School districts’ levies on the February ballot By Kevin Hanson Senior Writer

Voters in the Enumclaw and White River districts will soon be asked to decide the fate of a pair school levies – one of the basic “maintenance and operations” variety and another for technological enhancements. In Enumclaw’s case, both levies are of the replacement variety. In White River, the M&O proposal would take the place of an existing levy, while the technology levy seeks new dollars. All four levies will be decided as part of the Feb. 11 election. Ballots will be in the mail later this month and must be postmarked by election day. The four ballot measures require a simple majority for passage.

The M&O levy is pretty straightforward, with no surprises for anyone familiar with the way school districts operated in Washington state. The bulk of the district’s funding

comes from the state, collected in the form of property taxes, but districts also rely on local support. Enumclaw’s M&O levy – most recently approved in February 2010 – has come to represent about 20 percent of the district’s overall budget. M&O money is used for day-today operations within the district, specifically for things like utilities, transportation, special education, substitute teachers, athletics and activities, custodians, nurses and other specialists. Everyone who owns taxable property pays into the M&O levy and, during the course of Enumclaw’s four-year proposal, that would equate to more than $42 million. The February ballot measure would be for collections in 2015 through 2018, starting with $10.1 the first year and close to $10.8 million in year four. Individual tax collections are based on property values and Enumclaw taxpayers are now paying at a rate of $3.83 for every $1,000 of assessed property value. If the

February M&O levy is approved, the rate would jump slightly to an anticipated $3.89. That means an extra $15 per year for the owner of property – home and land – carrying an assessed value of $250,000.

White River’s M&O White River’s official ballot wording indicates the levy would be used to “support and maintain the district’s K-12 educational programs, fund day-to-day operations, including classroom teachers, librarians, nurses, textbooks and instructional materials, athletics, arts and music programs and security.” District Finance Director Ramona Moan reports the replacement levy, if passed, would create no additional tax burden on district property owners. The present rate is $4.17 per $1,000 of assessed property value and it’s estimated that figure would stay the same for four years. In all districts, the numbers can fluctuate slightly as the assessed value of the entire district goes up

or down. The four-year M&O levy looks to collect $37.1 million, starting with $8.7 million the first year and $9.8 in the final year.

Enumclaw’s tech levy The February proposal is a sixyear version of a tech levy first passed in February 2009. The ballot presented to voters says the proposition “would authorize the district to acquire and install instructional technology equipment and infrastructure, provide related staff training and make other technology improvements and upgrades.” This current request cannot be called a “continuation” levy because the earlier levy called for tax collections in 2010 through 2013. If the technology levy passes in February, collections will be in 2015 through 2020. There will be no “tech levy” taxes collected in 2014. The proposed rate is significantly

The club is in its fourth year at Enumclaw High. Team adviser Jim LovellFord said this year the team has an excellent shot to advance to and beyond the state tournament in Issaquah, Jan. 26. LovellFord said the team’s task was to build, “…two pairs of robots (four robots total) competing against each other in a 12-by-12 foot field.” LovellFord said the challenges are to: (1) pick up to four, 2-inch cubes and place them into baskets which are situated on teeter-totters; (2) push these same type of cubes into scoring areas on the field;

(3) raise flags up flag poles by twirling a pulley system and (4) go up a plank and after attaching the robot to a chinup bar, lift the robot off the ground. Glossy, heartshaped leaves sprout from the long dangling stems and even in warm homes with dry, indoor air this houseplant will carry on without complaint. The variegated form has attractive cream and yellow markings on the leaves and pathos can also be trained to grow upright on a piece of bark or other support. Growing tip: Do not overwater this plant. Check at the soil line for rotting of the stem and do not buy plants that have been overwatered. You can tell by checking for brown or black markings on the stem near the soil line. More tough survivors for your indoor jungle: ivy, ferns, philodendron and palms are other indoor plants that adjust and thrive even for people who claim they can’t grow anything. Inexpensive and easy to find, even at big box stores, it is time we return to the splendor of the Victorian age – when every parlor proudly displayed a potted plant – most often the hard-to-kill Aspidistra. Here’s a growing tip: for maximum leaf color do not overfeed this houseplant and to keep the leaves from burning keep it away from bright, sunny windows – unless you have a barber shop with an awning out front. Dracaena: This is a large family of survivors that all make great indoor plants. The Hawaiian Ti plant is a dracaena as is the highly variegated dumb cane. Bertha Mary (Cnockaert) Lewis died Dec. 24, 2013, at the age of 87. She was most recently a resident at Expressions in Enumclaw. She was born Dec. 6, 1926, in Detroit, Mich., to Kamiel and Maria Bertha Lewis Cnockaert. She married Elvin D. Lewis in Florida during World War II and were married on March 31, 1945. In the early 1970s they built a home on 10 acres in Enumclaw. She loved her family and her Lord, and served both faithfully. She enjoyed nurturing her children and grandchildren, gardening, sewing, garage sales, and having family Sunday dinners. She is survived by her son David Lewis and wife Gayle Enumclaw; daughter Susan Bearup and husband John of Selah, Wash.; son John Lewis of Enumclaw; daughter Jennifer Gold and husband Rich of Enumclaw; brother Ernie; sisters Julia and Alice; 10 grandchildren and 11 great-grandchildren. She was preceded in death by her husband in 2001, a son Dennis Lewis in 1984 and three siblings. In lieu of flowers, donations can be made to Bertha’s favorite charity, Feed The Children, at P.O. My friends, this misguided word-slinger can’t think of a better way to kick off the new year than with a column on Albert Troxell. Well, if I really dwelled on the issue I suppose there’s a better subject, but Albert is good enough. Many of you probably recognize him because he’s an intricate part of the downtown Enumclaw scene. Yet, except for an occasional greeting, you may never have spoken with the gentleman. If you’re lucky enough to know Albert on a personal level, consider yourself fortunate because he’s an interesting and humorous fellow. In case you aren’t certain who I mean, let me clarify the matter once and for Wally DuChateau all: Albert cuts grass. Columnist He’s that short, muscular, round-shouldered, 69-year-old fellow you often see tending to the lawn around City Hall and various homes in town. Or perhaps you’ve seen him pushing his lawn-mower up and down the sidewalks as he moves from one job to another. He also has a bicycle he rides here and there. One or the other – the lawnmower or the bicycle – is often parked outside the Ski Inn. Yet, you shouldn’t assume he’s a heavy drinker; nothing could be further from the truth. In all the years I’ve known Albert he’s never drank anything stronger than a Diet Coke. But alas, he is subject to diabetic seizures and these attacks have shaken him when he’s in the gin mill – whereupon, other customers have understandably assumed he’s drunk. These bazaar episodes only last a few minutes, then he returns to normal. Casually, he knows a lot of people around town and has pet names for many of them. For instance, he calls me Curly, which stems from his fondness for “The Three Stooges.” I was shocked to learn Albert had spent much of his life confined to various state institutions. His mother didn’t want him and had him committed when he was 4 years old. Eventually, he ended up at Rainier School in Buckley. This seems like a hideous injustice. Trust me on this one: unless he was terribly different in his younger days, there was absolutely no damned reason for him to be locked up. Today, he lives alone in his own house and does just fine, thank you. He’s been cutting lawns for the past 30 years. The other day, Albert was mowing the yard of a house he had been serving for several months, when a strange stepped out on the front porch and flagged him down. “Who are you?” the stranger asked. “I’m the guy who cuts the lawn,” Al relied. “Well, this house has been sold and I’m the new owner.” “That’s fine,” Albert said. “I’m the guy who cuts the lawn,” and he returned to the chore at hand. Yup, that’s what he does.

LAST WEEK: Did you accomplish your 2013 New Year’s resolutions?

Let me begin by saying that I have the utmost respect and gratitude for the firemen of King County Fire District 28. The issue is with how our tax money has been handled. The primary concern is with the fire department administration and has nothing to do with the firemen of the district. In the past we have had unwise choices made by the fire commissioner that has effectively ruined the reputation of the fire department. I think that individual should be accountable for his actions. The community sees a fire commissioner making a monetary gain at the expense of the taxpayer. The fire district is now suffering from overspending and a lack of oversight for budget concerns from

those decisions. The reputation of KCFD 28 was compromised when they purchased from that commissioner and now he cannot be relied on to rule with impartiality on fire department matters. The fire levy did not pass because of the actions of that fire commissioner and no transparency in how the taxpayer’s money was being handled within the department. A trailer purchase from the commissioner and the purchase of land for a “future” fire station were major concerns for the taxpayer and the taxpayers did not feel they were truly being represented in those decisions. The “quiet” super majority of taxpayers in this district responded by voting down the fire levy. KCFD 28 does need a new tax levy to be passed. It’s crucial to proactively communicate to voters exactly why the money is needed. The key to rousing voters from “taxpayer fatigue” is to communicate with them – and not just when there’s a

money issue on the ballot. That’s why it’s important to have an established relationship with voters. To accomplish this, KCFD 28 needs to be seen in a new light; they need to show the people where their money is going and being honest in the budgeting process and showing the people how and why their money is being spent the way it is. In addition, the chief and all the commissioners must provide a very transparent and open communication with the citizens. The biggest items to ensure the fire levy passing is that fire commissioner Hannity needs to resign and the piece of property for the “future” fire station needs to be sold. Nothing can be done about the trailer and even though the Washington State Auditor was “satisfied” with the answers received during the audit concerning that trailer, the taxpayers were not. Greatness carries a high price Note: This article is a fourth and final column in a series on Nelson Mandela and South Africa. I’ll never be a Nelson Mandela, nor would I want to be. The price he paid to free South Africa from apartheid was far higher than I am willing to pay. Nelson Mandela said the end of either white or black domination was, “an ideal for which I am prepared to die.” I’m grateful I don’t have to live in a nation where oppression dominates and where such bleak choices exist. Greatness often comes at great cost. That was certainly true of the late Nelson Mandela. Twenty-seven years of his life were spent in prison for his attempt to overthrow the white South African government. Mandela and the African National Congress succeeded in bringing black majority rule to South Africa without causing a civil war, but Mandela failed in another area of his life – being a good husband and father. His daughter noted, “He was not there as a father,” and Mandela admitted his regret for not being involved in his children’s lives. Mandela was imprisoned on Robben Island when his son died at age 24 in an auto accident. His son was estranged from his father

because Mandela had chosen freedom for his people over the needs of his family. That rift between father and son was never healed. He also had two unsuccessful marriages, due in great part to his single-minded devotion to the cause of freedom. Perhaps, since none of us in this nation have to face the difficult decisions Mandela faced, the lesson we can take from his life is to emulate his ability to develop a goal and carry it through to completion. My lifelong goal has been to have a good relationship with my wife Kathleen and with our children and grandchildren. The major reason Kathleen and I spent nearly 50 hours flying to and from South Africa was to maintain and nourish our relationship with our daughter, her husband and their adoptive children. We are both single-minded in that goal. Fortunately for us, our other three

children, their spouses and children, are nearby and it is easier to spend time with them. In modern America there are many activities and interests that can distract us from what is really important. Modern distractions might be work, gaining material goods or focusing on sports, to name three. All three bring benefits and fill up our time, but none seem to me to be as important as having a good marriage and raising children who are stable, balanced and productive. My father died when I was 22. I never had the relationship with him that I would have liked. I determined, as a result of that weak relationship with my father, to become the dad and now granddad I wish I had. I’ve never regretted setting those priorities, although it was and is very difficult at times. Being close to my children and their children has been a very satisfying experience. It also requires a great deal of sacrifice in time and effort. Nelson Mandela left a legacy of greatness to a whole nation, and to the world, but at an enormous cost; my goal is far less ambitious, but for most of us, far more realistic. Making our family one of our key priorities is a price Kathleen and I are willing to pay.

WILLIAM BROWN Enumclaw resident William R. “Bill” Brown died Dec. 27, 2013. He was 83. He was born Nov. 14, 1930, in Charlottesville, Va., and was a retired U.S. William Brown Air Force officer. He was a member of the Enumclaw Men’s Club and an active member of Hillside Community Church. He is survived by his wife Dean; three children; seven grandchildren; nine great-grandchildren and two great-great-grandchildren. Burial was at Tahoma National Cemetery on Friday, Jan. 3. HENRY BARNES Black Diamond resident Henry “Hank” Barnes died Dec. 16, 2013, in Enumclaw. He was 86. He married Bernice Cartwright in 1955 and worked for Kenworth Truck Co., retiring in 1990 following 45 years of loyal service. He loved living in Black Diamond and many remember him sitting on his front porch and waving to all who honked.

He is survived by children Gail Barnes of Amboy, Wash., Russell Barnes of Fort Worth Texas, Charlotte Berg of Auburn, Wash., and Mary Lewis of Buckley; sisters Marie Evens and Hazella Peterson, both of Black Diamond; and many grandchildren and great-grandchildren. He was preceded in death by his wife Bernice and a brother. A celebration of his life will take place at a later date. JUNE KUHUSKI June Corkins Kuhuski, 93, died Dec. 14, 2013. She was born Oct. 8, 1920, in Bryant, Wash., to the late James and Elsie Corkins. She was a lifelong resident of the Maple June Kuhuski Valley area. She was an active woman who enjoyed bowling, golf, music, travel and, above all, spending time with friends and family. She volunteered for many years at the Black Diamond Senior Center, cancer centers and with several other organizations. She was a member of the Red Hat Society, the Moose and Eagles Women’s Auxiliary where she served twice as local president for Black Diamond and once as state president. She received the Golden Eagle award in recognition of 50 years of membership. She is survived by children Jim Kuhuski (Cindy Schlecht), Sam Kuhuski (SuzAnne), Sandi Franz (Art), and Arlene Johnson Sayward (Chuck); 10 grandchildren, 22 great-grandchildren, and eight great-greatgrandchildren. She was preceded in death by husband, Alexander “Sam” Kuhuski and daughter Karen. A celebration of life will take place from 1 to 4 p.m. Saturday, Jan 11, at the Black Diamond Eagles, 32618 Railroad Ave., Black Diamond.

FRED SHEPARD Fred Shepard died Dec. 17, 2013, surrounded by family. He was born July 17, 1940, to Henry and Harriet Shepard. He married Shirley Warner in 1962 and enjoyed a 49-year career with State Farm Insurance, owning an agency in Oak Harbor, Wash., from 1983 until his retirement in 2009. He earned a pilot’s license, was a member of the Masons and the Lion’s Club, and a volunteer with his wife at the Whidbey Playhouse. He is survived by children Tracey Shepard Brown and Brian Shepard, their spouses Kevin Brown and Marci (Vickery) and two grandchildren. A family service took place Dec. 20. July 17, 1940 - December 17, 2013 Fred Shepard passed away on December 17, 2013 surrounded by his loving family. Born to Henry and Harriet Shepard, Fred was raised on a farm as a horse-riding, hay-baling country boy. He married Shirley Warner in 1962 and continued to cherish and adore her all the days of his life. Their beautiful marriage of fiftyplus years inspired generations. Together, Fred and Shirley became an inseparable force, generously extending kindness, support, and understanding to family and friends from near and far. Fred was a proud father to the couple’s children, Tracey Shepard Brown and Brian Shepard, and a loving father-in-law to Kevin Brown and Marci (Vickery). Nothing gave him greater joy than spending time with his two grandsons, Tyson and Colton Shepard. His active involvement in their lives forged a bond that both boys will forever treasure. Fred‘s loyalty to his family was mirrored in his loyalty to State Farm Insurance, where he enjoyed a successful 49 year career. Fred truly embodied the “good neighbor” philosophy while operating his Oak Harbor State Farm agency from 1983 through his retirement in 2009. Fred’s agency was a community resource, where Fred and wife Shirley supported local charities, doled out advice, and took more than a few folks under their wing. In between the time he devoted to career and family, Fred occasionally found time to pursue hobbies. Fred earned his pilot’s license, was a member of the Masons and the Lion’s Club, and volunteered with wife Shirley at the Whidbey Playhouse. He was legendary for his extensive knowledge of trivial facts and his sense of humor. If the measure of a man’s life is how he treated others, or the number of times he made people smile, or how much he was loved, then Fred Shepard’s life was an immeasurable success. A special thank you to the incredible staff at Heritage House Memory Care and Saint Elizabeth’s Hospital. The kindness and compassion they showered on this remarkable man will forever be appreciated by his family. A family service was held on December 20. Gerald (Jerry) Mitchell

Jerry passed away on December 27, 2013 in Eureka, Montana. He lived in Enumclaw for 60 years and worked as a farmhand, a logger and then retired from Puget Sound Energy as a fleet foreman. He moved to Packwood, WA in 1993 where he worked as a water commissioner for Lewis County Water. Lastly, he moved to Eureka, Montana in 2007. He is survived by Wife Debra Mitchell of the home; James ( Jim) Mitchell of Eureka, Montana; Alecia Davis of Fortine, Montana; Sandra Nelson of Randle, Washington; Syierria Mitchell and Kyie Mitchell of the home; 5 grandchildren: Kyle Mitchell, Samantha Wilson, Jayson Mitchell, Gage Jeffery and Madison Jeffery all from Washington; and brother Charles Mitchell of Packwood, Washington. the state Class A championship trophy – but it’s just days until that illustrious group is celebrated. The state title squad will be featured during a 6:45 ceremony on Friday, Jan.

CIRULATION MANAGER - KIRKLAND Sound Publishing, Inc. is currently accepting applications for a Circulation Manager at the Kirkland and Bothell/Kenmore Reporters. The primary duty of a Circulation Manager (CM) is to manage a geographic district. The CM will be accountable for the assigned newspaper as follows: Recruiting, contracting and training independent contractors to meet delivery deadlines, insuring delivery standards are being met and quality customer service. Position requires the ability to operate a motor vehicle in a safe manner; to occasionally lift and/or transport bundles weighing up to 25 pounds from ground level to a height of 3 feet; to deliver newspaper routes, including ability to negotiate stairs and to deliver an average of 75 newspapers per hour for up to 8 consecutive hours; to communicate with carriers and the public by telephone and in person; to operate a personal computer. Must possess reliable, insured, motor vehicle and a valid Washington State driver’s license. We offer a competitive compensation and benefits package including health insurance, paid time off (vacation, sick, and holidays), and 401K (currently with an employer match.)
