LANGLEY Citizen boards seek members Three citizen boards in Langley need more members: the Planning Advisory Board, Cemetery Board and Library Board all have at least one vacancy. All of the volunteer positions are appointed by the mayor. A candidate for the Planning Advisory Board must live within city limits. The planning board reviews land use applications, updates zoning codes, the comprehensive plan and shoreline master program. It also develops and revises land use regulations. Langley Library Board applicants, who do not need to live in Langley, monitor issues related to the building, its landscaping and special projects, as well as promoting the library and its programs. The library board submits annual budget requests to the city for building improvements and other capital funding needs. The cemetery board oversees landscaping regulations, policies, maintenance, budget

and plot buybacks for the Langley-Woodmen Cemetery. It usually meets at 4:30 p.m. on the fourth Tuesday each month. PORT Commissioners review funding The Port of South Whidbey will hold a regular meeting Tuesday to discuss updates for South Whidbey Harbor, Possession Beach and funding. Commissioners will discuss a resolution establishing agreements for grant funding. Several groups made applications for funds from the port including Island Beach Access for website development, Whidbey Island Conservation District for advertising and promotion of the Whidbey Island Farm Tour, South Whidbey Assembly of God for portable toilets during Celebrate America,

Orca Network for the Langley Whale Center, Clinton Chamber of Commerce for the Clinton Thursday Market, Clinton Progressive Association for promotion of Mayfest and the Greater Freeland Chamber of Commerce for tourism brochures. Updates will be given on the South Whidbey Harbor expansion project, Possession Beach boat ramp renovation and cell tower permit, along with general operations. SCHOOLS School district to discuss future The future is the main topic of discussion for the South Whidbey School District Board of Directors during a workshop next week. On the agenda is general program discussion. Principals from each of the schools will discuss their vision with the board. This is a periodic discussion for the staff and board members to review the direction of

the schools and district. The workshop will begin at 6:30 p.m. Wednesday, March 12 in the school board room at South Whidbey Elementary School, 5380 Maxwelton Road, Langley.

COUNTY Landslide alert issued by NWS Heavy rainfall over the past week and a prediction of up to three more inches Friday led the National Weather Service to issue a landslide warning to Whidbey Island on Wednesday. According to a weather statement sent out Wednesday, between one and six inches of rain fell over the past three days, which adds pressure to soil instability. “Cumulative rainfall over the last week has soaked soils to the point where the Washington landslide risk level is at elevated levels and increasing,” said the statement. “The predicted rainfall might be enough to act as a trigger for landslides.” Steep coastal bluffs, like those around Whidbey Island and other steep hillsides are most susceptible, according to the statement. Fee increased for law library The Island County commissioners green lighted the county law library’s request to increase case filing fees from $17 to $20 to support the struggling operation. Librarian Tom Karras also reduced his hours by five per week, at a cost savings of $4,000 per year. Karras previously took a pay cut to assist the library. State law requires that each county with a population of 8,000 or more have a county law library. The law library is open for the public and the legal community to access materials for legal research. Legal materials must be used in the library and are not available for check out by the public due to the small size of the library collection. Library staff can assist visitors with locating materials but cannot give legal advice. The library also offers three computers that are available for legal research databases.

Court house bids sought for security Island County is accepting bids for security services at the Law

and Justice Building in Coupeville through April 1. Olympic Security Services has staffed the entry point screening at the building since 2001, but according to county code General Services must periodically request bids from other contractors. Based on current staffing, the contract will cost Island County up to $52,000 for services in 2014. The security checkpoint is staffed 8 a.m. to 4:30 p.m. Monday through Friday except holidays. Mondays and Wednesdays, the checkpoint has two screeners. The request for proposals would be advertised in March, and bids would be accepted through the April 1 deadline for a contract beginning June 1.

Park grants for Trillium, Glendale Island County parks is partnering with the Whidbey Camano Land Trust to submit grant applications through the state’s Recreation and Conservation Office to the Local Parks Grant Program. The partnership will apply for a grant for a parcel adjacent to Trillium Community Forest totaling approximately $370,000, which would be used for trail development and the construction of two parking lots. They are also requesting grants to purchase two properties at Glendale which would provide beach access, parking and a public boat ramp. The Glendale grants total roughly $900,000 to be used for purchase, demolition and parking lot construction.

The Island County commissioners on Monday proclaimed March 2014 Women’s History Month for Island County. Each year the board makes the designation “to pay tribute to the millions of women who helped create a better world for the times in which they lived as well as for future generations.”
