City officials say building a sports dome on municipal land will eventually happen, adding they’d rather see the Westbrook dome completed first. Either way, they say it’s important to provide amenities for the indoor leagues by the end of this year. They’d like to avoid constructing two sports domes simultaneously until the market demand will support them. “Based on past research and studies, staff are unsure if there is sufficient demand in the community to support two indoor sports facilities at this time,” staff wrote. Last year, councillors instructed staff to work closely with the Westbrook dome proponents to ensure their project gets built first, with a longer-term plan to open the east end sports dome as the market demand grows.

EMC News – There could soon be another dome sprouting up on Kingston’s skyline. The city is looking to partner with a private company to build and manage a sports dome over its artificial field at John Machin Park. “This type of public/private partnership is a standard model found in a number of other municipalities and would have no additional financial impacts on the city,” according to a staff report for the March 19 council meeting. The push for an air supported dome in Kingston’s east end stems from municipal concerns about the pace of a similar indoor field project by owners of the Westbrook Golf Club. They have pursued construction of the 100-acre Westbrook Dome and Sports Campus since last year, but the project appears to have stalled in red tape between the builders and City Hall. City officials won’t issue a building permit until several mechanical and engineering concerns with the project are dealt with, and standard development charges and building fees are paid. According to the owners of the Westbrook dome, building code requirements and a fire suppression system have pushed the project cost to $5 million, one million dollars more than planned. However, they insist the project will be
completed this fall, in time for the next indoor sports season. “The process has certainly taken more time than we ever would have envisioned,” according to a February 7 report authored by Ken and Anita Harnden. They say the site clearing process has already begun, and $550,000 in development charges will be paid once a building permit is approved. “Our facility will be ready for all user groups for the 2013/2014 winter sessions.” They say the Westbrook dome will serve over 10,000 members of indoor clubs such as soccer, rugby, golf, football, cycling, volleyball and baseball. Kingston soccer and other sports leagues have been without an indoor venue since the privately-run Quarry Sportsplex soccer dome on Division Street closed three years ago. Many clubs either use school gymnasium space, or travel to the sports dome in Belleville. Despite assurances the Westbrook project will go ahead, the city is now insisting on a firm deadline to get it started. If mandatory approvals and fees for the Westbrook dome are not in place by April 15, the city’s recreation and leisure department intends to build its own facility. Staff are asking council to launch a Request for Proposals to find a suitable private partner to build an indoor facility at John Machin Park, beside the St. Lawrence Business Park, which is already home to several outdoor soccer fields. “This operation would be seasonal COVER A BLOCK TOP OF PAGE 100%
