Here renters and homeowners, young families and retirees, entrepreneurs and engineers, artists and accountants create a vibrant and diverse atmosphere. The promise of engaging conversations awaits at numerous local coffee houses, brew-pubs, and neighborhood street fairs, ensuring surprises and entertainment for all. This variety is also reflected in the living spaces in the community with choices ranging from studio apartments to three-bedroom condominiums, from tiny casitas to large craftsman homes. This range of options, in principle, contributes to a community that can meet the needs of anyone seeking a home, whether they are a single professional, a multigenerational family, or an aging couple looking to downsize. Ideally, these options include a range of affordability based on size, location, and amenities while still providing easy access to transportation, shops, and services. This

allows people to live closer to work, shortening commutes and reducing traffic congestion. Most importantly, affordability within a neighborhood provides a mix of people that fosters creativity, empathy, and social cohesion through ordinary interactions. Normal Heights is fortunate to have grown into most of this design organically over time but the opportunities and choices must be protected through careful planning by civic leaders. Policy decisions can quickly reduce certain types of housing and overproduce others. In San Diego, we are now experiencing an overbuild of above market rate studio and luxury units. In response to this overstock, the city is removing incentives for units under 500 square feet and refocusing on homes with three or more bedrooms. Smart Growth principles can help avoid these pendulum swings by providing a holistic approach to city planning ensuring housing choices remain diverse with ready access to schools, public transportation, shops, parks, and libraries.

Normal Heights is fortunate to have grown into most of this design organically over time but the opportunities and choices must be protected through careful planning by civic leaders.

Casa Verde North Park

C

By Brad Hobson asa Verde in North Park has 94 units in one of the most walkable and bike-friendly areas of San Diego but it is now offering parking — for free — because tenants didn’t want a lease without it North Park’s newest apartment complex, Casa Verde, is close to the 30th Street Bikeway and walking distance from just about everything, it has microunits designed to maximize space and had almost no parking in the 94-unit structure — encouraging San Diegans to give up their cars. Yet the developer said as soon as they started leasing in August, renters shied away from the project upon hearing about the parking situation. A few weeks ago, the developer changed course and bought more than 80 spots at the nearby North Park Parking Garage so renters will have free parking. In my opinion, we are not ready for a car-free San Diego. Casa Verde is located at 3066 North Park Way (Grimm Way), in the heart of North Park, close to the intersections of University Avenue and 30th Street. It has numerous bus lanes, not to mention the controversial bikeway that removed around 450 parking spots. There are at least 20 restaurants and bars within a three-block radius. If a car-free apartment complex in San Diego could work, it should be Casa Verde. But many developers are facing similar issues, with many adding parking back to projects after trying to go car-free or have limited parking. North Park is far from the San Diego Trolley, with the closest connection being in Mission Valley or downtown. There are no current efforts to connect the modern trolley to the area. This developer’s parking decision goes counter to public policy. The city of San Diego has eliminated most parking requirements for apartment buildings that are within a mile of public transportation.

Casa Verde created 94 apartment homes in a seven-story building on an underused lot in one of San Diego’s most frequented areas. It used to have two single-family homes and a flower shop. The developer at least had the option not to include parking (where it was required in the past) and tenants do not have to pay extra for a spot they might not use. Casa Verde does have 13 parking spots, costing $200 a month, inside the building’s first floor. This project likely saved a ton of money not digging three to four floors of underground parking and also takes advantage of NP parking garage that is typically underused. The apartment complex has studios averaging 436 square feet starting at $2,300 a month, and one-bedroom apartments, averaging 525 square feet starting at $2,850 a month. Smaller apartments have been a trend in San Diego this year, with another microunit North Park complex opening last month called Parkline. That complex, which surrounds the Chicken Pie Shop, has even smaller units — 406 square feet for a studio — but similar costs. Parkline has 28 parking spots for 94 units and has put a strong emphasis on car-free living. Casa Verde includes five rent-restricted apartments for very low-income residents earning roughly $45,000 a year. The extra parking will probably attract more tenants. Casa Verde has signed 13 leases so far. Time will tell how long the parking garage solution will last. The North Park Parking Garage, with 405 spots, is almost always underused but can fill up quickly during concerts at the nearby Observatory. Casa Verde cost $29 million to construct. The first floor will include a new restaurant to open sometime this fall called Finca North Park. which is described as a “Spain meets SoCal tapas restaurant, wine bar and bottle shop.
