Overview The 2016 JCI World Congress in Québec, Canada offered delegates the opportunity to learn new skills, share best practices and harness a renewed passion for JCI as a global organization. Hosted through collaboration between JCI Québec City, Canada and JCI, the event featured workshops, skills development trainings, forums and special keynotes, which included KPMG Ambassador and Double Olympic Champion Alexandre Bilodeau, UNESCO Director-General Irina Bokova, Andrew and Geoff Molson of Molson Coors Brewing Company, President and CEO of Québec International Carl Viel and Canadian Astronaut Chris Hadfield. Delegates seized the opportunity to learn more about what role businesses have in advancing the Global Goals for Sustainable Development during the Making Global Goals Local Business forum. Members also had the opportunity to learn more about how to get involved in the Global Youth Empowerment Fund, which financially empowers youth-led organizations to advance the Global Goals in their communities worldwide. At the Problem Solving for Peace workshop, active citizens explored concrete actions aligned with the JCI Active Citizen Framework that individuals can take to mobilize young people toward the establishment of peaceful, inclusive and just societies. Eight former JCI Presidents gathered at the Meet the JCI Presidents Forum to provide delegates with the unique opportunity to sit with, hear from and discuss JCI’s legacy and how they served as leaders to the organization. The JCI Ten Outstanding Young Persons of the World (JCI TOYP) Honorees shared their stories and inspired delegates during the JCI TOYP Workshop: Collaborating for Impact, moderated by JCI Ambassador John Loughton. These extraordinary individuals were recognized for their incredible achievements in creating sustainable impact in their communities and across the globe during the 2016 JCI Awards Ceremony featuring the JCI TOYP Honorees. The event also provided a platform for collaboration. JCI and the Let’s Do It! Foundation formally signed a Memorandum of Understanding, launching a partnership to activate individuals worldwide to lead a global clean-up day. The 2016 JCI Board of Directors along with 2016 JCI National Presidents and Chief Delegates conducted the official business of the World Congress at the General Assembly. Business included official reports from the year about finance, partnerships, 2017 and 2018 JCI Events, constitutional amendments, JCI Foundation donations, a membership dues increase and the election of the 2017 JCI Board of Directors. Historically, the JCI General Assembly voted to increase annual membership dues from US $10.50 to US $13.00, effective 2018. After the 2017 JCI Vice President, Executive Vice President and President Candidates Presentations and Caucuses throughout the week, JCI National Presidents voted on the 2017 JCI Board of Directors and 2017 JCI President. 2014 JCI Executive Vice President Dawn Hetzel of JCI USA was voted and sworn in as 2017 JCI President. President Elect Hetzel’s term as JCI President officially begins January 1, 2017. She will serve as the global leader of the organization and plans to work with members to Build a Better Future for JCI on its path to sustainable global impact. The event culminated with the JCI Presidential Inauguration before delegates enjoyed a delicious dinner and celebrated late into the night during the Farewell Ball.

Affiliations The General Assembly reviewed the status of several National Organizations, approving and disqualifying based on the merits of each case as recommended by the Admissions committee. Membership Dues Increase The 2016 JCI General Assembly voted to increase membership dues from US $10.50 to US $13.00, effective January 1, 2018.

JCI Constitutional Amendments The JCI Board of Directors proposed the following amendments to the JCI Constitution, which were approved by the JCI General Assembly: BYLAW 3-24. RECOGNIZED NATIONAL ORGANIZATION OFFICERS: Each National Organization Member shall submit, within thirty (30) days of election, a complete list of its Board of Directors, including the National President. This list shall be accompanied by a certification signed by the outgoing National President and Secretary General, attesting to the fact that the National President and Board of Directors were duly elected by the National Organization, are qualified to take office, and requesting recognition by JCI. In the event that a question arises as to qualification, or in the event that more than one individual or group of individuals seek recognition from JCI as National President or National Board of Directors, the matter of recognition shall be settled by the Executive Committee, based on the recommendation of a committee of not less than three (3) members of the JCI Board of Directors appointed by the President. The decision of the Executive Committee shall be final.

JCI Policy Manual Amendments The JCI Board of Directors proposed the following policy changes to the JCI Policy Manual, which were approved by the JCI General Assembly: POLICY 2-3. WORLD PEACE: The organization shall engage in initiatives including efforts and activities to create greater engagement and awareness for peace. The initiatives shall be held at the international level. National and Local Organizations are encouraged to support these initiatives with similar efforts and activities. Reason: Given the content of the preamble to the Constitution and commitment to strive for everlasting World Peace as provided for in Article 2–9 JCI has not been doing anything to fulfill this commitment. POLICY 8-1. TRAVEL: SECTION 2. TRAVEL PRIORITIES: The newly elected Executive Committee is responsible to determine priority travel by all Local Organization to all National Organizations, excluding the President’s travels. In establishing National Organization travelling priorities, every effort shall be made to ensure that in those National Organizations where travel has been determined a necessity, there is no duplication of visits by Executive Vice Presidents and their assigned Vice Presidents. It shall be encouraged that there be a follow-up visit by the Vice Presidents where necessary and practical. POLICY 14-3. HANDOVER OF FILES: Following the election and appointment of Officers at Congress, all outgoing Executive Vice Presidents and Vice Presidents Officers shall meet with the newly elected and appointed Executive Vice Presidents and Vice Presidents Officers for handover of files and exchange of information. All outgoing Officers shall prepare written handover notes which shall include but not limited to: challenges, accomplishments, pending and ongoing matters and recommendations.

POLICY 18-5. JCI TRAINING SKILLS DEVELOPMENT COMMITTEE: SECTION 1. OBJECTIVE: The purpose of JCI Trainings Skills Development shall be to promote training and development activities in the National and Local Organizations aligned with the annual JCI Plan of Action and provide support to the implementation of training skills development at JCI Events. The Chairperson of this Committee shall also make recommendations to the JCI President on the current training courses promoted by JCI and on new courses to be developed, based on the input from the Committee members and from their respective Areas. SECTION 2. PROCEDURES: The procedures and criteria to conduct JCI Official, Recommended and Free courses will be described in the JCI Training Skills Development Policy Manual, annually reviewed and approved by the JCI Executive Committee. POLICY 18-12. JCI DEVELOPMENT COUNCIL: SECTION 2. CHAIRMAN: The President shall appoint a JCI Development Council Chairman and a Deputy Chairman who shall target, in consultation with the President and Executive Vice Presidents, countries where it is felt that intensive recruitment and retention efforts could yield significant increases in quality JCI members. The Chairman shall implement and administer a strategic growth plan for the targeted nations, including funding support, incentive program orientation activities, retention efforts and overall tactics to increase the number and quality of JCI members. He shall serve for a period of one (1) year and shall report to the President. Reason: This section talks about the appointment of a Chairman and a Deputy Chairman but, in practice, there is no Deputy Chairman. POLICY 18-12. JCI DEVELOPMENT COUNCIL: SECTION 4. DEVELOPMENT COUNCILORS: The President, on the advice of the Executive Vice Presidents, the Secretary General and other members of the JCI staff requested by the President to assist, National Organizations will elect select Development Councilors for their respective Areas to help implement the growth and development strategy and to work in coordination with the Area Development Chairman. Area Development Councilors shall serve for a period of one (1) year and shall report to the Area Development Chairman. Reason: The policy states that the President appoints Area Development Councilors with the Executive Vice President, the Secretary General and and World Headquarters staff member. However, this is not the practice. POLICY 21-1. DUES: SECTION 3. GENERAL ASSEMBLY REVIEW: The dues set forth in Sections 1 and 2 of this Policy shall be reviewed by the General Assembly as stated in Bylaw 21-1. At the January Board Meeting, the Secretary General will present budget projections for the upcoming five (5) years. Based on these projections, each odd-numbered year, the Finance Committee will send by August 1st a recommendation to the General Assembly for a review of dues set forth in Sections 1 and 2 of this policy as stated in BYLAW 21-1 to come into force in the year following the ensuing year. Reason: Proposal to assure that the dues will be reviewed every two years as stated in Bylaw 21–1.

POLICY 21-3. MEMBERSHIP REGISTRATION DETAILS: SECTION 4. FURTHER REQUIREMENTS: Each National Organization shall furnish the following details of its individual members: a. Name b. Mailing address c. Date of birth d. Occupation e. Date of joining JCI f. Senate number (if any) g. Trainer status (if any) g. E-mail address h. Mobile number i. Gender Reason: Proposal to remove the trainer status as we do not use this anymore. POLICY 22-1. GENERAL BUDGETARY POLICY: SECTION 2. CONTINGENCIES ACCOUNT: General Assembly shall include in the budget a sum not exceeding two (2) percent of dues income under the heading of Contingencies Account. The Finance Committee or the President is empowered to expend all or part of the amount allocated to further the interests of the organization within the limits of the current policy. cover unexpected events that were not reflected on the budget of the current year. No more than one-third (1/3) of the Contingencies Account shall be spent under any one budgeted heading. The Contingencies Account shall not be an accumulative account; if at the end of the calendar year the sum on the contingencies account is unused, it shall be considered as surplus of the Organization and be put into the savings. Reason: Defining that account is not accumulative so it should be realized as profit of the organization at the end of the year. Also, setting account’s parameter that it can be used only for unexpected event occurred in the year. POLICY 22-1. REVISION OF BUDGET: In January and June of each year, the Treasurer shall recommend to the finance Committee revisions to the budget based on any unusual or unexpected changes in income or expense. The Finance Committee shall submit such budget revisions to the Board of Directors for approval at its January meeting or by mail ballot. The General Assembly shall be notified of any revisions to the budget within fourteen (14) days of the approval of such revision by the Board of Directors. POLICY 22-4. MONTHLY FINANCIAL STATEMENTS: The Secretary General shall prepare monthly financial statements that provide an overview of the expenses of the preceding month, the beginning of the year to the end of the preceding month, and a comparison to the previous year according to a predefined and approved template that shall be recommended by the audit committee, and provide these to the Finance Committee no later than the last working day of the current month. POLICY 22-1. OFFICER EXPENSES: SECTION 2. PROCEDURE. Claims for reimbursement within the budgeted amount of expenses incurred must be submitted to the JCI World Headquarters within 45 (forty-five) thirty (30) days of incurring the travel. A copy shall be forwarded to the appropriate Executive Vice President when applicable. Claims submitted late shall not be reimbursed except with the specific consent of the President, and only in extraordinary circumstances.

No reimbursement for expenses shall be made for claims submitted later than January 31 following the fiscal year to which they relate. Reason: To keep financial records accurate and up-to-date. POLICY 22-7. DEVELOPMENT GRANTS: SECTION 1: National Organizations and Area Associations may request financial assistance in the form of development grants for specific projects contributing to growth and development, leadership development, development of National Secretariats, training and Local Organization and National Organization extension. Such requests may be considered for approval by the JCI Executive Committee, provided the application has been made to the JCI Secretary General at least fourteen (14) days prior to the meeting at which the application is to be considered. Seven (7) days prior to the Executive Committee meeting, the JCI Secretary General shall provide the Executive Committee with the total amount of funds available for disbursement as grants. In all cases, grant applications for sponsorship/ support of National Presidents or (Area Development Council) meetings of the four Areas and the development of National Secretariats shall be given priority by the Executive Committee.
