Those who pay attention to our city government may have noticed an evolution in the City Council’s meeting schedule the last few months. In the interest of civic engagement, I’d like bring you up to speed on the changes and the rationale behind them. For several years, the City Council held regular meetings at 7 p.m. on the first and third Tuesday of the month in the City Council Chamber, housed in the low building out in front of City Hall. On the first Tuesday, the meeting was part of “doubleheader” with an afternoon City Council study session in the City Hall Pine Room.

Meeting More Often The councilmembers and I find great value in the study sessions, which enable us to hear staff presentations, ask questions and discuss policy – without the formal rules of a regular meeting. As time passed, it became clear that having just one a month, with the length limited by the regular meeting scheduled following, simply didn’t allow enough time for in-depth discussion on multiple topics. And we have plenty to discuss. After some experimentation, we’ve settled on one meeting and up to three study sessions a month. The third Tuesday will be a double-header – a 5 p.m. study session followed by a 7 p.m. meeting. The first and second Tuesdays generally will have just a 5 p.m. study session. For every rule, of course, there are exceptions. For instance, there will be just one double-header each in July and August, per the City Council’s traditional summer schedule. And there may be other schedule changes too, as events necessitate.

Moving Study Sessions For the last few years, the City Council has held its study sessions in the City Hall Pine Room. We like that arrangement because it allows for faceto-face discussion without the formality of the City Council Chamber. But no sector of Peoria’s government is immune for the current budget crunch, and staff members have estimated that we can save about $30,000 a year in set-up and TV-production costs by moving study sessions back to the Council Chamber. (The aforementioned budget sessions will remain in the Pine Room.) Moving study sessions to the Council Chamber also jibes with upgrades the city is planning to improve chamber access for the disabled. I am aware that these changes could cause some initial confusion. Peoria Has Experts Review Lake Pleasant Parkway Widening ‘Value Engineers’ Look for Ways to Get Most for Taxpayers’ Money Peoria taxpayers may get a little more bang for their bucks as a result of the city’s participation in a demonstration project by SAVE International, the professional society in the field of value engineering. Put simply, value engineering is the analysis of a design or construction project looking for ways to increase value by lowering costs or increasing function. Used often in federally funded projects, it is unfamiliar to many at the municipal level. SAVE would like to change that, and Peoria was its guinea pig. A three-member SAVE team comprising some of the most experienced people in the industry worked with city officials for two-and-a-half days to study the city’s design plan for Lake Pleasant Parkway north of WestWing Parkway. The project will extend the four-lane parkway to Loop 303 and include sewer, water and other utilities, as well as a widened median, trail underpass, meandering sidewalks and enhanced landscaping. With the project about three-fifths of the way through the design process, the SAVE engineers

looked for opportunities to increase the value of the project through cost saving, added functionality or shortened construction methods. “This was a unique opportunity to get a fresh set of eyes on the plans, see if there was a better mousetrap and make sure we were not running full steam into an unforeseen wall,” said Peoria Engineering Director Andy Granger. City officials will review the value-engineering results and determine which, if any, of the recommendations will be adopted. Whatever they decide, Peoria taxpayers will know that the city has gone the extra mile to make sure that public money allotted for the project is being spent in the most efficient manner. This was not the first time Peoria employed value engineering. City engineers used the methodology to evaluate plans for the Butler Water Reclamation Facility and Peoria’s portion of the Beardsley Connection to Loop 101. In the latter case, the study led to creation of the traffic roundabout on Beardsley Road at 81st Avenue.

“Celebrating Peoria’s Past and Preserving its Future” was the theme of this year’s Pioneer Days held in historic Old Town located in the Acacia District. Pioneer Days took place on Saturday, April 2. It was a great community event that included a 5K run, parade, a variety of booths and an opportunity to meet other community members. This year it featured a “Green Zone” that provided information on how we can conserve energy at home and at work. The city has recently implemented several projects that conserve energy.

All of our activities leave an impact (footprint) on our planet, from the water we drink to the energy it takes to produce the clothes we wear. Peoria’s sustainability efforts seek to reduce our effect on the environment, conserve energy, and encourage citizens to meet their needs without compromising the needs of the future. By following a few very simple steps, you can join us as we reduce our carbon footprint, save money and lend a helping hand to future generations. Ironwood District – Councilmember Dave Pearson July marks the beginning of a new fiscal year for the City of Peoria. This means residents may apply for a new round of SNAP Grants. These mini-grants are available to organizations (service, youth, association groups, etc.) to fund projects that solve a neighborhood issue or help develop a sense of community in the Ironwood Council District. Congratulations to the organizers of the 2010 Desert Harbor Winter Fest and the Westbrook Posse Open House who are recent recipients of SNAP Grants. Please go to my city webpage to apply. The Peoria spring festival “Spring into Peoria” attracted an estimated 5,000 visitors in February. The city plans to make this festival even greater in 2012. In addition to free food and lively music, the event highlighted more than 40 local businesses and groups. The Peoria Police Volunteer Program was there as well. This group was organized in 2009 to assist our police officers maintain records, patrol neighborhoods, provide traffic control, and other duties. In a series of study sessions held earlier this month, the Peoria City Council considered the $460 million recommended budget for Fiscal Year 2012, which begins July 1. The recommended budget represents a 1.1 percent increase over last year’s spending plan, largely reflecting the use of outside revenues for large capital projects.

Recognizing the extent to which the recession has affected individuals and households, city leaders have sought to minimize the financial burden on Peoria residents. Property tax and sales tax rates will remain unchanged in FY 2012. Likewise, the rates for residential and commercial solid waste collection will stay the same.

The recommended budget is aimed to preserve the high quality of life Peoria residents have come to expect. This begins with a commitment to public safety. The budget retains the same number of firefighters, and even though two police officer positions have been frozen, the number of officers on the street will not change. The budget maintains the city’s commitment to youth recreation programs and activities, and again provides funding for small, targeted capital improvements under the Community Works program. Resources also are provided to support the City Council’s commitment to private sector investment and job creation.

Not all rates and fees will stay the same, however. A small number of recreation and development user fees have been adjusted to help recover the full cost of these services. Meanwhile, moderate rate increases are proposed for water and sewer services to address growing cost pressures and capital requirements. These increases will be the first in more than three years for Peoria customers, who continue to enjoy relatively low utility rates compared to other Valley cities.

Like most other governments in Arizona and the U.S., Peoria has had to make significant spending cuts over the last three years to compensate for declining tax revenues. Even though positive economic trends point to higher sales tax collections in the upcoming year, the city had to close a $3.7 million shortfall in its primary operating account, the general fund. The costcutting strategies used to balance the budget will not have a noticeable effect on core services to the community. As a service-based organization, personnel costs account for 70 percent of Peoria’s ongoing operating costs. As such, balancing the FY 2012 budget required further adjustments to the city’s staffing level. The recommended budget proposed 37 fewer positions compared to the previous year, bringing to 158 the total number of jobs shed since the onset of the recession. Most of the 37 positions to be eliminated were left vacant either through natural attrition or through a voluntary severance program offered to employees last fall. The recommended budget proposes the elimination of 10 filled positions for a cost savings of $774,000. All of the employees in these positions are expected to be placed in open positions around the city.

At $477 million, the city’s 10-year capital improvement program is smaller than in recent years. This reflects the impact of lower property valuations on property tax collections used to pay the debt on bond-funded projects, as well as a slowdown in impact fee revenues used to pay for growth-related projects. Even so, the capital plan includes several high-profile projects for FY 2012, including the widening of Lake Pleasant Parkway north of West Wing Parkway and the construction of the city’s second community park at 83rd and Olive avenues. Peoria Is Making Connections With New Trail Segments Linking Existing Ones, City Will Have 10 Miles of Continuous Path Peoria recently completed the New River Trail segment between Bell Road and Union Hills Drive. Coupled with an underpass connection at Grand Avenue that will be done by the end of summer, it means Peoria citizens will enjoy more than 10 miles of continuous trail from Olive Avenue in the south to Williams Road in the north. Since the trail makes connections under the roads/ bridges traveled by vehicles, users won’t come into conflict with automobile traffic. City trails can be used from dawn to dusk but are not lighted for evening use. Motorized vehicles are prohibited, with the exception of motorized devices for people with disabilities. The trail has been designed per Americans with Disabilities Act standards. Horses and their riders also are welcome on the trails. “The important thing to remember is to share the trail system with everyone, no matter whether they are riding a bike or horse; running or walking; or rolling on skateboards or rollerblades,” says Peoria Parks Manager Kirk Haines. “The trail has been designed to accommodate all non-motorized uses.” It is a green alternative that enables users to reduce their carbon footprints while improving their health and fitness. “The City Council has made it a priority to develop a trail system that our citizens can safely enjoy for recreation and fitness,” Haines says, “or just to use your bicycle instead of an automobile to get to your favorite restaurant or to a baseball game at the Peoria Sports Complex.”

So What’s Next? Completing the New River Trail underpass at Grand Avenue and the railroad is huge milestone. That will link to two more miles of trail southward to Olive Avenue. Later this year, the city will begin construction of an underpass planned at Olive. Peoria also is planning to build another mile south to Northern Avenue in 2012. Peoria also is working with Glendale to extend the trail further south, under Northern Avenue and on to Glendale’s Grand Canal Trail. To the north, there are plans to extend the trail toward Happy Valley Road to connect with Terramar. Once those segments are completed, there will be more than 13 miles of trail along the New River channel and no conflicts with vehicular traffic. Since the Skunk Creek wash trail is already complete, Peoria will be tied in fully to Glendale, Phoenix and Scottsdale trails.

Ideas for Skunk Creek Wash Peoria also plans to build a parking area and trailhead just southeast of where the Skunk Creek trail passes under 83rd Avenue. From there, users will able to access Rio Vista Community Park and the New River Trail to the southwest, as well Glendale trails to the northeast – and Phoenix and Scottsdale trails beyond. The trailhead is designed to provide parking areas for equestrian users who pull horse trailers, but anyone will be able park in the lot and access the trail from this location. Also on the drawing board is a parallel trail on the north side of the Skunk Creek wash that will allow pedestrian access to the practice fields at the Peoria Sports Complex, and complete a loop around the Skunk Creek wash between 83rd and 75th avenues.

Parks to Enhance Oldtown, Three Neighborhoods Osuna Park, the gateway to Oldtown Peoria from Grand Avenue, is receiving some renovations and additions. Bordered by Grand to the north, 83rd Avenue to the east, Washington Street to the south and the Peoria Center for the Performing Arts on the west, the park will double in size and provide a gathering space for events in historic Oldtown. There will be a circular staging area for outdoor activities, restrooms, public art and a rose garden to acknowledge Peoria’s rich agricultural history. The goal is to complete the upgrades to Osuna Park in time for Peoria’s end-of-the-year Holiday Festival in Oldtown. Peoria also is moving forward with the construction of three new neighborhood parks scheduled for completion by the end of the year: • S cotland Yard Park, located southwest of Scotland and 91st avenues, is scheduled to open in September. The park will feature basketball and tennis courts, playgrounds, picnic shelters, an off-leash dog area and an orchard with a variety of citrus plants. The park also will have low-water-use turf areas and landscaping. • P alo Verde Park, located in Terramar, is under construction. Scheduled for fall completion, it will feature playgrounds, picnic areas and two basketball half courts among its amenities. This particular site is rich with cultural resources that will be preserved and protected amid recreational use of the park. • P eoria will start work this summer on a second park in Vistancia, along Westland Drive and adjacent to Lake Pleasant Elementary School. The park will have playgrounds, picnic areas and a lighted perimeter walking path – as well as lighted basketball courts on the school grounds.

Peoria is pursuing a number of economic development projects involving the Entertainment District around 83rd Avenue south of Bell Road. The city is working with Gensler, a global architecture, design, planning and consulting firm, on ways to enhance the Entertainment District as a destination. Gensler was in the news recently for being selected to design a proposed football stadium and events center in downtown Los Angeles. For Peoria, Gensler will sift through research, interviews and survey results to discern key elements for the Entertainment District’s identity. Once the identity is finalized, Gensler will look at ways to redesign the area, with an eye toward improving connectivity and walkability. Another initiative involving the Entertainment District is the 17-acre Sports Complex redevelopment project. The Peoria Sports Complex Urban Design Plan adopted by the City Council in July 2010 features a mixed-use concept to replace the surface parking on the east side of 83rd Avenue. The city did a public solicitation for a mixed-use

project, and a local developer teamed up with a financial partner to submit a concept incorporating public open space, dining, entertainment venues and retail with a boutique hotel and conference center. The first phase of the project will be two parking garages at the Sports Complex to compensate for the loss of surface parking. There is good news about the vacant site of the former Chili Davis Premier Baseball on Paradise Lane. A group called It’s All in the Game is in the process of purchasing the building to open a baseball academy focusing on player development. The company has extensive experience in sports medicine and is looking to open its doors this summer.

Peoria’s Population Grows by 42 Percent in 10 Years 2010 Census Data Shows a Slowing in Growth According to the U.S. Census Bureau, Peoria’s population sits at 154,065, compared to 108,364 in 2000. The city of Peoria continues to gain population, but at a slower rate than in past decades. The numbers released include population, housing, and ethnicity data for Arizona, including specific numbers by county and municipality. The information was gathered during the decennial census conducted on April 1, 2010. Of the 20 largest cities in Arizona, 12 are in Maricopa County. Maricopa County’s population was 3,817,117, representing an increase of 744,968 people, a 24.2 percent increase in population since Census 2000. The numbers indicate that the 10 largest cities in Maricopa County include Phoenix (1,445,632), Mesa (439,041), Chandler (236,123), Glendale (226,721), Scottsdale (217,385), Gilbert (208,453), Tempe (161,719), Peoria (154,065), Surprise (117,517), and Avondale (76,238). In terms of total growth by percentage, Buckeye was the fastestgrowing community in the Maricopa region, adding 44,339 people since 2000 for a growth rate of 678 percent.

The second exhibit to be spotlighted in Peoria’s City Hall Gallery is “Arizona Artists” – with pieces from the West Valley Art Museum’s permanent collection. The show, which runs through July 28, is one of many city activities marking the Arizona Centennial, which is Feb. 14, 2012.

Group plants with similar water needs on the same valve. Accommodate different watering needs by using multiple valves. A properly installed anti-siphon/vacuum breaker assembly prevents dirt, fertilizer or other hazardous substances from contaminating drinking water. • Avoid oddly shaped or narrow turf areas. When an area is less than 10-feet wide, it’s difficult to avoid wasting water. • Install enough emitters to wet the root zone. At maturity, large trees may require 12 or more emitters. Small or newly planted trees may need only three-to-five emitters. • Try not to install more than 200 feet of poly tubing from valve to end cap, or a total flow of 200 gallons per hour per valve. Show Is First Under Partnership Between Peoria, West Valley Art Museum

Curated by Lori Toczek and George Palovich, the exhibit includes some of the best-known names in Arizona art from the past 100 years. Sculptor George Phippen is represented by his bronze sculpture of Father Keno. Internationally known painter, printmaker and sculptor Fritz Scholder; painter and sculptor John Dawson; painter Ann Coe; painter Earl Linderman and many others will round out the display. In April 2010, Peoria agreed to provide safe, secure storage for the museum’s 1,651-object art collection. The museum had been seeking a place for its $1.5 million collection of Arizona art, ethnic dress and international fine prints since the financially driven sale of its building in December 2009. City Upgrades Online Sales-Tax Filing for Businesses

Peoria Gives Children Options for Summer Fun

Peoria has overhauled e~Tax, its online taxreporting system for businesses.

Peoria’s Community Services Department offers a wide variety of summer programs suitable for kids of all ages.

Following recent changes, users who visit etax. peoriaaz.gov can: • Experience an interface that looks more like the familiar city website; •

Opt out of receiving paper returns; and

Set up automated payments.

Users also can apply for business licenses, file sales-tax returns and make payments. Business users also may view their account statements, access information on their licenses and review limited past filing information. Businesses taking advantage of the e~Tax upgrades can speed up the filing process and reduce their paper use. Online filing also leaves less room for error since clients input their information directly into the system. And since city workers no longer need to input data from tax returns, it frees up staff time for other duties. “It’s really a win-win-win scenario,” says Peoria’s Finance Director Brent Mattingly. “e~Tax is now more convenient for users and more costeffective for the city – plus, cutting down on paper was another step Peoria could take toward sustainability, which benefits us all.” Peoria has allowed businesses to file their sales taxes online since 2005. It was the first Arizona city to do so.

The Tiny Tots, Summer Rec Drop-In and Step Out program all offer daily arts and games activities. There are optional field trips for an additional cost. All operate weekdays from May 23 through July 14 and cost $60 for residents; $100 for nonresidents. • Tiny Tots is for children ages 4-5. Locations include Peoria and Parkridge elementary schools. • The Summer Rec Drop In program is for rising first- through fifth-graders. “Drop-in” means the children may leave at anytime without permission. Locations include Cotton Boll, Country Meadows, Coyote Hills, Desert Harbor, Oasis, Sky View and Vistancia elementary schools. • The Step Out program is for youths ages 10-15. Locations are Sunrise Mountain, Peoria and Centennial high schools. Summer Camp Summer Camp provides arts and crafts; science projects; group games; and weekly field trips included in the cost for children ages 5-14. Last year, field trips included movies, swimming, the circus, Oasis gymnastics and a Phoenix Mercury women’s professional basketball game. Program hours are Monday through Friday, 6 a.m. to 6 p.m., from May 20 through Aug, 5. Locations include Alta Loma, Cheyenne, Frontier, Oakwood, Parkridge, Paseo Verde, and Zuni Hills elementary schools. Summer Camp is $24 per day or $100 per week for residents and non-residents. I will miss so many of you and especially working with our great staff in providing quality facilities, programs and services for all of our citizens and guests. I have so many treasured memories from building new parks and facilities to expanding library services, starting new recreation programs, to Spring Training expansion in Arizona. I had the privilege and opportunity to work with so many excellent City Councils and I thank Mayors Tang, Travers, Forgia, Keegan and Barrett for their support. In addition, thank you to our wonderful citizen volunteers from our Parks and Recreation, Library, Youth, Veterans and Arts Boards and Commissions. Our success is also based on the participation of our wonderful Friends of the Library and Peoria Diamond Club. Our programs are exemplary due to our volunteer youth coaches and all our great volunteers at our special events, swim meets, senior programs, adaptive programs, library services and park watch. We implemented a lot of great programs over the years because of the support of our partners, like the Peoria Unified School District, Little League, Pop Warner and soccer organizations, the Peoria Boys and Girls Club, Theater Works, and so many others whose mission is to serve our Peoria citizens. Teen Programs Step Out Teen Summer Recreation Step Out Teen Summer Recreation – Grades 6-9 is a DROP-IN PROGRAM which means children may sign themselves in and out of the program at anytime during program hours including those that arrive on the bus shuttle. Step Out offers a full schedule of on-site activities and daily field trips. Field Trips are scheduled daily with the calendar available on-line starting April 28. Review site calendar daily for updates or talk to the site leader for information. Please arrive at 8am or 45 minutes before departure time so your child does not miss the trip. No refunds are given for missed trips. BUS SHUTTLE SCHEDULE: Peoria High School will shuttle participants from Cheyenne, Ira Murphy, Santa Fe, Country Meadows, Sun Valley, Cotton Boll, Alta Loma and Peoria Elementary. Centennial High School will shuttle participants from Oakwood, Sundance, Oasis, Paseo Verde, Sky View and Desert Harbor. Sunrise Mountain High School will shuttle participants from Apache, Coyote Hills, Frontier, Zuni Hills, Parkridge, Vistancia and Lake Pleasant.

STEP Out After Hours The STEP Out After Hours program is to accommodate those participating in the STEP Out program who want additional summer time supervision. Participants will be bussed from their STEP Out site to the Rio Vista Recreation Center where parents will pick-up their teen any time before 6pm. The After Hours program will be staffed by City of Peoria Teen TEAM Staff. Participants will have access to the Climbing Wall, Game Room, Gymnasium, in addition to arts and crafts and board games. Dive Team Information The City of Peoria is pleased to announce the expansion of the City of Peoria Dive Team League for 2011. Changes for 2011 include: • Practice four days a week • Six dive meets (including the championship meet) • Three Sunrise Teams • One Peoria Team The Dive Teams are recreational for ages 6 - 18 and will be divided into 4 teams (Sunrise RED, Sunrise GREEN, Sunrise PURPLE and Peoria BLUE). Teams will practice four days a week from May 23 - July 8 and compete in 5 dive meets and a league championship meet. Aquatic Programs - Classes Swim Lessons (6mo-5yrs) Parent-Tot Ages 6 mo. – 2 yrs. This class will focus on fun and help children become acclimated to the water. Parents must be in the water with the children during this class. Instructors will provide games/songs for skill development.

Preschool A Ages 2 yrs – 5 yrs. This class is for those who have never taken swim lessons and/or are not comfortable in the water. Parents may participate during the first week, but are not required if the child is comfortable.

Preschool B Ages 3 yrs – 5 yrs. This class is for those who are comfortable in the water and/or have passed Preschool A. Children will be working with an instructor (and not a parent) during this class. Children will begin swim movements and learning to float.

Preschool C Ages 3 yrs – 5 yrs. This is an advanced preschool class, with similar skills to the Level 2 and Level 3 course skills. This class will focus on independence in the water and coordinating arm and leg movements properly.

Swim Lessons (5yrs-13yrs) Level 1: Introduction to Water Skills Ages 5 yrs – 7 yrs. This class is for those who have never taken swim lessons and/or are not comfortable in the water. Swimmers must be able to work with an instructor without a parent.

Level 2: Fundamental Aquatic Skills Ages 5 yrs – 13 yrs. This class is for those who are comfortable in the water and have been taught some basic water skills, and /or have passed Level 1.

Level 3: Stroke Development Ages 5 yrs – 13 yrs. This class is for those who have passed level 2 and/or are able to swim unassisted for 15 yards.

Level 4: Stroke Improvement Ages 5 yrs – 13 yrs. This class is for those who have passed level 3 and/or have a solid foundation of the strokes. Swimmers in Level 4 will be swimming backstroke, breaststroke, butterfly, freestyle, elementary backstroke and sidestroke for distances of 25 yards or more.

Level 5: Stroke Refinement Ages 5 yrs – 13 yrs. This class is for those who have passed Level 4. Swimmers will work on refining their strokes and increasing their distances.

Level 6: Swimming & Skill Proficiency Ages 5 yrs – 13 yrs. This class is for those who have passed Level 4. Swimmers will work on refining their strokes and increasing their distances.

Beginner Dive

Aqua Boot Camp: For Adults, this high intensity boot camp combines cardio and strength training circuits. Your certified drill instructor will challenge you with water and land exercises. Summer Teen Sports Camps

Teen Sports Camps are offered for participants ages 12-17. Registration Fees: Peoria Residents $50 / Non Resident $80 Basketball (Boys & Girls), Volleyball (Girls), Soccer (Boys & After Apr. 25, Peoria Residents $70 / Non Resident $100 Girls), and Softball (Girls). Three, 2-week sessions are set to run between June 6 and July 14 at Rio Vista Recreation Center and Community Park. Participants take part in sport specific Youth Basketball training, speed, quickness and agility drills. Cost Per Session (ALL CAMPS): Rio Vista Members $95/ Non-members $100. Kids Hooked On Golf This year’s Kids Hooked On Golf will be held and run by Peoria Pines Golf & Restaurant (formerly Country Meadows). Peoria Pines prefers kids to provide their own clubs, inventory of junior clubs is limited. Kids must have their own clubs for Friday golf. Maximum of 32 kids per class, minimum of 8 per class. Adaptive Recreation Program Special Olympics This internationally recognized sports program is open to cognitively disabled individuals 8 years and older. Athletes must have a current physical on file with the Adaptive Recreation staff in order to be registered for Special Olympics competition and training.

Summer/Fall Special Olympics Sports Registration There is a biannual $25 participation fee for Special Olympics. This fee will allow athletes to participate in any of the following sports: swimming, soccer and fall softball. Call the Community Center to register. Course #

DES/DDD Funded Programs

The City of Peoria Adaptive Recreation Program contracts with the Department of Economic Security, Division of Developmental Disabilities, to offer a variety of Day Treatment and Training Services. The primary goal of all DES/DDD contracted programs is to enhance social and independent living skills through various recreational opportunities and through community outings and service projects. All programs are staffed on a 1:4 staff-to-participant ratio, so a moderateto-high level of independence is required.

After School Recreation Program This program provides age appropriate activities for students 12-22 years of age. Program days follow the Peoria Unified School District calendar. Registration for the 2011-2012 school year will be accepted after July 1st.

Adult Day Recreation Program This program is designed to provide unique and challenging activities in a small group setting. To inquire about openings at our two sites, contact Brian at (623) 773-7925.

Elementary Summer Recreation Program This is an 8 week program for individual’s 6-11years of age. It runs from 8am-2:30pm five days a week as an integrated program in conjunction with the City of Peoria’s Summer Recreation Program. The Summer Recreation Program uses DTS hours and respite hours.

High School Summer Recreation Program This is an 8 week program for individuals 12-22 years of age. It runs from 8am-2pm five days a week as a selfcontained program and uses a combination of DTS and Respite hours. These programs are first come first serve so call (623) 773-7436 and ask for Jodi or Brian to request an application. Make sure you ask your support coordinator for DTS paperwork for the summer!

Adults aged 50 and better are encouraged to take part in activities offered throughout the year at the Peoria Community Center, 8335 W. Jefferson (2 blocks S. of Peoria Avenue). There is no membership fee required and programs are open to residents and non-residents. LUNCH & TRANSPORTATION The Community Action Program (CAP) invites seniors 60 and older for lunch at 11:45 am, Monday through Friday at the Center. A $2.50 ($3.00 on special event days and for those under 60) donation is requested to help offset food costs. The cost of the meal is done on a donation basis so that each of you can pay what is within your financial reach. Copies of monthly menus are available at the desk. New “Be Water” Sculpture At Sunrise Mountain Library

Read Play Win! The Summer Reading Program 2011 is once again co-sponsored by the Arizona Diamondbacks and the Arizona Republic. The sculpture, ‘Be Water’ is the creation of husband and wife team, Tom and Jean Latka out of Colorado. “Be Water”, is a sculpture comprised of 3 large independent forms ranging in heights of 14, 18 and 20 feet. They design incorporates concrete, glass, ceramics and metal. The placement at Sunrise Mountain Library along Lake Pleasant Parkway is the first sculpture by the artists in Arizona. Theme: The motion of “Be Water” acknowledges the beauty of water. The curves of the sculpture mirror the movement of the roofline on the building. It provides contrast by creating a water element in an arid environment while also making a connection to the architecture of the library.

Registration for trips is on a first come, first served basis. PAYMENT IS DUE AT TIME OF REGISTRATION. Times, and occasionally prices, are subject to change. Cancellations: For events where a ticket has been purchased or space booked from an outside agency (theater, travel company, etc.) we cannot issue a full refund, we can only try to resell your ticket, or you may sell it yourself. In some cases, a partial refund will be mailed to you in approximately 3-4 weeks. Transportation is by school bus, City van or charter bus. All trips require a minimum number of registrations. Please arrive at least 15 minutes before departure time.

City of Peoria Youth Scholarship Program Community Services Department How Can My Child Participate in the Scholarship Program? Overview The City of Peoria Community Services Department offers recreation programs which are supported by user fees paid by participants for each program in which they register. The Community Services Department is committed to making its programs accessible and affordable to all the citizens of Peoria. The Youth Scholarship Program enables the Community Services Department to fulfill this commitment. Eligibility Requirements To qualify for reduced fees, the parent(s) or legal guardian(s) of the participant must meet the following guidelines: 1. Participate in a state or federal assistance program: • Aid to Families with Dependent Children (AFDC) • Supplemental Security Income (SSI) • Supplemental Security Disability • Insurance (SSDI) • Women, Infants, & Children (WIC) • Reduced Lunch Program/Free Lunch Program • Subsidized Housing (HUD) • Department of Economic Security (DES) • State Foster Care Program OR 2. Annual Income within federal HUDlow-income guidelines.

Guidelines • Four requests per youth per calendar year or $150 per youth per calendar year. • Scholarships are for youth, ages 18 and younger. • The Youth Scholarship Program is limited to City of Peoria residents only. Proof of residency is required.(water bill, drivers license, etc.) • All participants in the Youth Scholarship Program must pay a minimum of $5 per program to be registered. • Scholarships are issued for registration fees only, all supplies and other costs are the participant’s responsibility. • Parents whose annual income falls within federal HUD low income guidelines will be considered for scholarships in the following increments: 20%, 40%, 60% & 80% • Documentation of guardianship, participation in a state or federal assistance program and/or annual income must be supplied before a scholarship may be awarded. Documentation for annual income must be from the previous year’s Federal and State income with attached W-2 wage statement tax forms. Documentation is valid for one calendar year (January –December). • Peoria Youth Scholarships are not available for DES funded programs such as the AM/ PM Program and Summer Camp.
