A King County hearing examiner has rejected two key variances required for a Redmond couple who wish to build a 1,500 s.f. house on 2,300 s.f. lot across from the tennis courts in Aubrey Davis Park. The applicants had requested variances from the city to allow

narrowed setbacks from adjacent properties, and an increase the gross floor area and the amount of impervious surface allowed in the code. The present allowed limit for gross floor area coverage is 45 percent. The applicant was asking for 77 percent. The 25’ wide by 92’ long lot at 2206 71st Ave S.E. is zoned R-96 for a residential structure with a minimum lot size of 9,600 s.f. The lot, originally some 6,000 s.f. was cut in half when the state condemned land for construction of the lid over Interstate 90 in the 1970s. Yet, it still remains a legal lot.

While the size of the lot was the primary point of contention, neighbors are also at odds with the design of the house, which they contend is too tall and out of character from the rest of the homes along 71st Avenue S.E. Hearing Examiner Ann Watanabe denied the applicant’s request to increase the maximum floor area from 45 to 77 percent. Also denied was to increase the amount of impervious surface area coverage from 40 to 52 percent. The final variance — to reduce the setbacks from the properties boundaries was approved with conditions. In her decision, Watanabe referred several times to the City of Mercer Island’s Comprehensive Plan. She specifically cited goals in the plan that state that the Island, outside the Town Center, remain

Planning Commission to discuss traffic ‘level of service’ on the Island The Mercer Island Planning Commission continues its process to review and update the City of Mercer Island's Comprehensive Plan Update. At tonight's meeting at 7 p.m. at City Hall, the commissioners will consider changes to the present level of service (LOS) standard regarding traffic flow and congestion relief at key intersections. By changing the level of service from C level to a D, the city can save money on the types of improvements needed to keep the service level at C. A excerpt from the Commission packet states the rationale behind the change: Today, some of Mercer Island’s intersections are either worse than C, or soon will be with additional growth. The blanket standard of C is no longer realistic without creating unintended consequences and the need

for significant investment in congestion relief. Staff recommends the change in LOS to provide a practical balance between reasonable short-term levels of traffic congestion and costly transportation improvements (eg. traffic signals, turn lanes, turn restrictions, roadway widening, concrete curbs, etc.) that may be out of scale with certain parts of Mercer Island. No change to the current LOS standard would require transportation improvements along several roadways and intersections. Staff raised the notion of lowering LOS with the City Council twice this year, both during a study session discussing transportation issues and during the annual adoption of the Six-Year Transportation Improvement Program last spring. The City of Mercer Island establishes Level of Service (LOS) “C” defined as stable traffic flow with acceptable delays at intersections as the city's established transportation level of service standard required under GMA. Goldsmith said BISD’s process of looking into FLES began after its last three world language program reviews recommended early second language instruction, while survey data from parents, collected during the program reviews, showed strong interest in a FLES model. “The research is really clear that students learn best if they can start that study in the elementary school,” Goldsmith told the board. Two years ago, BISD started an innovations committee that researched effective FLES models, curriculum design, cost analysis and the impact on current instructional programs. The goal was to bring FLES to all students across the district. Elementary schools in the Glastonbury School District in Connecticut served as models, where elementary foreign language programs date back to the late 1950’s. Glastonbury’s FLES pro-

Twenty minutes a day three times a week may not sound like enough time to learn a language, but it could provide significant impact on a young mind, with the philosophy being the younger the learner, the easier the retention. For Bainbridge Island, the difficulty was finding the time and money to support such a program. The school day was only five minutes longer for Glastonbury elementary students, but their schedules didn’t include morning or afternoon recess. BISD staff concerns included too many complexities in an already tight school schedule. The district found to make FLES work, it ultimately needed a longer school day, which would cost money. The program hasn’t been adopted by BISD yet, though Goldsmith said it remains a value. “We really do think it’s

not a matter of if it will happen, it’s when,” she said. “I think it just needs to take off in the state of Washington. There are models of FLES in some schools, but no district has been able to figure out how to do this.” MISD Superintendent Dr. Gary Plano recommended that the school board continue looking at the research and instructional models. He said in two years, there will be an opportunity to think differently about the structure of the school day. “This is the right time,” Plano told the board. “I think we’re on the right path by talking about it here and beginning the study and being thoughtful about it.”

According to the City’s online newsletter, YFS plans to conduct a thorough needs assessment to determine a future service configuration to match community needs and professional best practices to the children, youth, adults, seniors and families of Mercer Island. Future funding and services will be determined in 2015.

County Council approves ordinance and rules for ‘for-hire’ transportation Taxi’s, Lyft and Uber get clarification

The Metropolitan King County Council on Monday gave its unanimous approval to an ordinance that continues the County’s regional cooperation on the regulation of for-hire transportation, while establishing ground rules for the operation of the emerging Transportation Network Companies within unincorporated King County, a press release said. “After months of public hearings and meetings with interested parties, I believe we have crafted a piece of legislation that the stakeholders can be pleased with,” Councilmember Pete von Reichbauer, chair of the County’s Government Accountability and Oversight Committee, said in a press release. “This legislation brings King County in step with the City of Seattle and will provide the consumers, companies and drivers with a new level of protection and certainty.” King County regulates taxis and for-hire vehicles that transport passengers for compensation within the unincorporated communities of the County. To promote public safety and customer service, since 1979 the County, the City of Seattle, and the Port of Seattle have collaborated on a program to regionalize taxicab regulations and licensing by developing consistent regulations and services across jurisdictions. Emerging companies such as Lyft

and Uber—also known as Transportation Network Companies (TNCs)— have developed as alternatives to taxicabs and for-hire vehicles, offering opportunities for private citizens to use smartphone application-based technology (apps), and their phones’ GIS capabilities to pick up rides for fares or suggested donations. TNCs have not had specific regulations on the operation of the companies. This summer, the Seattle City Council adopted legislation for the operation on TNCs, significantly changing its approach to the regulation of the taxi and forhire industries, making major changes to how drivers will be licensed and ensuring compliance with regulations. Today’s Council ordinance mirrors the Seattle City Council’s regulation of TNCs in unincorporated King County and the 16 cities that the County provides regulatory services. The ordinance also streamlines regulations for taxis and for-hire vehicles and drivers. With these new regulations, taxi and for-hire associations or thirdparty vendors can provide background checks, training, and vehicle inspections. In addition, the Council’s legislation will also extend the ability to make use of new technology to all the forhire industry, allowing taxis and for-hires to use phone-based apps that are also used by Lyft and Uber.

Thanks to Council for endorsement of I-594 More people die from guns than cars in fourteen states. Washington is one of those fourteen states. We institute safeguards and requirements before someone is permitted to operate a motor vehicle with the goal of maintaining public health and safety. Why not require background checks before gun ownership, also in the name of public health and safety? Why should anyone selling military assault weapons without subjecting the buyer to a background check be permitted to call himself a private dealer? This is as absurd as a person selling narcotics on the street, calling himself a private pharmacist. We healthcare providers are on the front lines, observing and attempting to mitigate the great toll gun violence takes on victims, families and communities. A gunshot victim is likely to suffer physically and psychologically for many years, if not for the rest of their lives. Every life we save and every future we can assure is worth the effort. Background checks for all gun purchases is not a panacea, but it is certainly worth our effort and represents no meaningful infringement on responsible gun ownership. We thank the Mercer Island City Council for formally endorsing I-594. Bravo!

I-594 just first step to make communities safer s As a mom who does everything in my power to make sure my kids are safe, I plan on voting “Yes” on Initiative 594 this November to keep guns out of dangerous hands by closing the background check loophole. New statistics released by Everytown for Gun Safety have confirmed that background checks are effective at keeping guns out of dangerous hands. In Washington state, federal background checks have stopped more than 40,000 gun sales to prohibited purchasers since 1998. Of those, more than 6,000 were domestic abusers. We can do even more to reduce crime and keep our kids safe. Currently, handguns sold by licensed dealers require a background check but unfortunately, a major loophole still exists. Anyone can evade a background check by purchasing a gun from an unlicensed seller online, at a gun show, or from a complete stranger. Initiative 594 closes that loophole. In the 16 states and Washington, D.C. that have background checks on all handgun sales, there were

Is giving park land for Arts Center OK? Other than the Council and Reporter readers, how many Islanders have heard of MICA (Mercer Island Center for the Arts)? Do they know that Mercerdale Park is where MICA plans to build its Center? Indeed, the Council, on July 21, 2014, voted to let that happen by allowing MICA an extended “potential use” of Mercerdale Park’s northwest portion. MICA documents indicate an estimated 10,500 square-foot building. This may be a modest estimate given MICA’s plans. They include a 350-seat theater, a 100seat recital hall, a 100-seat black box theater area, an expansive lobby for gallery exhibitions, and more. As well, a permanent home for Youth Theater Northwest (YTN), with rehearsal spaces and classrooms for same, will be provided. MICA’s infringement on Mercerdale Park’s small space is

Sound Transit is ‘not interested’ in alternatives After attending the Mercer Island Chamber of Commerce meeting on Sept. 4, it is clear that the Sound Transit train has left the station. They are willing to spend $8 to $18 million to build a bus terminal on Mercer Island so that buses do not have to cross two lanes from the HOV lane on I-90 to exit to Bellevue Way to the S. Bellevue Park and Ride. They have more than one half mile to safely accomplish that task. I

guess it is OK to cross two lanes to get to the HOV lane but not to leave it. That trip would be 3 miles shorter per round trip and a much faster train commute to and from Seattle by avoiding the I-90 back up across Mercer Island. Sound Transit has a plan and is on the road “selling”. They are not interested in an alternative that cost much less and does not disrupt the north end of MI Town Center. The newest plan is to utilize 80th Avenue over I-90 as the bus terminal. They say that the number of buses on MI will be about the same as now. At the same time they say that during peak travel time the number of buses will be 24 per hour. That is a bus every 2.5 minutes for at least 2 hours in the morning and evening. Can you imagine trying to use 80th in your car and having a bus coming and turning around every 2.5 minutes? It will be like a “demolition derby”. With trains coming every 8 to 10 minutes that will mean that there will be 4 to 5 buses parked on 80th waiting to pick up passengers. Is there enough space for 5 buses to make the turns and park on the over pass? Will the overpass carry the load? Once the light rail goes through Bellevue, the num-

| www.mi-reporter.com ber of buses using Bellevue Way will be greatly reduced. There will be room for buses from the Eastside to park at the S. Bellevue Station. They have an unrestricted path to the Park and Ride, which is less than a half mile from I-90. They will only have to travel less than one quarter of a mile on Bellevue Way without causing disruption to a business center or neighborhood. Unless we let our City Council know, that they should fight for NO bus terminal on MI, Sound Transit and Metro will literally ROLL buses over us. Metro is already planning to reduce bus service on Mercer Island which will increase the demand for parking in the Town Center. We should be negotiating for improved bus service on the Island, to reduce the need for Islanders to drive to the Town Center. I doubt if additional parking at the Community Center will solve the parking problem. Sound Transit needs the additional parking on Mercer Island while they re-build the S. Bellevue Park and Ride. We should not give Sound Transit what they want. It is a BAD exchange. JUST SAY NO to the Bus Terminal. John Scherzo

City invites riders to take part in bus survey

City to consider buy back of some routes, services In ten days, King County Metro bus service will be severely cut on the Island. To learn more about the specific routes and schedules to be cut or modified and in order to address serious community concerns about future mobility, the City Council is exploring various options to 'buy back' certain services, Metro is now preparing to cut bus service beginning September 27, to address its on-going budget shortfall. Although the size of the cuts was recently scaled back slightly due to more favorable sales tax revenue projections, the impact on Mercer Island will be severe. Of the 16 routes that circulate on -or traverse across the North-end of the Island, 13 will be reduced or eliminated entirely. The following table summarizes the cuts currently planned (note that once routes are deleted, they are not expected to return, even if funding begins to recover): Several of the routes identified for elimination are important circulators that loop around the

Elementary School 4 features green construction concepts and materials, including green (planted) roofs, as well as outdoor areas for play, an indoor courtyard, a playfield and walkways and connections to encourage families to walk to school.

The Mercer Island Design Commission voted to grant preliminary design approval for Elementary School 4, at the corner of 86th Avenue S.E. and S.E. 40th Street. The design, by Mahlum Architects included some changes the commission had asked for in a previous meetings. The 77,000 square foot, one and two story building will include 20 general classrooms, 2 art/science/ technology labs, and an enlarged community gymnasium, cafeteria and kitchen. There will be library, administrative and faculty support spaces. The school district has yet to decide the number of students who will attend the school. But, school officials have said that elementary school sizes between 400 and 500 students are optimal. There will also be an interior courtyard that will be used as outdoor classroom space. Mercer Island needed to play a couple quarters of football to get going in its season opener. But Friday night, that wasn’t the case. Capitalizing on two early fumble recoveries, Mercer Island jumped out to an early 21-0 lead over Kentridge and never looked back, cruising past the Chargers 44-10 Friday, Sept. 12 at French Field in Kent. The Islanders recovered four Kentridge fumbles throughout Friday’s contest, creating 17 points off turnovers. “Our guys have been talking all year about how we have to win the turnover battle and the guys did a good job of that tonight,” said head coach Brett Ogata after the game. Kentridge opened the game with a 10-play drive before a fumbled handoff inside Mercer Island’s 40-yard line was recovered by the Islanders’ Jackson Caputo. Eight plays later, Alfonso Gonzalez capped a 64-yard drive with a 15-yard touchdown run to put the Islanders ahead, 7-0. Then a fumble on the ensuing kickoff put Mercer Island at the Chargers’ 30-yard line. Two plays later, Gonzalez found Jack Counihan for a

Mercer Island volleyball opened its campaign as defending 3A champs by winning its first two games of the season last week, besting Metro squads Eastside Catholic and Seattle Prep at Mercer Island High School. Starting off the year with a six-game home stretch, the Islanders swept the Crusaders in three sets in Tuesday’s season opener, winning 25-16, 25-19 and 25-20. Jemma Yeadon had nine kills, five digs and two blocks, Olivia Hughes had three kills, three aces

and two blocks and Natalie Robinson had three aces while posting 27 assists. Two nights later, Mercer Island topped Seattle Prep 3-1, falling in the first set 25-18 before winning out 25-23, 25-23 and 25-17. Caroline Hamilton contributed 17 kills, seven digs and four aces. Kelly Behrbaum had 15 kills, Olivia Hughes had five kills, seven blocks and four digs, and Natalie Robinson had five kills, 11 digs, five aces and three blocks while contributing 41 assists. Mercer Island hosts Lake Washington at 7 p.m. tonight at MIHS. Then on Friday, the Islanders host a rematch of last year’s 3A state championship game, taking on Holy Names at 7 p.m.

Seahawks name Emanuels its ‘Athlete of the Week’ By Reporter Staff

In a special event at Mercer Island High School, the Seattle Seahawks, CenturyLink, Inc., Q13 Fox and Sports Authority announced David Emanuels as the CenturyLink High School Athlete of the Week. Emanuels will also be recognized at CenturyLink Field during the Sept. 21 Seahawks game against the Denver Broncos. “David is a wonderful example of a student-athlete. He shows exemplary performance in the classroom and on the field,” said MIHS Principal Vicki Puckett. “David is a kind yet strong leader among his peers. He is a very strong student and makes his studies his number one priority while also excelling athletically. He is truly an academic leader at MIHS.” “I’m so honored to receive this award from the Seahawks,” said Emanuels.

“I couldn’t have done it without the constant support of my family, teachers, coaches and friends.” Emanuels was selected to be the ‘Athlete of the Week’ based on his dedication to academics, community involvement, leadership and athletic performance. He has maintained a 4.0 grade-point average and is enrolled in four advanced placement classes, one honors course and robotics. Emanuels was named one of four National Merit semifinalists from MIHS and has been an active member of Volunteers Outreach in Communities Everywhere, volunteering for many organizations including the Special Olympics and Boys and Girls Club. He also spent his summer volunteering two days a week at the UW Medical Center. Emanuels is a multi-sport athlete and was selected as

captain both his junior and senior football seasons. He was selected as the Team Defensive Player of the Year along with second team all-league honors in the KingCo conference during his junior year. Mercer Island boys water polo started the season with back-to-back wins facing off against non-league opponents Curtis and AuburnRiverside. The Islanders beat Auburn-Riverside 18-11 in an effort that saw 11 different players score. In a rematch of last year’s state semifinal game, Mercer Island bested Curtis 7-5 at the Vikings’ home pool in a come-from-behind victory. The Islanders struggled against Curtis on both sides of the ball in the first half, picking up four ejections and garnering only two goals out of 11 shot attempts. Topher Lacrampe got the Islander offense started with a lob shot to the right corner at 2:16 in the first quarter. Lefty Jack Larkin made the Islanders’ second goal at 5:34 in the second quarter, but that was it as the Islanders entered half-time down 2-3.
