Former San Juan County commissioner and councilman Alan Lichter died Saturday at his Orcas Island home. Lichter had reportedly suffered heartrelated medical complications at the beginning of June, and elected to leave the hospital and return home to spend time Alan Lichter with family. Championing a “smartgrowth” political agenda, the former University of Kansas professor of American Literature was elected in 2004 to the then three-person county commission. Running as a Democrat, Lichter, who embraced much of the local Green Party platform during his time in office, won a four-year term to the county’s top elected office by defeating Republican candidate John Evans in his bid for a fourth consecutive term. Lichter was himself unseated in 2008, coming in third in a three-way non-partisan primary for the position representing Orcas West on the newly created 6-person county counSee Elected, Page 7

Survivors of war have traveled between worlds – from conflict to peace. As they traverse these two planes of existence they struggle to understand what they saw and how to move forward. Sometimes this journey takes years, for others traversing the road from memory to reality is a life-long battle. “You don’t go through those experiences and not come back permanently changed,” said

Agritourism is the latest buzzword for economic development and tourism professionals in San Juan County, but processing and marketing of island grown products on a commercial scale is becoming a prevalent topic of conversation among farmers and small-business food companies on San Juan, Orcas and Lopez islands. Businesses like Pelindaba and San Juan Pasta on San Juan Island, Jones Family Farms on Lopez Island and Red Rabbit Farm on Orcas Island are leading by example in producing, processing and marketing products ranging from lavender to meat to apple and pear butters and various chutneys. In the first third of the 20th Century, agriculture was big and many of the 600 or so farms in the islands were busy and prosperous. According to Al Sundstrom, perhaps 100 of those farms were commercial operations, sending tons of raw and processed agricultural products to a variety of markets up and down the West Coast. About 70,000 acres were farmed for “Canadian peas,” grain, vetch and vegetables,

The empty restaurant at the Friday Harbor bowling alley looked like a challenge and an opportunity to Merrie Roop, so she embraced both and returned to San Juan Island after a 19-year absence, opening wide the doors of the Good Karma Cafe on June 8. Roop was an island resident from 1989 to 1994 (back when the cafe was called Jimmy’s Paradise Cafe), then married husband Jay, moved to Mukilteo, had two children and worked for the nearby Albertson’s, where she learned about professional-quality food preparation and service as deli manager of the grocery store for seven years. She’s happy to be back in Friday Harbor, working in the restaurant with another child, grown daughter Cassie Dupraw. She’s also a firm believer in “karma” and good, simple food — bowling alley fare, like pizza, burgers and beer, and a full menu of sandwiches, snacks and salads. The restaurant also has a full bar. She hired an experienced cook, Travel Jarrell, and two other employees, and decorated the cafe in Wolverine purple. The Good Karma Cafe is open daily from 11 a.m. to 10 p.m., with take-out pizza available during business hours. — Steve Wehrly

Girl suffers broken ankle in parade pileup The good news is she is home, doing well and in good spirits. The bad news, however, is that the Friday Harbor girl who was struck by a slow-moving car and then temporarily trapped beneath the 1950’s era convertible won’t be doing any cartwheels anytime soon. Kevin Holmes said his daughter Jessica suffered a broken ankle and a bit of road rash as well. Holmes noted that the front tire of the car did not, as some suspected, run over Jessica’s leg. “A lot of people have been asking so we wanted to let them know she’s okay,” he said. Both Jessica and the driver of the Thunderbird convertible were participating in the parade on behalf of San Juan Island Library. Jessica was carrying a banner when she stumbled, fell, and then ended up underneath the car, which had been crawling along directly behind her.

Continued from page 1 According to county Auditor Milene Henley, the funds are an “earmarked levy,” which means that although the levy is not stated separately on property tax bills, it is required to come out of the general county levy. The amount is 1-1/8 - 27 cents of $1,000 of assessed valuation. According to Baker, former County Commissioner Alan Lichter started the board because he felt that it could be effective in providing the funds to veterans. There are a total of 607,501 veterans living in Washington state, according to the United States Department of Veteran Affairs. According to a report by ABC news, 2,333,972 American military personnel had been deployed to Iraq, Afghanistan or both, as of 2011. Of that total, 1,353,627 have since left the military. According to the Defense Manpower Data Center, nearly half, or 977,542, of those who have served in Iraq or Afghanistan have been deployed more than once. According to the San Juan County website, there are 2,500 veterans in the islands. Members of the Veterans Advisory Board are required to be former military. The board members are Baker, Pat Ayers, Jack Cory, Bill Cumming, Steve Jehly, Shannon Plummer and Ted Whitley. Support for island vets Baker joined the board as one of the only formerly enlisted people. He was in an Army Aviation unit during the Vietnam War working as a technician that specialized in electronic equipment. Over the years, Baker has seen the treatment of those

returning from war not change all that much. “We are treated better as individuals but needs are not any better met than during the Vietnam War,” Baker said. “We aren’t getting spit on. Getting back from the [Vietnam] War as an individual wasn’t a popular thing. I didn’t tell anyone.” His wife was the only person who Baker could talk to, which helps him to understand how hard it is for veterans to ask for help. In his current position he tries to support the vets that are making a good transition to civilian life. He said that out of the 2,500 veterans who live on the island, the board may see 20 or 30 in a year. Baker describes that support as a broad range of services: everything from grocery money to rent to helping with a dental bill. Once a veteran’s widow came to the board to ask for help to pay for a funeral service. “If the problem is cash flow, we can offset those expenses,” Baker said. According to San Juan County documents the amount of money given to veterans each year varies. The average amount of money dispersed from the fund to veterans since 2007 is $35,626. Many veterans who Baker works with come in once and he never sees them again. Others have longer-term issues. “They [veterans] exist,” Baker said. “There are frustrations of not being able to offer a program that helps them more than just piecemeal.” For instance, he works with an 86-year-old vet who the board has to reauthorize food for every three months. Ayers, who has been on the board for four years, said that when she looks at the applicants who need help she feels empathetic.

“There are a lot of Vietnam, Gulf and Afghanistan veterans that when they got out they didn’t get the care they needed,” she said. “This is our fault.” Ayers served as a medic in the Navy for 12 years and was stationed in Puerto Rico during the Grenada Crisis. For Baker, who has spent four years on the board and two years as chairman, he describes his role as just picking up the pieces of a broken system. Nationwide he is disappointed that there is so little support for veterans. “I know what war smells like and what it looks like and I’m awfully cynical,” Baker said. Looking forward Baker said lately he has seen vets emerging from the recent conflicts in Iraq and Afghanistan, who are 30 years old or younger, but there are vets from the Korean War, the Vietnam War and even an 85-yearold who served in World War II.“We have quite a varied clientele,” he said. Baker said that there is a good chance that there are veterans on the island who are too proud to ask for help. The board is still figuring out how they can reach See Mending, Page 5

‘Island Scenes: A Celebration of Place’, deadline draws near

Even in San Juan County, the legacy of rural, historic and small-town views is giving way to something more suburban. The Island Scenes project, an exhibit at the upcoming county Fair, seeks to record images that represent “old Island” and to inspire the preservation of such scenes for the future. Island artists of all ages can submit an entry that portrays an “old Island” a scene for display in the exhibit, entitled, Island Scenes : A Celebration of Place. Deadline for entries is July 15, one image per person in any two dimensional medium, including photography, oil, pastel, watercolor, acrylic, etc. Entries should be framed or matted, and ready to hang, minimum size of 8 x 10 inch, maximum of 16 x 20 inch. Island Scenes is a non-juried exhibit; no prizes are awarded, entries are needed for display by Aug. 13. ing another island home nine years later, he planted 2,500 lavender plants in 1999 and another 5,000 the following year, constructed a production center and started producing lavender products. During the following decade, Robins opened the farm to the public and expanded the production and marketing facilities, welcoming visitors with a visitors’ center, the Gatehouse Farm Store, tours and activities, weddings and an annual lavender festival. The 12th Annual Lavender Festival takes place July 20-21 at the Farm on Hawthorne Lane, off Wold Road. Now, Pelindaba produces more than 250 products from more than 25,000 lavender plants, making Robins’s operation the largest vertically-integrated lavender farm in the country. Pelindaba sells products from company-owned stores in Friday Harbor and La Conner and through licensees in San Francisco and Boulder, Colo. Its products are also sold in Singapore and Hong Kong, and anywhere in the world from the website. Pelindaba has 27 employees. and World War II (and, in the case of peas, disease) slowed the farming economy to a crawl, and the ‘50s and ‘60s saw sales of farmland increase and numbers of farmers decrease. By 1964, there were 228 farms on about 25,000 acres, with only about 15,000 acres actively farmed. Ag’s fall and rise By 2007, there were about 300 farms on about 21,500 active farming acres. The total market value of crops grown in San Juan County was about $3.6 million, of which about $1.9 million was livestock sales. From 1997 to 2007, agriculture direct marketing sales (farm-to-consumer sales) increased from about $175,000 per year to $740,000, according to Peggy Bill, agriculture resources coordinator for San Juan County. Pelindaba (“the place of great gatherings” in Zulu) on San Juan Island is demonstrating the way for integrated and intensive growing, processing and marketing of agriculture products, in Pelindaba’s case, one commodity - lavender with over 200 products. A native of South Africa and a medical doctor, Stephen Robins bought the 25-acre farm in 1989 and originally used it as a weekend retreat, but after build-

Robins succinctly describes the operations on the Pelindaba website (www.pelindabalavender. com): “We cultivate all our lavender flowers in our own organically certified fields and extract the essential oils from these flowers in our own on-site distillery. From these flowers and essential oils, we handcraft on-site a wide range of botanical, culinary, personal care, therapeutic, household & pet care products. This vertically integrated model of sustainable agriculture enables us to preserve the farmland from further development, protect it from pollution, create employment opportunities for our fellow islanders and provide a destination of natural beauty for islanders and visitors alike.” Robins says the key to Pelindaba’s success is twofold: first, “persistence in overcoming the many problems that happen” (including a fire that destroyed their production facilities) and, second, “full quality control at all stages of growing, distilling, manufacturing and selling our certified-organic products.” Robins also points out the unique design of product packaging - done at

Pelindaba by him and his staff. Same hill, different path Red Rabbit Farms on Orcas Island has taken a different production and marketing tack, especially difference in size. Christina Orchid of Orcas Island is by herself a case study and an example for emulation in the food industry at all levels of growing, processing and marketing. She has used a food science degree and 40 years in the industry as the basis for a thriving small business that could be a model for food entrepreneurs in the islands. In the 1970’s, Orchid took over operation of 15 acres of a larger family farm from her mother, Emily Reid, about the same time she opened Christina’s in Eastsound, one of the first restaurants in San Juan County to promote the use of homegrown products, much of it from her own garden, and perhaps the first restaurant in the islands to gain a regional reputation for excellence. Since selling the restaurant in 2008 and “retiring” from operating Christina’s, Orchid has gradually expanded her line of jams, jellies, chutneys, and sauces into a year-around business See Markets, Page 5

The price of riding on Washington State Ferries is slated to go up by 3 percent for vehicles and 2 percent for passengers as part of a proposal backed by the Washington State Transportation Commission. If adopted, the acrossthe-board increase in fares would go into effect beginning Oct. 1, and would then be followed by a 2.5 increase on vehicles and 2 percent increase for passengers on May 1, 2014. As proposed, the uptick in fares is designed to meet a ferry-fare-revenue target set by the Legislature and recently enacted as part of the 2013-2015 state transportation budget. That targeted amount — $328 million — represents a 6-percent increase over the $310 million in fare revenue that WSF was expected to generate in the previous two-year transportation budget. The Transportation Commission will be seeking input on its proposed fare increase at a series of public meetings, beginning Monday, July 8, in the San Juan Islands and in Anacortes. The meeting in the San Juans will be onboard the inter-island ferry that departs Friday Harbor at 11:35 a.m. The commission proposal also includes: Vehicles under 14 feet would be charged 70 percent of the standard vehicle fare (14 feet to less than 22 feet), elimination of a surcharge

James Settles, son of Chuck and Flo Settles, passed away May 13 in Ferndale, Wash. He is survived by his sisters, Donna Collins and Christy Johnson, and by his daughter Krista Settles. Good, timely call by County Council

Jamie Stephens, at the direction of the San Juan County Council, recently co-signed a letter with the Islands Trust, a federation of local Canadian governments within the Salish Sea, to the Tanker Safety Panel Secretariat in Ottawa. This letter expressed their shared concerns about oil and coal spill risks posed by maritime shipping and the deficient state of Canadian readiness to respond to a major Salish Sea spill. The letter informed the Panel about the unique characteristics of our area which they described as home to some of the most productive and biologically diverse ecosystems on earth. A spill in the Salish Sea, unlike a more exposed ocean environment, will rapidly disperse on our swift tidal currents onto our complex shorelines. Because of these unique conditions and ecological values, and because oil spills do not stop at international boundaries, enhanced levels of spill prevention and response resources, and regulations, are necessary from both Canadian and US governments. Since the Expert Tanker Safety Panel is tasked with assisting Canada’s marine oil spill response regime, the letter identified six immediate needs to improve spill response capability, including on-going funding for response resources and vessel traffic control, and research on the heavy, toxic, sticky tar-sands oil such as

Public disclosure of risks by regulators and industry and regulatory rationality between all agencies, including tribal and local governments, non-profits and communities were also mentioned. Their letter concluded with the hope that the panel will develop recommendations to help both countries provide the best possible protection for our region’s ecology, economy, and cultural resources. The letter expressed the concerns of many San Juan County citizens and our Canadian neighbors. Columnist hits a homer in ‘heroes’

The fireworks, the picnic, the parade… all so enjoyable. But after the fireworks faded into the night I awoke on July 5 thinking about Howard Schonberger’s column, “In this place that heroes call home,” July 3, pg. 7. Reminded of the men and women who deserve our honor, I was touched and grateful for the honor their lives expressed through sacrifice. Perhaps it felt all the more immediate because of the Arizona Hotshots who were killed while in the service of others. In the United States we have much that is precious to protect and because of our veterans and others like the Hotshots we have had the power to protect what is precious.

Off track without better broadband

OPALCO has made a major shift in its approach to bringing high speed broadband to most island

locations. Although they were able to get 900 members to invest up front, the 50 percent membership needed in advance was a daunting task. These initial investments ($90/membership) have been refunded to those individuals. Instead, OPALCO has shifted to a more conservative plan, which may be more doable without a huge upfront financial outlay. The 900 members who signed up have helped bring this issue to the fore, making it clear that there is significant interest in improving internet service in the islands. The new plan has its advantages. OPALCO can work with existing local services such as CenturyLink, Islands Network (OPALCO’s own fiber provider), Rock Island, The Computer Place, Orcas Online and others. OPALCO will lay fiber optic cable for these other providers to utilize and hire an engineer specifically to manage the Broadband Initiative and

By providing infrastructure and leasing it as an open network (with no preferential or exclusive access), competition will be encouraged, helping with rate levels and providing incentives to provide service to more isolated areas where DSL will not be as effective. There are some drawbacks. It will take longer to implement and will impact fewer businesses and households. While about two-thirds of the islands will eventually be covered, more remote areas will have to work with a local ISP and potentially pay more for service. DSL coverage for homes that are further than 15,000 feet from CenturyLink fiber-served distribution hubs will be challenging. Options for coverage may include wireless solutions from Rock Island or Orcas Online, or some homeowners may need to pay for fiber to be run to their homes by Islands Network (fiber

In the real estate market, it has become clear that this is an essential service, and property values are being seriously affected. Even people already here are moving to better broadband areas and new people are focusing on the highest speed areas available. Recently, transactions in process have been known to fail when the lack of highspeed internet is discovered. In San Juan County alone, the lack of high-speed broadband could impact values to the tune of tens of millions of dollars or even much more as demand increases. The most recent class to complete WSU Extension’s Master Gardener course is also one of its largest ever. Thirty-three islanders earned the title of Master Gardener by completing the 8-week training course. Each individual received more than 60 hours of instruction on home horticulture techniques. The class consisted of interested gardeners from Lopez, Orcas and San Juan islands, and master gardeners are available on all islands to answer question about composting, problem-plant diagnosis and general inquiries about home horticultural. Prior to entering local politics, Lichter taught American Literature, children’s literature, poetry and fiction at the University of Kansas. He was also a Fulbright professor at the University of Gdansk, Poland, during a long and distinguished career in academia.

During his four-year term as commissioner and then councilman, Lichter worked on environmental issues, growth issues, tourism, land use, ferries, affordable housing and marine issues. He served as the chairman of the Task Force on Ferries and Transportation, chairman of the Veterans’ Advisory Board, vice-chairman of San Juan County’s Board of Health and the council’s liaison to the Canadian Gulf Islands and their governing body, the Islands’ Trust. He is survived by his wife Kate Agape-Lichter.

The first year of the San Juan Conservation Corps was a rousing success, and the second year is building on the first with almost twice as many kids, two additional crew leaders and several new projects and activities. Six corps members are returning from last year. They’ll work with Sarah Hanson on building a trail on the Land Bank’s west side — a more complex project “that demands a little more from them this summer, so that they remain challenged and learning,” according to Hanson, program manager and crew leader for the Madrona Institute, which founded the Conservation Corps in 2012. Erin Corra and Mary Beth Herbert are the new crew leaders. They’ll be managing the new crews of teenagers, who will be working on a variety of projects with the National Park Service: invasive species management and monitoring (using GPS), island marble butterfly habitat, fence removal and maintenance, trails. Projects for the Bureau of Land Management include invasive species management and beach clean-up and monitoring. Hanson says the nine-week schedule is about the same as it was a year ago: “two days per week of working with lots of learning, fun and work to be done.” The corps will also help with the welcoming and feeding of the Inter-tribal Canoe Journey on Lopez Island, July 18. Corps members are paid $25 per day for their work. The conservation corps is funded by the National Park Service and the Bureau of Land Management, but Hanson says she needs “support from the community” in the form of a vehicle to transport gear and tools. “A truck or van would be awesome,” says Hanson, who adds “any donations are always welcome.” The three crews are: Corra’s crew: Erick Atwell, Colin

he hallmark of just about any Shakespeare comedy you’ll ever come across would be multiple weddings in the final scene. In that regard, the “Taming of the Shrew”, Shakespeare’s classic tale of the battle of wits and battle between the sexes, fits the definition. But a lot goes on between the opening act and the final scene, with a good deal of humor throughout. Still, it’s safe to say that the “taming” of Kate, or Katherine, as she is known in the play, often proves something other than altogether amusing when the transformation of that female lead character, and how it comes about, are gauged through the sensibilities and the lens of a modern audience. That’s one reason why Island Stage Left’s Helen Machin-Smith resisted performing the play. Until now. “It’s not an easy show to do,” Machin-Smith says. “It’s tricky.” Ahh… but then who better than Stage Left to breathe new life into one of Shakespeare’s more controversial and well-known plays while bringing the latest episode in its continuing summertime series, Shakespeare Under the Stars, to the stage. Tricky or not, expect a feisty, riveting and, ultimately, thought-provoking performance. The “Taming of the Shrew"” embarks on its six-week San Juan Island run starting Thursday, July 11, at Roche Harbor Resort; performances will then shift to the production company’s Wold Road stage for the final three weeks of the series, beginning Aug. 2. With first-week performances on Lopez, Shaw, Orcas and Waldron, the curtain first went up off-island a week ago. couples and scintillating love affairs, starcrossed or not. Hollywood made famous that strong-willed, sharp-tongued character of Kate, played by Elizabeth Taylor, and her brash, bold, equally quick-witted suitor Petruchio, played by Richard Burton, in a 1967 full-length feature film. Sparks fly from the very first time the two meet. Machin-Smith contends that it’s the story about these two social misfits, albeit a whole lot sharper than the rest of the class, and how the chemistry between them evolves that is at the heart of matter. She says the play, with those two characters in mind, is as much about the transformative power of love, or more, than it is about any sweeping, instructive statement about the role that gender should play in society. “They become two people who love each other and who become lovable themselves,” she says. “They tame each other.” As is the case with most Shakespearian comedies, Taming of the Shrew is chock-full of self-seeking deceptions, subplots and mistaken identities. Stage Left picks up on Shakespeare’s original setting of the play, in Italy, but pushes the clock ahead to the 1950s, where the dialog’s highn What: Shakespeare’s wire repartee plays out against the backdrop of an “Taming of the Shrew” outdoor plaza and open-air cafe. Five featured in free concert series

T

he museum will be your host. And the bands… they’re brought to you by Island Rec. They’ll be layin’ down a groove come midweek over on the south east side of town, as the 13th annual Music on the Lawn Summer Concert Series unfolds with five successive Wednesdays of top-flight musical entertainment, beginning today, Wednesday, July 10. Shall we mention that it’s free? After a dozen years, admission still is. Picnic baskets are encouraged. As is dancing, if the spirit moves. Speaking of spirits, history shares the spotlight at Island Rec’s free yearly music fest, with the lawn out back of San Juan Island Historical Museum, 405 Price Street, for seating and the front porch of the ‘ol

Crook House as the backdrop for a make-shift concert stage. All shows start at 6:30, and close at 8:15 p.m.; pets, alcohol are prohibited. Kicking off this year’s Music on the Lawn series is Commonly Courteous, a Portland-based trio that prides itself on the mix and delivery of fast-paced upbeat rhythms and a sultry, authentic soul-driven sound.
