Create Walkable Neighborhoods Smart Growth Principle 4

The idea of getting a coffee after a morning jog, or meeting friends at a local pizzeria without having to find parking are certainly great amenities but true walkability is measured by a number of factors and has very specific benefits to both the neighborhood and the individual. Home search websites now include a WalkScore as part of a property profile and for good reason, the benefits of saving time, maintaining better health, and reducing pollution make walkable neighborhoods highly desirable places to live, work, and visit. The WalkScore numbering system, though new, is based on the term “walkablity” coined in the 1960s by Urban Studies pioneer Jane Jacobs. Her definition went beyond the amenities available by foot to include the quality of sidewalks, pedestrian rights-of-way, land use patterns, building accessibility, and safety along with other factors.

The sum of these factors creates an environment that is friendly to people living, shopping, or visiting an area and should include interfacing with other aspects of Smart Growth including mixed land uses, compact design, greenspace, and transportation choices. In older neighborhoods built in the 1920s and 30s, walkability was built in as not everyone owned a car and even those that did would typically have only one per household. Thus Normal Heights/Mid City already has the density and use mix that places it in the top 4 scores of walkability across all of San Diego County according to SD County Health and Human Services. But we can do better! As we traverse our live/work/visit triangle, there continue to be places where no practical alternative to driving exists or the walk path can be improved. Removing trip hazards from sidewalks, increasing the width of sidewalks, placing planter barriers or curb extensions to protect pedestrians, and providing shady places to rest all encourage more walking. In order for our community to be truly walkable, we need an investment in infrastructure to supplement our rich amenities.

Shipping Containers to House Homeless People in San Diego

project that could become a model for developing housing at record speed is beginning to take shape in the El Cerrito neighborhood of San Diego and is on track to open in December. With construction of a ground-floor medical clinic and parking garage still under way, crews are placing 21 shipping containers each day on the site at El Cajon Boulevard and 55th Street. By the end of the year, 137 shipping containers will have been converted into 40 housing units for homeless people, plus one for a manager, at a cost of $23.3 million. A planned second phase will add an additional 132 units at a cost of $60 million. The housing units are being created by People Assisting the Homeless (PATH), an L.A.-based homeless service provider that also operates a shelter, housing and outreach in San Diego. The ground floor will have a new medical clinic for Family Health Centers of San Diego, with two levels of underground parking below the clinic and two parking levels above it. The five stories of housing units are being built above the clinic and garage. While supply chain shortages and other issues have caused a delay — the project was expected to open this month — the modular housing project still is expected to have shaved about a year off the

time it would have taken with conventional construction. The project’s total cost of $23.3 million comes to $568,000 for each unit according to a PATH spokesperson. But then there are costs for delivery, labor, utilities and other expenses that drive up the final amount. The speed of construction is a trade-off for the high cost. Each container already is insulated, with drywall in the interior and cupboards, sinks, toilets, a bath and a closet already constructed. When the units get delivered to site, they’re about 90 or 95 percent complete. For the most part, there’s no reason for another trade person to go in and do any work. A rooftop garden will be atop the fifth floor and tenants will share a large courtyard. The El Cerrito project started in December-construction usually takes less than a year while the same project would have taken 18 to 24 months under the traditional method. Funding for the project included $11.8 million in state Project Homekey Funds The city and county also each contributed about $2 million from their general funds the county contributed an additional $4.4 million from the state No Place Like Home program PATH acquired a $3 million construction loan. Some El Cerrito homeowners objected to the project
