Documents filed with the city of Federal Way appear to show the Renton-based Orca Bay Seafoods, Inc., will move its headquarters to Federal Way. That is, if the citizens let it. The city of Federal Way

has been flooded with letters, 30 of which were obtained by the Mirror, where writers protested the development of a 314,424-squarefoot warehousing, distribution and processing center located on a forested portion of the former Weyerhaeuser campus. “The whole thing stinks,” wrote Federal Way resident Ann Hardwicke. “By the way, has anyone asked if this

the 19-acre site, which will hold Preferred Freezer’s 239,000-square-foot freezer warehouse with offices and docks. An additional 75,000 square feet of seafood processing, offices and dock space will be for Orca Bay Seafoods. The proposed site is located on two parcels, with the addresses 33700 32nd Ave. S. and 3120 S. 344th St., in Federal Way. In a joint announcement

from the two seafood companies, Orca Bay Seafoods CEO Ryan Mackey said “the move to Federal Way and partnership with Preferred Freezer Services provides us an ideal opportunity to improve our operational efficiency and flexibility by consolidating our Bellevue and Renton locations.” Preferred Freezer is headquartered in New Jersey and already operates in 37

locations nationwide. It’s estimated the two seafood facilities will provide 300 new jobs. The proposal includes plans to relocate four of eight small wetlands on or near the property for a total of 8,000-square-feet of land. Developers are working with the Army Corps of Engineers, which is in the [ more ORCA, page 3 ]

It’s good to be the king. After claiming state championships in 2012 and 2013 for Federal Way High School and being the tennis prodigy all Eagles players aspire to be, Mitch Stewart is creating a whole new legacy at the University of Washington. In just his first two seasons with the Huskies, Stewart has expanded his trophy case and his legend in Seattle with notable wins, including winning the singles title at the Jack Kramer Invite. His skills on the court are unquestioned, but it’s his spirit, attitude and drive that make him the leader Washington will need to compete for a championship in 2016.

WHERE IT ALL BEGAN

Even though he now makes his home in Seattle, when Stewart closes his eyes he can still describe every distinct detail of the Marine Hills Swim and Tennis Club. It’s where the student learned to become

the master. “It’s two very small tennis courts that are pretty rundown,” Stewart said. “It’s old, it’s dirty, the nets are all messed up.” Lisa and Jerry Stewart have lived in Federal Way for upwards of 23 years now. Stewart said he didn’t have the luxury of growing up with private coaches and lessons, but it turns out he didn’t actually need any of that. His older brother Jake, who’s four years older than Mitch, was all Stewart needed. Mitch grew up watching Jake, who also enjoyed the game, and watching his older brother inspired him to try his own hand at tennis. “When I got old enough, I just wanted to do whatever he did,” Stewart said. “I followed him into it, and he took me out to this scarylooking place, but he’d hit with me, and I kind of owe all of this to him. I give it all to my brother, that’s for sure.” Stewart graduated from the courts at Marine Hills to those at Federal Way High School. He says top athletes in the sport typically won’t play for their high school team because of a lack of quality competition, but

Stewart decided to play for the Eagles because he knew the coach through family friends and knew he’d receive quality coaching. The pre-existing relationship allowed Stewart to play loose and have fun, which resulted in two state championships and one doubles championship. He peaked during his sophomore season, catching the eye of University of Washington tennis coach Matt Anger in the process. “I first saw him at 14,” Anger said. “But it wasn’t until he was 16 that I watched and learned that he really had some physical tools that were just incredible. I knew if we could get him, help him improve his shots, the sky’s the limit for Mitch.” By the end of his senior season at Federal Way, Stewart ranked as high as third in the national Rating Percentage Index, and the college offers came screaming in.

THE ONLY CHOICE THAT MADE SENSE

When Stewart’s time at Federal Way came to an end, he said the next step in his playing career was clear: He was going to be a Husky, and he committed at his first opportunity.

Looking back on it now, Stewart wishes he could have gone through his own version of “The Decision,” but he said everything turned out the way he’d hoped. Washington, to him, was the perfect fit. “They were the perfect option for everything I was looking for,” Stewart said. “Now that I’ve been here for two years, It’s been clear I made the right decision.”

Once Stewart completed the task of becoming a Husky, a lightbulb came on: The swag is free now. Stewart said he began blowing up Anger’s phone with calls and texts about when he could get his hands on the free merchandise. “He just would not quit until he got answers on when he would get some gear,” Anger recalled. “He wasn’t even on campus yet and he was constantly asking about the gear.” Anger decided to have a little fun with the incoming

freshman: He told Stewart he would receive his gear the first day of practice. The day arrived, and Stewart showed up expecting to be showered in purple and gold attire. But when he arrived in the locker room, Stewart was met with some bad news. “Coach called me over and was like, ‘Stew, your stuff had to be placed on back order,’” Stewart recalled. “He said it would be a couple days until it could get here. out of you, that’s for sure.”

Since arriving to the Huskies program in 2014, Stewart picked up where he left off – atop the mountain. In two seasons, Stewart’s list of accomplishments is a mile long. As a freshman, Stewart reached the Round of 16 in singles at the Intercollegiate Tennis Association regional championships, and was named to positions one and two in singles play. There was no sophomore slump for Stewart, either. He finished that season as a singles finalist at the 2015 National Collegiate Tennis Classic, was ranked every week by the ITA, finished second on the team with 21 singles victories, was an All-Academic Pac-12 Honorable Mention and was named to the All-Pac-12 Second Team. But despite the accolades, Anger said Stewart’s game needed some work upon his arrival in Seattle. “Usually the guys that go from juniors to college can serve really well,” Anger said. “And his serve, if you were to list his top five strengths, his serve was not one of them. “He exceeded expectations because we’d hit balls with him and he’d just keep going and going until we got it where we wanted it.” The work Stewart put in earned him the No. 62 ranking in the nation in the preseason poll his sophomore year. He finished the season inside the top 100 at No. 78. Through his first two seasons, Stewart is 38-20 in singles play and 11-14 in doubles play. He’s faced a wide variety of opponents, including current professional player and former UCLA Bruin Mackenzie McDonald. But Stewart insists he works each and every day with the toughest opponent he’s every played. “Coach Anger, for sure,” Stewart said. “He can hit the ball pretty well. He’ll run the s—-

Stewart’s match was still going, and in the middle of the set he learned the Huskies had clinched the win. Anger said he’ll remember Stewart’s reaction for as long as he can. “He stopped and threw his racket in the air,” Anger said. “He ran over, he’s hugging me, hugging the next guy, and he’s still in the middle of his match. “Mitch is somebody that has really grown from being around this team,” Anger said. “He’s just a loyal person, and my heart goes to him because you don’t get to see how he pores his heart out for everyone else.”

DEDICATED – WITH AN EYE ON THE FUTURE

The road for a pro tennis player is a bumpy one. Unless you have superior talent, breaking in to the Association of Tennis Professionals can be tough – “a brutal life,” as Stewart describes it. Players, Stewart said, make very little money until they’re able to crack the top 100 rankings. “They might set you up with a hotel,” Stewart said. “But that’s about it. You basically have to pay for everything else, and that can be really hard when you first start out because you have no sponsors, either.” This is the road Stewart looks forward to once his two final seasons at Washington end. But if pro tennis doesn’t work out, he’s got a plan for that, too. It all goes back to the gear it took so long to get his hands on. Stewart can’t stay away from tennis fashion, and if playing doesn’t work out, he might just reign in the kingdom of the next generation of tennis apparel for Nike. “The dream would be to go to Portland and work for Nike if playing didn’t work out,” Stewart said. “Getting to watch the game and help it evolve through Nike would be the dream job.”

Our new face is a fish warehouse? The Weyerhaeuser property has been the face of Federal Way for decades; a regional image that many cities envied. A place that lived its legend and embodied the best in Northwest culture. It proved business, jobs and the environment could live as one. But times change, and Weyerhaeuser went to the big city. We felt jilted by the business, but the land was still here and our sense of ownership rivaled any actual title holder. As stewards of our land and our future, we trusted our leaders to share that affection and see the potential for the property that we saw – that any proud parent would see. The reflection of our community when viewed through regional eyes has not been kind. Our sports teams achieved success, but shootings and assaults gave us new nicknames that we despise. We hoped and prayed for months that whomever replaced Weyerhaeuser would become our new signature business. With such a spectacular gem of forest, ponds, gardens and views, the Weyerhaeuser property could be our savior. A brand new front yard was on the horizon and would provide the beacon we needed to attract new corporate interest and restore our tarnished image. Mayor Jim Ferrell and City Council members talked of grandness. A college campus was imagined, and visions of Hollywood stardom danced through our heads as the city’s Economic Development Director whetted our appetites with the notion of movie studios moving in and making motion pictures. The new owners hinted at a hightech complex that we saw as enhancing the natural setting. Take that Seattle! Take that Tacoma! Take that Redmond! We will be stars! No more second-Bob Roegner

Mirror readers respond to Orca Bay Seafood’s proposed move to former Weyerhaeuser campus How ironic that the Federal Way Mirror’s Aug. 12 “Green Edition” would headline the application of Orca Bay Seafood as the first proposal to occupy the former Weyerhaeuser corporate site. Fish processing in our city is neither “green” nor what the city and Weyerhaeuser agreed to for use in Corporate Park Zoning in the 1994 annexation agreement. Additionally, traffic, noise and air pollution (fish smells) are not compatible with the health and well-being of our citizens. Write the Federal Way Director of Community Development at 33325 8th Ave. S., Federal Way, WA 98003, by Aug. 22 and let them know you do not support manufacturing facilities in the “green” Corporate Park Zoning the Weyer-

class for us! We waited with bated breath to see what our leaders would bring us. As our self-induced moment of theatrics continued, we heard the drumroll in the background as our anticipation grew. Then the announcement was made! The first parcel to be developed that would define the NEW FEDERAL WAY would be… A fish warehouse? Oh, we had heard the rumors and shouldn’t have gotten our hopes up. But it was still unbelievable. Almost shocking in its humiliation. Is this the “branding” of our community that our city government spent thousands of dollars to achieve? Clear-cutting our forests and filling in almost sacred wetlands, to be replaced with a sevenstory manufacturing plant accompanied by parking for over 300 cars and 35 trucks! Federal Way isn’t the Tacoma tide flats, and this isn’t a

previously zoned industrial area similar to the Auburn-Kent valley where this type of enterprise is expected and planned for. Surely our Mayor and City Council wouldn’t allow this travesty! But Ferrell said the proposed development falls under current zoning. If so, that likely means the acting director of the Planning Department, whose background is building code enforcement and not planning and environmental review, may be stretching the interpretation of “light industrial” zoning to allow it to fit. Our future regional business image should be more important than a quick, hollow deal that fits a political timetable instead of our needs. Recently in the Federal Way Mirror was an article about the notice of master land use application for the Orca Bay Seafood project. The comments were disturbing and typical in today’s political climate – If you scream and yell loud enough, you get your way because the majority remains silent because they don’t want to be criticized for their opinion. I believe this project will be a great benefit to our city, and that the taxes collected will help fund current and future community-based projects. Our city needs jobs locally, not just a transit system to transport everyone to Seattle or Tacoma. Our city will never prosper as a bedroom community alone. Most businesses help build a better community.

Our community has added an abundance of new housing units in the last few years. Some of those people are just starting out. Some are trying to establish a consistent work record to be able to move up to a higherpaying job. Whatever the reason, we need jobs in this community so people can have pride in accomplishment instead of just receiving resources to take care of their families. I look at this as a building block to eventually entice other businesses to invest in our community. If we continue to tell businesses we are not willing to work with them for a common goal, they’ll take the hint and continue to invest elsewhere. Some of the comments in this article talk about cutting down the trees and relocating wetlands and traffic. The new property owner will have to abide by the same codes as you would. The land use review will address every concern you have. Access to Highway 18 and Interstate 5 at this site will keep the ma-

jority of the impact on side streets to a minimum. They will have to keep some trees, and there is a percentage of landscape required to have parking on their property. The surface water management codes will help protect Hylebos Creek. The law is the law, and the city will hold them to it – same as you. If you don’t like the codes, feel free to run for public office and help shape our community’s future. Another option is to buy land yourself, and as the landowner, do as you choose to the letter of the law. Voice your concerns, but don’t just complain about a company bringing jobs to our city because you’re afraid of change. Change is going to happen. My family moved here in 1967. Some of the changes in Federal Way have been good, some bad, but this is my home and I thought this might be the time to share my opinion. Feel free to attack an opposing view now.

What are you thinking, Federal Way?! A fish factory is not the answer to the many problems we already have! With all these apartments, the horrible crime, over-crowded schools, food businesses everywhere and no roads available for these kinds of additions to our community, where are you going to start to fix these issues? I believe that you are trying too hard to make this city something that most of us don’t want. Please think about the roads, access, etc., that could become a problem if this “fish factory” comes to our beautiful Weyerhaeuser property.

What about traffic impact this type of operation will bring? Hundreds more semi trucks daily into our city, not to mention employee traffic. This will further add to congestion issues that are plaguing Federal Way and South King County. Not to mention the North Lake neighborhood. If we’re going to sacrifice historical trees in our city for growth, let’s make sure the payoff is worth it and make sure it fits into our city’s branding and character, as well as makes logistical sense. I think we need to throw this fish back and do a little more fishing.

tecturally significant office building that should not be denigrated by the construction of what is sure to be an ugly and ordinary rectangular warehouse built by a cookie-cutter New Jerseybased builder of freezer warehouses all over the world. With clear-cutting, wetland-filling and parking for 310 cars and 35 tractor trailers, the entire development and the adjacent North Lake neighborhood will be adversely affected. This is the type of development that should take place in an industrial location, like the Tacoma flatlands, not one that – along with the office buildings across the street on Weyerhaeuser Way – is best describe as an office park/ campus. As usual, our spineless politicians from the Mayor on down will justify this travesty by rationalizing that it will create a few low-end warehouse jobs and not the middle- to upper-income jobs that Federal Way professes it wants to attract. Haven’t we learned anything from the results of Federal Way’s rubber-stamping of countless apartment projects The plant could be a heavy water-user. Is there water and sewer capacity? If not, who will pay for upgrades? The property’s internal road system isn’t built for large trucks and will likely need to be completely rebuilt. Who will pay for that? And what if those truck drivers learn that sometimes using city streets is faster than the freeway to the Port of Tacoma, or that Pacific Highway can be a faster route to SeaTac airport or

Lake Jeane: Status quo or action by the city? During the July 19 Federal Way City Council meeting, Brian Wilson, Federal Way’s Chief of Staff, indicated that the Twin Lakes Golf & Country Club, the owner of Lake Jeane, had a new plan and permit to treat Lake Jeane in 2016. Phil Matonti, the club’s VP, referenced the permit in a letter that appeared in the Aug. 5 Mirror. The following information clarifies pertinent perspectives, the proposed plan and applicable questions. First, the 2016 water samples were taken at significant the Port of Seattle during rush periods? And if they think Highway 18 to I-90 will be faster than from Renton? What will the State Department of Transportation have to say? What will be the environmental impact? Will the plant operate 24 hours a day, seven days a week? Will there be food service on-site? If so, their workers are not likely to leave work to eat in our restaurants and do a little shopping while they’re out. And what about those family-wage jobs the public has been so insistent about? What will any of these jobs pay? But residents have a bigger worry. This parcel is only a small portion of the full 430 acres. This is the first domino and will set the tone for future development of the property. Already we hear of another warehouse

algae on the lake. Fifth, the effort to seek resolution to the lack of action by the club’s leadership for the toxic conditions began in April 2015. The quest of the residents’ designated representatives to meet and discuss with the club board was rejected — a missed opportunity to actually communicate! Sixth, in recent years, the club has not demonstrated the actions of a good shepherd for Lake Jeane or a good neighbor in Twin Lakes. As the “owner” of the lake, the club has not used its existing permit to protect its closest neighbors from exposure to hazardous circumstances. Lastly, the proposed permitted action requested by the club in 2016 is faulty. The proposal calls for a one-time limited treatment to only a small portion of the lake (5 percent of the 10-acre lake). The intent is to experimentally demonstrate a reduction of the scum’s odor. Such an experiment is not adequate after three years of delayed reaction because 95 percent of the lake will remain untreated and subject to toxic condi-

tions for the remainder of the 2016 summer season. The club seems to consider the limited experiment to be the only path forward. The demonstrated research can actually be proven if conducted on the club’s No. 3 pond, which is also plagued by the same toxic conditions as Lake Jeane. Questions remain: Is it to be expected that the Lake Jeane residents must continue to abide by the club’s and the city’s decisions to allow health-hazard conditions to exist at each lakeside back door? How is the city going to address this unnecessary residential blight versus tolerating the current status quo? What is the specific advice offered by the city’s elected officials to the Lake Jeane lakeside residents if no action is taken by the City during this 2016 summer season? This matter has been before the City Council since February. Lake Jeane residents are awaiting specific answers from city officials! When will they be provided?

These developers were said to be well-connected in their home state, California. They couldn’t sell companies on trading smog, high prices and traffic jams worse than ours and moving to the great Northwest? Or is this what they think of us? Over the last several months, the Mayor and City Council have scheduled two emergency meetings of the City Council for politically advantageous reasons, even though neither was needed to obtain public input. But Ferrell’s comments suggest the city will try and make the property fit into current zoning to avoid a public hearing, even though the websites and coffeehouses are already burning up

with angry comments and questions from citizens who don’t agree with Ferrell’s “positive development for our city” viewpoint. The city only gave residents until Aug. 22 to present written comments. But since the public just found out about the proposed land use, the city should extend the deadline and call for a formal Council Public Hearing to gather input to be used by the city planning staff in its review. Even though that could open the door for a wider appeal process, which the city clearly has no interest in hearing. Ferrell needed some type of construction on the property prior to next year’s election season as a political defense against criticisms of Weyerhaeuser leaving on his watch. But rather than reduce potential candidates for office, this announcement, and how the city responds, might attract them. Some Council

members may support the Mayor’s viewpoint, but others are said to be exploring options. Councilman Mark Koppang seemed to sum up the opposing view, saying, “We don’t want Weyerhaeuser Way to become Warehouse Way.” The new, big issue could be a candidate’s vision of the future of Federal Way that’s much different than where the city is currently headed. Which candidates want to run on the platform that their vision of our city’s new dynamic future starts with a fish warehouse? Third, the signage explanation mentioned by Matonti was misleading. The posting is required by state guidelines to be posted by local health officials or the owner of the lake. It is a required action, not a voluntary action, when measurable toxic conditions exist. Fourth, the garbage analogy was presented as an example of a current public nuisance ordinance provision. The intent was to demonstrate that no action for a garbage pile was similar to no action being taken to control hazardous blue-green

Marine Hill Swim Club won the All-City swim competition by a combined team score of 375 points Aug. 2 at Normandy Park. The club beat Sand Point Country Club by 62.5 points. Thomas Anderson took first for Marine Hills in the boys 15-18-year-old 50yard freestyle with a time of 20.59 seconds. He also placed first in the 50 backstroke and 50 butterfly. Cota Clise also had quite a night for the 8-under boys, winning the 25 backstroke, breaststroke and butterfly. Both the girls 11-12 and 13-14-year-old relay teams placed first in the 200 Medley Relay. The girls 11-12 and 13-14-year-olds won the 200 freestyle relay. And the boys 13-14 and 15-18-year-old 200 relay teams took first. Alexander Kabacy placed second in the boys 9-10-year-old 100yard Individual Medley, while Jack Springer took

first in the event for the 11-12-year-old group. He also won the 50 backstroke. Leland Baltazar led Marine Hills to a first place finish in the 13-14-yearold group with a time of 57.22, and Robert Hughes won the event for the 15-18-year-old group, also taking the 50 breaststroke. Baltazar also took first in the 50 backstroke. Mary Vertetis finished first for the girls 11-12-year-old 100 Individual Medley. She also brought home the win in the 50-yard freestyle.

Taylor Kabacy took first in the girls 13-14-yearold 100 freestyle, while Junior Fitzsimmons won the event for the boys 15-18-year-olds. Ryann Armstrong was victorious in the 8-under 25 backstroke for the girls, while Sarah Jacobson 1112 placed first in the 50 backstroke and butterfly. Finishing the dominant performance, Ashly Walling took the eightunder 25 breaststroke and Issac Christian won the 13-14-year-old 50 breaststroke.

‘Election Season’ here through Nov. 11 There are generally two types of people who talk about politics around times like these. The first are those who say things like, “I can’t wait for the election season to be over. The signs everywhere and it never ends in the news and in every online discussion. It’s awful.” The other types rebuff the first, saying something akin to, “Election seasons are important, how politicians campaign is fascinating, and everyone should get involved. It’s great.” The two camps both make compelling arguments, and I can see merit in the views of the first camp despite acknowledging my place in the second. To honor both of those views, the Mirror is introducing a new — and temporary — section called, fittingly, “Election Season.” The introduction of this section serves a few purposes. For the first camp, it will help keep political and election-related news out of other sections of the paper and away from the local news and announcements that gets them to read in the first place. But for the latter group, the section will consolidate the details and updates that paint pictures of how candidates are running, why they’re running, and what’s needed for them to win. It’s here to cater to you, not necessarily those in the first camp who have no interest in such things, so it will let us look at policy positions, campaign finance, engagement opportunities and candidate spotlights with a touch more depth than might be relevant to a different reader. We’re starting it this year, it’s worth nothing, for somewhat selfish reasons: While 2016 offers a packed local ballot — check out the handy ballot preview in this section — with both House seats up for grabs and a couple statewide offices being pursued by Federal Wayans, it’s not going to hold a candle to the number of local races coming up next year. In 2017, three of the seven City Council seats will open up, the State Senate seat representing us will be in play, and the biggest prize in the city, the relatively new Federal Way Mayor’s office, will head into its third-ever election. And so, in advance of next year’s free-for-all, we can use this year’s election season to try out Election Season. Let us know if it works and we can again consolidate election coverage next year; let us know if it doesn’t and we can go back to sprinkling it throughout the rest of the Mirror. Q&A with Mr. FW: Fish plants and Seahawks Q

: Mr. Federal Way, I live not far from the former Weyerhaeuser campus and am opposed to the seafood processing plant on 19 acres of that property. I have a neighbor, not far from me, who’s also expressed their thoughts with a sign in their yard that says “NO SEAFOOD PLANT.” But I want your thoughts on this, and I’m wondering if there are other locals that feel the way my neighbor and I do. A: Mr. Federal Way suspects you’ve never appreciated a quality salmon-skin roll. But in seriousness, this one’s a tough nut to crack. Federal Wayans really have two ways to respond to it: with the practical approach and with the emotional approach. The practical side of Mr. Federal Way, which is not Mr. Federal Way’s best side,

says the fish plant isn’t an entirely terrible thing. The fact is, any type of plant, be it scaly or lumbery or computer-chip-y, can put some of the down-ontheir-luck residents of our fair city back to work. It looks like the new, perhapspungent business will create around 275 new jobs. So Mr. Federal Way gets it. A bunch of folks were hoping for a college campus or some business that would provide middle- to upperincome jobs, but a job, for may folks, is a job. And so, proving that even Mr. Federal Way can occasionally appreciate the songs coming up from below his mountaintop cave and have his withered heart grow three times its normal size, he’ll say that he actually agrees with Mayor Jim Ferrell when hizzoner sings about the fishy firm’s movein being a positive development. Police Blotter The following is a sample from the Federal Way police log: Suspects assault, rob Jack in the Box customer: At 10:08 p.m. on Aug. 8 at 32100 21st Ave. SW, a victim was going to Jack in the Box when he was cut off by a black sedan. Four males got out of the sedan and “ripped” the victim from his vehicle, assaulted him, and took his wallet and cell phone. The victim told police he was unable to provide a description of the suspects or their vehicle. Police deemed the case inactive after they exhausted all leads. Couple arrested for drugs: At 11:54 a.m. on Aug. 9 in the 28800 block of Military Road South, a man and woman were arrested for possession of drug paraphernalia. After their arrest, police searched them and found the man had 3.7 grams of heroin, baggies, and a scale used for weighing drugs. The woman was cited and released and the man was transported to the police station where he was processed and released. Strange delivery: At 11:49 a.m. on Aug. 9 in the 2300 block of Southwest 339th St., a person reported an unknown man made a peculiar delivery. He delivered a manila envelope with an old microwave popcorn bag inside. He presented himself as a delivery person and asked the person to sign for the package. The package had the reporting party’s name and address written on it and said it was from a fake company, Globalgift. The person

had never seen the man before and doesn’t know why he got this “suspicious package.”There were no suspicious substances inside the package, but police booked it into evidence and deemed the case inactive. Voyeur gets away: At 4:36 p.m. on Aug. 10 at 2100 SW 356th St., police contacted a man who was believed to be watching female baristas from a distance and masturbating. The officer who spoke to him saw towels and rags next to him but noted he was not “actively masturbating.”The suspect told police he was “people watching,” which is not considered a crime. Police documented the case for informational purposes only. Identifications dropped off at church: At 9:20 p.m. on Aug. 10 in the 1600 block of South 320th Street, the wife of a pastor at Nine Lakes Baptist Church called to report finding five expired driver’s licenses, a certified copy of a birth certificate and seven random business cards on the church’s porch. She tried to contact the Department of Licensing to find a phone directory and attempted an internet search but couldn’t locate a phone number. Police booked the cards and documents into evidence. Gang tags graffitied on fence: At 12:18 p.m. on Aug. 11 in the 2300 block of South 278th Court, a resident discovered spray-painted gang tags along the length of her cedar fence facing the street. The tags were spray-painted in blue and black and referenced “South 13” and “west hill.” Police contacted a neighbor across the street who informed officers that her boyfriend has a camera facing the street that recorded a group of juveniles painting the fence at about 11 p.m. the

Also, if something like a fish plant was not originally in the plan as far as aesthetics go for the city, why didn’t city officials fight harder to prevent this from happening? And what does

the warehouse part of the plant mean when it comes to traffic, with all the trucks and service personnel going to and fro? Mr. Federal Way already considers driving around town to be barely more convenient than getting around by hitching a ride in the back of a flatbed hauling decayed fish heads. He’ll think about putting up his own allcaps yard sign. This whole thing sounds good on a very thin surface. New business and new opportunity means new attention on the city. However, like Ma Federal Way always used to say: If it raises more questions than answers, it’s probably not the best idea. Q: Mr. Federal Way, what was your impres-

The victim returned home to see the suspects were inside. A male suspect displayed a knife and threatened the victim. The victim was hit in the face with a Playstation 4 and the suspects fled the scene. Homeless man stabs drinking partner: At 1:30 p.m. on Aug. 12 in the 34700 block of 1st Avenue South, a victim walked into St. Francis Hospital to report he had been a victim of a stabbing that occurred in a wooded area north of Winco. While drinking with the suspect, the victim said he got into an argument and the suspect punched him before stabbing him three times on the left leg. The victim said he only knows the suspect by his nickname and doesn’t know where the suspect lives because he is homeless. Fraudulent check sent through mail: At 11:51 a.m. on Aug. 13 in the 3000 block of South 288th Street, a resident reported receiving an envelope from a postal employee. Inside the envelope was a check from a company called Association of Corporate Travel Executives in the amount of $2,350 that was made out to the resident. A note inside the envelope told the victim to text a phone number for further instructions. The victim texted the number but didn’t receive a return text. She called the company, but they told her to report the incident to police because there is an ongoing investigation for fraud. Police booked the envelope and check into evidence. Woman committed after McDonald’s ruckus: At 4:54 p.m. on Aug. 13 in the 2000 block of South 320th Street, a woman was involuntarily committed after she was observed yelling at her boyfriend at McDonald’s. Police found her to be “extremely intoxicated” and intervened, telling the two to go their separate ways. The woman

walked into traffic twice, causing cars to stop suddenly to avoid hitting her, then attempted to run after her boyfriend by running into traffic once more. During this, she yelled at him aggressively.

Couple does drugs behind restaurant: At 5:59 p.m. on Aug. 14 at 1928 S. Commons, Red Robin management called police to report a male and female who were using drugs behind the restaurant. One

suspect was arrested for trespassing on mall property. During a search, police found the suspect to be in possession of drug paraphernalia associated with smoking and injecting heroin.
