Just before Thanksgiving, the county agency said the development met state environmental requirements and did not trigger a full Environmental Impact Statement; it also issued a conditional use permit, required for any project that abuts the waterfront, as does this one. Last week, the county rescinded its conditional use permit after neighbors, working with Vashon activist Amy Carey, argued that the agency couldn’t issue both decisions concurrently. Jim Chan, assistant director of

King County’s highest financial official said the county won’t let the Vashon Park District default, a specter raised last week after the agency’s four commissioners failed to reach an agreement on a plan to pay off a $410,000 loan due Dec. 31. Ken Guy, the county’s director of finance, said that it’s the county’s job “to ensure that the district pays its debt service obligations on time.” The county would step in to ensure that happened, he added, but only “in a worst-case scenario.” The finance director talked to two of the four board members, Chair Bill Ameling and Commissioner David Hackett, last week, after news of the park district’s escalating cash-flow crisis spread. According to Guy, he urged Ameling to see to it that the park district develops accurate and reliable cash flow predictions, works with a financial advisor who understands government accounting and builds up a cash reserve that could get the agency through financial emergencies. “We’ll be keeping a close eye on the district’s cash flow,” Guy added. Meanwhile, Ameling and Hackett, who exchanged sharp words at a meeting last week and in emails passed on to The Beachcomber, said it appears they’ll be able to agree to a shortterm solution that staves off the immediate crisis. Morningside Farm is a quiet, park-like expanse on the south end of Vashon, surrounded by a white split-rail fence and dotted by towering firs. On a recent rainy day, hardly a soul was there, save for a couple of men driving tractors to repair potholes in the gravel

road leading up to it. But a recent decision by King County to give owners of the 100-acre spread — the Church of Jesus Christ of Latter-Day Saints (LDS) — a green light to develop the former Morgan horse farm into a youth camp is triggering concerns among neighbors, who question the county’s process as well as aspects of the church’s plan. The neighbors, many of whom are members of the Sunny Slopes Mutual Water Association, a 40-household water cooperative perched above Tahlequah, recently took issue with the way the county’s Department of Permitting and Environmental Review (DPER) issued two

Ferry commuters will likely see long waits during peak hours on the north-end route through the rest of the week, and possibly longer. The route is on two-boat schedule until at least Friday after three ferries went out of service for emergency repairs. The unusual number of dry-docked ferries has also led to reduced service on the SeattleBremerton route. “Customers should plan for longer waits and some delays,� said WSF spokeswoman Marta Coursey in a press release Monday. The 124-car Issaquah and the 87-car Tillikum will serve the north end through Friday, with the 34-car Hiyu, a backup ferry, making unscheduled runs to help relieve pressure. Coursey said the agency was unsure when the Vashon route will return to regular service. When ferries go in for repairs or maintenance, WSF often shuffles boats throughout the system, and Coursey said Monday that plans were still in flux. The reduced service was implemented last weekend after three ferries were dry-docked for unexpected issues.

The 188-car Walla Walla, which typically serves the Seattle-Bremerton or KingstonEdmonds route, was taken out of service in November when one of its motors was badly damaged in an accident during routine maintenance. More recently, the 90-car Sealth, which serves Bremerton, was taken out of service after a leaking seam was discovered in the hull, and the 87-car Klahowya, which serves Vashon, was pulled after a component connecting the engine and the generator failed. Though it’s unknown when Vashon will have three boats again, Coursey said the situation should improve next week. The Sealth is expected to return to service Monday, and the 202-car Tacoma, which was already dry-docked for scheduled maintenance, will return on Friday, “which should help alleviate the current service disruptions,� she said. Meanwhile, the Klahowya will be out of service for repairs until January, and the Walla Walla, which needs a new engine, will return in the spring. — Natalie Johnson

Stewart says he hopes to keep up the new relationship with Canlis, perhaps offering coffee for its next focus — Sulawesi, Indonesia and Kenya, Africa.

New shelter in Center Forest could become gathering site King County officials hope that a new timber-framed shelter in Island Center Forest will become a site for family reunions, weddings, picnics and educational gatherings once the open-sided structure is completed early next year. A short, concrete path will lead to the small shelter near the parking lot off of S.W. 188th, making the site wheelchair-accessible, added David Kimmett, a natural lands manager for the county’s Department of Natural Resources and Parks. The building, funded by a county parks department community partnership grant, is expected to cost between $40,000 and $50,000, said Dave Warren, an Islander active in Friends of Island Center Forest who has managed its grant funding. It was designed and is being built by Nathan Enzian of Fifth Bench Design/ Build on Vashon; much of the wood came from Vashon forests and was milled at Vashon Forest Stewards’

Warren said the wood is “beautiful Doug fir, gorgeous wood,� and he called the structure — with its skylights, tapered posts and large cross beams — “like a small cathedral.� “It’s a sculpture,� he added. “It’s a stunning piece.�

Kimmett and Warren expect the structure will get plenty of use at the increasingly popular forest, both as a rental as well as a spontaneous place for people to sit, eat lunch or step out of the rain. “It’s a silly cliche, but it’s so true. Nearly 40 people registered to hunt in Island Center Forest (ICF) during the 400-acre forest’s closure for a limited hunting season between Oct. 13 and 31. Seven of the 38 hunters were from Vashon. The rest were mostly from Pierce County, said David Kimmett, a natural lands manager for King County’s Department of Natural Resources and Parks. He said he doesn’t yet know how many deer the hunters bagged during the 19-day hunt. But he knows some deer were shot because of signs left behind that a deer had been taken. “Overall, we still think that this limited hunt that we set up is working for the benefit of all,â€? Kimmett said. â€?We had no major incidents. The biggest complaint was that the hunters could do a better job of cleaning the deer and removing whatever they leave on site. ‌ If that’s the only problem we had, that’s not bad.â€? Kimmett said the hunters he and others from the county talked to “were cooperative and appreciative that ICF was open to hunting.â€? Several non-hunters also showed up to walk the trails, not realizing the forest was restricted to hunting. No one, he added, complained about the closure. “We heard many comments that there are too many deer on the Island,â€? he added. This is the second year in a row that the county has closed the popular, publicly owned forest to everyone but hunters. Last year, 61 people registered to hunt there, six of whom came from Vashon, Kimmett said. The county decided to offer a limited hunting season at Island Center Forest last year after residents expressed concern about recreational users being in close proximity to hunters on the forest’s maze of trails. Kimmett said the upset seems to have died down. “In general, it feels like ... there is a sense of greater acceptance of (hunting) as a viable and necessary activity,â€? he said.

The state’s plan to more closely manage boat moorage in Quartermaster Harbor received a mixed reception from Vashon’s boating community last week. At a public meeting on Thursday, Islanders expressed concerns and frustration over the number of spaces the state has proposed for boats in the harbor as well as the costs boaters will face to comply with the new regulations. “We’d probably have to sell our boat because of this plan,� said Theron Shaw. The state Department of Natural Resources (DNR) has been working for about 18 months on a proposal to reduce congestion in the harbor and minimize the impact of boating activities on the environment. At its latest meeting on Vashon, Lisa Randlette, a planner with DNR’s Aquatic Resources Division, spent nearly two hours answering questions about the state’s draft plan, which was just completed. The public can comment on the plan through Jan. 7. One of the chief concerns at the meeting was about the size of two buoy fields proposed for Burton and Dockton — the two most congested parts of the harbor. The state has laid out 73 spaces where buoys can be placed in those areas, though waterfront homeowners can moor on private tideland or apply to place a buoy near their home. Many at the meeting said the plan should allow for more growth in the harbor; based on buoy applications already submitted, only a dozen more boats could join the buoy fields. “In five or 10 years, sometime down the road, there will need to be more,� said one woman. “The whole plan needs to be revised for more people.� Don Wolczko, a longtime boater on Vashon, agreed. “Most projects don’t just work with the

current set of parameters, they look into the future,� he said. Randlette said the buoy fields were determined by questioning Islanders on how far from shore one would reasonably moor a boat and then placing buoy spots within those areas with a wide berth for safety. However, she added, the state could consider adding more spaces farther from shore. “We think it’s a reasonable amount, but we’re not saying that’s an absolute,� she said. Another significant concern was the plan’s stipulation that all boats be attached to the type of anchor system currently required by the state, which is more secure and environmentally friendlier than most in the harbor. Installation of the anchors, however, can run between $2,000 and $5,000, depending on the size of the boat. In addition, boaters will have to begin paying for moorage in the harbor, an annual cost of $175 to $562, depending on boat size. “You are in essence saying boating is only for rich people,� said Lori Gustavson, a longtime boater who said she moors her boat with the “bums.� “Please consider there are people who enjoy boating (and) who have the right to be on a buoy but can’t pony up the bucks,� she said. Some questioned whether the state could purchase and lease out buoys, while others suggested that perhaps boaters could make some minor modifications to their existing buoys instead of installing entirely new ones. “Would it really make a difference, if you make it so (the line) doesn’t drag the bottom?� asked Bruce Morser. Randlette said her department was sympathetic to those who would have to install new systems, but the anchor requirement has already been set by other agencies.

Randlette emphasized that there is still time for the plan to be tweaked. “That’s why we have this as a draft and we’ve ask you ‌ to give us feedback on it,â€? she said. “We’re really trying to work with the community and accommodate as much as we can.â€? It’s time to look drug users right in the eyes

Quartermaster Harbor: DNR is right to try to steward it

Even though it can be tough, we need to stand up to crime

The state Department of Natural Resources is right to try to address the moorage situation in Quartermaster Harbor, where a sort of Wild West mentality has led to congested coves, navigational hazards and potential environmental harm. The agency has documented nearly 200 unauthorized buoys and vessels in Quartermaster, a bay protected as a state aquatic reserve. Last year alone, DNR spent $32,000 removing derelict boats, vessels left to rot and sink by irresponsible owners. Meanwhile, some boat owners are using old refrigerators, bathtubs or concrete blocks to anchor their vessels — a system of moorage that is often wholly inadequate and environmentally harmful. Chains encrusted by marine growth rise and fall with the tides, scraping the bottom of the bay and creating another source of degradation. Should DNR’s draft management plan become law, it will mean boat owners will need to use a new kind of anchor system — costlier but far more effective in guarding against the kind of scouring along the bottom of the bay that’s happening now. It would also streamline the permitting process for a buoy, making what is now a cumbersome process far more efficient. Clearly, as some pointed out at last week’s meeting, a more expensive buoy system would place boat-ownership increasingly out of reach for people of modest means. But DNR has an obligation to uphold state law and protect this bay — a nursery for herring and other forage fish, which in turn support dolphins, whales and more. We hope Islanders embrace this plan — a step toward safeguarding an inland sea that has already suffered from decades of short-sighted human activities.

Protecting killer whales The killer whales that grace our waters are besieged by so much. Their increasingly noisy underwater world makes it tricky for them to locate food, as they depend on their acute hearing to locate prey and one another. Overfishing has led to declines in their prey, and some of the animals are said to be starving. Boaters, in violation of the Marine Mammal Protection Act, often get far too close to the whales, a form of harassment. Now, the Pacific Legal Foundation, a Sacramento-based libertarian group that has created a $25 million business for itself fighting endangered species listings, has added what could be the last straw for this highly imperiled species. It has filed a petition seeking an end to the federally protected status of Puget Sound’s orcas. There are some 50,000 orcas, the foundation argues. Why protect a handful that migrates up and down the West Coast? Here’s why, according to local whale advocate and scientists: There are only 86 southern resident orcas — pods J, K and L — left. And contrary to this organization’s contention, scientists say these animals are a distinct subspecies, with distinct patterns of behavior. Pacific Legal Foundation’s suit is motivated by short-term financial gain, not the health and welfare of these mighty but imperiled creatures. Let’s hope science and law prevail and their protection remains in place. And let’s continue to celebrate their presence, a majestic sight right off the shores of Vashon Island.

Shortly after I moved to Vashon, I was driving too fast through town and had to brake hard at a crosswalk to let an older woman amble across the street. She threw up her hands at me, and I yelled something unkind out the window. Two weeks later, I went to the first meeting of my book club and who should walk in the door but that very same woman. One thing quickly became clear to me. You have to behave on Vashon, because no one is a complete stranger. While it took some getting used to, I’ve liked that lack of anonymity, because when you can’t hide you become more a part of your community. Even if you don’t know someone, it’s likely you know some little thing about them — what sport their kid plays, the name of their dog, how long they’ve lived here. And if you’ve grown up on this island and remained to raise a family, it gets so you feel like you know almost everyone. That familiarity often leads to a sense of safety — or it should. Yet when some of those people fall on hard times and become involved in drugs and other illicit activities, how does a small community respond? Do we look out for our troubled neighbors? Do we call their families when we know they’re hanging out with “the wrong crowd?� Or do we look away, because, after all, we know these people, and sometimes knowing them makes the situation a little too uncomfortable. In the past couple of years, my personal sense of safety on the Island has slipped away. It seems to me like I’m reading about more burglaries. I’ve become more aware of folks wandering around town who seem high or drunk. I’ve come across people asleep in makeshift tents in wooded areas where I have regularly walked our dogs for years. In our immediate neighbor-

TFWFSBM JTTVFT Real problems arise, however, and we can’t afford to let our courtesies become complacence. I’m thankful to The Beachcomber for running such a direct article about a serious issue (“Activity at house near airport has long vexed neighbors,� Dec. 5). With a clear problem like that house by the airport, we need open talk. Stolen goods, methamphetamine use, church breakins and the death of that poor woman — it’s a true tragedy. I respond to tragedy by wanting to help. I hope that will be the intention of our newly formed neighborhood watch group — not to be an Old West posse nor to shut out our neighbors — but to speak openly with each other and law enforcement about how we can help make our Island safe and secure. I’ve heard frustration and anger, sorrow and hopelessness — all typical of a tragic situation. But, if we can be calm and compassionate while also firm and adamant, I believe that we can effect positive changes of which

I’m writing to express concerns about the recent King County action on an environmental review and conditional use permit for a camp planned at the former Morningside Morgan Farm property. First, the project includes a proposal for remediation of arsenic-contaminated soils on the site by removing the toxic soils from around the site and storing them in a big pile (“containment cell�) just uphill from my water system’s well. Secondly, the proposal claims an “exempt well� water right for over two million gallons of annual water withdrawal that local water officials have indicated should raise serious concerns for other water right holders. The county has issued a “Mitigated Determination of Non-Significance� (meaning the project does not require an Environmental Impact Statement) and an approval for the requested conditional use (a use not normally allowed on that property or in that zone without conditions to reduce the impacts).

My question is: Where is the “mitigation� in King County’s Mitigated Determination of Nonsignificance (MDNS)? Where are the “conditions� in the conditional use permit? It seems to me the county has neither mitigated nor conditioned at all. Its so-called mitigation/conditions are mere restatements of existing ordinances and requirements — like saying “do the right thing� and “follow existing laws.� A project of this scope, risk and serious possible impacts ought to have some equally serious mitigation and conditioning to deal with project risks. I intend to comment on the MDNS and encourage you to do the same. I intend to appeal the approval, and I encourage you to do the same. Having a toxic landfill of concentrated, arsenic-laden soils posing a danger to our fragile Island aquifer is not an approach that calls for business as usual. — Philip McCready

Coming forward at this time when the VMICC is no longer officially recognized as an Unincorporated Area Council (UAC), the proposal offers a chance to change and update how our community may approach questions and issues. I know several of the people who have signed and co-authored this motion. I know they have poured more than two years of their lives, probably more like a decade, of dedicated and passionate work to offer our community this opportunity. I hope you will find a moment during this busy holiday time to read and reflect on the issue, and as you are so moved, show up on Tuesday to discuss and vote on the motion. — Karen Nelson

Unfortunately, both the board and The Beachcomber fail to recognize it is impossible for the current board to address the many challenges facing the park district. The only solution is for the four remaining commissioners to follow the lead of their fifth member and resign. The mass resignation is the district’s only

hope since any recall would fail, because the Island is too nice to recall anyone unless it could be proven the person was a murderer, rapist or was named Dick Cheney. Bill Ameling said it all when he stated, “The reason we’re in a hole right now is because of the board.� As a result of the board’s failures, it is impossible for them to hire the high-quality executive director the park district needs. Given what happened to Jan Milligan during her short tenure, highquality candidates need only to read the last year of Beachcomber articles regarding the park district to know they would never want to report to such a board. Aside from the board’s inability to attract a qualified director, the future of the park district depends upon trust. Unfortunately, this board has permanently lost the trust of the park district employees and the Vashon community. With regard to the employees, the continued uncertainty surrounding the many park district programs and the related jobs has to have created a stressful situation which translates into even full time employees believing a position with the park district is nothing more than temporary. While starting the fields project before it was fully funded was irresponsible, facing a loan default caused by the lack of an operating reserve confirms this board can no longer be trusted to make the right decisions. — Scott Harvey

Compromise over fiscal cliff could hurt Vashon’s many nonprofits Recently, I watched the PBS NewsHour commentator David Brooks, a columnist for the New York Times, discussing the upcoming fiscal cliff, which may occur by Dec. 31 if Congress doesn’t act. Brooks said a few things that made me sit up straighter in my chair: First, he’s pessimistic that Congress will enact legislation to prevent this cliff of more than $600 billion in spending cuts and increased taxes; and if that’s the case, everybody’s taxes will increase. But if a compromise is reached, he noted, it might include an end to tax deductions for mortgage interest and charitable contributions for those in the highest income brackets — another cause for concern. As an active volunteer since 1993 in Vashon nonprofits covering education, the arts and environmental work, I’ve heard how the changes in state and county funding have hurt them in the past. But this fiscal cliff sounds like a perfect storm: It could mean more spending cuts and tax increases for all Islanders, leaving less disposable income for donations. Or, if Congress opts to put a ceiling on charitable tax deductions, it could lead to

I decided to do more research to understand the implications of what Brooks had said for local nonprofits and those they serve. I asked Tom Dean, executive director of the Vashon-Maury Island Land Trust, what he thinks about a potential ceiling on the charitable tax deduction. “I don’t think this will change people’s giving patterns much, but the real issue is the size of the gift,� he said. He went on to explain that Islanders who want to donate a conservation easement or a parcel of land might not be able to deduct the full value of their donation. “Although King County building permits for the Vashon Center for the Arts should be issued next spring, some donors might hesitate to make substantial donations due to limited deductibility. We count on the 20 percent of donors who make 80 percent of the donations,� she said, “and that 20 percent are probably the upper income bracket donors who will be most affected.� However, if Congress doesn’t find a compromise and the country ends up going over the fiscal cliff, our nonprofits — and some of our most vulnerable citizens — would likely face a whole host of other problems on Vashon. “This is the wrong way to go,� Diane Kjellberg, interim executive director of Vashon Youth & Family Services, said of the possibility the country would go over the cliff. “Federal, state and county grants that provide our funding have already been severely impacted, and if we go over the fiscal cliff, current funds will be greatly eroded. It’s heart-breaking that the proposed cuts to Medicare and Medicaid will cripple our ability to serve the Island’s most at-risk population.� In the meantime, as I listen to NPR and

Laugh it up for a good cause Six funny women will take the stage for a night of stand-up comedy at 8 p.m. Friday at Red Bicycle Bistro. The night, dubbed “That’s What She Said,� is the latest installment of an ongoing comedy series at the Bike, produced by Steffon Moody, Jim Farrell and Harris Levinson. But this time, there’s a twist: The evening is a fundraiser for Vashon’s DoVE Project, an agency that assists survivors of domestic violence. Janet McAlpin, an aerial and physical theater performer who co-founded both UMO Ensemble and the Open Space for Arts & Community, will emcee. Two Seattle comics, Leah Mansfield and Shannon Whaley, will headline the event. Mansfield is an up-and-coming performer who has traveled the country performing stand-up. Whaley, who also gigs widely, has a background working as a domestic drug and alcohol counselor and a special passion for using comedy as a fundraising tool for needy organizations. The night will also feature a bevy of Island performers, some of them trying stand-up for the first time.

permitting at DPER, said it turned out the Islanders were right. “We’ve done that for 21 years. We’ve never been challenged on this before,� he said. Residents now have until Dec. 21 — what amounts to a 14-day comment period — to respond to the county’s decision that the project passes environmental muster. After reviewing any comments it receives, the county will reissue the use permit, possibly amending it to address concerns, Chan said. Residents will then have three weeks to respond to its decision on the use permit. LDS first filed its plans for a camp at Morningside Farm in 2003, keeping its permit active over the course of nine years of county review. A 14-day comment period is what the law requires in a situation like this, Chan said. But some residents are frustrated by the county’s decision, saying 14 days are not nearly enough in light of what they see as significant changes in the project — changes they heard nothing about until they received notice of the county’s approval the day before Thanksgiving. Last week, one member in the water association put up a new website, called stopmorningsidefarm.com, drawing attention to Sunny Slope’s concerns. Jay Williamson, president of the water association, said he fears some aspects of the project could

He recently went to the county’s permitting office in Snoqualmie and spent five hours poring over documents. “We were just totally caught off-guard,â€? he said of the county’s decision. “Nothing has happened in over a decade, and suddenly the county issues a determination of nonsignificance and a conditional use permit ‌ without giving the public any ability to comment on it,â€?

he added. Bob Sargent, a member of the Tahlequah Water System, another water association near the project, expressed similar frustrations. “The church has had nine years. And the county’s given us two weeks to look at all the information and respond. That’s not right,� he said. “Maybe we’d get through this whole process and find out it’s fine,� he added. “We just don’t know.� At issue is the Mormon church’s plan to build what it’s calling a “rustic camp� for teen girls on the

100-acre spread near Tahlequah, land donated to the church in 1997. Initially, the church planned to construct a camp with a much larger footprint, including cabins, an amphitheater and some sports fields, said Jonathan Katz, recreational properties director for the Mormon church in Washington state. The church has since reduced the scope of its project, in part to get over various county and state hurdles, Katz said. What’s now in the works, Katz said, is far more modest — the camp would use existing structures on the site, adding only plat-

forms for tents and a bathhouse with showers. At most, there would be 234 people on the site — though most often, he said, the camp would host between 130 to 150 teens and staff and only during the summer. Katz expressed frustration at news that residents were concerned about the church’s plans and what they saw as inadequate time to respond. “I’m overwhelmed by all this negativity,â€? he said. The church, he said, has spent $750,000 on studies in its effort to secure approval from the county. “I was so excited when I heard we’d get our conditional use permit by Thanksgiving,â€? he said. Now, he said, he feels deeply discouraged. “I don’t understand why anyone would be against this. ‌ We’re not some corporation looking at stripping the land and its natural resources. That’s never been our intention. Our intention is to be a contributing member of the community.â€? But Williamson and Sargent say the proposal has changed in at least one significant way since it was first put forward nine years ago. Now, the camp — which lies in the shadow of the plume that the Asarco Copper Smelter emitted for decades — is undertaking a voluntary cleanup plan to remove soil that could have been affected by the plume. The arsenic-laced soil, under an approach tentatively approved by the state Department of Ecology, would be stored in what’s called a “containment cell,â€? a corner of the property not far from Sunny Slope’s well.

Katz said he doesn’t understand the upset. “The soil that we’d be removing is the same soil they have on their land. ‌ Everybody’s land there is contaminated. What we’re doing is cleaning it up.â€? What’s more, the church has stepped forward voluntarily, Katz said, offering to store the soil in an engineered cell that would protect the wells at Morningside Farm as well as the surrounding area. “We want to make it safe for kids. That’s the bottom line,â€? he said. Roger Nye, a hydrogeologist in the Department of Ecology’s toxics cleanup program, said the department has looked at the church’s plans and “affirmed their general approach.â€? He said he understands the neighbors’ fear of groundwater contamination. “That’s an obvious question,â€? he said. But as long as the containment cell is engineered well, he believes everyone’s wells will be fine. “They can’t just dump it in a hole. It’s got to be engineered and contained, top and bottom,â€? he said. The Ecology Department will sign off on the cleanup plan, he added, only if it’s assured that the engineering is solid. “It has to be really contained,â€? he said. But Williamson and Sargent note that the contaminated soil would be stored on a corner of the property where the former owner, Rick Young, tried to build a pond and couldn’t; the water always leaked out, even when Young lined the pond with clay. With more time, Williamson said, the water association could hire its own hydrologist and study the situation. What’s more, he noted, the county has given the project a green light before the containment cell has even been designed and approved. “None of this was in their original plan,â€? he added. “It’s causing us a lot of concern.â€? Neighbors are also worried about the impact the project could have on water availability, another issue homeowners have struggled with over the years. The church plans to pump 5,000 gallons a day from its

three exempt wells until it fills a 424,000-gallon tank it will erect on its property. The church will also have to use vast quantities of water in the process of removing contaminated soil from its site; water is often used to keep dust to a minimum during construction projects, a particularly critical issue, they said, when dealing with arsenic-laced dirt. Sunny Slopes Water Association recently took out a $330,000 loan to improve its system, saddling its members with high water bills for years to come in an effort to ensure their water was clean and plentiful, Williamson said. “We want to protect our water right,� he said. Doug Wood, a hydrologist with the Department of Ecology who oversees Vashon, said the church’s approach — storing water over the course of the year so it can get through six to eight weeks of high water-use — is an unusual one, an approach it took so it could avoid the contentious issue of securing an actual water right, he said. In a letter he wrote in 2005 to a state health official, he voiced concern about the plan. “The proposed 5,000 gallons per day pumping rate has the potential to impair existing water rights in the area,� he said in the letter, adding, “withdrawal in an area of limited recharge may have negative impacts on the environment.� Since then, he’s required the church to add metering devices so that he can ensure that it doesn’t go over that 5,000-gallon limit. In an interview Monday, he said the church’s approach is legal, and as long as dozens of property owners in the area don’t do the exact same thing, water quantity will likely not be affected. “Anytime you’re dealing with an island, you’re going to have issues with water supply. But I don’t think we’re crossing any thresholds here,� Wood said. Katz, for his part, is frustrated by the neighbors’ concerns over the church’s water storage plans, noting that a lot more water would likely be used if the church subdivided the lots and sold them to individual homeowners. What’s more, he said, the use of a large tank means water will be available if needed for fire-fighting.

“If there were a fire, we’d give everything we had to help fight it. We help our neighbors. That’s what we’re taught, and that’s what we do,� he said. Noting the level of concern, Katz said he couldn’t help but wonder if prejudice towards Mormons was driving the opposition. “We’re not here to fight a war. We’re here to help people,� he said. But Williamson said neither he nor any of the other neighbors who have talked to him about the issue have expressed a shred of bias based on the property owners’ religion. “It doesn’t matter who’s proposing this. It could be the Camp Fire Girls — we’d be raising the same questions,� he said. “We don’t have an objection to a camp being there that’s reasonably sized,� he added. “But we don’t want to jeopardize our community drinking water, and we don’t want a landfill of contaminated soil stored in our neighborhood.� County officials, meanwhile, say neighbors have until Dec. 21 to register their concerns. If, after that, they remain unhappy with the county’s decision, they still have another option — they can file an appeal with the King County Hearing Examiner. “I suspect a third party will make the final call,� said Chris Ricketts, a building and permitting official at DPER.

Pirate hoopsters split season so far By EZRA LACINA For The Beachcomber

This season the Pirate basketball team started off hot, winning its first two games. The beginning of league play, however, has seen the team stumble, losing two in a row and leaving them with a record of 2-2. The first match of the season was a late-November home game against Auburn Adventist Academy. The Pirates came out strong, scoring fast and overwhelming Auburn on defense. Vashon dominated the game from the start to the final buzzer. The underclassmen played well — sophomore Jessie Norton led the Pirates in scoring with 23 points. Another sophomore, Josh Myer, hit from the 3-point range multiple times, aiding the Pirates to a 68-37 victory. The second contest of the season was a home game against Cross Point Academy on Dec. 1. “We came out firing on all cylinders versus Cross Point with a tremendous amount of energy� said coach Andy Sears. Vashon again dominated the game, showing who was the better team that night. Senior Ben Whitaker had a tremendous first half, scoring 26 of his 30 points on the night. The Pirates won by a landslide,

80-32. The game against Cedar Park Christian, Dec. 4, was Vashon’s first road game and more importantly the first league game of the season. This would be a tough game for the Pirates, who were up against a very good Cedar Park team. “Cedar Park is a tremendous team, and we got to see up close why they are picked by many to win the league,� Sears said. Cedar Park has more size and experience than the young Vashon roster. “We had a couple of good runs, but every time we made a mistake, they capitalized,� Sears said. Norton had another great evening, scoring 29 points, but it was not enough to salvage the game for the Pirates. In the end, the team with fewer mistakes came out on top, with Vashon losing 63-47. Vashon returned home to face a talented Seattle Christian team on Dec. 7. As expected, the Pirates were hoping to redeem themselves with a win, but this proved to be no easy task against Seattle Christian. The game had an extreme defensive emphasis, and the Pirate defense played tremendously, but the offense couldn’t get the points to take the lead. At the half, Seattle Christian led, 18-13. In the second half, the back-andfourth game continued and was neck-and-neck coming down to the final minute of regulation. Freshman Sam Yates nailed a 3-pointer in the final seconds

to send the game into overtime. The Pirates, however, failed to capitalize in the extra period, losing in overtime, 51-43. Being 0-2 in league play is never a good place to be, Sears said, but he is confident that the young, talented team will turn it around.

Last week Pirate wrestlers had a great showing both at home and on the road, giving Elma a run for its money on Thursday and taking down several teams over the weekend. On Thursday Vashon hosted its first dual meet of the season against Elma. It was an exciting night with a large and enthusiastic crowd. A see-saw evening had Elma leading in points, but once the Vashon heavyweights took to the mat, fortunes began to change. After trailing 26-3, the Pirates ran together a string of three pins in a row and closed the gap to 26-24 with only three matches to go. The Pirates eventually lost in team points, but there were some great individual performances. Leading off the night in his first varsity home match, freshman Clyde Pruett kicked things off with an exciting 12-6 victory. Also winning for the varsity squad were Shane Armstrong, 10-6; Preston Morris, pin in the second round; Joe Coller, pin in the first round; and A.J. Sawyer, pin in 42 seconds. The JV team had some strong showings as well, with Elan Peterson, Hunter Stanley, Aaron Bomber, Andrew Witter, Fletcher Call and Winter Krimmert all winning their matches. On Saturday the Pirates competed in the Port Townsend Hat Trick Invitational. The Vashon grapplers dominated opponents from Port Townsend, Montesano and South Whidbey. Winning the tournament by a landslide, Vashon beat South Whidbey 60-9, Montesano 59-13 and Port Townsend 61-18. Winning three matches gets a team the “hat trick,� and Vashon won an impressive eight of 14 weight classes. Taking the hat for the team were freshmen Chase Wickman, Shane Williams and Logan Nelson; juniors Armstrong, Morris and Louis Jovanovich; and seniors Sawyer and Sam Frederickson. The Vashon girls basketball team opened Nisqually League play with a come-from-behind win over the Cedar Park Christian Eagles on Tuesday, Dec. 4. The Pirates jumped out to an early lead off a quick bucket from freshman Annika Hille, but the Eagles rode a hot second quarter to take a 4-point advantage at the half, 16-12. The third quarter was played to a draw and the Pirates opened the final quarter trailing, 25-21. Down 2 points with time running low, a 3-point dagger from Siena Janetty with 52 seconds on the clock gave the Pirates a 1-point lead, which they held on their way to a 32-31 win. On Saturday Vashon played a nonleague game against Port Townsend. The Pirates struggled to score early and were looking at a 13-point deficit at halftime, 20-7. Vashon slowly closed the gap in the second half, pull-

Port Townsend ultimately pulled away to a 30-23 win — all 5 points coming from the stripe — as Vashon was forced to foul in order to get the ball back. After the game, coach Henry Porter said the team was playing great defensively. “Our younger players are really coming along, and as they continue to get more comfortable with the pace of play, I think we will see continued improvement on offense,� he said. The team for the Dec. 6 climb included Paulina, students Brooke Whitney, Gabby Frazier and Logan Hawkins, and VHS counselor Susan Haworth, assistant principal Stephanie Spencer and kitchen manager Lisa Cyra. In addition to the donation required to participate in the climb, they raised more than $400 for the foundation.

Ameling said. “Once we get into January, it will be boring. The drama will be over.â€? Assuming the commissioners agree on the loan from U.S. Bank, Hackett said, the agency won’t need to close its doors for four months, another possibility that loomed large last week. “It’s off the table if the loan comes through,â€? Hackett said. “I think we’re looking at a pretty austere budget ‌ and keeping our operations going.â€? The park district’s cash-

flow problems seemed to reach a new level last week, after commissioners held an emergency meeting where Ameling announced the district would end the year $58,000 in the hole if it did not get an immediate cash infusion. But Hackett and Commissioner Joe Wald refused to agree to a loan from King County — the idea on the table last week — unless the other two commissioners agreed to furlough the agency’s employees for the last two weeks of December. Ameling and Commissioner Lu-Ann Branch said no to the furlough, and the meeting ended in a tense stand off, without an agreement. In the days that followed, however, Hackett was able to get Branch to join him and Wald in urging Susan McCabe, the park district’s interim director, to furlough all park district employees for three days —

something she was able to do both in her capacity as the director and because of another resolution that the commissioners had adopted in September, calling for furloughs if needed to balance the budget, Hackett said. In a brief press release, McCabe said the furloughs — Dec. 26, 27 and 28 — mean all the parks and park activities, including those in the Ober Park Performance Room, will be cancelled. The move, she said, is expected to save the district $3,500. Hackett, in a statement he released Wednesday, called the furlough decision a compromise that ended the commissioners’ two-totwo impasse. “This is the first step in reforming VPD expenses to bring them in line with revenues. ‌ Even if furloughs represent only a modest savings, they do lower the

year-end deficit and indicate a clear willingness to make responsible choices with district finances,� Hackett said. But Branch said Monday she felt unhappy with the way Hackett forced the issue last week, calling it a political move that seemed “petty.� She went along with it, she added, only because she wanted to break the impasse and “do what’s best for the park district.� Ameling, who knew nothing of the furlough compromise until he received Hackett’s written statement, was blistering in his criticism. In an email that he sent to Hackett and cc’d to the other commissioners and The Beachcomber, he charged that Hackett had “circumvented the board process� and “acted irresponsibly.� “A price will be paid for this,� Ameling said in his email to Hackett.

Later last week, however, Hackett said he and Ameling were working to resolve their differences and find common ground. “I think Bill and I both realize that the park district will continue to flounder unless we’re on the same page and have a good working relationship,â€? he said. “We have both reached out to each other to try to make peace.â€? Hackett added that he hadn’t realized his email — when he hit “reply to allâ€? — would reach The

Beachcomber. “Certainly that language was a bit stronger than I would have put out had I known it was going to a much broader audience.� Ameling said the email exchange shouldn’t be viewed as anything serious. “It’s just two people screaming at each other. It means nothing,� he said. Some observers, meanwhile, say they remain worried that the park district, even with a loan from U.S. Bank, will face serious cash flow problems in January, when it starts its new fiscal year. Hilary Emmer, who is part of a six-member group that has come together to discuss the agency’s financial troubles and attempt to offer solutions, said she’s done an analysis of the agency’s financial obligations and expects the district will be carrying close to $100,000 in debt next month. “I think it’s going to be extremely tight,� she said. “I don’t really know how they’re going to do it.�

1FOOZ - )PMLF 8JFT Penny L. Holke Wies, 69, of Sunnyside, Wash., died on Monday, Dec. 3, 2012, surrounded by the men of her life, her husband Gary and her grandson Jacob. Mrs. Wies was born on May 25, 1943, to Don and Marie (Hogens) Holke in Seattle. She was a hard worker her entire life. Working in the K2 factory from 1961 to 1969, she and

her mother were the only two women to work there in K2’s early days. In March 1971, she married Gary Wies, and the couple made their home in Grandview, Wash. Mrs. Wies would rise early every morning, be it summer or winter, to haul water down the hill to the eight or 10 calves that she raised. She finally talked her husband into putting in a water line. Mrs. Wies worked at Libby’s H & H Eggs, managed Harrison Heights Apartments and worked in the cafeteria at Sunnyside Community Hospital for 13 years until she retired in 2004. In her retirement, Mrs. Wies continued to work mornings at Safeway and

afternoons at Lava Rock Nursery. She retired from those jobs in 2011 due to health issues. Mrs. Wies’ greatest joys in life were her flowers and her animals. She was survived by her husband Gary, children Doug and Toni and grandson Jacob. Three stepchildren, Michelle, Sadie and Annie, also survive her. She is preceded in death by her parents Don and Marie Holke, her brother Donald S. Holke and stepson Eugene. At Mrs. Wies’ request, there will be no memorial service. The most significant outcome was a spectacular performance by the team of Beth de Groen and Jude Boardman. They played a 69.27 percent game and placed fourth of 1,252 pairs in the Friday afternoon competition. About 20 club members participated in the tournament, and Islanders’ scores were sent in to the ACBL and compared with those of players in Washington, California, Oregon and British Columbia to determine placing. About 40 Islanders participate in the bridge club. Bridge classes for beginning and intermediate players are offered every Wednesday at the Vashon Senior Center. In a raffle of the most stars awarded, Laura Wishik won a Southwest Airlines tickets. In other categories, Trudy Rosemarin, Patte Wagner and Kristen Church won donated backpacks filled with emergency supplies. SUV Team Challenge winners were also recognized at the celebration. The Challenge required teams to complete 30 minutes of exercise or 10,000 steps, five days a week for three weeks. Raffle winners for the Team Challenge were the Sawbones Team, led by Diane Guthrie, the Team True Value, led by John Yates, and the Vashon Dental Team, led by Jill Yates. All three teams won an SUV bag full of goodies, including vouchers for Vashon Athletic Club day passes, a month’s member-

A man was trespassed from a home on Tahlequah Road. Nov. 21: An unlocked vehicle on the 11100 block of 109th Avenue was broken into and items were stolen. An assault occurred at the Methodist church parking lot on Vashon Highway. A man kicked another man and then ran away. Nov. 22: An assault occurred at a parking lot outside Sporty’s. The suspect assaulted a man with his or her fist, reportedly for no apparent reason. The suspect may have also taken the man’s wallet. Nov. 24: A driver who was pulled over for a defective brake light and erratic driving on the 17900 block of Vashon Highway was found to be driving under the influence. Nov. 25: A hunting arrow was shot through the window of a home on the 10600 block of 116th Street, shattering the window. Nov. 27: A sailboat sank in Quartermaster Harbor off of Dockton Park. It was reported to the state Department of Natural Resources. Nov. 29: An unlocked vehicle parked on the 14400 block of 280th Street was broken into. Dec. 1: An intoxicated man fell and hit his head in the alley outside Sporty’s and could no longer walk. Dec. 2: Vandalism was reported at the Presbyterian church. Planters were broken. Taga said. “We were thrilled we could participate in that momentous occasion.� As Taga and Page, selected as one of 10 couples to take part in the special midnight ceremony, were receiving their license and smiling for the herd of media that showed for the event, Islanders Theresa Hampl and Sue Neuman waited outside in the cold. Hampl and Neuman arrived downtown at 10 p.m. that evening and finally received their license — also signed by Constantine — at about 1:30 a.m. Hampl, still beaming with excitement the next day, said the two of them were cold but the wait was worth it. “We wanted to be part of the historymaking event,� she said. “It was important to be counted.� As the women waited, Hampl said, they swapped stories with other couples around them. Strangers came by bearing coffee and flowers, and carolers sang songs, including the 1964 hit “Chapel of Love.� “It was really fun and festive, and we were surrounded by people who were so happy to be there,� Hampl said. The couple already considered themselves

married — they had an unofficial ceremony a dozen years ago. But on Sunday, after the mandatory three-day waiting period, they were legally wed in a ceremony at Sound Food. Amazingly, it happened to be their 12th wedding anniversary. “It worked out well. It was meant to be,� Hampl said. “We don’t even have to change our anniversary.� Islander Greg Nolan expressed similar excitement about his own marriage last weekend, but joked that he and his partner of 15 years, Bill Trombley, were too old to attend the midnight event in Seattle. The two of them got their license in Port Orchard early Thursday morning. “It was a snap,� he said later that day. “They were just as sweet as they could be.� The two men, who have friends in the Port Gamble S’Klallam Tribe, were invited by the tribe to be one of 20 couples to take part in a special ceremony Sunday at the Heronswood Gardens in Kingston. The gardens were founded by a gay couple decades ago and are now owned by the tribe, which was a large supporter of Referendum 74, the ballot measure that upheld the legalization of gay marriage this fall. On Thursday Nolan said he wasn’t nervous for his wedding, just excited as he made quick plans for the ceremony.

The men bought brand-new suits for the occasion and ordered boutonnieres from Blooms & Things and a wedding cake from Snapdragon. “Neither one of us thought we would see this in our lifetime,� Nolan said. “We’re still utterly astounded that it’s come about.� All three couples said they would hold larger celebrations down the road to include friends and family, but after years of waiting, they simply wanted to make their marriages official. “I’m absolutely ecstatic,� Nolan said. “We both are. It’s a wonderful thing.� Other Vashon couples will bypass the wedding process altogether. Couples married in Canada or in another state recognizing same-sex marriage had their marriages automatically recognized in Washington beginning Dec. 6. And domestic partnerships will automatically become marriages in 2014. Heather Rhoads-Weaver, who was married in Canada in 2003, said she and her wife Barb would still like to hold a vow renewal to recognize the legalization of their marriage, and she thought other couples who were married elsewhere would do the same. “A bunch of us are looking to get some alterations done to our old wedding dresses,� she said with a laugh.

Emma Amiad, who married her longtime partner Susan White in Canada and California, said she hoped to hold a group ceremony for those who have already had a marriage, perhaps this spring. “We just think it would be fun to do it as a group, particularly those who have been together for ages; it just might be fun,� she said. As Taga begins planning for a larger wedding ceremony in about a year, he says that for now he’s looking forward to no longer having to carry the state-issued card that said he and Page, a lawyer and a bank manager who have been together five years, were in a state-registered domestic partnership. The two of them carried their cards at all times, should they ever have to prove their relationship, he said. “Having to carry the card around was a nagging reminder of how separate and distinct we were,� he said. But they won’t throw away the cards quite yet. The two plan to adopt in the next few years, and Taga says they’ll one day show the cards to their children, in addition to telling them about the historic night they received their marriage license. “I want to be able to share with our children the journey we’ve taken and where we’ve come from,� he said.

Island proves it leans left in most recent election results, but Maury is slightly less liberal By NATALIE JOHNSON Staff Writer

Recently released election results show what most on the Island already suspected: Vashon tends to vote liberal. Last week King County Elections released results for individual voting precincts — 18 in all on Vashon — and the numbers show that Islanders leaned predominately to the left on hot-button ballot items in November. President Obama won decidedly on Vashon, taking 77.8 percent of the Island’s votes, compared to Mitt Romney’s 18.6 percent. Obama took 68.7 percent of the vote in King County and 56.2 percent in the state. As the place with the highest percentage of same-sex couples in the state, Vashon also overwhelmingly voted to legalize gay marriage in Washington. Referendum 74 won 78.6 percent approval on the Island, with just 19.7 percent of voters rejecting it. The referendum squeaked by in Washington with 53.7 percent approval; it garnered 67 percent of the vote in King County. In what was widely said to be a less predictable ballot contest, a large majority of Islanders voted to legalize the use of marijuana in Washington. On Vashon, 71.8 percent voted to approve Initiative 502 and 26 percent voted against it. It ultimately passed with 55.7 percent approval in the state, and in King County it won 63.5 percent of the vote. State Sen. Sharon Nelson, a Democrat who lives on Maury Island, said she wasn’t too surprised at Vashon’s election results. Four years ago, she noted, Obama won 80 percent of Vashon’s vote. This time she thought his 77.8 percent lead was impressive, considering that the county is

still in a recession and still at war. “It doesn’t surprise me that we dropped a bit, but that still is exceptional support,� she said. As for Ref. 74, Nelson said one of her proudest votes was when she voted for gay marriage on the Senate floor, and she was just as proud to see Vashon support the measure. She speculated the Island may well have put forward the highest approval of Ref. 74 in the state. “I think it just reflects our values in protecting civil rights for all. Plus we have a large LGBT community,� she said. A close analysis of Vashon’s election results shows that Maury Island may be a slightly more conservative place than Vashon Island. Maury residents came out 23.6 percent in favor of Romney, while just 17.4 percent of Vashonites voted for the former governor. Maury was also slightly less in favor of Ref. 74 and I-502. Maury saw 22.1 percent vote against legalizing same-sex marriage, while 19.5 percent of Vashon residents voted against it. Maury residents were also 28.2 percent against legalizing marijuana, while 26.2 percent of Vashon voted against it. Nelson said she was simply happy to see Vashon once

again had a high voter turnout. More than 88 percent of the Island’s registered voters sent in ballots this November, compared to King County’s 82 percent. “Vashon is known to be very liberal ... and also we’re known to be islands that vote,� Nelson said. Vashon is in good company, though. Washington had the highest voter turnout of any state this election, with 81 percent of registered voters casting ballots.
