County to talk speed limit changes at public meeting

By DAN RICHMAN Whidbey News Group Speed limits on 10 Whidbey and Camano roads may change after public meetings scheduled for Aug. 17 and 18. The Board of Island County Commissioners on July 28 set public hearings on new speed limits for Bayview Road, Burley Road, Engle Road, Fox Spit Road, French Road, Juniper Beach Road, Langley Road, Smugglers Cove Road, Swede Hill Road and Terry Road. Hearings on all but the proposed changes for Engle, Juniper Beach and Terry roads are 6 p.m. Monday, Aug. 17 at Trinity Lutheran Church’s new building. Hearings on limits for those three roads are set for 10:15 a.m. Tuesday, Aug. 18 in the commissioners’ hearing room, 1 N.E. 6th St., Coupeville. “It’s unusual to have so many proposed changes at once,” said Connie Bowers, the assistant county engineer, on Monday. “We had a large number of change requests and a vacant position that slowed things down.” Proposals dealing with South Whidbey roads are as follows: • Increase the speed limit from 35 to 40 along Bayview Road from State Highway 525 to Ewing Road. • Cut the speed limit from 50 mph to 25 mph along the entire length of Burley Road. Callison, Emerson lead in first ballot count By JUSTIN BURNETT South Whidbey Record The first batch of primary election results was tallied Tuesday and showed Tim Callison and Sharon Emerson leading the three-way race for Langley mayor. Callison captured the most votes with 160 — 44.69 percent — while Emerson amassed 134 votes — 37.43 percent — according to online results posted on the Island County Auditor’s Office website. “I feel very good and am very grateful for all the support I’ve gotten from the community,” said Callison, who was celebrating the results over a crab dinner with friends. He said he believed the results indicated his vision for Langley was shared by many in the community,

and was grateful for their support. “I’m really, really humbled by the whole thing — I’m quite pleased,” he said. Emerson was also celebrating at home with friends and supporters. She said she was expecting to make it through the primary but didn’t know what the results indicated from voters. She added that she was looking forward to the months ahead. “I’ll just continue to stand for what I stand for, and that will either resonate with voters or it won’t,” she said. “Either way it’s fine.” Challenger Thomas Gill, a Langley city councilman, claimed 17.88 percent of the vote — about 64 votes. If Callison and Emerson hold their leads, they will move on to the November general election, Nov. 3, to vie for the mayor’s seat. The position

is currently held by Fred McCarthy, who decided not to seek reelection. The position carries a four-year term and pays $55,000, not including benefits. The first count also showed Rob Born and incumbent Georgia Gardner ahead in the race for Position 2 on the Whidbey General Hospital board. Born had a healthy lead with 46.45 percent of the vote — 3,858 votes — compared to Gardner’s 37.76 percent — 3,136 votes. Also vying for the position was Rita Drum. She had 1,311 votes, or 15.79 percent. According to the auditor’s office, a total of 13,671 ballots had been counted as of Tuesday evening. The next count is Wednesday at 4:30 p.m. and the election will be certified Aug. 18.

An unexpected hiccup in the Dog House renovation has the building owners calling foul, a city councilman apologizing for an overly difficult approval process and the mayor personally offended. Building owners Charlie and Janice Kleiner attended Monday’s council meeting and during a public comment period complained that the land swap deal the council unanimously approved in March was rejected by the city’s attorney several weeks ago. For some council members, news that the deal was crippled for legal reasons, and that city administrators have known about the problem since July, came as a big surprise. “I thought we were already doing that,” Councilwoman Rene Neff said. But according to city officials, a preliminary solution to the regulatory hurdles was misunderstood and taken out of context by the Kleiners. Mayor Fred McCarthy said the original land swap deal is difficult to pass muster of a state law, and that Director of Community Planning Michael Davolio proposed attaching a public elevator to the building as a means of circumventing the land swap. Clinton boy wins ‘Messiest eater’ at Greenbank Farm Bounce House Play Day Jace Kukuk may not have been the fastest pie eater, but he sure was the messiest. Kukuk, 7, of Clinton was named “Messiest Pie Eater” in the pie eating contest at Greenbank Farm’s Bouncy House Play Day on July 26. The event was held from noon to 4 p.m. Children of Whidbey ages 2 to 14 gathered to play in four bounce houses. They also enjoyed a dunk tank, ring tosses, a fish pond, golf, putting, bean bag tosses and twirling tops. The café as well as the other farm businesses were open during the event. Seabird sighting in Langley has birders frenzied Our10th Anniversary

By BEN WATANABE South Whidbey Record First, there were the whales, then the deer, then the rabbits. Now, Langley may have pigeon guillemots as one of its resident species to adore. Four juveniles were spotted hanging out around the old Nichols Brothers Boat Builders dock on the city’s waterfront. Govinda Rosling, who works in Langley, is an avid bird watcher and a cocoordinator of the Guillemot Research Group, who spotted the birds about a month ago and has since snapped several pictures of them hiding under the dock. “I’m just excited to have them so close to my work,” she said. The birds are an annual occurrence around Whidbey Island and typically nest in bluff burrows and other areas from which they can hunt for gunnels and sculpin and other small, bottomfeeding food near the shore. Frances Wood, who writes the Whidbey Birding column for The Record, is an amateur naturalist and an organizer of the Whidbey Audubon Society, a co-coordinator of the Guillemot Research Group and a member of the Island County Marine Resources Committee. She said the news that pigeon guillemots may be nesting in Langley is exciting. “We’ve just been recently seeing them in Langley,” she said via a phone interview while driving west from Walla Walla. “This is cool. This could be Langley’s bird if we wanted it to be.”

Making the guillemot the city’s next mascot, or perhaps its air mascot, wasn’t a high priority task. When asked about the recent bird sightings, he was mostly concerned if there was some kind of controversy, such as netting or where the birds were nesting. The small seabird is featured in the Whidbey Audubon Society’s logo, with its distinct bright red-orange feet and beak visible against its stark black-and-white body.

“What’s really cool is to watch adult birds deliver food to the young in the burrows,” she said. “They’re catching fish underwater and loading them to the young, one at a time.”

PARKS District continues real estate talks South Whidbey Parks and Recreation District commissioners will hold a special meeting this week

utive session, according to Doug Coutts, district director. The purchase of property is one of the few things commissioners can discuss in secret. Coutts said the district is trying to “expedite” the situation and be as “responsive as possible” in negotiations. The possibility of purchasing 30 acres of land adjacent to Community Park was first proposed in the district’s regular meeting on July 15. “The talks were [paused] working on getting a review appraisal secured,” Coutts said in an email Wednesday. The board will be discussing a potential counter-offer and any conditions on the counter-offer, he said. The district’s realtors will also be present in the closed meeting to serve as experts assisting the board.

LANGLEY Ethics board forms at urging Taking to heart repeated requests to form the city’s ethics board, the Langley City Council this week made a couple of amendments to rules governing the organization of the board and called for the citizen group to officially form. Four members were already vetted and approved, but the initial bylaws required five members plus one alternate and a majority of the board to reside within Langley city limits. Sharon Emerson urged the council during public comment to make any necessary amendments to form its ethics board. Her plea was seconded by Hal Seligson, a former city councilman. One of the champions of forming an ethics board, Seligson warned the council that they may be approaching a deadline for the board’s efficacy to be reviewed, and if there was no board it would not have much merit. Their recommendations were heard and moved on by Councilwoman Rene Neff, who made a motion to form the board with just four members, while still pursuing other candidates to round out the board for a total of six.

CORRECTIONS A viewpoint “’Medicare for All’ is not a pipe dream” in the Wednesday, July 29 edition of The Record, incorrectly reported author Marshall Goldberg’s association with the League of Women Voters of Whidbey Island. He is an immediate past co-president and was speaking as an individual, not expressing the organization’s opinion. She also proposed removing the requirement that ethics board members live inside city limits but it was not supported. “So much of our community is more than just our city limits,” she said. “We’ve had lots of time for people in Langley to step up, and they haven’t.” The council discussed expanding the boundary to the urban growth area or the Langley ZIP code. Both were dismissed, however, because the urban growth area can change and the ZIP code was considered “arbitrary.” Already appointed to the board are Sharon Betcher, Bob Frause, Monica Guzman and Fred Herzon. They are in charge of leading ethics training at city hall and handling any ethics complaints brought to them. They do not act in a judicial capacity, however, and their enforcement and investigative authority is limited.

GREENBANK Highland Games take over farm About a dozen Scottish clans will convene at Greenbank Farm this weekend. The Whidbey Island Highland Games starts at 8 a.m. Saturday, Aug. 8 and runs all day. The centerpiece of the games is competitions in four major areas: Highland Piping, drumming, dancing and traditional Scottish athletics. “Athletics is really big this year,” Jessica Larson, Highland Games president said. “We have over 30 different athletic competitors.” “That’s pretty big for an event our size,” she said. Polluted retention pond mires Langley’s dredging plans By BEN WATANABE South Whidbey Record The discovery of pollutants in a Langley retention pond have put dredging plans in limbo and left city leaders with more questions than answers over their next step. The pond, which is located near Suzanne Court, was found to contain trace amounts of barium and diesel fuel in its soil, and the sheer volume of the polluted muck that needs to be removed is too much for Island County to handle. County officials stress the situation does not constitute a health hazard, but they simply lack the facilities to properly process the soupy mess. That’s left Langley with little choice but to scrap its dredging plans, at least for the time being. “We’ll go to Plan B from there,” according to Stan Berryman, director of Langley Public Works. “The first thing we have to do is dry it out.” The pond collects storm water runoff and is slowly filling with sediment, and the pollutants are likely from city streets, Berryman said. Dredging would increase its capacity and improve drainage. According to Joantha Guthrie, Solid Works coordinator for Island County, the department’s refusal to accept the dredged material is a largely a matter of anticipated volume, though the contamination is a complicating factor. The polluted muck dredged from the estimated half-acre pond must be spread out and dried before being transported to a landfill and the county doesn’t have the space required. “You can’t just send a soupy mess into the waste stream and send it down the road,” Guthrie said. The contamination levels of the two materials found in test samples were not enough to warrant a more serious response, she said. Materials accepted by the county are ranked as solid waste, dangerous and hazardous, and Langley’s storm water pond soil was determined as solid waste only — the least toxic of the three. “It’s not considered hazardous waste or dangerous waste,” Guthrie said. In an emailed response about the frequency of this procedure, state Department of Ecology, Northwest Region, spokesman Larry Altose said local governments “routinely clean accumulated sediments out of retention ponds and catch basins. These facilities trap sediments that typically

contain some pollutants that otherwise would have continued to Puget Sound.” The pond’s soil trapping the contaminants was a sign that it did its duty by keeping it from flowing into Puget Sound, Berryman said. Andrea Krohn, environmental specialist with Island County Public Health, said as long as it was properly disposed of, the diesel and barium should not worry anyone. Regular sampling of Langley’s water ensures that it is safe to drink, and that testing would catch any unhealthy levels of contaminants. But it still needs to be removed. “The city should put a plan together in managing the material,” Krohn said. The issue was brought up at Monday’s city council meeting. Doug Slaten, whose property holds the pond, said the city has not done any maintenance on it for the 10 years he lived there, and in

the county would accept the material. A later followup communication revealed that the county had changed its mind. The second headache Langley faced was no one wanted the job. No bids were submitted to win the work of dredging and hauling the material out of Langley. Langley’s plan now is to have the pond drained by the company that handles citywide tree pruning. That same company, Berryman said, has cleared out detention ponds for Oak Harbor. Clearing the outfall will help the pond drain. Once dried out, the contracted workers will take out a lot of the vegetation that has grown in the pond, as well as clearing the outfall to help water exit toward Saratoga Passage. The contaminated soil will stay put. The hope is that by drying out the vegetation, the cost of disposing of it will decrease. Langley was considering

In an earlier interview with The Record, Berryman said he did not believe the situation was a public health threat,

echoing the position of county officials, but he also made it clear he wouldn’t take a dip in the pond himself. “I wouldn’t want to go swimming in it, there’s too much algae,” he said. Berryman also noted the county’s refusal was something of a surprise. Langley Public Works had the soil tested early in the spring and received verbal approval that

using some of its own composting site near its wastewater treatment plant to dry out the dredged mud, if no other alternative could be found. The most visible channel for the city’s storm water is Brookhaven Creek, which is partly daylighted and partly underground through downtown and meets Puget Sound at Seawall Park. Berryman said the cost of the project skyrocketed from its initial budget of $40,000. “To completely get this pond to where it was when it was built will cost at least four or five times that,” he said. Editor’s column Real and undiluted power, here I come By JUSTIN BURNETTThe Whidbey Island Fair is

this weekend and I admit I’m pretty pumped. Of all the events held on South Whidbey, it’s easily my favorite. Not only is it a chance to eat cotton candy in public and without shame, it’s my one chance a year to wield real power. I’m a high and mighty newspaper editor, you see, so I have for the second year in a row been asked to be a judge at one of the fair’s many awesome contests. That’s right, Judge Justin. You may also address me as Your Honor. Either is acceptable. This year will be really fun as I’ll don the robes of power to preside over a brand new event, the Duct Tape creation contest. Naturally, organizers saw my potential as a qualified decider in this fine art contest. I supposed I should mention that Island County Commissioner Helen Price Johnson, South Whidbey’s District 1 representative, and Pat McVay, an island chainsaw artist of renowned talent, will be sitting beside me as fellow judges. They will also have input in who is named the Duct Tape king or queen. The fair runs Aug. 6-9. As usual, the lineup of events is impressive: things kick off Thursday with everything from 4-H events, a performance by Deano the Clown and a pie eating contest to puppet theater and musical performances by Elvis; Friday is just as packed with Lego contests, the ever popular Goat Olympics, a hula hoop competition and log rolling; Saturday offers the parade, cheese-making demonstrations, cupcake decorating, poultry races and of course the Duct Tape contest; and Sunday brings favorites such as Alpaca egg and spoon races, jump rope and arm wrestling competitions, most beautiful small animal contest and zucchini judging. With so many cool and fun things to do, it’s hard to go wrong by choosing to spend a day at this island favorite. Truly, the fair, which is now in its 103rd year, is one of South Whidbey’s greatest treasures. This year is especially important, however, as it’s the first fair put on under the leadership of co-fair administrators Carol Coble and Kiley Grant. It’s been a big year of transition and the duo have been working hard for months to organize a great event. Thanks for the hard work, ladies, I’m sure it will pay off. So here’s to the fair’s 103rd birthday, sticky fingers and real power. See you there.

Longtime community leaders death a loss Editor, We are writing to express our sadness for the passing of Hal Schlomann, a long-time member of the Clinton community. Hal first moved to Whidbey in the early 1980s and loved this community. Hal has recently served as treasurer of the Clinton Community Council, as superintendent of the Whidbey Island 4-H alpaca program, and as a member of the annual Whidbey Island Farm Tour committee. He had been involved in all of these activities while operating Fern Ridge Alpacas with his wife, Gretchen. Hal was committed to working for the betterment of the Clinton community through both his activities and ideas, such as the Clinton community picnic, which will be held for the second

year on September 12 at Dan Porter Park. People like Hal are what make Whidbey Island special. He will be a loss not soon forgotten. Our deepest sympathies to Gretchen and her family. Editor, Last Tuesday, a Seattle friend and I went daytripping to Langley. While there, my friend tripped on a curb and went sprawling, hitting his head on the pavement. As I bent over him, a woman squatted next to me and said the words one most wants to hear in such a situation, “I’m a nurse. Can I help?” And help she did, assessing the situation, providing emergency care until the medics arrived, and reassuring us both. I later learned that the nurse’s name was Sharon Emerson and that she is running for mayor of Langley. My gratitude goes out to Ms. Emerson for her kindness and calm competence. She is the gal I’d most want by my side or in front of me as a community leader. Thanks also to Mike Cotton of the Fire Department and his capable team of volunteers, to the passers-by who assisted in various ways. One person got a sunbrella from a nearby café to shield my friend from the hot sun; another appeared with a cushion to place under his head; someone phoned the medics and so forth. All’s well that ends well. My friend is OK, what a relief. We returned to Seattle impressed with Langley and its people. We hope to return shortly.

Hooker wins Whidbey Triathlon for final time By EVAN THOMPSON South Whidbey Record Kyle Hooker set the bar exceptionally high in what will likely be his last time competing in the Whidbey Triathlon. Not much else can be expected from the All-Navy triathlete, who won the event for the third time in four years on Saturday with a time of 1 hour, 21 minutes, breaking his 2013 event record by 27 seconds. Hooker couldn’t compete last year because he was on a deployment. He’ll continue his career as a Navy P-3 pilot when he moves to Jacksonville in about a month. Yes, that’s right. Those who have eaten Kyle Hooker’s dust in the past can take a collective sigh of relief. Hooker, who beat second-place finisher Lane Keely by 9 minutes and 52 seconds, enjoyed his final time through the course. “I love it because it’s the closest one to my house,” Hooker said. “All the other ones are hours away. That’s why I like this one. It was the first one I did in Washington when I moved here about three years ago and it will be the last one I do in Washington.” Temperatures were in the 80s for the 263 participants, including 21 teams, who competed in the event. Doug Coutts, director of

Lane Seeley, the second overall finisher, runs to the finish line with his daughter at the 2015 Whidbey Triathlon on Saturday. South Whidbey Parks and Recreation district, called the event a success. “It was a hot day but it was a fast race,” Coutts said. “I think overall people had a great time, which is the goal.” The heat may have been a factor for some, but it wasn’t for Marina Stoermer of Seattle, who was the top

woman of the day. Stoermer completed the course in 1 hour, 44 minutes, and 7 seconds and finished sixth overall. “It was an absolutely gorgeous environment,” Stoermer said. “Great, great community. It was just absolutely fun.” Stoermer is still in the early stages of competing in triathlons, having started only a few years ago. She didn’t expect to win, but when she did, she was ecstatic. “It’s always just kind of coming in and seeing how

you do,” Stoermer said. “I’m just glad to be here. There’s amazing athletes, all the ladies out there were awesome.” Tim Brand, who finished eighth overall with a time of 1:44:42, traveled the farthest out of anyone to compete, according to Coutts. Students take reins of making a short film By BEN WATANABE South Whidbey Record A couple dozen students got an in-depth, two-week lesson with Whidbey Children’s Theater Film Camp that started July 27 and wraps Aug. 7. Like any camp, it has a story arc filled with highlight moments — laughter, arguments, breakthroughs — compressed into a tight window. During a short stop on the third day of camp held at the theater’s Langley location, participants went through the very arguments many professional videographers grapple with, ranging in topic from budget, locations and clarity of story vs. subtlety to costumes and locating the actors. Teenagers, as it turns out, wander quite a bit, and can be easily sidetracked while they are supposed to be getting into costume or running lines. But the film campers were also passionate about their stories, dialogue and acting. Being in the theater’s inner workings, the green room and administrative office and film editing lab, with three different student

She was a film camp student herself, having attended for a few years starting in 2009. “They know so much more than even I did at their age,� Pruyne said of the campers. With smartphone apps

room, where he keeps many tacked to the wall. One of this year’s crews worked on a psychological thriller about a poltergeist. Without spoiling the plot, the crew hit a snag on day three of production when one of the members said she wasn’t prepared to move forward with the shooting schedule until she knew what the story was. That led to a roundabout discussion of the desire to have subtlety play a key role in the film’s suspense, but could end up costing clarity to the audience. Think of the terror of seeing only the fin or the shark’s vantage for much of “Jaws,� versus seeing the beast throughout the film, and it dilutes the suspense and terror a tad. Hearing the rancor, Pruyne trotted back to the room where they were supposed to be filming behind the theater’s stage. She asked them to go around and air their grievances, then try to resolve them. Making a film in a week means they have to be on task, and use time as a resource. That lesson was clearly enforced when Douthitt later visited the crew and asked them to shoot what they could with the remaining hour of camp that day, and perhaps discuss online that evening toward what direction the script should move toward. Whidbey Children’s Theater offers a host of summer programs, with film camp being just one highlight of how the nonprofit ventures away from being strictly a stage company for young actors. In the film camp, students learn how to hold a mic boom, arrange lighting, operate a camera, write a script, craft a story, build set pieces, act, direct, edit video, design publishing materials such as a movie poster, and all of the other skills that those tasks entail: teamwork, coordination, organization, scheduling, etc. This camp also bridges otherwise separate parts of Whidbey Island. The first week of camp is held in Langley, the second in Oak Harbor for the film editing portion.

Gabelein grand marshals recall fair’s ‘hayday’ By EVAN THOMPSON South Whidbey Record Just as it has every year, the Island County Fair Association faced a dilemma in determining who would lead the Whidbey Island Fair parade as grand marshal. The goal of the selection, fair board President Jason Kalk said, was to pick someone who has had the biggest impact on the fair. So, the board members looked around the room and discussed who would be most worthy of the recognition. That was when they realized Marilyn Gabelein, in her 31st year working with the association, and her husband, Verlane, exemplified that criteria. At 10 a.m. Saturday, Aug. 8, Marilyn and Verlane will be honored as grand marshals of the Whidbey Island Fair parade. They’ll drive their 1984 Buick Riviera to lead the festivities, which will begin by the fire house and end at the fairground. Verlane has been coming to the fair since he was a child. Marilyn started attending when her children were young. Marilyn, who has also been a 4-H leader for 30 years, is a first-time grand marshal. Her

As for why they chose to sport their Buick, Marilyn thought the car represented a time in their lives that was worth sharing. “Old people like us, when you get to our age, you want to drive something that’s from your era,” she said. “I think we’ll just do our wave and then head back up to the horse barn because we’ve got horses in the parade and people watching them. I said I’m going to jump out of the car and run and see how the kids are doing with their horses. It’s pretty exciting.”

More country music will follow with the Chris Ward Band on Friday evening, and The Lil’ Smokies will pick and grin through its folk-bluegrass Sunday night. Appealing to the adult beverage-prone crowd, the fair association moved the beer garden outside and within eyesight and earshot of the main stage. Bingo will also be daylighted this year. Instead of occupying an indoor space, the bingo game was moved into an open air tent at the edge of the carnival area, as co-fair administrator Carol Coble pointed out Monday morning amid a hectic work day of phone calls, scheduling and confirmations. People of all ages are encouraged to play a few $1 games in the hopes of getting five numbers in a row and a chance to yell “Bingo!” Rides will resemble those of 2014. Prominently featured will be a Ferris wheel, whose absence was sorely noted a couple of years ago, alongside a carousel, the Tilt-a-Whirl, Sizzler, Moon Raker, toon cars, mirror maze, super slide, and the nausea-inducing Gravitron. Food will, as usual, cover a wide range of palettes. Fried treats will be abundant, as will Latin and Asian cuisine, all to be washed down with lemonade or Hawaiian shaved ice or dipped berries or ice cream, or all of it. Saturday’s parade, a true Americana spectacle not to be missed, will wind through Langley at 10 a.m. Stake a spot in the city’s downtown core or along Cascade or Camano avenues for prime viewing. The parade launches from the middle school bus barn, into Langley and back up to the fair to officially open it, despite the fair having run for two days by then, with a short ceremony around 10:30 a.m. Bring a small

bag or deep pockets to stash away candy and other goods tossed out during the parade. One of the new, interactive events is the duct tape contest, run by some of the Atlantis Inc ROV students. (Full disclosure, Record editor Justin Burnett is one of the competition’s judges.) Make a duct tape creation, have it judged, and maybe win a prize at 1 p.m. Saturday. Amid all of the fried food, carnival games, music and rides, the fair’s main mission is to educate people about all things related to agriculture. Fair association board Vice President Wendy Sundquist said nothing embodies that better than the culmination of many 4-H students’ projects, raising and selling a farm animal at the livestock auction at noon Saturday. Anyone wishing to see animals need only stroll a bit southwest from the main entrance for all of the barns. Alpaca, cats, chickens, dogs, ducks, goats, horses, pigs and sheep will all be shown as part of 4-H competitions. Sundquist recommended touring all of the animal barns. Sundquist, who has been a sheep barn and fleece and fiber exhibit superintendent for several years at the fair, said the goat exhibits are must see this year. Get your goat four ways this year: goat olympics Friday morning, goat “Sound of Music” film and sing along Friday evening, goat milking contest Sunday morning, and goat calling contest Sunday night. That sets up visitors to follow a 4-H exhibitor during the large animal round robin at 11 a.m. Sunday, in which an older 4-H student who showed an animal is tasked with handling each of the different large animals: alpaca, dog, horse, pig and sheep. “These are some of the more esoteric things going on,” Sundquist said. “It really does showcase what the 4-H kids have to do,” she added.

Vernita Antetomaso passed peacefully into the arms of the Lord at age 87, surrounded by family, on July 14. Born to Vernon and Gladys King of Cleveland, Ohio, in 1927, she spent her formative years both in Cleveland and West Virginia. In 1951, she married the love of her life, Mario Paul Antetomaso, whom she met on campus at the University of Maryland. Vernita and Paul raised two children, Michael and Paula, living in Baltimore and Lutherville, Md. Vernita earned a B.A. and M.A. in education. She and Paul were wellrespected educators and school administrators for Baltimore City Public Schools. In 2000, several years after retiring, they moved

A proposal would set a 20-mph speed limit on Terry Road in Coupeville within the school zone and include posting flashing lights during set times when school is in session. For Camano Island, requests are to reduce the speed limit to 35 mph on Juniper Beach Road, from its intersection with Smith Road to a half mile westerly, and to 45 mph from its intersection with Highway 532 westerly a half mile.
