Nortier on short list for IT director

Mike Nortier, the recently retired commanding officer at Naval Air Station Whidbey Island, is one of three finalists for the next director of Island Transit.

One other finalist is also a former top officer at NAS Whidbey, while the third candidate is the only one with transit experience.

The transit board selected the finalists during a meeting Monday morn- Nortier ing. Interviews and a public meet-and-greet are currently planned for March 29.

Nortier is undoubtedly the best known among the finalists on Whidbey Island.

Nortier retired in January after serving as the commanding officer of NAS Whidbey. He has more than 20 years of experience as a Navy officer and was known for being active in the Oak

Fair will continue for 2 years, despite uncertainty

2015 fair paid $300 in rent, but under the port’s plan, rent in the future could hit $45,000.

“We have no written agreement with the Port that it would continue the fair, and we’re afraid we don’t fit into its plans,” she said. “We’re about community support and service and 4-H. We’re not about economic development.”

Not all members of the fair association agree with its board.

“The Port made more improvements in one year than the county made in 40 years,” said Gwendy Hastings, who said she’s been an association member for 10 years.

“It fixed barns, it fixed bleachers that were getting ready to fall over, it fixed water leaks in the 4-H building. We have more tenants, we’ve probably doubled the rent we get, and the commercial kitchen is being used on a weekly basis now.”

Island County gave the Port $100,000 toward repairs, she acknowledged, but the port did not bill the county for labor on those projects.

In contrast, over the past three years, the county has given the fair board $90,000, and “we did no fixing.”

Whoever ends up owning the fairgrounds, it must make assurances that the fair will continue, Hastings said.

The Board of Island County Commissioners agreed informally earlier this month that the Whidbey Island Fair will be held for the next two years, despite the unsettled and contentious issue of who will own and run the fairgrounds.

The Port of South Whidbey, which is managing the historic fairgrounds under a one-year lease set to expire March 31, told the commissioners it will renew its lease only if they agree to honor the results of an August referendum the port proposes.

The referendum would ask voters whether they favor the county’s giving the fairgrounds to the Port.

The vote would also ask residents in the Port’s jurisdiction whether, if they approve the transfer, they are willing to let the Port raise its levy limit on their property taxes to help underwrite fairgrounds maintenance and grant matching.

Further discussions among the commissioners, the Port and the Whidbey Island Fair Association are scheduled for today.

Commissioners Rick Hannold and Jill Johnson made it clear recently that they believe the county should no longer own the fairgrounds, a responsibility it has held since 1962. They made the same

FEBRUARY MULTIPLE LISTING SERVICE figures released March 7 show Whidbey Island had 309 active

residential listings in February, compared with 468 the same month last year. It had 140 new listings, versus 153 in February 2015. The average selling price of local houses climbed only slightly year over year, to $313,909 from $299,645.

Median selling price also climbed slightly, to $272,000 from $264,000. Average listing prices in February were up year over year, climbing to $551,103 from $522,103. Median listing prices were $399,900 and $385,000, respectively.

Real estate business expanding on Pioneer Way

The expansion of Coldwell Banker Koetje Real Estate, near the corner of Southeast Pioneer Way and Southeast City Beach Street, is the first new construction in historic downtown Oak Harbor for more than 40 years, Camden and Rick Schutte, two of Koetje’s owners, said during a recent visit.

“We’ve always considered this corner to be the gateway to downtown, and if we can enhance it, that works to better all of downtown,” said Rick Schutte, 68, who for 20 years managed the business before buying it seven years ago.

“We’ve got a new mayor.

We’ve got the new Main Street Association that lets businesses put money back into downtown. Downtown is showing activity,” said Rick Schutte. “When activity happens, it creates momentum, which stirs up the population.”

The father and son, along with their wives, own both the real estate company and Koetje Property Management, which deals with rentals.

The 10-person propertymanagement business is now headquartered across Pioneer Way from the real estate business, but they’ll be together at last in the new building, slated to open by the end of September.

Ground was broken for the expansion on Feb. 19.

The 3,600-square-foot building, costing about $630,000, will have room for the businesses’ 22 agents and 13 employees, as well as the owners and about eight desks for employees or agents in the future.

The family paid $139,000 for the lot.

The real estate firm’s current office, at 415 S.E. Pioneer Way, will be remodeled to match the new building to its east. Koetje Real Estate was founded in 1942.

After passing down through the Koetje family for more than 60 years, the business was sold to Rick Schutte.

Another storm blows through

After a brief breath, another windstorm whomped Whidbey Island on Sunday.

“This one came on hard and then it was over before we knew it,” said Oak Harbor Fire Deputy Mike Buxton. “It was a little like a hurricane passed over.”

The relatively short duration of the storm that struck North Whidbey didn’t bring down the number of trees it might have if it had raged all night, Buxton said. “We dodged a bullet.”

But it did keep first responders busy for the second time in four days following Thursday’s first big windstorm of the year. Firefighters at North Whidbey Fire and Rescue responded to nearly 30 calls in the space of four hours Sunday as wind gusts were recorded at 59 mph at Naval Air Station Whidbey Island.

Sunday, volunteers manned all the stations in preparation to handle the wind wallop. That made for quicker responses. The department dealt with sizzling downed lines and debris in the roads.

South Whidbey was dealt the biggest blow

on the island with at least two homes crushed by fallen trees, according to South Whidbey Fire/EMS chief Rusty Palmer, whose district responded to 27 calls.

Two cars also were heavily damaged by fallen trees, Palmer said.

The fallen trees created havoc for utility crews. For a brief time, all of South Whidbey was without power Sunday, said Akiko Oda, a spokesperson for Puget Sound Energy.

Wind gust speeds were recorded at 40 mph in Clinton and 46 mph in Coupeville.

Tidal conditions Sunday weren’t as extreme as Thursday when flooding also was a problem in coastal areas on the island, particularly in Oak Harbor and Freeland.

And, at least on North and Central Whidbey, the winds didn’t seem to pack the same sort of sustained punch Sunday as they did three days earlier.

Vin Sherman, in fact, was in his front yard in Coupeville Sunday trimming branches from a tree that had fallen from Thursday’s storm.

His cows, meanwhile, were taking cover from the wind under a second tree that had fallen on his property Thursday.

How your newspaper works — in a nutshell PUBLISHER’S COLUMN

For those of us who work at the newspaper, it’s easy to forget that it isn’t always obvious to readers how things get into the paper, and who decides where things go.

First, the key thing to remember is editorial and advertising are separate departments for key, ethical reasons. An easy way to remember the difference is that anything involving money is handled by advertising, and anything that doesn’t is handled by editorial.

The sales team is responsible for obtaining advertising, which is the lifeblood for any independent newspaper. Ad reps never sell or promise editorial coverage. In return, the advertising helps local businesses to grow and thrive, making for a more vital community.

Our Creative Department places advertisements on the page based on color locations. They try to honor advertiser requests for specific pages, but paid placement is the only guarantee.

The editorial department is comprised of editors and reporters who are each responsible for their own “beats,” or coverage areas. We have reporters who cover schools, city and town governments, parks, Navy, cops and courts, ports and more. We also have reporters who write feature stories.

As an editor, my philosophy is to create a balance between the necessary breaking news and hard news with entertaining and informative feature articles.

Hard news includes those stories which cover serious crimes and government activities — which some would prefer not see the light of day. This is evidenced by community leaders who attempt to pressure the newspaper to stick to the leaders’ agenda and punish us when we don’t.

Oak Harbor is a very political community, and the pressure is greater now than I’ve ever seen it. Never have I seen the kind of threats to community journalism than I’ve seen this past year or so.

That is why advertising and the newsroom remain separate — if the advertising dollars were allowed to influence the editorial department’s coverage, then editorial independence no longer exists, and the readers’ interests are no longer well served.

The Opinion page of any newspaper is considered sacred ground. Though the page is one of the most highly read, we do not accept advertising on the Opinion page to avoid even an appearance of conflict of interest.

And letters to the editor aren’t published because we agree with the positions of the writer, but rather because everyone is entitled to express their views, popular or not. It facilitates a healthy public dialogue about issues that are important.

Unsigned editorials are the opinion of the newspaper, but it’s not necessarily the view of me or any other editor on staff.

Examples of this include political endorsements.

If it’s my thoughts, or me speaking directly to the reader — like I am with this column — it includes my name and face.

My column is not necessarily the view of the newspaper as an institution.

New logo represents openness to community Editor, Good things are happening at Whidbey General Hospital.

Town Hall meetings, rebranding and establishment of the Patient and Family Advisory Council reflect efforts of hospital leadership to improve both its performance and relationship with the community.

This improvement is being noticed outside the community too, as evidenced by the recent increase in the hospital’s bond rating.

After 45-plus years, most businesses engage in rebranding. This is a tool used to appeal to consumers, to recruit staff and to show a commitment to innovation.

Anacortes and Skagit Valley recently renamed their hospitals to reflect that each hospital had a network of clinics.

The change from Whidbey General to WhidbeyHealth follows a national naming convention for hospitals with outlying clinics.

For Whidbey residents to shop local for medical services they must be aware of how many local options exist

under the hospital’s umbrella.

The new logo, three people/arms facing outward, is a marked improvement from the existing logo with three people/arms facing inward. The old logo conveys a closed system, shut off from the community.

The new logo shows the hospital reaching out to the community, open to feedback and willing to improve.

This is truly an apt description of the good things happening at WhidbeyHealth.

I encourage you to attend the next town hall meeting 5-6:30 p.m. on Tuesday, March 22 at Whidbey General Hospital.

It is a great opportunity to hear from staff members, ask questions and see first hand the hospital’s renewed commitment to the community.

I believe that taking care of my patients from infancy to adulthood, through aging and retirement, and ultimately, through the challenges and struggles of end-of-life, requires that I think “outside the box,” beyond just hospital and clinic based care.

Frances A. Whitley

Frances Alice Whitley died at HomePlace Special Care Facility in Oak Harbor on Dec. 15, 2015, at the age of 74.

She was born in Salem, Ore., on Feb. 19, 1941, to Frank and Alice White. She grew up in Salem and then moved with her family to Chimacum.

Frances completed her GED and began working for Boeing in 1967. Eventually, she became a part of the 767 program.

She lived in Marysville and Everett for more than 30 years during her time with Boeing.

For many years, she served as union rep for the local chapter of the International Electrical Workers Union. Frances retired in 2004 and moved to Oak Harbor in 2005 to be with her sister.

Frances was a gifted artist, loved the outdoors, loved gardening, loved nursing animals back to health and caring for her animal menagerie, enjoyed visiting Utah, was an avid poker player, road motorcycles and dirt bikes and loved tracing her genealogy.

She often appeared to be short with people, but she was a total marshmallow.

Frances is sur vived by her children, John Whitley of Marysville and Donna Mason of Amarillo, Texas; siblings, Eleanor Christensen of Oak Harbor, Elizabeth Lammers of Point Hadlock, Joseph White of Clearwater, Fla., and brother-in-law Gene Yantz of Port

Townsend.

Also surviving is a grandson, Mathew Mason.

She was preceded in death by her former husband, James Whitley; her parents Frank and Alice; granddaughter Christen Mason; and siblings, Dorothy Yantz, Evelyn Craney, Carol White and Frank Edward White.

Cremation was held.

Graveside committal services will be held at 1 p.m.

Saturday, March 26, at the Laurel Grove Cemetery, Port Townsend, where Frances will be laid to rest with her family members.

Upon graduating from Oak Harbor and Coupeville high schools, a number of Wildcats and Wolves are continuing their athletic careers on the collegiate stage. Following is an update of their accomplishments for this past winter season.

Swimming Cole Weinstein, a junior on the Whitman College swim team, earned first-team, all-Northwest Conference honors twice this season by winning the 500-yard freestyle (4:35.99) and being on the victorious 800 free relay team (4:01.01) at the league championship meet Feb. 12-14 in Federal Way. The Coupeville graduate earned second-team honors for taking second in the 400 individual medley, and he also placed fourth in the 1,650 free (16:05.23) at the NWC meet. Weinstein’s efforts helped Whitman finish second to Whitworth in the team standings at the Northwest Conference championships.

Weinstein received the conference’s Student-Athlete of the Week Award Jan. 18.

Oak Harbor’s Ciera Hu, a senior at the University of Chicago, posted four top-10 finishes in the eightteam University Athletic Association Championships Feb. 17-20.

The two-time team cocaptain was fourth in the 200-yard individual medley (2:06.25), sixth in the 200 butterfly (2:06.88), seventh in the 400 IM (4:32.68) and 10th in the 800 freestyle relay (7L42.83).

He took part in the United States Track Association Cross Country Nationals Feb. 6 in Bend, Ore., and finished second on the team to help the Marines place third in the armed services competition.

Kyle King had only trained about a month before the race, according to his father, Randy King. If Kyle King’s military duties allow, he will travel to England to face the Royal Marines in June.

He trains after work and “has been working diligently to fulfill his obligations as a Field Services Officer for the Artillery,” Randy King said.

The Oak Harbor grad finished 44th in the 3,000 meters (10:44.68) at the University of Washington Open Feb. 14.

Oak Harbor’s Jonalynn Horn, a freshman at Idaho State University, placed fourth in the 5,000 meters (19:50.74) at Weber State in Ogden, Utah, Jan. 30, for her best finish of the winter.

At the Mountain State Games in Pocatello, Horn was fifth in the 3,000 (11:14.83) and 10th in the 5,000 (19:04.34).

Oak Harbor’s Michael Washington Jr., the lone senior on Princeton University’s basketball team, was honored at a ceremony before the Cornell game Saturday, Feb. 27, and earned his first career start that evening.

Washington appeared in 17 games and scored 15 points, grabbed 12 rebounds and dished out five assists for the Tigers (22-6, 12-2), who will appear in the National Invitational Tournament tonight at Virginia Tech.

Unable to get a clutch hit late in the game, the Coupeville baseball team fell 6-5 to Sultan on the Wolves’ diamond Monday.

Coupeville put three runners on in the sixth inning and had another on third with no outs in the seventh but failed to score the tying run.

Regardless, Marc Aparicio was happy with the play of his club in his debut as the Wolves’ head coach.

NWAC relays shine in NW Regional meet Strong relay performances by the North Whidbey Aquatic Club highlighted the efforts of the Blue Herons at the Northwest Regional Swimming Championships March 10-13 at the King County Aquatic Center in Federal Way. The meet attracted 72 teams from Washington, Alaska, Hawaii, Montana, Idaho, Wyoming and Oregon.

The NWAC’s girls 10 and under 200-yard medley relay of Lea Opdyke (backstroke), Lindsay Brown (breaststroke), Alana Miller (butterfly) and Kiersten Tyson (freestyle) placed fifth in 2:16.63, trimming five seconds off their club record.

The quartet also nabbed seventh in the 200 freestyle

relay in another NWAC record, 2:01.81. Opdyke (29.96) and Tyson (29.99) both broke the 30 second barrier in their splits.

The four were named NWAC Co-swimmers of the Meet by coach Richard Taylor.

In individual events, Miller placed fifth in the 50 fly (31.67) and sixth in the 100 fly (1:10.86). She also clocked personal bests in the 50 free (30.51) and 100 free (1:05.55).

Brown took seventh in the 200 individual medley (2:36.68) and PR’d in the 100 breast (1:22.72).

Ashleigh Merrill, 12, dropped 23 seconds in the 1,650 free (19:16.72) to place sixth and swam 27.04 in the prelims of the 50 free.

Former mayor and retired businessman Al Koetje received a standing ovation and a plaque for 55 years of perfect attendance.

“Our club motto is ‘Service Above Self’ and Al is the standard,” said president Brian Jones. “In 55 years of serving this community he shows us the way with his generosity, time and dedication.”

The club was organized March 10, 1936, and its members are behind many important projects and initiatives that shaped the city, including the lagoon at Windjammer Park and John Vanderzicht Memorial Pool. The club took the lead organizing Oak Harbor’s first Fourth of July

Celebration and built a children’s playground at Ft. Nugent Park.

Its members have raised hundreds of thousands of dollars over the years for a variety of causes, including more than $400,000 for a new stadium. It supports community groups through a grant program and gives Oak Harbor High School graduates scholarships.

These are just a handful of examples of the club’s work. Through all of it, Koetje was there.

“For a very, very long time he’s proposed projects,” Jones said. “He shows up for everything.”

The award was a surprise to Koetje.

Someone tried to put a birthday hat on his head but he fended it off with a bit of wit.

Gesturing to his wispy hair, he said jokingly, “I have a lot of hair — I don’t need one of those.”

Grand marshal suits music teacher Festive spirit of Oak Harbor’s choral director brings new title

H

e’s been a performer for most of his life, so it was only natural for Darren McCoy to arrive in character.

He came to Honeymoon Bay Coffee Roasters, wearing an electric green jacket covered in shamrocks with a matching tie.

It was quite the icebreaker for an interview to discuss his designation this year as grand marshal for Oak Harbor’s St. Patrick’s Day parade. The outfit drew stares and smiles from customers, though McCoy seemed completely comfortable in his new green skin.

“I went to Burlington to the costume shop and found this,” McCoy said, recalling a trip nearly two years ago. “It was totally by accident. I was looking for something for a kid and found this.”

The jacket suits McCoy, who has spent his young career as a music educator at Oak Harbor High School, inspiring students to get out of their comfort zones and take creative risks.

In eight years as the high school’s choral director, he’s built a program recognized for excellence. And now, on a holiday that celebrates Irish heritage, McCoy is being recognized by the community at Thursday’s parade along Pioneer Way that starts at 4:30 p.m., carrying a grand distinction often not bestowed on someone just 31.

“I’m thrilled to do this,” said McCoy, who’s ancestry is deeply rooted in southern England but also includes Irish, Danish and German.

“I’ve been to the parade many times, but I don’t know what grand marshals need to do. I don’t even know where we’re lining up at the moment.”

He knows he’ll be riding in a vehicle, which will give him more time to soak in the experience and maybe reflect

McCoy is a frequent visitor to Honeymoon Bay Coffee Roasters, though rarely in this sort of attire. on the journey he’s been on since arriving in Oak Harbor fresh out of graduate school.

He grew up in rural Oregon, moving from one small town to another, the son of a teacher. He excelled in school and in choir and the piano, earning academic and music scholarships to help him attend Willamette University, then earned a master’s degree in music from the University of Oregon.

Oak Harbor has been his

first stop out of college — and one he’s treasured.

“I do feel lucky,” McCoy said. “I work in a school district with a great boss. I have a full-time job in a community that cares about music and wants to support it. Not every choir teacher can say that.”

The choir program has soared under McCoy, who last fall was named one of 25 finalists out of more than 4,500 nominations nationwide for the Music Educator

Award, presented at a special ceremony during Grammy Week.

“I’m just so thrilled with what Darren McCoy is doing with the high school choir,” said Vernon Greenstreet, former choir director at Oak Harbor.

“Darren is a remarkable music educator,” said Oak Harbor Public Schools Superintendent Lance Gibbon, who started as a music teacher. “He inspires students to love music and perform at higher levels than they thought possible. He brings joy into the classroom and demonstrates genuine care and interest in each student. That’s a big part of why he gets such amazing results.”

McCoy is constantly on the go, juggles his teaching and roughly 20 choir concerts a school year with personal interests that still revolve around the performing arts. He recently joined Male Ensemble Northwest, a group of 15 vocal teachers

who perform at festivals across the region and will be taking a trip to Thailand in the fall.

He also occasionally acts and sings at the Whidbey Playhouse.

McCoy’s festive musical spirit got the attention of St. Patrick’s Day parade organizers when it came time to pick a grand marshal.

“All of the grand marshals have had this spirit,” said Mike Thelen, the parade chair. “You see it in their smiles, their care, their compassion. A demeanor of happiness and laughter are on their sleeves.”

McCoy’s sleeves have been green lately. If his jacket brings out a smile, it pleases him. He’s considering wearing a Scottish kilt during the parade but isn’t sure he’s built enough courage.

“He’s really a good part of the community. He does a lot,” said Angie Stauffer, manager of Honeymoon Bay Coffee Roasters.

Parade time Oak Harbor’s 43rd St. Patrick’s Day Parade, organized by the Irish Wildlife Society, will begin at 4:30 p.m. and travel down Pioneer Way in downtown. The parade features grand marshal Darren McCoy, Oak Harbor High School’s choral director.

Immediately following the parade, there will be a community sing-along with the Community Band at the American Legion Hall on Barrington Drive. Corned beef and cabbage dinners will be available for $8 per plate. Children are welcome.

She knows McCoy’s order by heart — a 16-ounce iced mocha with whip cream.

He also prefers a green straw.

“He’s super nice,” Stauffer said. “Even the kids who come in here talk so highly about him.”

Albertsons agreed to pay $106 million for Haggen’s core stores. An auction scheduled for March 18 was canceled.

The Oak Harbor Haggen store — once a Safeway — is among those slated to be bought by Albertsons. That led many Oak Harbor residents over the weekend to presume the store would soon carry the Albertsons banner.

On Monday afternoon, however, Haggen dropped the news that 15 of the 29 stores Albertson is buying — including the one in Oak Harbor — will retain the Haggen name and will be managed by the Haggen business unit in Bellingham.

Albertsons operates its stores under numerous banners, including Jewel-Osco, Safeway, Shaw’s and Vons.

The remaining 14 former Haggen stores will carry the name Albertson.

Within two months, Haggen will close its three other core stores, two in Washington and one in Oregon, it said.

“We will continue the traditions of operating great Haggen stores focused on community involvement, fresh Northwest products and great services,” said Haggen CEO John Clougher in a press release Monday.

The Haggen stores that remain “will continue to offer the freshest local products available, with the same great employees,” Albertsons CEO Bob Miller said in a Monday statement.

In December 2014, Haggen bought that store, as well as nearly 150 others. It filed Chapter 11 bankruptcy Sept. 8, 2015, having bitten off far more than it could chew.

Many of the stores it bought have already been auctioned off, most of them bought up by Albertsons.

In a result that seems to thwart the FTC’s antitrust mission, Albertsons and Safeway — now a single company called Albertsons — will have Oak Harbor stores nearly back to back, even if the Albertsons’ store is labeled Haggen. But that’s OK, the FTC said.

“While the divestitures did not lead to the full result we were looking for — a new supermarket competitor in each market area — most of the divested stores do remain supermarkets,” it said in a March 10 email.

“The FTC believes it is best for consumers if these stores continue to operate as supermarkets, even if Albertsons owns them,” the email said.

The FTC has approved this week’s deal, Albertsons said in a press release Monday.

Haggen shopper Russ Dewolfe, of Freeland, commented, “Haggen is a very good store, but the company just never should have tried to expand so much.”

“It is not a store that feeds the masses,” said Dewolfe. “It has a select clientele.”

At that time, the board directed the executive search firm to contact the four finalists and see if they were willing to go forward with a public interview process. The fourth finalist decided to withdraw.

Ken Graska, the interim director, opted not to seek the position permanently.

The position pays from $110,000 to $130,000 with benefits.
