Key West 2011 is an international regatta that will provide both individual and team competition. This event will be organized and conducted by Premiere Racing, Inc., which will have the authority to reject or rescind the entry of any boat before the start of the first race. The fleet will be divided into divisions and classes at the discretion of the Race Committee. Part 1 of this Notice deals with general administrative information and Part 2 with the Rules and Conditions of Race Week.

ON A BUDGET| Affordable, Achievable Key West Expense Savings and Streamlined Regatta Logistics

ey West Race Week 2011… less expensive and easier logistics? The short answer is yes. There’s no question that campaigning one’s boat for 5 days at the southernmost point in the continental United States requires careful planning and budgeting. Premiere Racing has taken a number of meaningful steps this year to make a Key West campaign less expensive and easier to execute. The J/80 class proved that race week is achievable on a modest budget with careful planning and some creative thinking (see page 12). Two of the most difficult challenges with the large fleets of past years were finding dockage and house or condominium rentals. The smaller fleet sizes have changed this market and more condominiums and houses are available for shorter times and at lower rates. We are encouraging our Host Hotels and Inns to offer special package rates (see page 23). Additionally, two campgrounds are available for those who bring their own motor homes or tents. While Premiere Racing only has control over a relatively small percentage of campaign costs, we have taken steps to make a difference. Included are: • $100 discount for entries received by October 1 • Elimination of Cat C advertising fees • 30% discount for Access Cards purchased in advance • One boat owner access card included with each entry • No PHRF handicap application fees • Truman Waterfront Property (TWP) seawall dockage reduced to $1.75/foot • 25% discount on TWP ramp launch, trailer storage, drysailing, container & support trailer storage For over 10 years now temporary mobile marina operations at TWP have been available to entrants. Coffin Marine assumed those responsibilities last year and received very strong endorsements from boat owners while charging 10% less than their predecessor. Coffin will hold these prices

in 2011 and will also offer special one design packages for those classes that produce 8 or more boats (see below for contact information). Premiere Racing has been asking Old Town and Stock Island marinas, vendors, and other establishments to consider reducing rates for race week. We have experienced some successes, and will continue with those efforts in the months ahead and will post details and updates on our web site. Some examples of race week related services that will cost less in 2011 than in previous years: • Homestead Transfer will discount rates for pre-regatta staging and storage between Key West and the Miami Grand Prix ($100/month for 24’ or less; $150/month for larger boats) • Currently the least expensive Old Town Key West marina is the Historic Seaport Marina ($3.50/ft and $2.50/ft rafting) • Conch Republic Seafood Co. (Old Town dockage) has reduced their slip fees by 20% • Robbie’s Maritime Center will offer discounted pre and post regatta staging • Discounted dockage at Kings Pointe Marina on Stock Island ($2.50/ft and $2.00/ft rafted – includes ramp launch and haul) • Cooky’s Marine Transport is offering a 25% discount on trip permits and 10% off transport paid by December 1 (see page 25) Premiere Racing is working to get the Florida Department of Transportation to ease trailer restrictions and expenses. Boat transport through the Keys is a logistical issue for many. We will be working with local authorities on your behalf and will provide updates as we learn more. class president Kristen Robinson has come up with all sorts of creative ways to reduce the bottom line on a Key West campaign and encourages J/80 owners to work together to assist one another. After years of fine-tuning, Robinson has developed a budget that enables a J/80 team to compete at Key West for less than $8,000. J/80 owners new to Key West benefit from a detailed spreadsheet that Robinson developed on how to attend the annual race week in Key West on a reasonable budget. “I was real surprised about how affordable it could be,” said Jeremy Reynolds, a first-year owner. People just have to take some time and look around. If you’re on a smaller boat, like a J/80, consider “partnering” with another boat you get along with to split the housing cost. Many Key West rentals come with enough beds for all. It’s not just the number of bedrooms. Robinson, who along with her husband Brian has competed at Key West six times aboard Angry Chameleon, posted a “How to do Key West on a Budget” article on the J/80 website that

provides owners with all sorts of other tips on how to manage costs. She suggests buying food for the entire week before traveling to the regatta and spending less time in the bars. The open bar at the Race Week evening parties for 6 nights is great value and a lot of fun. Further advice includes buying discounted gear and paying for other expenses in advance so there isn’t a big one-time payout right before the regatta. Robinson spreads the costs over time by renting the house in May, entering the regatta at the end of August and paying the marina fees after the event. “It’s a way to put myself on a payment plan so there isn’t such a big hit one month,” she said. Of course it’s important that sailors in the J/80 class get along so well and are eager to help each other out. “People in this class are so generous and willing to share,” Reynolds learned. Some J/80 owners joined forces to enter Key West 2010 and shared the costs of entering one boat. Robinson said every dollar saved counts and looks closely at every possible expense. Six J/80s from Annapolis and a group of sailors that were all flying to Florida car-pooled to Baltimore-Washington International Airport to save money on parking. Robinson was asked why she puts so much effort into assisting other J/80 owners with their Key West plans and plotting out a budget for the regatta. “I come to Key West for good one-design competition so the more boats the better,” said Robinson, who believes other class presidents or representatives should put forth the same effort for a regatta the caliber of Key West. Premiere Racing president Peter Craig is extremely impressed by the ability of J/80 owners to put together a Key West campaign on an affordable budget. “The J/80 class increasing to 19 boats in this economy is one of the great success stories of the 2010 event and should be listened to carefully by the owners in other classes,” Craig said. “The J/80 folks have figured out how to do Key West without breaking the bank by being creative and working collectively. They have clearly shown that it can be done.”

Part 2 Rules and Conditions 1 MANAGEMENT Premiere Racing is the Organizing Authority for Key West 2011, the 24th annual race week at Key West.

2 RULES 2.1 The regatta will be governed by the current rules as defined in The Racing Rules of Sailing for 2009-2012 (RRS), the 2010 IRC Rules Parts A, B, and C, the PHRF Rules and Regulations as adopted and amended by the Key West PHRF Consortium, the 2011 Key West Safety Requirements, the 2011 Key West Multihull Rules and Regulations and Multihull Safety Requirements (the latter three to be posted on the event web site on or about August 15, 2010). 2.2 The prescriptions of US SAILING will not apply except its prescriptions to rules 68 (Damages), 76.1, (Exclusion of Boats or Competitors), and Appendix F (Procedures for Appeals and Requests), and its prescription at rule 76.3 (Exclusion of Boats or Competitors), which are included in their entirety on the event web site as an appendix to the Sailing Instructions and will be posted on the official notice board.

3 OTHER RULES & REQUIREMENTS 3.1 All boats shall carry an operating VHF radio. 3.2 All boats shall be sailed by at least 4 persons except the J/80, Melges 24 and Multihull classes, which shall be sailed by at least 3 persons. Multihulls shall declare the number of crew at registration and shall sail with that same number of crew for the duration of the event. 3.3 Melges 24 and Multihull skippers and crews shall wear Personal Flotation Devices (PFDs) at all times while racing. 3.4 Crew weigh-ins are required for the Farr 30, Farr 40, J/105, J/80, Melges 24, and Melges 32 classes and any other One Design classes whose rules specify crew weigh-ins.

3.5 IRC crew number and limitations (IRC Rule 22.4.3): For IRC classes, the maximum total number of crew shall not exceed the Crew Number printed on the boatâ&#x20AC;&#x2122;s IRC certificate. 3.6 The Key West PHRF Rules and Regulations, which include PHRF crew weight limitations, are posted on the event web site (note that maximum crew weight limits are 180 pounds less this year). Premiere Racingâ&#x20AC;&#x2122;s Key West PHRF Consortium will assign PHRF handicaps for this event. The Consortium will be comprised of approximately 8 members from different PHRF regions across the country. Any questions pertaining to PHRF issues should be referred to Premiere Racing and not to the individual members of the Consortium. 3.7 The Key West Multihull Rules and Regulations are posted on the event web site. Premiere Racing will establish a Multihull Handicapping Consortium to assign handicaps for this event. Any questions pertaining to Multihull issues should be referred to Premiere Racing and not to individual members of the Consortium. 3.8 For the J/105 class, Key West 2011 is a Level A, national class event. All boats must comply with the Supplemental Rules and Registration Procedures posted on the J/105 Class website (www,j105.org) by December 17, 2010.

4 ADVERTISING 4.1 Advertising is permitted, unless class rules do not permit, in accordance with ISAF Regulation 20. Boats that intend to display advertising must so indicate on their entry form, but there is no advertising fee. Competitors are requested to respect the brand exclusivity of the Official Sponsors of this event. Their participation enhances the event for all competitors.

4.2 All boats shall display the event bow stickers on their bow while racing. Continued on page 19.

5 ELIGIBILITY AND ENTRY 5.1 Key West 2011 is open to One Design, PHRF, and IRC monohull boats, 24-85 feet LOA between hull perpendiculars, and Multihulls (as described in NOR 5.7) that submit a completed entry. 5.2 Key West 2011 is open to those boats whose Owner or Skipper is a current member of their National Authority (US SAILING for U.S. entries; to join call 1-800-877-2451). 5.3 The entry deadline is 1700, December 17, 2010. A completed entry (form or online), a signed waiver form and the entry fee must be received by Premiere Racing by December 17, 2010 to avoid the late fee of $200. No entries will be accepted after December 30, 2010 without an additional surcharge. Entry acknowledgment will be sent to valid entrants shortly after entry receipt. 5.4 The following one design classes are invited to participate: Corsair 28R, Corsair Sprint 750, Farr 40, Farr 30, J/105, J/80, Melges 32, Melges 24, RC 44 and Swan 42. At the discretion of the Race Chairman, additional one design classes and groups of boats wishing to race level will be provided a separate class start or scored as a separate sub-class within their class based on the number of entries and the event classes that are established. 5.5 PHRF entries must have a PHRF handicap of 175 or less. Entrants who competed in Key West 2010 and/or 2009 and whose boats will be in the identical configuration do not need to submit the full handicap application. 05 They must instead submit the renewal application and all current PHRF handicap certificates. All other PHRF entrants must submit a completed PHRF handicap application and all current PHRF handicap certificates prior to the December 17, 2010 entry deadline. After that date a late fee of US$100 must accompany the PHRF application. Current local certificate(s) are required of all PHRF entries for measurement verification only. Assigned handicaps may differ from local handicaps and from previous Key West handicaps in the case of a renewal application. A Key West PHRF certificate will be sent to entrants after the Consortium has assigned a handicap. PHRF entrants should not wait for their Key West handicap certificate before submitting their entry. 5.6 IRC entries must have a minimum TCC of 0.970. Competitors wishing to race under IRC must submit a copy of their 2010 valid â&#x20AC;&#x153;Endorsedâ&#x20AC;? IRC rating certificate with their completed entry form prior to the December 17, 2010 deadline. IRC rating applications for US flagged boats can be obtained through US SAILING (401-683-0800 or IRC@ussailing.org). Boats from other nations should consult their rating office or contact www.ircrating.org. 5.7 There will be two multihull starts offered. Invited multihulls for Class 1 will include the F25C, F31, R-33 and other boats with similar or faster speed potential, approved by the Event Organizer. Invited multihulls for Class 2 will include the Corsair 28R, Sprint 750, F-27 and other boats with similar speed potential. Preliminary handicap ranges for Class 1 and Class 2 will be posted on the event website prior to August 15, 2010. Multihull designs with 5 or more entries will be eligible for one

design sub class trophies within the handicap classes. All multihull entrants must submit a completed handicap application and all current handicap certificates prior to the December 17, 2010 entry deadline. Current local certificate(s) are required for measurement verification only. Assigned Time on Time handicaps may differ from local handicaps. A Key West Multihull certificate will be sent to entrants after the Consortium has assigned a handicap. Multihull entrants should not wait for their Key West handicap certificate before submitting their entry.

5.8 International Team Competition 5.8.1 Key West 2011 will feature an International Team Competition. The competition will be based upon cumulative scoring of national/regional teams composed of three boats competing in three separate classes, provided there are sufficient entries in each class. The participating classes may be selected from the Farr 40, Melges 32 and Melges 24 classes. Based upon final entries, the participating classes may be changed at the discretion of the Race Chairman. Each country/region may enter as many as three teams of boats. Teams may be nominated from geographically recognized regions such as Europe or the Pacific Rim when there are not sufficient boats from a single country represented to constitute a three-boat team. Team nominations should be received in writing no later than December 10, 2010. Team applications are available by contacting Premiere Racing or on the event web site. 5.8.2 If a three boat team cannot be created from one country or region, two of the three boats on each team may hail from or be chartered by representatives from the country or region represented. At least 30% of the crew members from those two boats should be nationals or legal residents of that country or region. 5.9 Each owner, skipper and individual participating crew member shall execute a waiver of liability and media release / crew waiver. This form will be available on the event web site and on site at Race Headquarters. Continued on page 27.

A boat’s LOA is to be rounded to the lower whole number (i.e. 29.01’ = 29’ and 29.99’ = 29’) for the purpose of determining entry fees.

6.2 A Race Week Access Card will be required for each person participating in any of the event’s shoreside activities. The card provides access to the race week reception area for six evenings. Shoreside activities will include trophy presentations, beverages, raffle prizes, Sponsor exhibits, panel discussions, snacks, race video, and music. Access Cards, which are optional, are $65 on site, but $45 if purchased in advance (representing a 30% discount) Price includes Florida sales tax. One Owner Access Card will be included with each paid entry.

PHRF Weight Limits For all PHRF entries, boats will be rated within the following Base Crew Weight Limitations. Crew weigh-in is not required for PHRF entries, but PHRF Crew Weight Limitations may be subject to protest. Boats shall sail with the same crew in all races, unless crew change is approved by the Race Chairman. Any request for changes in crew or crew numbers must be submitted to the Race Office in writing prior to the race in which the change is to take place. In addition, boats may carry up to two additional crewmembers above their designated crew weight limitation provided they accept a handicap ‘adjustment’ as prescribed below. Entrants intending to carry additional crewmembers must so indicate on their PHRF handicap application. The PHRF handicap will be adjusted accordingly and the adjusted handicap will stand for the series. Note: Crew Weight maximums are 180 pounds less than in previous years and the 29’ and 31’ LOA break points were previously 30’ and 32’ respectively.

8 MEASUREMENT, APPEALS AND CLASSES 8.1 The preliminary scratch sheet will be available on or before December 30, 2010 on the event web site. 8.2 PHRF 8.2.1 Best efforts will be made to have the preliminary PHRF class breaks with the PHRF handicap for each entry posted on the event web site by December 30, 2010. Additionally, they will be posted on-site at Race Headquarters no later than 1800 on Saturday, January 15, 2011. 8.2.2 Premiere Racing will appoint a Special PHRF Handicapping Appeals Committee. Those owners who wish to appeal their handicap or the handicap of a competitor must pay an administrative fee of US$150 for each handicap they are appealing and submit their appeal in writing to Premiere Racing no later than Tuesday January 4, 2011. Checks should be payable to Premiere Racing, Inc. If the appeal is denied, this fee will be donated to race week’s official charity, Shake-A-Leg Miami. If the appeal is upheld the fee will be returned to the appellant. Appeals should be filed only if there is new and relevant information that the Consortium was unaware of at the time the handicap was assigned. Any questions pertaining to PHRF handicaps should be referred to Premiere Racing and not to the individual members of the PHRF Consortium or Appeals Committee. 8.2.3 No appeals will be accepted on-site except those dealing with administrative or certificate errors, On-site appeals must be submitted at Race Headquarters between 0800-0900 Sunday, January 16, 2011. Both appellant and owner/representative of the boat whose rating is being appealed (if applicable) must be at Race Headquarters at 0900 for the appeal hearing. The appellant is responsible for notifying the owner of the boat whose rating is being appealed (if applicable). Appeal forms are available by contacting Premiere Racing. 8.3 IRC 8.3.1 The IRC Rating Authority has directed that the 2010 IRC Rules shall apply and that the validity of the 2010 IRC certificates is extended for the purpose of the Key West 2011. 8.3.2 Owners must provide an “Endorsed” IRC rating certificate. To insure receipt of an endorsed certificate by the December 17 deadline, US flagged boats are to submit a fully completed, measurer verified IRC application to IRC@ussailing.org prior to December 10, 2010. Boats from other nations should consult their IRC Rule Authority as shown on www.ircrating.org. 8.3.3 Rating changes should be submitted to US SAILING (or for non-U.S. boats to their appropriate IRC Rule Authority) prior to 1700 (EST) Friday January 7, 2011. Requests submitted to a Rule Authority after 1700 (EST) Monday January 3 will be subject to Expedited Processing fees. Acceptance of changes submitted after that date require the approval of the RORC Rating Office. Except in the case of Rating Office error or (at the discretion of the RORC Rating Office) other errors which change the TCC, no IRC rating change will be accepted after January 13, 2011. 8.3.4 For the ‘IRC Big Boat Class’ (or Classes) only, IRC Rules 21.1.5 (d) and (e) are replaced. For reference

purposes, the minimum TCC in 2010 for the Big Boat Class was 1.365 (TCC for Key West 2011 to be determined following the entry deadline, December 17, 2010). 8.3.5 IRC Rules 21.1.5 (d) and (e) are replaced with: During the regatta, the sails on board (including mainsails) may vary from day to day but shall remain the same for each individual race day, including multiple race days and cases of damage to sails. 8.4 Multihull Racing Best efforts will be made to have the Multihull class breaks with the Time on Time handicap for each entry posted on the event web site by December 30, 2010. Additionally, they will be posted on-site at Race Headquarters no later than 1800 on Saturday, January 15, 2011.

9 SAILING INSTRUCTIONS The Sailing Instructions will be available on or about January 3, 2011 on the event web site and at Race Headquarters beginning on Saturday, January 15, 2011.

10 RACING AREAS It is anticipated that there will be three separate racing areas, one for each Division. As entries and class splits are not known this far in advance, it is not possible to assign definitive racing areas in advance for all PHRF, IRC and One Design boats. The preliminary class assignments will be posted on the event web site on or about November 1, 2010.

11 SCORING 11.1 Ten races are scheduled of which three must be completed to constitute a series. A maximum of three races may be held on any race day. 11.2 For the Melges 32 and Melges 24 classes, a boat’s series score will be the total of her race scores excluding her worst score subject to rule 90.3(b) if at least six races are completed. For all other classes, a boat’s series score will be the total of her race scores. No scores will be excluded. 11.3 PHRF Classes will be scored using the handicaps provided by the Key West PHRF Consortium with the actual course distances used. 11.4 The IRC Classes will be scored using the IRC Time Correction Factor using time on time scoring. 11.5 The Multihull Class will be scored using handicaps provided by the Key West Multihull Consortium with a Time on Distance (TOD) to Time on Time (TOT) conversion formula of the format: TOT = 650/(B + TOD) with the B denominator for each class based on the average handicap speed range of the class. 12 DECISIONS OF THE JURY 12.1 When an international jury is constituted in accordance with rules 70.5, 91(b) and Appendix N its decisions are final. 12.2 Decisions of a national jury are subject to appeal.

13 ARBITRATION For protests involving an alleged breach of the rules of Part 2 of the RRS, a short arbitration hearing will be held prior to a protest hearing. This modifies Part 5 Section B of the RRS.

14 RESPONSIBILITY 14.1 The safety of a boat and its crew is the sole and inescapable responsibility of the Skipper who must ensure that the boat is fully sound, thoroughly seaworthy and manned by an experienced and physically capable crew. Neither the establishment of regulations or inspection of a boat in any way limits or reduces the complete and unlimited responsibility of the Skipper. 14.2 It is the sole and inescapable responsibility of each boat to decide whether or not to start or continue in any race. 14.3 Premiere Racing and participating Sponsors and Industry Partners of Key West 2011 do not accept responsibility for loss of life or injury to participants or others, or for the loss or damage to any vessel in any way or from any cause during or related to this event.

15 PRIZES 15.1 Regatta class awards will be presented to first, second, and third place boats each day. 15.2 Overall series awards based on the cumulative scores for the event will be awarded to first, second and third place boats in each class after the final race. 15.3 For classes with fewer than 7 entries, daily and series awards for first and second place boats will be awarded. 15.4 Specialty Trophies: 15.4.1 Boats competing in IRC classes will be eligible for 2011 IRC Midwinter Championship awards. 15.4.2 Boats competing in PHRF classes will be eligible for 2011 PHRF Midwinter Championship awards. 15.4.3 The following one design classes have designated Key West 2011 their Midwinter Championship: Farr 30; J/105; J/80; Melges 24; Melges 32. 15.4.4 The Paul Washburn Sportsmanship award will be presented at the Skippers’ Meeting. 15.4.5 A Boat of the Day award will be presented for each day’s top performer. 15.4.6 The International Team Trophy will be awarded to the first place team at the final awards ceremony. 15.4.7 The Boat of the Week Trophy will be awarded to the Overall Winner of Key West Race Week.

he Paul Washburn Sportsmanship Award — For Love of the Sport — is presented annually at the Sunday skippers’ meeting in Key West. Steve Washburn, a long-time race committee volunteer for Key West, and Premiere Racing’s Peter Craig created the special award to honor the memory of Steve’s youngest son,

who passed away suddenly at a young age. Paul was an avid sailor and was named “Outstanding Beginning Sailor” by the Alamitos Bay Yacht Club. He was recognized not only for his success on the race course, but also for his sportsmanship and true and pronounced love of the sport. The perpetual award, a portrait by

renowned artist Jim Dewitt, portrays Paul and captures his personality. The recipients are Key West participants who show a true love of the sport of sailing and share that with their friends and family. Previous winners of the Paul Washburn Award are Melges 24 skipper Bruce Ayres of Newport Beach, California, Farr 30 sailors John and Linda Edwards of Solomons, Maryland, and most recently John Storck Jr. of Huntington, New York.
