Report: Killing was calculated ‘hit’ over $400 impound fee By JESSIE STENSLAND jessie@whidbeynewsgroup.com

Investigators and many in the Oak Harbor community are struggling to understand how — and why — four young people could have been involved in the murder of a teenage boy last week. The alleged shooter, Brian Rayford, 20, “carried out a hit” against John JOHNSON “Jay” Johnson, 17, because his friend was upset over a $400 impound fee, according Detective Ed Wallace with the Island County Sheriff’s Office. “The catalyst does seem to be the tow fee,” Wallace said, admitting that detectives are as SEE TARGETED, A10

Man jumps from bridge Sunday By JESSIE STENSLAND jessie@whidbeynewsgroup.com

A 75-year-old Coupeville man died after jumping from Deception Pass Bridge Sunday afternoon, according to Island County Coroner Robert Bishop. Ralph McCloud stopped his car in the middle of the bridge, turned on his car’s hazard lights and got out. He walked to the west side of the bridge and jumped into the swirling water below, according to the coroner. McCloud left a note in his vehicle, which was impounded by the Washington State Patrol. Several people, including other drivers, witnessed McCloud jump off the bridge. The incident was reported to police at 3:20 p.m. McCloud’s body was recovered from the water about an hour later. McCloud was part-owner of a small Coupeville bed-and-breakfast called Aerie on Penn Cove.

mma Wezeman loves Cheerios — not honey nut, not multi-grain — the original. Her favorite snack and her talent have propelled her into the national spotlight. The Oak Harbor High School sophomore caught the attention of corporate heavyweight General Mills, after she created a photography web log that features the “Os.”

Wezeman, 15, started an Instagram account called Travels_with_ Cheerios in September after a camping trip on the island with her cousins. She was chomping on the cereal and goofing around with her camera. What she produced is serious work. “I’ve always liked photography,” she said. “I can’t paint to save my life. But this isn’t about you, it’s about nature.” She places the cereal in unusual places and photographs the SEE CHEERIOS ART, A14
