Wayne Lieser was pinned beneath a wrecked car for 45 minutes following a car accident on Maxwelton Road. Lieser, Tom Permentor, and Leslie Rosemeyer, all 16, were headed home from a dance when the car went into a ditch, hit a rock and flipped over, according to state Trooper Dick Ward. Lieser was thrown through the windshield and the car landed on top of him. It was “carefully lifted off the pinned youngster by Simmons wrecker” and he suffered “several bad bruises to his legs and got a shiner out of the accident.”

Freeland man nearly drowns while fishing “Walter Gabelein, the ‘big bear’ of Freeland, added another narrow escape from death to his life story Tuesday morning when he was saved from drowning in Holmes Harbor by two Seattle fishermen. Walt, living on borrowed time after a half-dozen narrow escapes during his career as a logger, slipped and tumbled out an aluminum boat … while fishing near the herring trap. Weighted down with a heavy Mackinaw and boots, Walt was in danger of slipping beneath the frigid water when he was saved by Al Bennet and Bob Kay, both of Seattle. The two men had been fishing nearby and witnessed the accident. Because of his water-soaked clothing, Walt couldn’t be hauled into the Seattle fishermen’s boat. He therefore hung onto the stern until they could row ashore. Within a little more than an hour, the ‘big bear’ was fully recovered from his ordeal. He put on warm clothes, took a nip or two to warm up and went down to recover his gear. He lost only his fishing pole. Fish caught — none.”

County planners project population growth in 22 years By JANIS REID South Whidbey Record Island County planners estimate that Island County will grow by nearly 10,000 people by the year 2036. Regionally, they project that South Whidbey will grow by 1,211, North Whidbey by 6,232, Central Whidbey by 991, and Camano Island by 1,018. Using these estimates, the county would grow from a population of 78,400 today to 87,917 in 2036. The regional population projection is one of many steps required in the update of the Comprehensive Plan every eight years. The population trend is used throughout the county’s departments to assist in planning each area’s needs for services and infrastructure. Washington state counties are required to use a 20-year population estimate to ensure urban growth areas are adequately sized and allow for future growth. The Island County Board of Commissioners unanimously adopted the projection at Monday’s regular meeting. The next step is to allot the estimated popu-

News that the Whidbey Island Area Fair meeting planned for Oak Harbor was postponed did not sit well with one Island County commissioner Monday. “For the record, I think that’s not okay,” District 2 Commissioner Jill Johnson said. The issue was raised at the board’s regular Monday meeting after Johnson began to announce the meeting to the public, but was corrected by Commissioner Helen Price Johnson. “There were significant requests for additional feedback for the South Whidbey group,” Price Johnson said. The change appeared to catch Johnson by surprise. “So scratch that, don’t go to the meeting,” Johnson said. “North Whidbey will not have a chance to hear about the fairgrounds until South Whidbey can weigh in … again.” A steering committee of fair and Island County government officials recently released a strategic plan to

Commissioner Jill Johnson fundamentally alter the way the fairgrounds is used at a cost of $10.2 million over 10 years. The proposal would transform the facility and its buildings into the Island Event Center, a move officials hope will add flexibility to the grounds, making it more attractive for varied uses and thereby more economically sustainable. The Island County Economic Development Council, a project leader, hosted a presentation of plan to the public on South

Whidbey Feb. 18. An Oak Harbor meeting was originally scheduled Tuesday, March 11, but was changed to 7 p.m. April 2, at North Whidbey Middle School. “The steering committee wanted to do additional outreach,” Price Johnson said. “I think that was my point,” Johnson replied. “South Whidbey needs more feedback before North Whidbey has a chance to weigh in?” Price Johnson added later that it was fairground building superintendents and 4-H leaders, not the South Whidbey community at large, who requested a chance to give additional feedback. The initial proposal was

presented to the Langley City Council last month, to be followed by open houses around the county. Under the plan, the 27 existing buildings on the fairgrounds property would be reduced to 12, either through demolition or by consolidation. Historically significant structures, such as the Pole Building, would remain untouched. The new facility would be managed by a public development authority, and the project paid for with revenue bonds. lation to municipalities and rural areas individually, according to Island County Planner Brad Johnson. An additional public hearing will be held once the localized population totals are compiled. Johnson told commissioners that they arrived at the figures presented by looking at county growth trends over the last 40 years, and found them to be consistent. The only notable population shift expected is associated with the Navy base, which projects its military population to increase by 25 percent with the arrival of additional squadrons. Johnson said an additional 2,530 was allotted to North Whidbey to allow for the population increase. In addition, Johnson said that the county is working on a “phased-in” resource allocation model so county funding and projects related to population growth are rolled out over time.

FIRE/EMS Man accused of domestic abuse A Langley man accused of domestic abuse refused to speak with a deputy about the allegations because of her gender, court documents state. Prosecutors charged Franklin Smith, 46, in Island County Superior Court on March 6 with felony harassment, malicious mischief and two counts of fourth-degree assault. The assault and malicious mischief charges were filed as domestic violence-related counts. On March 3, the alleged victim went to the South Precinct of the Island

County Sheriff’s Office and asked Sgt. Laura Price about getting a protection order against Smith, who is her estranged husband. The woman said she and Smith were separated, but he entered her home. She claimed that Smith had assaulted her previously, according to the report. The woman invited a former neighbor over to her home for a meeting related to her business. She became alarmed when she saw Smith drive up while the man was there; she asked him to leave through the back door, the report states. Smith allegedly walked into the house and started calling the woman names. He grabbed her hand and

hurt it, then pulled off her glasses and broke them; he jumped over a counter and screamed in her face, the report states. Smith also confronted the man as he was leaving. According to Price’s report, the man claimed that Smith put his hands on a large Buck knife and threatened, “I’ll kill you. I’ll get my friends to kill you!” Deputies went to Smith’s home and took him into custody. They told Price that Smith refused to talk to her about the case because she’s female, Price wrote.

Chief Rusty Palmer said district leaders will discuss new estimates for the proposed Bayview Fire Station located between the Bayview School and Good Cheer Food Bank on Bayview Road. Originally proposed in 2010, the station was once estimated to cost as much as $8 million. At its largest design, the 10,000-square-foot, two-bay fire station and 5,400-square-foot administration building would serve as a new fire station and district headquarters, relocating the paid staff from the Freeland station and moving the Bayview volunteers and engines across the highway. Eventually the project was scaled back to $4.4 million. But in fall 2013, South Whidbey Fire/EMS officials looked at cutting costs by reducing some amenities, such as combining kitchens and restrooms between the headquarters and station. “The board needs to make a decision whether they’re going to move

Nobody found in reported car crash Fire district officials are scratching their heads over a “minor” car crash that occurred early Friday morning. South Whidbey Fire/ EMS Chief Rusty Palmer said district responders were called to a car collision at 4:30 a.m. March 7, but when they arrived, nobody was found inside and there were no visible signs of injury near the car.

Accused loader thief charged By JESSIE STENSLAND South Whidbey Record A 50-year-old Sedro-Woolley man is accused of stealing a large piece of machinery from a friend and selling it for scrap in 2012, court documents state. Prosecutors charged Marty J. Conard in Island County Superior Court March 7 with trafficking in stolen property in the first degree and theft in the second degree. A Clinton resident reported in April of 2012 that his log loader had been stolen, according to a report from the Island County Sheriff’s Office. The man reported that he asked several friends, including Conard, for help locating it. He claimed Conard had been interested in buying it earlier, but said he didn’t know what happened to it; Conard even said he thought a South Whidbey resident was hiding it on his property, the report states. The log loader was found, with help from the Snohomish County Sheriff’s Office, at a recycling company in Blaine. Conard allegedly sold the machine to the company for $4,000.

Editor’s column What happened here 50 years ago today? By JUSTIN BURNETT For most of us, what happened on Whidbey Island exactly 50 years ago today is a mystery. History books might tell you something, but they usually focus on the big-picture story of a community’s development or delve into one specific issue. Of course the people who were there remain the richest source of information, but memory usually isn’t so specific and is different for everyone. For example, while my mother can recount barn dances at Bayview as a teen in the 1960s, my memory is so terrible it’s a wonder I find my way home after work. No, the easiest and quickest way to find out what happened on any specific day remains the local newspaper. Whether it was 20 years ago, 60 years ago or 80 years ago, The Record was there and documenting the story of daily life on South Whidbey. Newspapers are a source of current events and serve as a government watchdog, but they are much more then that — they are a community’s first draft of history and it’s an awesome privilege. What Gabelein almost drowned in Holmes Harbor on Tuesday, March 10, 1964? Where was the Lions Club’s annual Crab Feed and who were the teens who survived a car wreck on Maxwelton Road that same week? When weighed over the span of a century, these may seem like small and insignificant events, but they are not. They are priceless snapshots of life, South Whidbey’s history and it’s all captured in The Record’s archives. Incidentally, those three tidbits can be found on page 2 of today’s paper. Beginning with this edition, we’re resurrecting an old tradition of publishing a history corner, a small section that summarizes the headlines of one-half century ago. Newspapers survive by focusing on what’s happening now, so it’s with no small sense of irony that old news can become new news when enough time passes. Yet, it shouldn’t be too surprising. Community journalism isn’t about the news of the world, and it never has been. It’s about people. It’s about our neighbors, our friends and what’s happening in our lives. And whether your finding out for the first time or rediscovering who the “big bear” of Freeland was, the story of our community is one topic that just never gets old.

I would like to point out one of many of our outstanding adults who for the past eight-plus years has dedicated his time, money, energy and above all his patience with the boys, SWYSC, and the parks department. His name is Terry Swanson, as you may have read in the on March 5 edition of The Record, he was cited for trespassing at the soccer fields at the Sports Complex in front of his team. There is something very wrong here. This team has been practicing yearround, three to five days a week there and they have worked very well with the former director of South Whidbey Parks and Recreation District, Terri Arnold for six years. I don’t know when a policy went into effect that the sheriff

She leaves to cherish her memory her husband Richard, a daughter Leta Edmond, two grandsons Bo and Jason Edmond, and two precious great-grandsons, Damien Edmond who is 5, and Adrien Edmond who is 4. Marjorie was an artist and avid reader. She loved her family and spending time with them. She will be missed by her family and friends.

Robert Michael (Mike) Corbley was born on Jan. 2, 1942, in Minneapolis, Minn., and died peacefully at his home in Freeland, Wash., the morning of March 3, 2014. Mike grew up in the Burien area, graduating from Highline High School. He worked in the printing industry in the Seattle area for many years before moving to Whidbey Island. He enjoyed playing golf, pool and card games. However, his passion was gold mining on governmentleased property in the Cascades near the Town of Liberty for over 40 years. After years of hard work digging tunnels, maintaining the processing plant and associated equipment required to find the elusive

Tim Collins takes over flailing Falcon fastpitch team By BEN WATANABE South Whidbey Record Falcon fastpitch head coach Tim Collins is a man who repeats himself a lot. That’s because he believes repetition will breed success for the high school girls team. “Catch the ball out front. Catch the ball out front,” said Collins to one player who was late stretching out to the ball from a base during Monday’s practice. During situational drills in which runners are simulated on a base, Collins knocks fly balls and line drives to the outfielders. A few throws are too high, too slow or too low. “Hit the girl in the head,” Collins said, referring to the outfielder’s need to throw fast and straight. “Hit the girl in the head.” “Come on ladies. Come on ladies.” Repeating himself is not a tic; it’s a teaching style. One of the most often repeated phrases is Collins’ main point of emphasis for the girls: practice like you’ll play. “It’s an everyday Tim Collins philosophy: You play like you practice,” he said. “I think as the season progresses, they’ll get it where I won’t have to remind them quite as much.” The hope is that Collins’ steady attitude and calm demeanor will bring the program back to prominence at

The team has enough players to field a full varsity team, and that’s it. There will not be a deep bench from which to draw reserves; there is no junior varsity. After a couple of seasons under former coach Ashley Lopez, a former Falcon fastpitch player herself, Collins was tasked with picking up where she left off. It’s been several years

since South Whidbey’s softball team finished with a winning record. Collins has coached sports most of his life — since he was knocked out of collegiate basketball after a car crash cut his career short. He coached high school sports for 18 years, most of which were in Eugene, Oregon. That included a state championship softball team in his earlier years as a high school coach. The most important lesson he learned from that experience was that in order to have a winning program, the team needs strong pitching. “It’s a pitcher’s game,”

Collins said. “If you have a dominant pitcher, a pitcher can carry you all the way to a state title game.” For the past five years, Collins has become a private pitching coach, often working with his daughter in one-on-one sessions near the South Whidbey softball field while the Falcons practiced. Despite his consistent admonishments for missing the ball, throwing over the cutoff player or rounding a base too wide or too sharply, Collins comes across evenkeeled. His voice rarely rises from its level tone, not even when an errant throw nearly hits a note-taking reporter.

Pitching instruction is one of his strengths, he says. “They’re still high school kids,” Collins said. “I don’t think cursing at the kids is appropriate, I don’t think yelling at the kids is appropriate.” As a parent of three children — one recent South Whidbey alumnus, one 11thgrade boy and an eighthgrade girl — Collins said he understands how to work with teenagers. Patience will be important, as will the clear explanation of raised expectations. “The kids want to work hard,” he said. “And girls, in my view, don’t get pushed

in the appropriate manner to be competitive when they want to.” Practice is serious, when it needs to be. He reminds the girls to jog or run when convening around him between drills. Yet he pauses during the explanation of the cutoff drill to hear the girls’ explanation of the origins of “Bless you” after someone sneezes. Fun, he said, is an important piece in rebuilding the softball program. “To have the opportunity to coach the kids, I feel privileged to work with those kids,” he said.

Orchestra draws musicians back to their instruments By CELESTE ERICKSON South Whidbey Record For many musicians, their love of music starts at a young age. But after years of practice, some part with their instrument for new endeavors. It’s a common story for many members of the Whidbey Island Community Orchestra, but with one more chapter — finding the instrument once again. The orchestra is a place for the musicians to explore and reestablish a love for performance. Most members of the orchestra have returned to playing an instrument after 20 or more years, said Ron Meade, treasurer of the orchestra’s board of directors. “There’s a lot of experience in the orchestra, along with passion,” he said. “It’s a nice blend of people.” Meade joined the orchestra eight months ago and found the musical community supportive and hopes more long-lost musicians get involved. Colleen Childs, who plays the French horn, heard of the orchestra through wordof-mouth from a friend. Childs was inspired to play the trumpet again after hearing a concert in Seattle. When she heard of the community orchestra and its many returning members, she decided to join

keep up.” The orchestra has raised the bar for Lux and his sons, Nathan and Shannon. It provides a place to play for a range of skill and age levels. He said it was important to him to be able to foster local music opportunities, especially for young musicians. “Orchestra makes your mind work. Playing with other people makes your mind work,” he said. “When you get older you have less reason to push yourself. Music is one way to keep mentally active.” Nathan Lux, 17, joined

the orchestra a year and a half ago after playing in a youth orchestra. Nathan was hesitant at first, but after encouragement from his dad, he decided to join. Nathan now plays second violin for the orchestra and said fellow musicians have also helped him with his timing and pace. “I thought it was a bad idea until I joined and really liked it,” he said. One of his favorite parts about the orchestra is the music choices. He said the selections were better than the youth orchestra and more fun for him. “I haven’t come across a single bad piece,” Nathan said. Music Director Tigran Arakelyan said the variety of music is one of the best parts of the organization. In the orchestra’s upcoming concert on Friday, audience members will hear a range from Beethoven to music from “Pirates of the Caribbean.” He enjoys working with people of all ages and witnessing different generations help each other and collaborate. Arakelyan said being a community orchestra on a voluntary basis draws a different set of musicians. “We have people who are truly passionate about music,” he said.

In my last column I tossed out the invitation for readers to nominate favorite “good luck” birds. I was hoping for suggestions that raise our spirits, put a smile on our faces when we see or hear them and might even be a sighting so special it has turned us into a bird watcher. I was delighted with your response. Clearly we now need categories since I received nominations for best songster, best year-round bird, most anticipated spring migrant, most majestic bird as well as birds that just plain brighten our days. Winner of “The Voice” category on South Whidbey was a shy, brownish bird with perfect pitch, the Swainson’s thrush. You may not have actually seen this bird but if you’ve stopped to listen in wooded areas during the

late spring after this migrant arrives, and caught the bird’s musical ascending trill, you likely found your spirits soaring along with the song. For the best year-round bird, I was surprised to have the Red-winged Blackbird nominated, since it’s a rather common bird, like the robin. The musicality of its vocalizations may be suspect. Yet, there is no denying that the bird’s song transports us to a pastoral wetland or small cattail pond like no other sound. It’s the tune of Deer Lagoon marsh or the Ewing Road ponds. There were several nominations for the most beloved harbinger of spring. Swallows, of course, and the arrival of the migrating rufous hummingbirds. But the winner has to be the Western tanager for its spectacularly bright red head and yellow body. This bird arrives later than many migrants, doesn’t come begging at our feeders and favors tall trees. Its soft song is short and fluty and easily missed, so you’ve got do some searching. When you catch a glimpse, pause to take in this wondrous creature. I can guarantee your soul will soften and life will seem easier. One reader described it thus: “Like all things bright and beautiful, it just makes you smile whenever you see one.” Hands down we all agree that the bald eagle wins for

Audubon talks puffins Two experts will talk about the Rhinoceros Auklet and the Tufted Puffin with the Whidbey Audubon Society this week. Scott Pearson and Peter Hodum assessed the status and trends of these puffins in Washington since 2004. Pearson is a senior research scientist at the Washington Department of Fish and Wildlife, and Hodum is an assistant professor at the University of Puget Sound. The presentation is a collaboration with the Smith and Minor Island Citizen Committee, a program of Whidbey Watershed Stewards and Whidbey Audubon Society.

This slate blue and orange species with a black medallion around its neck spends the coldest part of the winter with us. “It comes out when the days are drabbest and spirits

— the hummingbird. One nominee wrote, “I always stop and look or listen and smile.” Here on South Whidbey we have two species. As mentioned above, the rufous hummingbird is an early arriving migrant that spends the breeding season with us. This year the first sightings were in late February. By now, most of us with sugar water feeders already have the hummers buzzing for liquid refreshment. The second hummingbird species stays here yearround. Yep, even during those sub-freezing days and nights, the Anna’s hummingbirds stick around. Those of us with feeders take special effort to keep fresh, unfrozen sugar water available. If you haven’t already, I invite you to choose your own good-luck bird, either from the list above or discover your own favorite. Notice it and allow it to brighten your day. Good luck will surely follow.

open, and all five voted to remove the ban. “It’s not every day we talk about police coming to the park,” Simms said. “Those things shouldn’t happen in our parks system, for whatever reason.” “This was obviously a case of an escalation over time, in this case, over years,” he added. Swanson, the impetus for the sudden course correction by the commissioners, said he was pleased by the decision. “I was happy to see that, and even more happy that the high school is getting to practice there,” said Swanson, who saw a group of people playing Ultimate over the weekend at the Sports Complex. “Everyone’s happy the fields are back.” “Let’s try to come up with a rotation schedule,” he said later.

Doug Coutts, executive director of the parks district, said his office uses a field rotation plan based on upcoming usage, weather conditions, field conditions and seasons. Part of the problem with the softness of the fields, he said, is that the park was built using the existing soil there instead of a sand base, which helps with drainage and keeps fields firm. “The perception that we don’t rotate the fields is erroneous,” Coutts said. “We do rotate the fields.” On March 7, a break in the string of rainy days found the Falcon boys soccer program on the Sports Complex fields. Co-head coach Joel Gerlach, also one of the parks commissioners, said they had rotated fields during their drills to limit use on any single spot. The fields were soft, with a pair of wheel marks that looked to be from a mower or tractor that stretched from the berm near the playground to the northwest field. Wet fields have been a problem for South Whidbey. Back in 2008,

the district received voter approval for a 20-year bond worth $1.6 million — a third of which was spent on the Sports Complex. Fields were drained, drainage infrastructure was installed and hydro-seeding spread. It helped reduce flooding. But rain still falls in Western Washington, especially during the late fall and winter months in which Swanson’s boys soccer team practiced and played. Consistent rain and cold temperatures put the fields at risk of damage, parks district leaders said, and users will need to be responsible in their use. “We faced an unusual situation this year with the weather pattern, especially over the last month,” Simms said. “The staff, based on the perspective we had, had done the right thing … We’ve just had an unusually concentrated amount of rain.” “We will count on users being part of the decision-making that keeps the fields in the best condition possible,” he added.

Culminating the Whidbey team’s community project will be a pop-up restaurant featuring Clinton-area food at the community hall. Pop-up restaurants are one-shot dining experiences that draw chefs to a different area to show off a few dishes. “We want to make it a huge community event,” Boin said. Carol Flax, a woman of many Clinton roles as a member of the progressive association and the Clinton Thursday Market manager, said the hope is that eventually someone will recognize Clinton as a viable place to open a business. “It’s a way to get energy here, to where people will start to go, ‘Oh, yeah. I could start to do that in a more continuous way,’ ” she said. “Hopefully people will associate Clinton with good food, good fun, good energy, good everything.” In some ways, the table was already set for Clinton as a food hotspot. Eight farms and food producers call the area home, a vestige of South Whidbey’s agricultural past and its small-farm present. There’s a pickling business that operates in the office park off Bob Galbreath Road. The three Clinton entities are planning an Oktoberfest event for 2014 complete with beer, brats and lederhosen. “We’re basically a rural economy here,” Flax said. “Everybody eats. We all like food.” Two major issues may be keeping Clinton from seeing commercial gains: Highway 525 and the lack of a sewer system. The highway cuts a swath between the commercial area, and Flax said commercial septic systems can be costly. “We can’t even have a coffee shop,” she said. Ferry traffic races by, Clinton supporters say, often traveling faster than the 30 mph speed limit that changes to 40 mph by the Chevron gas station and Dairy Queen. Yet for all the complaints centered around the ferry, Flax and others said the massive ship may be the key to revitalizing Clinton. “The community’s not that big, so we do need people to come to some extent,” Flax said. “The fact that we are right there at the ferry gives us lots of opportunities.” In their wildest dreams, Flax said the Clinton leaders envision a group of restaurants that support Whidbey Island farmers, businesses that spring up around the dining spots, and everything within short walking distance.
