This remarkable legislation allows eligible homeowners to buy a replacement home anywhere in the Golden State, carrying over the taxable value of their previous home. This means significant savings on annual property taxes, making it easier to upgrade or relocate without the financial burden typically associated with such a move.

UNDERSTANDING THE BENEFITS Let’s break down how Prop 19 works in real-life scenarios: Buying a Home Across County Lines: If the purchase price of the replacement home is equal to (or less than) the sale price of the existing home, the new taxable value of the replacement home is the same as the original residence. SCENARIO: A senior couple on a fixed income lives in a home valued at $600,000. They paid $2,200 in property taxes in 2020 (based on the $200,000 original purchase price). They want to downsize and move closer to family but would pay $6,600 in property taxes because they moved across county lines. Under Prop 19, instead of facing a moving tax penalty, the couple would save $4,400 annually in property taxes.

UNDER PROP 19: THE SENIOR COUPLE CAN SELL THEIR $600,000 home and purchase another home for $600,000* anywhere in California without a property tax increase. When transferring the low property tax base of their original home to another home across county lines, they can move without a tax increase and save $4,400 per year in property taxes. BUYING A MORE EXPENSIVE HOME: If the sale price of the replacement home costs more than the price of the existing home, qualified homeowners can blend the tax base of their original home with the tax base of the new home. The new, adjusted property tax base of the replacement home takes the tax base of the original home and adds the difference between the sale price of the new home and the original home. SCENARIO: Another senior couple with a home valued at $600,000 (also paying $2,200 in property taxes) wants to downsize from a two-story home that is too big for their needs, is too expensive to maintain, and has stairs that are difficult for them to use. They want to downsize to a more manageable home in a newly built retirement community nearby for $700,000, but they can’t afford the $7,700 spike in property taxes that comes with moving. UNDER PROP 19: This couple will save $4,400 in annual property taxes*. Prop 19 allows homeowners to keep their existing Prop 13 tax base and transfer it to a more expensive home. The property tax base of the new home is determined

by adding the difference between the sales price of the replacement home ($700,000) and the original home ($600,000) to the tax base of the original home ($200,000). In this example, the couple would pay $3,300 in property taxes, instead of $7,700 in property taxes. (*The tax savings could be greater depending on the definition of “equal or lesser” value). State Route 94 (SR-94), once part of the Old Spanish Trail (OST), has undergone a transformative journey from its origins as an early transcontinental roadway to its present-day status as a crucial transportation artery. The concept of the OST transcontinental roadway was first conceived in 1915 in Mobile, Alabama, with the aim of connecting Florida to California and facilitating winter travel for those in colder climates. Despite facing challenges and organizational setbacks over a four-year period, the project was eventually picked up by Texans and completed in 1929, with a total cost of $80,000,000. Our local stretch of Highway 94 reflects the evolution of transportation and commerce, playing a pivotal role in shaping early transportation in San Diego County. DEVELOPMENT THROUGH THE YEARS The evolution of Highway 94 is marked by intentional enhancements and adaptations to meet the changing needs of the community. From early road widening projects to safety measures, the highway has adapted alongside the rise of automobiles, replacing the trails once traveled by horse-drawn stagecoaches. Although traffic initially increased year over year, the advent of Highway 80 and later Interstate 8 redirected the majority of daily motor traffic. As motorcar speeds and cornering capabilities increased, continuous enhancements to the

roadbed became necessary. Early segments featured cement roadways, evolving into asphalt-covered sections in later additions. This evolution in infrastructure reflected the changing needs of travelers along SR-94. Historic structures lining the highway, from Boulevard to Downtown San Diego, have witnessed varied uses with each passing decade. Shuttered or transformed Inns and garages exist in many small communities along the OST, pointing to a time when cars were slow and unreliable, compared to modern automobiles. Community Cornerstone This special feature is all about celebrating the wonderful people who make our community unique. In each edition, we’ll be getting up close and personal, diving into the stories of our neighbors, and learning more about the journeys that have brought them here.

Can you share your story of how you came to settle in Jamul? What were the key factors or events that led you to this community? In the mid-1980’s, I was working in Lemon Grove at a small shop for a couple who lived in Jamul and that is how I knew of the area. My wife and I were looking to upsize our 900 square foot house to more space for our four children. We were looking at homes around East County, and one day we drove down Lyons Valley Road and saw a small handwritten sign of a home for sale. We came up the road to the house, looked around the property, and from the backyard we fell in love with the view of the hills and God’s landscape. We felt like we were home. Nothing compared to this home after that moment. What are some of the most significant changes you have witnessed in the community since you’ve been in Jamul? My family moved to Jamul in 1985. Over the years, we have watched a lot of growth with homes popping up around us. The wonderful thing about this area of Jamul is we are on 1-acre minimum lots. That still affords us privacy and wonderful views of the open space around us – creating a wonderful peaceful feeling. If someone was visiting the area for the first time, what’s one place you would recommend they visit? Adventurous drives through the backcountry. My family used to have

“Hanson’s Day Out” and we would take a drive along the back roads toward Descanso, really appreciating all of the beauty of Jamul. If they are into hiking, I would suggest taking a hike up Peg Leg Mine to take advantage of the beautiful 360-degree views of Jamul and the surrounding areas. What aspects of the community do you value the most, and how have they impacted your life? I grew up in a very congested neighborhood in Los Angeles with houses right on top of one another. At the time, people around me only dreamt of moving to the country for more space and privacy. Once I experienced that feeling of privacy and comfort myself, there was nothing like it! An abundance of privacy and yet close to everything you would need in town. The neighbors are also so kind. There are a lot of business owners in this community. They are busy in the hustle and bustle of work all day and get to come home to peacefulness. If you were to describe the spirit or character of Jamul to someone who has never visited, how would you describe it? When people would learn that I lived in Jamul, I used to be asked ‘how many horses do you have? Do you have a cattle ranch?’ I would laugh and say, “No, nothing like that.” The wildlife and natural landscape of Jamul is what spotlights this community. The rolling hills, the deer, fox, coyotes, golden eagles, and so much more.
