The aftermath of the Skagit River bridge collapse claimed its first death on Friday, May 31, on the detour route in Conway. Sean O’Connell, a 38-year-old Washington State Patrol motorcycle trooper, was killed that afternoon when his motorcycle was hit by a truck near the intersection of Fir Island Road and Main Street in Conway. In another development, Jay Drye of the Washington Department of Transportation told the Journal on June 7 that the expected completion date for installation of the temporary bridge was being pushed back a week or more beyond the previous mid-June estimate. “Unexpected modifications that need to be made to supporting structures set us back a week,” Drye said, adding that crews are working around the clock” and that additional steelworkers and laborers were being “added daily.” In San Juan County, the Skagit River bridge collapse resulted in minimal disruption of tourist travel to the San Juan Islands, according to Deborah Hopkins-Buchanan of San Juan Islands Visitor’s Bureau and Victoria Compton of the Economic Development Council, both of whom updated the County Council about the latest visitor numbers at its June 4 meeting.

Much can be said about the many accomplishments of Friday Harbor High School’s Class of 2013. But in the glare of Saturday’s graduation in Turnbull Gym, and under the spotlight of Friday Harbor High School’s 101st commencement ceremony, one quality shined above the rest. These young adults, on the doorstep of the next stage in life, are ready, willing and able to give credit to those whom they feel that credit is due. “In case you weren’t aware, it’s because of you,” Aaron Prager said in signaling out the many parents, teachers, school officials, family, friends and various supporters crowded into the gymnasium for the recent recognition of Friday Harbor High

School as the fifth-best ranked high school in Washington state. In introducing to the assembly the newly minted 63 graduates of Friday Harbor 101st graduating class, Prager also noted that it’s been the support offered by those in the crowd over the years, both in good times and bad, that became building blocks for the knowledge, determination and resiliency that members of Class of 2013 will rely upon as they become the chemists, surgeons, nurses, lawyers, entrepreneurs, fishermen, teachers, economists, athletes, journalists, politicians (the list goes on) that they will become. Still, supporters of the class were not yet done. In total, the Class of 2013 received from various community and civic organizations roughly 120 scholarships, amounting to $328,000 in support of continuing education (the total includes the value of renewable scholarships as well). San Juan County Sheriff Rob Nou on Tuesday presented the County Council with more than 20 pages of documents and almost as many reasons why the council should approve obtaining a new boat for law enforcement, firefighting, EMS and marine rescue purposes in San Juan County. One other reason that the Council gave an enthusiastic thumbs-up to the project may have been that the Department of Homeland Security has already approved a competitive grant of $785,000 to fund construction of the boat. Council ups pay of town boss

The Friday Harbor Town Council punctuated a busy meeting day Thursday with praise and a raise for Town Administrator Duncan Wilson. Mayor Carrie Lacher explained that Wilson's one-year performance review and a starting salary well below the average for comparable pay in surveys by the Association of Washington Cities more than justified a five percent raise for Wilson, who currently is paid just over $112,000 per year. "I think he's done an outstanding job," said Lacher after the meeting. "He's exceeded expectations and brought energy and enthusiasm - and more than 40 accomplishments - to Friday Harbor government." Meanwhile, a special $50,000 summer tourism promotion program proposed by the Visitors Bureau was approved by the council, to be allocated from lodging tax money previously reserved, but unused, for capital and administrative expenses. Request for proposals for creating a Tourism Master Plan and for improvements to Sunshine Alley were also reviewed and approved. The council also approved a 1.5 percent cost-of-living adjustment for non-union personnel to match the cost-of-

living-adjustment negotiated with union members, discussed whether to promote more public art in Friday Harbor, and approved a proposal by the Seattle Yacht Club for a new clubhouse and deck uphill from the existing structure above the club's marina on Warbass Way. Annexation of the town into Fire District #3 was discussed, continuing the process begun in 2011 when the fire district assumed fire protection duties from the town under an interlocal agreement. At that time, the town and the district agreed to explore asking the town's voters to consider annexation "within five years." The present cost of fire protection is a little under $250,000, about half of what the town was spending previously. The fire district, the town and the county must all take action prior to any ballot issue, according to Mayor Lacher, who said "an extensive public process will be necessary before any decisions are made." The council instructed Wilson to continue developing a proposal and details, and to return for further council discussions later in the summer.

Councilman Rick Hughes noted Washington State Ferries had a 5-percent increase in ferry traffic to the San Juan Islands on Friday and Saturday, May 24 and 25, compared with the 2012 holiday weekend. Hughes also said that about 91 percent of the bridge replacement costs would be paid by the federal government. Washington Governor Jay Inslee’s office has released about $150,000 in emergency response funds to four area counties, including San Juan County, to mitigate economic dislocations caused by the bridge collapse. Center emergency facilities would significantly reduce the number of EMS transfers to the mainland, Nou said. The estimate for the shorter boat from Munson boatbuilders came to about $571,000. To provide for a 5-percent contingency, the County Council resolution, passed unanimously, set forth a total cost of $600,000 - all of which will come from the federal government. The federal General Services Administration will accept proposals from multiple sources, but Munson is thought to have a leg up because of its prior work for the county, its 50-year experience in the workboat business and its proximity to the San Juans. More on Olympia? A ‘capitol’ idea

The role of good journalism is to inform and educate its readers on issues that affect their lives. There is no pride in not paying “a lot of attention to the gyrations of the legislature or the governor in Olympia” (see editorial:

“Job well done in Olympia? Apparently so” May 23, 2013).

These so-called “gyrations” directly affect the people of San Juan County. “Our little corner of the world” is not an isolated backwater — we could not survive if it were. The state budget impacts our county budget, which includes fundamental services such as the Sheriff ’s Office and public roads, and quality-of-life programs such as 4-H, parks and the county Fair. Washington State Ferries

are our lifeline. Every decision (good or bad) impacting our ferry service, from schedules and maintenance to new vessel construction and even the parking fees in Anacortes, are a result of the decisions made in Olympia and they affect us all. Also, the state budget determines the amount of health services funding that San Juan County receives which, in turn, impacts the public health services that can be provided. The Derelict Vessel Removal Program bill (ESHB1245) featured in the aforementioned editorial was recently passed by the state legislature and signed into law by our governor. We are fortunate that this law happens to environmentally/economically benefit our county, but this was without any current county representative going to bat for us on this issue. Will they on other such issues in the future? I would expect no less from our council members, yet only one has testified at

More than memories in job well done

slanders and visitors alike have a double dose of enjoyment coming their way the next two weekends — and for many weeks and weekends down the line. Celebrate the much-anticipated Grand Opening of the renovated Brickworks building Saturday, June 15, at 2 p.m. And we encourage everyone to “leave the driving to them” by using San Juan Transit’s “Byway Explorer Bus” on Orcas and San Juan islands, a new service developed by the Scenic Byway team. You will be amazed at the transformation of the former dingy and dilapidated building at the corner of Sunshine Alley and Nichols Street into a “community hub” that will host a year-round farmers market, art markets, community gatherings, and culinary, musical and educational events. Even opponents of the project extend grudging respect to the San Juan Islands Agricultural Guild for its early efforts, which culminated in the property’s purchase in 2010, using $475,000 in state and federal funds. The Guild deserves a salute for its diligence in raising $450,000 more to renovate the space. The Byway Bus is another civic project that is getting some well-earned respect, and we hope and expect the Byway Bus will earn the support and ridership it deserves. On San Juan Island, you and your traveling companion can hit the best spots for $15 per day - from Cattle Pass and American Camp in the South to English Camp and Roche Harbor Resort in the North, with a host of great stops in between. The same pass can be used (the same day!) for all the great spots on Orcas Island, or you can call San Juan Transit at 360-378-8887 and check out other fare packages. The Journal welcomes the Brickworks and the Byways Bus to the long list of attractions and amenities that all of us can use and enjoy.

n this day and age, health is something many of us take for granted, and public health isn’t something people think about much — until they need it. Here in Friday Harbor, a group of wonderful nurses Contributed photo / J. Clark at the public health department are always Nancy Best, aka ‘Nurse Nancy’. there to help mums with their new-born babies, give endless flu shots in winter, and quickly respond to any disease outbreaks. When the head lice start crawling, people start whooping, or nutritional advice is needed for a growing toddler, these are the people we go to. My mom has worked for the health department for 27 years. In that time she has supported three generations — from the parents of my schoolmates to the kids many of them are now having. There are few of us that haven’t had at least one vaccination given by Nurse Nancy. I estimate she has given well over 25,000 shots. She’s been there to answer countless questions about breastfeeding, nutrition, and general baby health. She’s done more head-lice checks than anyone should ever have to do in a lifetime. Unsurprisingly, mom didn’t leave her appreciation of good health at the office. I grew up eating fig newtons and bran flakes, got so relaxed about shots that I would go to work and beg for them, and got roped into deciding which sex-ed video was going to be shown to my classmates (you thought that watching one was bad?). But growing up I also got an inside view of someone who really cares about our whole community — every kid, every client. The after-hours phone calls to new moms to check in, and home visits. The many trips to Seattle to keep up to date on the latest research and programs available. The frustrations at all the bureaucracy that could get in the way of providing resources many people take for granted. And the little things, like finding ways to make things easier for people for whom English was not a first language, or helping get ferry tickets to people who needed them.

Last week, nurse Nancy retired. Though I know many people will be sad to see her go, she leaves a wonderful team of nurses at the office, ready to help the next generation with equal enthusiasm. At home, the garden is waiting and I imagine the food bank will have a lot more kale soon. I know she won't stop being an active, helpful part of island life, and I'm excited to see what she does next. I’d like to give a huge thank you to my wonderful mom for supporting my community all these years, and wish her all the best with her next adventures.
