Fair officials look to brighter future Revitalization proposal calls for major overhaul, organizational changes

By BEN WATANABE South Whidbey Record A proposal to make the Island County Fairgrounds more viable calls for the demolition of more than half of the facility’s 27 buildings. The swine/cat barn, dog kennels and many more would all be torn down to make way for newer, more efficient structures, according to a plan developed by fair officials, local government representatives and a consultant. The best known and historically significant buildings, such as the Pole Building would

remain, as would the Fiddle Faddle Barn, though it’s slated for relocation to the east side of the grounds. Maintaining the 27 facilities at the Island County Fairgrounds has become too costly, and a major overhaul of the space may yield better returns, a steering committee of fair and community leaders have concluded. The hope is that by renovating the buildings and reducing some facilities, the space will be better utilized and can be used year-round. For the past several months, Whidbey Island Area Fair officials have looked at

changing their role with the county-owned fairgrounds and some of the decades-old structures. The solution was presented to the Langley City Council last week as a precursor to open houses on the proposed changes planned in February and March. Overhauling the fair, including changing the property’s name to the Island Event Center, came with an estimated $10.12 million price tag and a plan to spread the cost over four phases and 10 years. “Expecting a four-day event to take care

of the other 361 days creates an imbalance,” said Norm Landerman-Moore, of Anacortesbased Landerman-Moore Associates. A paid consultant, he was hired last year to evaluate the fair and create a strategic plan. Tantamount to the overhaul is reducing the 12.8-acre grounds’ 27 facilities to 12, cutting by more than half the amount of heating and other overhead costs. One reason for demolishing 15 structures at the fairgrounds, said Landerman-Moore, was their “state of

Whidbey Island during a sit-down Thursday with the South Whidbey Record. “The big picture that we’re dealing with in Congress is that the budget deal that we came to in December mostly put a halt now to the ‘shut the government down, keep it open, shut the government down, keep it open’ routine we’ve gotten into,” Larsen said. “And that’s good news and lets us go forward with the spending bills.” Once President Barack Obama releases his budget in May, legislators will start writing the 2015 appropriation bills that include spending for veterans, defense, transportation and other key government functions. “It may not mean it will increase the approval ratings, it will certainly let us get on with doing our job,” Larsen said. He predicts that, during his State of the Union address next week, the president will highlight one of Larsen’s key objectives — raising the minimum wage. “The demographic of the low-wage worker has changed demonstrably in the last 30 years,” Larsen said. He said the average low-wage worker’s age is now 35 and that 56 percent of low-wage workers are women. “The myth of the teenager being the predominant group isn’t true anymore,” Larsen said. Larsen is the co-sponsor of a bill to raise the federal minimum wage to $10.10 an hour over a three-year period. He said that 62 House and Senate Republicans voted for the last wage increase under President George W. Bush “so there is the possibility for broad

“It’s not just a matter of just moving airplanes.” Larsen said the federal defense budget is lower than projected as a result of sequestration and that the Navy is not looking to develop new locations. Getting the Navy to move OLF is unlikely, he said. “I don’t know, I just don’t see that that’s in the cards,” Larsen said. “I know there’s a desire from some people on the island to do that, I don’t see that that’s in the cards. The military generally isn’t looking to spend money developing new places because they’re not getting a lot of new money from Congress.” “They’re not going to be doing things that add to training costs or add to operation costs.” Asked whether it is inevitable that the Navy’s technology will outgrow OLF, Larsen deferred to the ongoing Environmental Impact Statement that started in July. “I don’t know the answer to that — that’s why they’re doing an EIS,” Larsen said. “They have plenty of physical space but it’s a matter of whether the training space is available to them.” When asked if he believes he is being responsive to the concerns of those concerned about jet noise at OLF Coupeville, Larsen listed 24 instances this past year in which he met with or corresponded with local leaders, those calling for the closure OLF Coupeville and other residents. “What I sometimes find is when I hear from folks that I’m not listening to them, they’re saying I don’t agree with them, that sometimes does occur,” Larsen said. He stressed that even though he may not be able to attend every meeting personally, “it doesn’t mean I don’t hear what people are saying.”

disrepair.” “We needed to undertake an effort to improve the production of the fair,” he said. Before moving forward, a steering committee that included fair association Director Dan Ollis, Langley Mayor Fred McCarthy, South Whidbey School Board Director Damian Greene, among several others, would seek approval from the Island County Commissioners, who would have to create a public development authority, in March. Under their plan, the Island County Commissioners would create a public development authority, or PDA. State law allows public corporations or public development authorities to be created to “improve the administration of authorized federal grants or programs, to improve governmental efficiency and services, or to improve the general living conditions in the urban areas of the state.” As the fair’s overseeing agency, it would serve as the overseer and guiding force of the fairgrounds, identifying ways to finance the project. Ollis said the PDA would likely have an executive director and a board of directors. One way LandermanMoore proposed paying for the changes was with a bond, though not one approved by Island County residents on a ballot. Instead, it would be a revenue-based bond that the PDA would approve and hold against the fairgrounds’ revenue. “It’s based on revenues,” Landerman-Moore said. “It has to pass all of the same tests that a commercial loan has to pass.” The initial plan also proposes other funding sources, such as federal grants through the U.S. Department of Agriculture,

U.S. Economic Development Administration, fundraising through donor-based membership and income from renting facilities. Phasing the project into four parts, the three presenters said, will hopefully make it easier for Island County residents to support the plan. “We understand that in our community, we don’t have unlimited resources,” said Ron Nelson, executive director of the Island County Economic Development Council. “By spreading it over time, it makes it a lot easier to reach reasonable objectives.” The re-imagined fairgrounds would have better defined and encompassed areas the consultant and fair directors dubbed “neighborhoods.” Many of the barns for fowl, pigs, dogs and cats that currently exist would be replaced with a single covered facility with moveable pens to accommodate the different show animals. Called the Market Place, it was described as the fair’s top priority and the primary mechanism for getting back to the event’s roots as a place for small-farm agriculture and industry to show wares and produce. For fans of the annual log-rolling and pole climbing demonstrations, that space is proposed to remain

untouched. The main entrance would be moved west along Dalton Lane, the unpaved stretch of road between the fairgrounds and the Langley Middle School ballfields. In its place and along the border with Camano Avenue, an interpretive trail called Heritage Park would be created. The food area would remain in its current location, and the stage would be put in the northwest corner as part of the so-called entertainment neighborhood. The center of the grounds, a grassy area used for rides and attractions during the annual fair, would be converted into the exposition neighborhood. It would retain its open, festival, parklike setting. An area for equestrian events would remain, though with a redone, covered area for year-round events. At the upcoming public presentation on Feb. 18, Ollis said he hoped to gauge public support for the changes. Having served as a fair director for several years, however, Ollis said the grounds and, as a result, the fair are in dire straits, noting a reduced expense for entertainment to save costs in favor of maintenance. “There’s definitely a need that something has to happen on this property,” Ollis said.

That section of Ewing Road has a narrow shoulder and an embankment that leads to prairies and pastures about four feet below, with a barbwire fence marking the property line. “It’s a desolate stretch of road,” Cotton said. The driver, a woman, was not injured in the crash, which knocked out one of the truck’s front windshields and sent spiderweb

cracks through the driver’s side windshield. She did, however, have to make a quick escape after the truck struck the 45-foot tall pole, snapping it nearly in half. A live power line fell across the front of the truck, Cotton said, and she was unable to open the driver door. Instead, the driver escaped through the door window and walked out to Maxwelton Road where she met emergency responders. Cotton said getting away from the live power line was the proper thing to do in that

scenario. “She knew she saw a line,” he said of the driver. Gunnar Loveng, a technician with Puget Sound Energy, arrived about 15 minutes after the crash and cut power to the line. He was able to temporarily suspend it about 17 feet above the roadway and planned to restore power once the truck was towed away. At some point, said Loveng, the 45-foot Class 3 tangent line cedar pole would be replaced, but he was not sure when.

FIRE/EMS Trailer fire cause still unknown The cause of a fire that destroyed a 20-foot trailer in Freeland last week remains a mystery. South Whidbey Fire/ EMS Chief Rusty Palmer said department investigators have not discovered what ignited the trailer off Honeymoon Bay Road the morning of Jan. 24. A heat source or electrical problem is suspected, said Palmer, as neither he nor the other firefighters found anything to indicate arson.

“The fire took most of the evidence away,” he said. Deputy Chief Mike Cotton, the incident commander at the scene, left his business card at the nearby home, but found it had not been touched Monday. He later learned the homeowners are in Alaska on a fishing boat. Palmer said he did not know if they know a fire has occurred.

Deadline looms for fire boat A federal funding deadline for the delivery of a nearly $500,000 catamaran for South Whidbey

CORRECTION In the story “South Whidbey ponders homeless at annual count,” on page 1 of the Saturday, Jan. 25 edition of The Record, the date of the count was incorrect. The count took place Thursday, Jan. 23.

Fire/EMS is looming, but as of Tuesday, the boat remained in the hands of its builder. The 32-foot long marine response vessel was largely financed by a Federal Emergency Management Agency grant, and that funding has a Friday, Jan. 31 deadline. Failure to meet the finishing date put manufacturer North Cross Aluminum at risk of owing the fire district part of the federal funding and would leave South Whidbey without a fire boat. South Whidbey Fire/EMS was reimbursed part of the grant funding thus far, and either had to accept the boat or not by Jan. 31. “Worst case scenario is if we didn’t accept the boat, he’d own the boat, he’d cash the bond and try to sell the boat,” said Chief Rusty Palmer. On Tuesday, he said a three-member South Whidbey Fire/EMS team was taking the catamaran

out for sea trials along with North Cross owner Tim Leonard, the project lead Mark Moore and a representative from Yanmar Engines. It was a good sign that the boat would be in possession of South Whidbey Fire/EMS under the deadline. “It’s gotta perform today,” Palmer said Tuesday morning. “Today is the big day.” The Freeland manufacturer planned to finish and deliver the boat in December, but the project has hit with several snags. Work was slowed some in the fall after a project leader suffered major injuries in a car vs. motorcycle collision on Highway 525, and most recently the boat’s final delivery this month was delayed by a performance issue with one of the engines, according to Leonard. South Whidbey Fire/ EMS officials began reviewing the vessel and checking off a 40 page itemized list of equipment Saturday, Jan. 25. “We’re in the inspection phase now,” Palmer said. “I anticipate we’re going to see it very soon.” As of press time Tuesday, it was unknown whether the district had accepted the vessel following the day’s sea trials. South Whidbey Fire/ EMS officials testing the boat for about four hours were Assistant Chief Paul

Busch, Deputy Chief Jon Beck and Rick Neal, a volunteer with the district who is a licensed boat captain.

PORT Walk-on ferries’ funding sought The Port of South Whidbey is one step closer to obtaining funding for expanded usage at South Whidbey Harbor. The Island County Council of Governments recommended the port receive $130,000 from the .09 Rural Economic Development Funds, during a meeting on Wednesday, Jan. 22. The project would modify the outside wall of the breakwater at South Whidbey Harbor to accommodate passenger ferries. Currently, the breakwater is designed for tie ups on the inside of the breakwater and the project aims to move passengers on and off the ferry without interfering with transient boaters, said Port Finance Manager Angi Mozer. The port has been in discussion with passenger ferries, such as the Victoria Clipper and Hat Island Ferry, to use the harbor on a regular basis, Mozer said. The port submitted the application in late November 2013. The

recommendation will now go to Island County Commissioners for approval. If approved, the port will work out further details with the county through inter-local agreements.

WHIDBEY Whidbey Island tour seeks farms The Whidbey Island Farm Tour Committee needs farms for the ninth annual Whidbey Island Farm Tour. The tour takes place the third weekend of September each year, on Sept. 20-21 this year. The Farm Tour, organized by the Whidbey Island Conservation District, highlights a diversity of farms across Whidbey Island and gives farmers an opportunity to meet visitors and promote their locallygrown products in an on-the-farm setting as well as to highlight their resource conservation practices, according to a Conservation District news release. Langley fixture Dr. Ploof eyes 40-year career’s sunset By BEN WATANABE South Whidbey Record Frank Ploof is ready to fill one last cavity, clean another molar and tell a final patient to “Say ahhhh” as a fourdecade dentist in Langley. After 41 years serving Langley and South Whidbey residents’ dental needs, the good doctor of dental surgery will retire this week. Ploof, 71, will work his last day Jan. 31, just before Groundhog’s Day on Feb. 2, so he can avoid any chance of being told he has to clean teeth and scrape plaque another two weeks or two years. “It’s just time,” Ploof said in his home on the ground floor of his Second Street dental office. He had a confession about dentistry, too: it can be just as miserable for the dentist as it can be for the patient. “I’ll never have to take another wisdom tooth out,” he laughed. “It’s a tough situation for everyone involved.” His only employee said she was sad and happy to see her boss retire. Jodi Grimm, who has worked for Ploof the past 18 years, called him laid back and patient, and said his connection with people was one of his greatest assets as a dentist. “He cares about his patients,” she said, sharing tales of Ploof visiting with patients in the waiting area over a cup of coffee, or playing chess with them, or playing one his guitars. Bob Herzberg, Langley’s former police chief and a 30-year patient, was one of Ploof’s final dental visits Monday. He praised Ploof

they are probably “worth something.” “But my mom always said it’s not worth anything until you sell it,” Ploof said. On an average day, Ploof sees about 12 patients. Over a 41-year career, that accounts for thousands of different mouths. And, even though Ploof can recall idioms his mother recited or how he and his wife Janet met — she interviewed him for his first dental job out of the Army — he’s not sure who his first patient in Langley was, or who will be the last. “I resisted looking ahead,” he said. Come Monday, Feb. 3, Ploof anticipated still participating in the revelry of a Seattle Seahawks Super Bowl victory. Down the road, he planned to drive down the coast along Highway 1 and Highway 101 to California, a road trip he said he last took nearly 50 years ago. No easy solution for Langley tavern Controversy over Mo’s Pub and Eatery in Langley raised its ugly head again last week, and unfortunately it won’t be the last time. No, this quarrel will endure as the decision years ago to permit such an activity in a residential area is without a clear solution. How can there be? Neighbors have a legitimate right to peace and quiet, and business owner Maureen Cooke has the equal right to run her tavern — Langley city code says so. The city council can only make one group happy at the expense of the other, making for a true no-win scenario. It’s a difficult pickle to be in, but not one that’s unique, even on Whidbey Island. Oak Harbor wrestled with a similar scenario for years. Past zoning decisions paved the way for waterfront condos and a busy city nightclub sitting opposite each other on Bayshore Drive. While most club patrons behaved themselves, public drunkenness, excessive noise at closing time and crime were all common sources of complaints from neighbors. Some residents even claim to have witnessed people urinating in their yards. City officials spent years dealing with fallout from the incompatible uses, facing public barrages from fed-up residents who bemoaned the situation and screamed for action. At the same time, the council put increasing pressure on the club owners with mitigation measures that some claimed edged dangerously close to harassment. The club eventually closed after crime led to the state pulling their liquor license, though a new owner is seeking to reopen the club under a new license. Oak Harbor leaders appear to have temporarily dodged the bullet, and they should count themselves lucky for what else could they do? The answer is very little, and neither can Langley. Ignore the situation entirely and a city may face a lawsuit from angry property owners. Go too far with mitigation strategies and the city could find itself in court with a business owner. The fact is one person’s rights don’t supersede those of another and only so much can be asked of a business owner who is only doing what a city legally allows. Cooke said in a news story last week that she’s “sick of Langley” and is ready to call it quits. This is undoubtedly what some have hoped for all along, but they should not kid themselves. Cooke is selling, not closing up shop, which means either she or someone new will remain. Loud noise from a tavern in a residential area will continue and the ongoing headache is the penance the Langley City Council must bear for permitting incompatible uses.

It’s time to fight back against OLF “bullies” Editor, I have been watching this small antiOLF group of malcontents who had buyer’s remorse. I found it hard to understand how anyone living near the Navy base could not realize that jet noise was part of the deal living there. But here they are as if the jets suddenly appeared from the blue. Then slowly it became clear these people had at least several members who were clever attorneys, as well as media and perception management savvy. Then came the lawsuit and it became clear this group is a real threat to our financial future. Why did they not realize the issue when looking at houses, or signing disclosures in escrow and now the arrogant statement that their God was somehow better than Jill Johnson’s God? His assertion that the safety of those few trumps everyone else in the eyes of God is absurd and offensive.

Enough is enough and those who actually live on Whidbey and have a financial stake here, and are just fed up with the bullies, need to act. We must form a legal counter group and file an amicus curiae — friend of the court — so there is another voice in this matter. The Navy is only responding to the direct threats to operations, not the economic impact on Whidbey Island as a whole. We need to counter sue this gang for any economic hardship, loss of jobs, county services and loss of home values if they succeed in driving the Navy out. This will raise the stakes for their actions. Surely there are tens of thousands and a few attorneys who think enough is enough and want to take action. I have opened an email account to serve as a starting place for you to respond. From this response I will facilitate a meeting to form our counter organization to stop this arrogant, self-righteous and dangerous group. Report ferry-line cutters please Editor, I just called in my first report — easy peasy. If we don’t report all cutters there will be no reason for anyone to wait in line. If there are no consequences these people won’t stop and others will follow. On Saturday, I spoke with the man immediately behind the cutter and he didn’t report because it did not impact him. No regard for the car waiting up the hill who will not get on the next ferry because of this cutter. I spoke with the cutters, a very nice middle-aged couple who said they live on Whidbey Island and had just spent three hours and lots of money in Mukilteo so they did not think it was necessary to go to the end of the line — they cut in from Arnie’s. Carol Dunn

Carol Dunn of Freeland, Wash., passed away Dec. 24, 2013. She was born on Sept. 7, 1929 in Seattle, Wash. She had suffered from dementia for the last ten years and passed away from pneumonia. She married F. Clyde Dunn on June 18, 1949. Carol and Clyde moved to Whidbey Island in 1977 into their beach house of many years. She had a passion for walking her dogs on the beach, gardening, playing bridge and bowling. She is survived by four children: Debbie Morris, Pam Pohan, Lorrie Sanderson and John Dunn; eight grandchildren and eleven great grandchildren. Carol is now joining her husband of 48 years and daughter Kathy Bushaw who preceded her death.

Wild end wraps boys’ hoops stunner Briefly Whidbey Reign stay alive in playoffs

By BEN WATANABE South Whidbey Record The Falcon boys basketball team’s bout with Cedarcrest last week ended with a lastsecond shot and controversy over a referee’s call. South Whidbey High School’s Erickson Gym was rocking Friday night in the final minutes as the Falcons chipped away a five-point Red Wolves’ lead. Trailing one point with six seconds remaining, Falcon senior Brandon Asay dribbled near the baseline, jumped for the backboard surrounded by three Red Wolves and a tangle of arms, but landed with the ball still in his hands. Three game officials convened for a few seconds following the play, but the head ref called the game 77-76 for a Red Wolves victory. After a few calls that went against Asay, including fouls in the fourth quarter, the missed call was too much for the team senior. Asay jogged off the court and toward the locker room before returning to shake hands with Cedarcrest’s players and coaches. Cedarcrest rallied from a 22-14 deficit in the first quarter to take a 36-34 lead by halftime. Most of the Red Wolves’ points were scored on eight three-point field goals in the first half. Early on, South Whidbey was the aggressor. Pushing the ball quickly to break Cedarcrest’s press defense and getting transition layups. When the Red Wolves settled into their half-court defense, however, the Falcons found themselves taking jumpshots that didn’t fall through the

Just over a minute remained, and South Whidbey’s offense tried to whittle down the clock before Asay missed a three. South Whidbey canceled its plans to attend a wrestling tournament in Lacey on Saturday in favor of resting its wrestlers ahead of the sub-district tournament in Sedro-Woolley in two weeks. “You have to be able to get out and get off the bottom if you expect to move on to regionals,” Thompson said. “We’re going to go with a lot of technique this week … Next week, we’re going to hit it real hard.”

Jazz bands from South Whidbey High School and Langley Middle School will perform swing tunes, blues and dance music during the Sweetheart Big Band Dance from 7 to 9 p.m. Saturday, Feb. 1, in the new commons at the high school. The dance has been a staple for the bands and has grown every year to include a larger space for people to show off their moves. At the all-ages event, people can enjoy free refreshments, prizes and swing dance instruction by Walter Dill. Dozens of parents and volunteers also help to put the event together. The event is a great outlet for community members to dance and for the bands to raise money, said Jess Monett, middle school jazz band and band teacher.

In the meantime, students have rehearsed many swing tunes that people can look forward to, Monett said. The dance is an opportunity to practice performing, but also to enjoy the music performed by students, she said. “They really do like it because they can dance,” Monett said of those who attend. For the jazz students, the big band dance serves as a warm up for the upcoming Hampton Festival beginning Feb. 20. The event provides an important experience for the students to perform in front of a live crowd. “It’s a nice, supportive audience they get to perform for,” Monett said. Well-established musicians, teachers, conductors and many other students will fill the festival for the South Whidbey musicians to impress, said coordinator Jude Janis. Band is a big part of their lives, she said. Because of reduced funding for arts programs, both in and out of school, events like the Sweetheart Dance helps fund highcaliber programs, even in a small district, she said. The program benefits greatly from community businesses such as longtime supporter Joe’s Island Music in Langley, Janis added. The students have consistently done well at the festival, taking home several first-place wins in their division and several recognitions for both middle and high school bands. “Its kind of like their sport,” Janis said. For Janis, it’s a community event for all ages to get together, where people from swing dance groups and senior citizens turn out for the jazz tunes and dance floor. Last year, the dance was attended by about 150 people. Janis said she hopes at least as many people attend again. “There’s a sweetness about having an all-ages group come out for the event,” she said.
