos left behind and the serene, welcoming community of Jamul was stark. This move marked a significant and positive change in my life. What are some of the most significant changes you have witnessed in the community since you’ve been in Jamul? Zachary: Over the past three decades, one of the most noticeable transformations in Jamul has been the preservation of open spaces. When we first arrived in 1992, much of the land that now belongs to governmental agencies for preservation purposes was privately owned. This shift to governmental ownership for preserving native flora and fauna has significantly limited new developments, increasing the value of existing properties. In the past year alone, the 91935-zip code has seen a 10% appreciation. Despite Jamul’s growth, the municipal ownership of vast perimeter parcels will maintain the community’s natural appeal. Rochelle: In the three years since I’ve called Jamul home, the most notable change I’ve seen has been the surging demand to live in this community. As more people discover the unique charm of Jamul, they are increasingly drawn to its peaceful, serene atmosphere and breathtaking landscapes. Jamul’s popularity is not just external; residents who have long cherished living here are now actively encouraging their family and friends to move closer, creating a vibrant community. The allure of Jamul lies in its tranquil environment and stunning natural beauty, which together create an idyllic setting that’s hard to resist. This influx of newcomers, drawn by the word-ofmouth praise and the inherent appeal of the area, is a testament to the special qualities that make Jamul a beloved place to live. If someone was visiting the area for the first time, what’s one place you would recommend they visit? Zachary: For a genuine taste of Jamul’s essence, a visit to Indian Hills Camp is highly recommended. What aspects of the community do you value the most, and how have they impacted your life? Zachary: Kindness is a hallmark of Jamul. Having experienced the community’s solidarity during the 2003 and 2007 wildfires, I’ve witnessed firsthand how tightly-knit Jamul is. Living in Jamul Highlands, my family and I are fortunate to have exceptional neighbors who offer unwavering support during times of need. These are the neighbors you can rely on, even when you’re away. Rochelle: Living in Jamul has been an absolutely heartwarming experience, and the most incredible part of it all is the sense of community here. The people in Jamul are simply amazing – their kindness, hospitality, and friendliness are just out of this world! Everyone here is so wonderful and always ready to lend a hand to anyone in need, especially during challenging times like disasters, wildfires, or rallying to support a cause. Having lived here for 31 years, graduated from local schools, and built connections across various counties, I’ve seen how Jamul acts as a common thread in so many remarkable relationships. Whether rallying against projects like the Cottonwood Sand Mine or actively participating in community events like Jamulfest, the passion for this hometown is laudable. Jamul residents ardently support each other and are deeply committed to their shared home. I’d like to share my appreciation for the members of the Jamul Kiwanis and all those who volunteered to bring back Jamul’s beloved parade this past October, it is such a wonderful tradition.
