Jai Telangana !

Jai Jai Telangana !!

Prof. Kodandaram Convener, Telangana Joint Action Committee

It gives me great joy and pleasure to know that Phialdelphia Telangana Association (PTA) is bringing out a Telangana souvenir named “Singidi” on the occasion of the Second Telangana Night in Philadelphia to be held on May 18, 2013. I am sure this will help a long way in asserting and reinforcing the Telangana’s linguistic and cultural identity in the United States. At this critical juncture, there is a need to galvanize the Telanganites every where in every possible manner and use all avenues to highlight the Telangana issue and I am happy to learn that Philadelphia Telangana community has been contributing towards this goal with its activities. I take this opportunity to congratulate the PTA Team for bringing out this souvenir and wish them all the best in their future endeavors. Jai Telangana !

Jai Jai Telangana !!

I'm Thankful for.... - Sashank Kankati I'm thankful for my soccer ball, Even though I can't play in the hall. I'm thankful for my sister, Even though she makes me have a blister. I'm thankful for my gum, Shashank Kankati is a 4th grade student in Caly Elementary School, King of Prussia.

Even though it's not as big as a drum. Even thankful for my game, Even though they're not lame. I'm thankful for my brain, Even though it's not fast as a train. I'm thankful for my name, Nobody has the same. I'm thankful for my bike, I never take a hike I'm thankful for my school, It's kind of cool. I'm thankful for soccer I'am a rocker. I'm thankful for the weather It's not as light as a feather. I'm thankful for my drum, Even though I can't hum. I'm thankful for my toys Their mostly for boys.

RECLAIMING DEMOCRACY USING RIGHT TO INFORMATION - Rakesh Reddy Dubbudu Rakesh Reddy Dubbudu is an RTI activist and co-convener, National Campaign for People's Right to Information Looking at the things happening around me, I often used to wonder if the definition of Democracy that I learnt in school was actually right. ‘For the people, Of the people, By the People’ now has become synonymous with ‘Far away from the People, Off the people and Buy the People’. Are we living in a system that is actually an antithesis of Democracy? It’s also worth looking back at what Mahatma Gandhi said about Democracy. He said, ‘Real Swaraj will come, not by the acquisition of authority but by the acquisition of the capacity by all to resist authority when it is abused’. This quote perfectly sums up the situation in the country today, a state where there is only notional democracy. But is there a

way we could change all this and be a part of this process without actually becoming a jholawallah on the road? India has seen many progressive laws since Independence and Right to Information (RTI) is the most important of them all. RTI simply means that citizens now have the right to access all the information held by the Government. The pertinent question

2013

is how and why will RTI change things on the ground. Let us take an analogy- A thief would find it very difficult to steal if there are people watching him. It becomes easy for him to steal if nobody is watching. Same is the case with our democracy. Corruption, delay in service delivery, arbitrary decision making etc., are all possible today because citizens don’t question and don’t watch enough. With tools like the RTI, this can change, especially the way citizens engage with the system. What exactly is RTI? The RTI act was passed by the Indian Parliament in the year 2005 after a long drawn people’s movement that dates back to the mid 90s. Many countries across the world have this act in one or the other form. In terms of its citizen friendly nature, the Indian RTI act is one of the best in the world. Though the ‘Right to Information’ is a guaranteed fundamental right as per article 19(1) (a) of the constitution (right to freedom of speech and expression), the RTI act of 2005 puts in place a formal mechanism to obtain information. Freedom of speech and expression means the right to express one’s own convictions and opinions freely. For proper enjoyment of freedom of speech and expression, it is imperative that correct information is available to the Citizens. That is the basic premise of the RTI act.

How to use RTI? There is a three tier structure put in place for the operationalisation of RTI. Every Government department (small or big, from the President’s Office to a Gram Panchayat) should designate a ‘Public Information Officer’ (PIO). The RTI application has to be submitted to the PIO in any of these offices. If the PIO is not available, then it has to be submitted to the APIO (Assistant Public Information Officer). The following are the basic steps involved in filing an application under RTI. · Identify the information you need. · Decide on the questions you want to ask. These questions can be as simple or as complex as you like, but the questions framed (information sought) must be specific, clear and easily understood. · Do you want copies of documents or samples of materials? Do you want to inspect documents or materials? Or do you just want answers to particular questions? (The more you already know the department and its functioning, the more effective your questions will be) 13

· Identify as closely as you can, which public authority (department of the government, public sector enterprise, NGO etc) has the information that you want. · Find the contact details of the SPIO (State Public Information officer) for state government departments and CPIO (Central Public Information officer) for central government departments in question. There are multiple ways of locating the SPIO or the CPIO. · For central government departments : http://www.rti.gov.in/rti/ cpio.asp · For state government departments in AP: Go to www.apic.gov.in · Visit the relevant department website · Write/type your questions on a sheet of plain paper. · Submit your application with the application fees (if required) to the PIO (you can do a registered post too) · You should get the information sought within the prescribed period of 30 calendar days. · A certain fee for information has to be paid if the information is provided within the prescribed time period. This fee varies from state to state · No fee shall be paid if the information is provided after the prescribed time period. The information then becomes free of cost · If you don’t get the information within the prescribed time or if you are dissatisfied with the information provided or with the reasons given to deny you information, you can file a first appeal within 30 days to the designated appellate authority senior to the

2013

PIO in the department from which you have sought information. · If you are dissatisfied with the response on the first appeal or if you do not get a response within 45 days of filing your first appeal, file a second appeal within 90 days, with the State Information Commission of the state to which the department belongs, or to the Central Information Commission for central government department. What about NRIs? NRIs who are Indian Citizens can also use RTI. Payment of fees used to be the biggest bottleneck for NRIs who want to use RTI. The Government of India has now introduced eIPO facility to pay the application Fee of Rs 10/- online. You can logon to https://www.epostoffice.gov.in/eipo/ Loginpage.aspx to pay the application fee online. Once you pay the fee online, you could email your application to the concerned PIO along with the confirmation of the online payment. You could also file a RTI application online through this portal once it is launched. (http:// rtionline.gov.in/). Please note that all this is only valid for Central Government departments. For the State Government departments, you have to either ask somebody in India to file it or you have to go through the process mentioned above. Has RTI delivered? It has been close to 8 years since the implementation of the RTI act and we are already seeing the changes. Broadly speaking, it has done the following things · Improved service delivery and reduced delays. · Exposed various scams (Adarsh, 2G, Commonwealth Games etc).

· Exposed misuse of power. There are umpteen success stories of ordinary citizens using this act for both personal and public purpose. What is in it for the NRIs? NRIs often face issues with delay in renewal of passport, refund of income tax etc. You could all use RTI to find out why your passport is getting delayed or the status of your income tax refund. There are many cases where NRIs have got their long pending IT refunds within a week or two of filing the RTI application and without having to employ a tax consultant. Go ahead, file an RTI application and experience the change. RTI & the Telangana Movement RTI has also helped us get vital information that helped us expose the government and various political parties on the issue of Telangana. Following is the information obtained by me and various other people using RTI on the Telangana issue, · List of Police Force deployed in Osmania Campus on 14th February, 2010. · Minutes of the All party meeting held on Dec 7th, 2009. · Rosaiah’s secret reports to the Union Home Ministry. · Sri Krishna Committee expenses and how it was an unofficial committee. · Flipflops of the Union Home Ministry. · Various data & statistics related to issues. We can be part of the change process by sitting at the comfort of our homes. Come, let’s reclaim our lost Democracy. Jai Hind. Jai Telangana.

Problems in Our World - Sindhu Muddasani When I went to India couple of years ago it was very different many things were happening one thing I saw was pollution. One day I was going with my grandmother to get groceries and there was haze above me in the car , plastic bags flying 10 minutes before we got there. There is a lot of pollution in Hyderabad, not many people are taking much action. People in Hyderabad should recycle, reuse, and reduce. In the United States people hold recycling programs at school. Even where I live if we don’t recycle we are charged money and we’re doing this to keep mother Earth safe. With all the air pollution around the world with fossil fuels, our ozone layer is diminishing the ice caps are melting we are making our planet’s Ozone layer diminish, the key to our lives. This is causing the sea levels to get higher which could lead to swallowing up coastal states, until there is only one piece of land left and billions of people died. This is for our generation’s future and if we don’t fix this well then we don’t know what could happen. I was reading an article on scholastic journal it was about child labor and this something isn’t talked about much but it’s one major problem if the world. Child labor occurs mostly in Africa. The kids who are put under this sad problem can’t go to school. Also, their parents can’t afford things for their children. But in

some places they have child labor laws but they don’t enforce them. When I was reading the article I read about a girl who was a servant and was hit if she didn’t want to listen to her master’s orders and she was about 6 years old. Child Labor still happens in India which is a problem needed to be stopped it’s not fair for children our age to go through this when we have a roof over our heads, food, and they might not have that. How We Can Help * We can create posters for awareness of these two problems * Create videos relating to these topics * Volunteer for organizations which deal these with problems. * Send messages to companies to try and fix the way they work for an example send an email to a manager or CEO of a company that creates electricity and creates tons of pollution. * Donate money to charity that help these problems.

My Trip To The Waterpark - Nandini Muddasani Our trip began during a hot sunny day in Ocean Breeze Waterpark. My family and me went into the lazy pool, my sister and me swam because it 3 feet, gallons of water fell on us, plus the water brought us along. Next we went to the waterslides, first the big one then the small one with my sister. After we went to the pirate ship we slid down the tunnel to 6-foot deep pool of water. The wave pool sounds a horn then puts music on during the huge waves we stayed in 6 feet the waves were huge. I loved my trip because I had family time.

Statehood of Telangana : A Long Articulated Demand

E. Revathi Professor, Centre for Economic and Social Studies

E. Revathi is currently Professor at the Centre for Economic and Social Studies (CESS), Hyderabad. Prior to this she was faculty at the department of economics, Kakatiya University. She was also Senior Fellow, ICSSR during 2010-12. Her areas of research are Agriculture Economics, Gender Studies, Development Studies and Regional Inequalities. She worked on the issues of Agrarian crisis inAndhra Pradesh, farmers and weavers suicides. She contributed to the First Human Development Report of Andhra Pradesh published in 2007, and to the Sub-group onGender and Agriculture for the Eleventh Five Year Plan. She was co translator for the book Pranteeya Asamanatalu: Pratyeka Telangana a collection of articles on regional disparities and Telangana statehood by Prof CH Hanumantha Rao, former member, Planning Commission of India. She also coordinated the working group for preparation of memorandum to the Sri Krishna Committee constituted by the Telangana Development Forum, India which submitted a report titled ‘Deprivation to Telangana: Case for Separate Statehood’ in April 2010. The movement for a separate statehood for Telangana from the State of Andhra Pradesh, India is a protracted movement spread over the last 55 years making it unique in itself for withstanding the forces of change in all realms of society, economy and polity. It is an intriguing question to probe into the sustenance of this movement in its varying form and argument, and perhaps a good demonstration for raising concerns about the pattern of development largely adopted not only within the state and country, but also on an international level. Telangana constitutes about 9 districts amongst the 22 districts in Andhra Pradesh (9 belonging to Coastal Andhra and 4 belonging to Rayalseema) and has a particular historical legacy with distinct cultural identity that is different from the other two regions. The Telangana region which was administratively Independent before 1956 was forcibly merged much against the recommendations of the States Reorganisation Committee and under certain terms and conditions on the basis of linguis-

2013

tic similarity to form the Telugu state of Andhra Pradesh (Jayshankar, 2004). The demand for separate state of Telangana in fact has been there much earlier to the formation of the state of Andhra Pradesh. The formation of ‘Vishalandhra’, combining the two separate states of Andhra and Telangana was wrought with distrust also termed by the then Prime Minister of India Pandit Jawaharlal Nehru ‘as a step towards imperialism’. The apprehensions of the people of Telangana at the time of merger slowly took to agitation has protracted since then to the current phase. The underlying arguments of the movement have been changing, and with changing times more and more people in the Telangana region have joined the movement for separate state. The running thread of the movement has low and high points of intensity. These high and low points are linked to a number of dimensions which are inevitably linked in turn to the nature of the state translated through its development paradigm or its public policy. Region as an identity was char-

acterized under sub nation subject to its distinctness in history, culture, economy and administration. In India such variedness prevailed since the pre independence period partly because of regional diversity in natural endowments, differences in land tenure systems, investment patterns and system of governance basically designed to serve the interests of colonial government and of a large number of princely states (CH H Rao 2010). This unevenness results in some sections/ categories better positioned to take advantage of the developmental policies while marginalizing others. In the case of relatively backward states/ regions within states the primary inequalities have been exacerbated with the uniform policies of neo liberalisation. However the argument is not just economic but also political, social and cultural because of the dominance and hegemony of the strong over the weak; developed over backward. Telangana movement has been articulated through the several phases of development of Andhra Pradesh – a State led development phase or 28

the Statist phase (1956-1980) followed by a more neo-liberal phase (1990s onwards) also characterized by the formation of the global city of Hyderabad . At every stage the people of Telangana faced different kinds of exclusion. From the 1960’s, since the merger of the Andhra and Telangana regions, the resource rich Telangana region was utilized as a colony for the development of the capitalist Andhra regions. The exploitation could be visible in the primary domain of agriculture with its major supplement irrigation, power generation and distribution and infrastructure both economic and social. Public policy during this period has been biased and not accommodative of Telangana’s need for development despite the protective accorded at the time of merger by way of recommendations of the Second States reorganization Committee and consequently the Gentleman’s Agreement (The basis for the merger of the Andhra and Telangana was the Gentlemen’s agreement, signed on February 20th 1956. According to this certain safeguards relating to Telangana revenues, educational facilities, recruitment and retrenchment of services personnel, the position of Urdu, domicile rule, sale of agricultural lands were guaranteed. This can be considered like a treaty between two sovereign or sub-sovereign regions). This process helped very much for the development of capitalist agriculture in coastal Andhra. The capitalist farmers of Andhra also crossed boundaries into Telangana due to less developed land market and with insider information of development of the few projects in Telangana. They have also penetrated into the forest areas violating the land regulations meant for prevention of land transfers of tribals

2013

(Janardhan Rao, 1988). The irrigation policy of the state in terms of the two major rivers of Godavari and Krishna has given priority to projects benefiting coastal Andhra and Rayalaseema, shelving those proposed by the erstwhile Nizam Government on the pretext that Telangana is disadvantaged because it is at high altitude and cannot benefit from major irrigation through gravity flow. The policy reflecting in programme and budget allocation can be seen in favor of those projects benefiting the Andhra region. This was the similar case with power generating projects where coal was transported from Telangana to Andhra. By the mid decade of sixties Telangana had turned into a colony by transfer of resources (water, coal and power) through government networks. The resource flow to Seemandhra (Andhra Pradesh excluding Telangana) region was possible with the financial surplus on revenue account at the time of state formation, which was also estimated at Rs. 64 crores by Bhargava and Lalith Committees. Telangana has been deprived of its share of resources due to under investment on capital account (CHH Rao, 2005). This exploitation of the resources had led to a laggard in the economic development of the people in the Telangana region. The dominance in capital accumulation of the Andhra people had reflected in the pattern of social development with better educational facilities and employment opportunities for the Andhra people vis-a-vis Telangana people. These inequalities in education deprived the people of Telangana in terms of skill formation and thus deprived them to occupy semi skilled and skilled jobs subsequently in the labour market.

Deprivation of due share in public sector employment to the people of Telangana despite protective measures (like Mulki agreement (local share) and subsequently Presidential order in 1972 and GO 610 in 1980s) had occurred. Telangana people have lost near about 2.5 lakhs employment opportunities during the 53 years of combined State. This delayed the middle class formation in this region whichhas been very well expropriated by the already educated middle class of coastal Andhra region (Haragopal G, 2010). This is a clear example of the fact that despite economic growth there has been exclusion in Andhra Pradesh. This also reflected in political dominance that had formulated and implemented policies to suit the interests of the dominant Andhra elites at the expense of the people of Telangana. Despite representations in political positions in key portfolios like Home Minister, irrigation minister and even Chief Minister; the leaders were never allowed to function in a stable manner and their abilities were constrained to serve the interests of the people of Telangana. This discrimination leading to social exclusion persisted throughout the statist phase and had extended even into the neoliberal phase that broke through in Andhra Pradesh since the 1980s. Due to the primary discrimination caused to the people of Telangana in terms of land distribution, resource utilization, human capital formation; the policies that accompanied the advent of neo-liberalism proved to be extremely detrimental to most sections of the people of Telangana, further marginalizing from the developmental process. One of the main realms affected by the neo-liberal reforms is the agricultural sector 29

which reflected in the alarmingly large number of suicide by farmers. Almost 68% of suicides were in the Telangana region compared to 17% in Rayalseema and 15% in Coastal Andhra regions (Revathi, 2008). The deleterious effects of reforms on the rural sector and farmers brought about great agitation in the Telangana region from the beginning of the decade of 2000. The ‘policy reversal’ of the Congress government in the ‘post reform period’, which promised a focus on the agriculture sector, especially irrigation sector through the ‘Jalayagnam’ programmein 2004 could not yield any substantial results. At the same time, the rent seeking capital from Rayalseema with the political clout alienated the local people mostly in and around Hyderabad from their lands in a rampant fashion. The other main activity that they have undertaken is mining in districts like Khammam, Nalagonda and Mahbubnagar. While the government in this post reform period appears to be Welfarist in nature; it was reduced to a mere ‘Sop giving role’ and yet deprived them of the basic resources. Populist appeals of policy reversals have come under severe scrutiny for their hollow promises, which in essence only favoured the business

2013

classes of the Seemandhra people. The rate of exploitation of resources belonging to Telangana region in terms of land in and around Hyderabad metropolis, minerals through private leasing of mines has been high in the third phase (Kannabiran et al, 2010; Hargopal, 2010).In all the three phases of development in the State of Andhra Pradesh, different sections of the Telangana people have been pushed more and more to the periphery resulting in their social exclusion. The case of Telangana demonstrates not only the historical discriminations that are located in the economic, social and cultural perspectives but also how marginalization occurred in the neo-liberal conditions beginning from post 1990s. It also shows how locally generated processes of identity- based and region based social exclusion are articulating with internationally driven neo-liberal policy prescriptions that are causing new forms of economic exclusion which on a persistent basis gives rise to long standing structural conditions that reinforce social exclusion (Beall, 2002). The State has always provided technical solutions to the problems posed by the movement which failed

to address the underlying cause of exclusion. For example, the economic discrimination basis of the movement was meted out by granting some economic packages to temporarily silence the movement. Such steps provide no real solution to the issue of social exclusion. Social exclusion is fundamentally about inequality as it implies that there are people that are ‘included’ in the society. Thus, the concept of social exclusion directly addresses the issue of social justice. Especially when exclusion has been perpetuated over a long period of time, when exploitation and discrimination perpetuates against a particular set of people, then the pattern of development needs to be questioned. A pattern that legitimately includes and improves the conditions of better off people must be implemented in such situations. The debate of social exclusion is very much tied to the notion of citizenship and also as a right to development- to be an integral part of the society and the developmental plans of the state. The current phase of the Telangana movement with its entire people is articulating a right to development and a right to self-respect through an autonomous rule.

My College Life at Duke University - Shashidhar Masireddy Four years of high school is often focused around one central theme, going to the college of your dreams. However, making this dream a reality is no easy step and something that requires a tremendous amount of effort and persistence. I’m currently a rising sophomore at Duke University and I consider myself to be blessed in the position that I am. Duke has been an amazing experience my freshman year, I’ve spent outside on a sidewalk in freezing rain in order to be in the front row of a basketball game. I’ve stayed up until 5 in the morning simply talking to friends and I’ve also stayed up until 5 frantically studying for a midterm. It’s been a humbling, challenging, exciting, and unforgettable freshman year and I’m already looking forward to next year. As I said before, I’m blessed to be in this position, on March 29th of my senior year (Ivy/Duke Decision Day), I was denied admission into six schools and waitlisted at another three (including Duke). I was filled with questions that day and wondered what I could’ve done differently in high school. After talking to many people and various admission counselors, I have some advice I would like to offer high school students in their quest to reach their dream school.

2013

My first piece of advice is to try and find your strengths and focus on that. Everyone is good at different things and if you can ensure that you maximize your potential in that area, it shows your determination and ability. Another helpful trait is to find something unique that distinguishes you from others. This might be the most difficult aspect because there are so few things that are truly unique. Try to think of something new and make it a reality. This can be in the form of many different things, including conducting research in a lab or a volunteer project or even an entrepreneurial venture. It is also crucial to convey your interest in a particular college from an early stage; I encourage you to visit colleges and try to find something unique about each college that appeals to you. It is a good idea to email admission counselors in order to express your interest and show how serious you are about a particular college. My final piece of advice is to simply remain persistent and focused. The academic aspect of high school is the most important and often the most challenging. Once that has been conquered then it is possible to utilize your abilities to enhance your chances at reaching your dream school.

Acharya-traya A tribute to our Eternal Guides - Dhananjay Samudralwar

Sadashiva samarambha, Shankaracharya madhyama Asmadacharya paryantam, vande guru parampara Our salutations to the lineage of the spiritual guides, beginning from Lord Shiva (Adi Guru), Bhagavan Shankara charya, and all other acharyas who have guided us on the spiritual path What we know today about Hindu religion has been the legacy of these three great masters -Bhagavan Shankaracharya, Sri Ramanujacharya and Sri Madhavacharya. Our sincere obeisance to the three enlightened saints, teachers and philosophers of India who have kept the lamp of Vedic wisdom lighted and inspired hundreds of generations to carry forward the torch. Bhagavan Shankaracharya (788 - 820 A.D) In his short life span of thirty two years, Bhagavan Shankarachrya breathed new life into Hinduism, in a

2013

time when Hinduism was under siege by misguided followers as well as Budhism. He was a great philosopher, excellent teacher and above all a realized master (Brahmanisthi). He presented the interpretations of Vedas with unflinching logic and clarity such that many established religious scholars of the time having defeated in logical argumentation (shastrartha), accepted him as their guru. Shankaracharya propounded Advaita philosophy (Monism). According to him the difference between God and Jiva is one of degree, ultimately they are one and the same, eternal, conscious and Blisss principle. The individual soul (Jeevatma) is the same God principle as Brahman, and nothing else has its own existence (Jeevo Brahmeti na parah).

scientific spirit at the same time wrote several hymns filled with deep emotions and love for the God. For example, in ‘Tatvabodha’, the book of definations, he precisely analyzes human personality, defines what is Atma, what is a body, what is mind, what is intellect, and how these workout in the midst of 5 elements, and three gunas in the nature. Similar are his treatise Atmabodha (Knowledge of Atman) and Vivekachudamani (Crest Jewel of Discrimination). He also composed over 30 hymns/devotional songs (stotras), laden with emotions, in praise of Ganesha, Shiva, Parvati, Rama, Krishna and Hanuman. Ganesh panchartna, Annapurna stotram, Bhaja Govindam and Soundarya Lahari on goddess Parvati, are very captivating.

He is an example of a perfectly realized saint who beautifully synthesized knowledge and Bhakti together; complete surrender to God occurs only after realization of oneness! On one hand he brought out the spiritual truths of Vedas in a strict

Sri Shankaracharya was not only a phiolosopher but an ardent social reformer. In order to bring in cohesiveness in Hinduism with respect to mupltiplicity of Gods and Goddesses he prescribed “Panchayatan Puja”, worship of five main deities- Lord 34

Narayana, Shiva, Ganesh, Lakshmi Devi, and Rama. In order to make sure the Sanatan (Hindu) Dharma prevails and continue he established four Mathas or Centers in east, west, north and southern parts of India and entrusted acharyas to propogate Vedic teachings all over India. These four centers are active even today, after almost 1200+ years. We owe our obeisance to this great rishi of Bharat. Ramanujacharya (1017 – 1137 A.D)

Barely 200 years after Sankara another Acharya of equal stature appeared on the spiritual horizons of India – Acharya Ramanuja. Such was his love for humanity that he was ready to take eternal damnation for the sake of moksha to all. Defying his Guru’s order not to give out the special mantra to anyone, he instead climbed on the roof top of his house and started shouting the mantra he got from his guru, so that everyone, irrespective of their cast, creed, religion, rich or poor etc. gets moksha. Ramanuja was the chief exponent of the ‘Vishista advaita’ philosophy (qualified monism). It teaches that Lord Narayana is the highest reality and individual sole is separate; a soul may be part of Him but not equal to or one with Him). He can be attained through Bhakti (devotion) and service. He is the teacher, the friend, the father, the mother, the child and even the beloved. His Narayana mantras, prayers, offering of various services to Lord Vishnu including waking up, bathing, dressing up, feeding are followed by millions in south India to letter and spirit even today. Sri Ramanuja was an enlightened saint and great social reformer, as

2013

well. He preached the oneness of mankind. Despite being born in an upper caste family, challenged barricades of castes and monopoly of upper caste Brahmins worshipping in temples. He established Vaishnava movement (those who worship Lord Vishnu) and brought millions of so called lower castes into the main stream of the society. He was of the tradition of “Alvars” from southern India. Besides writing great commentaries on the Brahma Sutra (Shribhashya) and the Bhagavadgita, Ramanuja wrote ‘Vedantasaara’, Vedantadeepa’ and ‘Vedarthasangraha’. He was instrumental in building the famous ‘Chaluvanarayana’ temple at Melukote, and other temples in southern India. In the later years of his life, he lived in Srirangam, in the service of Lord Ranganatha, where Lord Vishnu appeared as Sri Varadaraja.

Upanishads and the Brahmasutras. His other works are, ‘Mahabharata Tatparya Nirnaya’ ‘Krishnamrita Maharnava’, ‘Tantrasara Sangraha’. His works also includes ‘Tithi Nirnaya’, a unique work on mathematics. The Acharya was proficient in music also. He is considered as incarnation of Hanuman from Tretayuga and Bhima from Dwapar yuga. A strange episode is said to have occurred when he visited Kurukshetra. The Acharya asked his disciples to excavate a mound in Kurukshetra and they found a mace buried underneath. Acharya explained it was Bhima’s mace from Mahabharat time. He asked disciples to bury it back at the same place.

Again in another 100 years after Ramanuja, dawned saint Sri Madhavacharya, who propounded the ‘Dwaita philosophy’ (Dualism) and the famous “Bhakti” movement. Unlike Shankara’s Advaita, Sri Madhwacharya’s Dwaita philosophy, makes a distinction between, ‘Atman’ and ‘Brahman’ (Dualism) and accepts separate existence for individual soul and the God. However, the individual soul is dependent on God, since it is unable to exist without the sentient support of the Lord.

Sri Madhwacharya was also a social reformer and traveled widely to spread the teachings of Bhakti movement. In Badri, he bathed in the holy Ganga and also observed a vow of silence of 48 days. From there, he traveled to Vyasa-Badri where he is believed to have met Maharshi Vyasa at his hermitage and presented him with his commentary of the Bhagavad Gita. His influence had spread far and wide throughout the country. Scholars all over India paid tribute to his unique analysis and commentaries of the scriptures. The circle of his disciples grew bigger and several got initiated into sanyasa under him. After establishing the Bhakti movement all over India, Sri Madhwacharya left for Badrinath. This day is observed as Madhwa-Navami, when people pay homage to the great Acharya.

Like Shankara and Ramanuja, the proponent of Bhakti movement wrote the famous ‘Prasthanatraya’ – commentaries on the Gita, the

May the three Acharyas bless all with Jnana, Bhakti & Vairagya for accomplishing goal of human life. Hari Om.

Rural Education Initiative – A Collective Effort to Improve Quality of Education - Mr. Papagari Sanga Reddy Former Deputy General Manager, Nizam Deccan Sugars Ltd. Rural regions are the bread baskets of our country and rural population works hard to feed the entire population. In addition, they produce various agricultural raw materials that contribute to commercial industries like textiles and food processing industries. In spite of the relentless hard work of these folks, especially the peasants, the growth rate of rural economy has been a dismal 3% since independence. A lot can be attributed to indifferent policies and can be blamed generally on poor representation of their voices in the governance. The peasants of the villages can be considered the true patriots of the nation but are left to struggle to make ends meet. The problem at the outset is a complex one but the solutions need not be if the rest of the populace works for the empowerment of the rural population. By the time I had retired in 2008 from an executive job in a sugar factory, I had spent most of my life growing up, learning from, and working in rural areas of the country. I also had opportunity to spend a significant amount of my career working in a different country and studying the rural economies in general. I started living in my village, interacting with people, and experimenting with various initiatives to improve the standard of living of peasants in the rural communities. Most people would agree with the fact that rapid development is possible through education. When I studied the educational system in rural

2013

areas, I found only the deprived classes are attending the government schools. Even though the schools had reasonably good infrastructure and qualified teachers, the quality of education imparted was poor. This was, I found, mainly due to non-participation of parents (being poor and illiterate themselves) in the education of their children. The children were neither getting any guidance nor had an environment to pursue their studies beyond the school boundaries. This leads to low achievement and poorly prepared students. In the past few years, a collective effort has been initiated to bridge this gap. I engaged a number of forward-thinking head masters and teachers in few village schools and with their cooperation we initiated after-school study hours for students in the schools. Educated but unemployed youth were drafted to volunteer and supervise the students during these study hours and guide them in their studies. The teachers helped in preparing respective materials to be revised for the day and the youth implemented the same. The youth were being offered Rs 1000 as honorarium for their efforts. The parents appreciated the guidance their children were getting. The teachers found the students to be more engaged in the classrooms. Of course, this raised the profile of these government schools in the villages. The initiative was begun with 10 schools in 2 backward mandals of Nizamabad district in 2010-11. The

next year it was expanded to 20 schools. Currently (2012-13), there are 55 schools in 10 mandals serving approximately 6000 students. The initiative in each school runs for six month every year, from September to February of the academic year. The cost per school is about Rs 6000 per year and benefits approximately 100 students. Initially, the funds were arranged through our family foundation but as the word spread through social contacts and media, a number of individuals came forward to sponsor schools in their villages (some even whole mandals). What has worked well is that the administrative costs have been kept to nil and 100% of the funds donated are spent towards the initiative, donors are given all the credit, and a relationship develops between the donor and beneficiaries. As we started monitoring the program and collective feedback, a number of intended and sometimes unintended (but positive) outcomes are being reported from the schools. Enrollment went up in few schools, in some schools the headmasters and teachers contributed the required amount (a sign of sustainability) and in few schools the youth volunteers (kudos to them) worked for free of cost. The media picked up the story and there have been quite a few news stories about the initiative. We are at an important juncture at this point. The initiative has been set on a Launchpad to take-off and expand tremendously. A number of 39

expatriates have shown interest to expand this initiative to other villages even beyond the Nizamabad district. The simplicity of the model and effectiveness of the intervention has appealed to many people and they have joined to do their part. This is a collective effort to change the landscape of rural education and propel our great nation towards more inclusive development. As they say, “it takes a village to raise a child. You are all welcome to be part of this movement, lead and own the same! Contact Information: Papagari Sanga Reddy (India), Phone: 011-91-8500212659, E-mail: sangareddy.2@gmail.com

Aspirations of a young man from Telangana:

Water supply projects in Andhra Pradesh:

Born in to a middle class family in Manthani, Karimanager district of Telanagana, from my college days at KITS, Warangal, I wanted to go overseas. However, while doing my Master’s program in Rural Management at the Institute of Rural Management, Anand (IRMA), I was influenced by Dr. Varghese Kurien, the milk man of India and wanted to work for the rural development in India. After graduating from IRMA in 1992, I have joined Aga Khan Rural Support Program –AKRSP (I) and lived in a tribal village called Netrang in Bharuch District of Gujarat. In Netrang AKRSPI (I) had a comfortable campus and Netrang was a trading post well connected to Maharashtra. There were shops that stacked all the necessary groceries and all kinds of vegetables and fruits.

Later on, from 1995-98, I worked for Netherlands Assisted Projects Office in Hyderabad and this project has water supply schemes in Guntur, Prakasam, Medak, Mahabubnagar and Kurnool districts, which were funded by Royal Netherlands government. Third phase of this project was to be implemented in Nalgonda district but was shifted to Vizianagaram District. While working with this project, I noticed that higher proportion of foreign aid was going to relatively better off districts in Seemandhra region than to districts of Telangana region. I have observed a lot of corruption and apathy in implementing these water supply schemes. Particularly in Medak and Mahabubnagar districts, many water schemes were incomplete and did not deliver water to the needy people as planned.

Experience in a Tribal Village in Gujarat: In Netrang, working with AKRSP (I), I learnt the ropes of rural development and worked on lift irrigation and canal irrigation projects. I am not from a farming family and my knowledge on agriculture was very limited however I enjoyed working with farmers and established farmers’ cooperative societies and enjoyed facilitating irrigation water to cotton, pigeon pea and ground nut crops of tribal farmers. It was really a very good experience. Many of the projects, I was working on were small scale projects. When I was in Netrang, I used to think about the farmers of Karimnagar and Warangal districts and was wondering why we can’t provide similar services to our farmers. Even now, we have many farmers are facing water shortages in Telangana.

2013

My experience with the poultry industry in Andhra Pradesh and India: I wanted to work on my management skills and I switched my career. From 1998 to 2000, I worked with National Egg Coordination Committee (NECC) and during this period, I have noticed how poultry industry is dominated by Andhra settlers in Hyderabad, the irony is that the founder of Venkateshwara Hatcheries, Dr.BV Rao was a Telangana man. Surroundings of Hyderabad, such as, Shaadnagar area has hundreds of farmers from Guntur region who have established poultry farms, similalrly in Kompally area, people from West Godavari district have established poultry farms. Do you know that Hyderabad Zone chairman of NECC is a settler from West Godavari district and he is in that position since early 80s? 46

My international experience: Like many other young men from Telangana, I wanted to go the west for an exposure and learning and in 2001, I immigrated to Canada with my wife and 2.5 years old son. I have done my Certificate course in International Development from Humber College, Toronto and after that I have worked in different countries such as Malawi, Sudan, Ethiopia and Sri Lanka. Currently, I am working for a non-profit in Calgary, Alberta and I cover countries such as Afghanistan and India. Wherever I go- my native place Manthani, Karimanagar and Telangana region come to my mind. The forests of Malawi brought me the pictures of Adilabad Jungle, dry and hot weather in Dire Dawa town of Eastern Ethiopia brought me the memories of Telangana land, warmth and raw innocence of people in Sudan reminded me the down to earth nature of Telangana people. When I was working and living in Sri Lanka, many people knew about Hyderabad because of various intuitions such as CIEFL, NIRD etc. and used to talk to me very highly of Hyderabad. When I visit Afghanistan, my knowledge of Urdu comes so handy. I always saw and felt the connection to Telangana, wherever I was. As a son of the soil what can I do?: It is more than 12 years since I left our homeland Telangana and now I wonder, what I can do for our “mathrubhumi (motherland)? While living in Canada, I hear the stories on philanthropy of Warren Buffet and Bill Gates, who have donated significant portions of their personal wealth to address the issues of poverty of all over the world. Everyone is not as rich as Buffet and Gates, but at the same time, I observe that many middle class people in the North America support charities such as World Vision, Red Cross and Plan etc. I was very

2013

happy to see many Telangana NRIs (Non Resident Indians) support different causes back home. People like Sudhir Kodati of Ottawa, ON, Canada working (I should say networking!) tirelessly to address the issues affecting our society or Ravi Mayreddy of Philadelphia, PA supporting developmental efforts in Palamoor district or Ashok Manikonda of Houston, TX supporting charities work in Medak district or Srini Palthepu, Chicago, IL supporting different causes in Karimnager district. Truly Inspiring! Volunteering and Supporting a Non-Profit (www.rlfindia.org): I am sure; many more people are supporting different causes back home, kudos to all of you and keep it up! If you are not supporting currently but want to support a cause, it is high time to do it. Our motherland needs you and it is the duty of every daughter and son of the soil. All of us together, we can bring the change we want to see in Telangana and one of the ways is to support development work through non-governmental organizations (NGOs) and voluntary agencies. I am motivated to pay back to our motherland and currently I am volunteering for a small NGO called Rural Library Foundation (www.rlfindia.org). RLF has got a great concept! It supports rural schools in Telangana with a library and RLF has got the support of amazing and committed volunteers who are spread out in USA, Canada and Telangana, India. RLF is started by Telangana professionals to support Telangana children. Please take a look at its website. On a different note, do you know that many non-profits in Telangana are managed by Seemandhra people? I am curious, what are you doing to support our motherland? Please tell us your story; it could inspire some people to make a positive difference!
