It was a bittersweet day for PineStrawberry firefighters Friday. A 70-year-old man died in a house fire despite firefighters gallant efforts to save him. Later, firefighters rescued a woman who had flipped her vehicle and was trapped inside. About 2:20 p.m. Jan. 27, firefighters were called out to a mobile home on fire in the 3500 block of North Highway 87, less than half a mile from the fire station off Hardscrabble Road. Dense smoke was coming from the 10-foot-by-30-foot trailer when they arrived. Firefighters knew the home well as they had visited it several times before when the homeowner called for medical help. Firefighter Coty Chester immediately entered the home while other firefighters stretched a hose to the front door, said Fire Chief Gary Morris. He found a 70-year-old man inside unconscious and pulled him out of the home. The man was in cardiac arrest so

With the water in Tonto Creek too high for many east side residents to safely cross and prescriptions running low in Tonto Basin, residents called on Gila County for help. On Wednesday, the Gila County Office of Emergency Management sent medication across using a new piece of equipment never deployed there before — a drone. With help from Aaron Witte of DJI Drones, medication was put into an empty bottle, attached with rope to the drone and flown across the swollen creek. Sgt. More than 50 students poured into The Rim Club dining room to celebrate a successful first semester of dual credit classes between Payson High School and Gila Community College funded by Aspire Arizona Foundation. The 50 students had received an A in their college level class. As the students marveled at the fancy pastry decorating the yogurt parfaits and piled muffins onto their plates, AAF board member Charlie Beier emceed the event that brought together donors, teachers, administrators, Payson Unified School District board members and MHA Foundation staff to mingle with the students and celebrate their successes. “I’m real proud of you guys and a lot here are proud of you,” said Beier to the students. To the donors he said, “You that donated to Aspire are very, very special — not only do you have an ability to make the donation, but you made the choice to make the donation.” Janet Vidnovic, vice president and treasurer of Aspire said AAF spent $15,150 this first semester to provide 99 students with $200 each to pay for a dual credit course. Dual credit courses offer students a chance to take a class on the PHS campus and receive both credit for high school and college. This year, the dual credit courses included calculus, statistics, English and chemistry.

The fire danger posed by the thick forest surrounding Payson has prompted the town to consider adopting a fire code that addresses vegetation management and the use of fire-resistant building materials. For residents, the advantages are twofold, it will help firefighters protect their homes in the event of a wildfire and it may mean a discount in homeowner’s insurance. As devastating wildfires continue to hit across the country, insurance companies are looking at ways to minimize their losses. Many are now requiring homeowners to Firewise their property. Firewise guidelines aim to reduce flammable vegetation around a home and prepare it to resist a fire. This includes removing flammable vegetation and replacing it with fire-resistant plants, spacing plants apart, clearing away dead leaves and needles and any branches overhanging a home. Last week, the Payson Town Council gave the go-ahead for town staff to prepare the documents needed for the town to adopt the WildlandUrban Interface (WUI) fire code. In our coverage in Friday’s paper, we looked at some of the reasons the town wants to adopt the code. While Payson has not seen a devastating wildfire, many of the communities in Arizona have and experts say it is not a question of if, but when Rim Country will see its next wildfire. A wildfire burning through brush that hadn’t burned in 50 years near Yarnell, trapped and killed 19 wildland firefighters trying to move through brush-choked areas to help defend the town. In a letter delivered Jan. 23, the county recorders described their relationship with the secretary of state’s office as “dire,” singling out “verbal abuse,” neglected duties and demands to cancel voters came without proper documentation. Secretary of State Michele Reagan asked for an internal accounting of the accusation that her office improperly sought to have some voters removed from the rolls. In a written explanation to Reagan, Election Director Eric Spencer said Jan. 26 that the secretary of state’s office received a letter from another state on Sept. 23, 2016, requesting additional information about a list of voters.

“The letter is seeking Arizona’s assistance to help the other state clean up its voter registration rolls,” Spencer explained in response to the accusations. Spencer wrote that he and his staff then made physical copies of the letter and list, then mailed the copies to the recorders of seven counties that the secretary of state’s office determined were the home of the voters on the list. However, Spencer wrote that he and his staff cannot find the original letter now, which means the office cannot say which state requested additional information on Arizona voters. He said his staff likewise could not locate that letter in October, when Gila County Recorder Sadie Jo Bingham requested additional information. Spencer and his

staff even went to the counties they originally mailed the letter and list to, asking them for a new copy for the secretary of state’s office. None of the seven counties the secretary of state sent the letter to could find the letter either, Spencer explained. Bingham said she attempted three times to get clarification on the list of voters that she said came with no supporting documentation. Spencer also described three instances of the office trying to find the original letter. But Bingham said she spoke to Spencer on the phone on two occasions, which Spencer denied. The secretary of state’s office canceled about 30,000 voter registrations between the 2016 primary and general elections, Spencer said.

Pine Water may boost charges for renting by

If a property in the Pine-Strawberry Water Improvement District rents out a significant amount of time, the board just might start charging commercial water rates. But don’t panic yet — the board has only started to talk about shifting residential customers to the commercial rate structure. No final decision has been made yet. “We have no definition of a residen-

tial and a commercial customer,” said Russell Brock, board member. Brock has been tasked with updating the PSWID rules and regulations, which have come under scrutiny by the auditor general’s office when it exposed the alleged corruption and graft of Mike Greer, the former PSWID treasurer. Board member Tom Weeks said there are a lot of rental properties in Pine and Strawberry that PSWID could be losing money on unless they charge

the higher commercial rate. “Vacation rentals — there are a lot of them up there,” said Weeks. “There would be a way to get a little more revenue (off of them) on a commercial account ... I know there are 100-plus vacation rentals up here.” Board Chairman Maher Hazine said Maricopa County requires homeowners who rent out homes on services such as Airbnb.com and VRBO.com to register with the county, but he doubted many were honest enough to

do that. “In Maricopa County they have to register (the rental),” he said. “I guarantee you 80 percent do not.” This started an animated discussion amongst the board members as to what constitutes a commercial rental property. Forrest McCoy said he had a guest house on his property, he wondered if the board would decide that would be considered a commercial property. Sam Schwalm, a former board mem-

ber, said he has rented out his house a couple of times in a year. He didn’t feel that was enough to call him a commercial property. “I think you are going to need a threshold,” he said. “If I rent it once, I am not a commercial property.” Hazine agreed the district would need a clear-cut definition of what constituted a commercial property before they could proceed. Fire code overhaul could cut homeowners’ insurance costs From page 1

to get their yards into compliance once the code is adopted, but it will likely be between three to five years. Once a yard is cleaned up, Mayor Craig Swartwood said residents can keep it clean if they regularly prune, which often means just taking a pair of hand clippers out periodically and cleaning up bushes and trees. In Chaparral Pines, the community has been working 10 years to Firewise properties and is a registered Firewise Community. Harry McFate, a member of the Payson FireWise Committee and chair of Chaparral Pine’s FireWise Committee, gave the council a brief overview of wildfires in Rim Country. McFate said he saw the effects of the 1990 Dude Fire first hand as he had a home in a nearby community. The fire burned 44 square miles, killed six firefighters and destroyed 63 buildings. The U.S. Forest Service found after large fires like this that certain homes had survived. One characteristic found among these properties was that homeowners had done preventive maintenance. The concept of Firewise was born, simple ways homeowners could protect their homes, such as taking flammable items off their porches if a wildfire was nearby

As firefighters go down streets trying to save homes, they’ll go to those they think they can save first, said Fire Chief David Staub. If a yard looks like it has been cleaned up but a neighbor’s is clogged with brush, firefighters will go to the clean yard first — since it provides a clear space from which they can safely fight the fire. If they pass a cul-desac and the yards in the front two homes are not cleaned up, they’ll pass it by, since venturing down an overgrown street could end up trapping them in a firestorm — which is how the Yarnell firefighters died. While the town has promoted residents voluntarily adopting Firewise, the new WUI code will make it mandatory. Elements of the plan include removing ground fuels, ladder fuels, dead trees and thinning live trees. It would set the limit to 80 healthy trees per acre and require homeowners to remove combustible materials under decks. Overgrown areas of the forest have more like 500-1,000 trees per acres. The town has not decided how long homeowners will have

to cleaning their gutters. Today, many insurance companies offer a discount for homeowners that Firewise, with USAA giving a 10 percent discount, he said. Eric Santana, with State Farm Insurance, said five years ago State Farm declared it was not going to insure homes that were not Firewise in Payson as firefighters have a much higher chance of a saving a home that is Firewise. This change came about after several large wildfires ripped through Arizona, costing insurance companies millions. In 2013, the Yarnell Hill Fire not only killed 19 firefighters, it destroyed 129 properties. If the cost to replace those homes were spread out over premiums paid by residents, it would have been $40,000 per homeowner. And it is easier than ever for insurance companies to see if a home is insurable, simply by pulling it up on Google Earth. Tina Crabdree, with Crabdree Insurance, said insurers can see the slope of the property, access for a fire truck and the fuel load with these images and every home gets a wildfire hazard rating. For some insurers, homeowners pay more if their home has a higher rating. Swartwood said he almost

lost his insurance, but got his yard cleaned up. After it was done, he liked the look of his property better. Homeowners interested in what a Firewise property looks like can see an example off North McLane Street, near the library, dog park and Rumsey Park. The town, using grant funds, recently cleaned up townowned land there so you can walk through it now and not get your legs scratched. Toby Waugh, with the Payson Fire Department, said it may look a bit stark in some places, but like a haircut, it will quickly fill back in. In fact, it usually grows in thicker and healthier after you cut it back, he said. This leads to the importance of maintenance. Federal grants only cover the initial work to clean up a yard. They do not cover maintenance. The council agreed it will need to discuss how much it will cost to implement the new code and how the town can help residents that are either physically or financially unable to clean up their yards if they adopt the WUI code. Firefighters extricated her and she was transported to Banner Payson Medical Center. While crews were on that scene, the fire district responded to a report of a person with chest pain in Strawberry. That patient was also transported to Payson. Given the number of calls, off duty firefighters were called in and two of the districts three ambulances were used to transport patients. The fire district has been experiencing simultaneous and overlapping medical events more frequently that require the use of all three district ambulances, Morris said.

Winter storms deterred a group of Payson activists from joining in Women’s March events staged in Sedona and Prescott. So instead they created a Facebook page and recruited Payson residents to show up for an impromptu demonstration at the corner of Main and McLane last Saturday. They sent the resulting photo to organizers of Women’s March in Washington. About 24 people showed up for the demonstration and photo op, making Payson one of 24 Arizona towns with an event.

Payson’s economy did a little bit better than last year in December, but building permits slumped, according to the town’s monthly financial report. The town relies on sales tax for the bulk of its general fund revenues, so town services depend heavily on retail sales. As of December about halfway through the fiscal year, the town had collected $3.2 million in local sales tax — up 2 percent from the same period last year. Money from the vehicle license tax rose a hefty 16 percent to $432,000 for the six-month period. The town also collected nearly $1 million in state-shared income tax — also a 2 percent increase. The state forwarded another $558,000 in statewide sales tax collections, although a change in the state formula for disbursing the tax make the figures not comparable to last year. The main economic warning sign in the report came in the decline in building permits and plan review fees — evidence that the long, hoped-for recovery of the once reliable building sector continues to elude Payson. Building permit fees dropped 9 percent to $127,000 and plan review fees dropped about 8 percent to $68,000. On the other hand, stateshared gas-tax money jumped a hefty 12 percent to $670,000. But that increase probably represents a change in state formulas, which have in recent years diverted money for roads that

used to go to towns into the budget for the state Department of Public Safety. The budget shows heavy spending on the C.C. Cragin pipeline, expected to deliver 3,000 acre-feet of water annually starting in about 2018. The town’s water department has a separate fund, with a $23 million budget this year. Only about $6 million goes to operating the water department, with the pipeline accounting for the rest. Most of the pipeline money comes from a low-interest, state WIFA loan specifically for water projects. The town hiked water rates to provide the money to repay the bulk of those state loans. The water department spends $6 million annually on operations, about $375 per resident — with almost all of that money coming from water bills. The cost of the pipeline will likely reach about $50 million — about $3,125 per resident. But that project will boost the town’s

sustainable water supply from about 2,000 acre-feet to about 5,000 acre-feet — enough to support a build-out population of some 40,000. Payson also continued to spend money to maintain streets, after skipping a whole, seven-year maintenance rotation during and after the recession. The town relies on a combination of gas tax money and its share of a countywide sales tax approved by voters to improve and maintain roads. The budget includes $335,000 to slurry seal Manzanita Drive, $140,000 for a new water truck, $61,000 for right of way along Bonita Street plus a $40,000 Firewise grant. The town has also collected $134,000 in bed taxes on hotel rooms, with a total budget for the year of $270,000. That money pays mostly for the town’s tourism and marketing programs and activities at the Event Center, like the rodeo and the Mogollon Monster Mudda.

No matter how strong you are — physically, emotionally, spiritually, no matter the depth of your love and devotion — caring for a dying loved one will wear you down. Now, Rim Country residents have a new hospice service to turn to for help — Arizona Care Hospice. Staff will make home visits or offer care in an assisted living facility at no cost. Hospice is not live-in help, but offers help at a time when people need it most. Arizona Care Hospice opened in Fountain Hills in August 2015 and expanded into Payson in November 2016. Owned and operated by Justin Garrett and Stephen Wall, it employs mostly local staff in its Rim branch. Since coming to the area, they’ve cared for about 20 clients. Staff in Payson includes Director of Nursing Holly Pedalino, RN,

BSN; Director of Compliance Kelli Casady; three certified nurse assistants; three nurses; a social worker; a chaplain; and local medical director Dr. Jaber Abawi. Also working in Payson and Fountain Hills are Patrice Kreitler, MN, BSN, RN, who serves as the director of program development and education and Beverly Kosierowski, who provides informational programs. While Garrett has owned Arizona Care Hospice for only a short time, he has been in the health care business a long time. “I started in assisted living about 10 years ago and had some discouraging experiences with hospice service. I felt I could do it better,” he said. He had another hospice service before starting Arizona Care Hospice with Wall. The staff at the two facilities has a combined 40 years of experience. “We need to do a lot of educating,”

Overall, the town’s general fund budget amounts to about $15.6 million — which doesn’t include the water department or various special funds. The town spent $1.2 million from its general fund in December — about $1,325 for each of the roughly 16,000 residents. Most of that money comes from the sales taxes collected from local businesses. The town actually spends far more money than that if you include the water department and various special funds outside of the general fund. The police department accounts for about $5.6 million, roughly 36 percent of the general fund total. Fortunately, the department has stayed about $500,000 under budget in the first six months of the fiscal year. The fire department’s budget stands at about $3.4 million or 23 percent of general fund spending. The fire department remains about $159,000 under budget, according to the December report. Most departments have also remained under budget. Overall, the town’s general fund budget totaled $7.8 million for the first six months of the fiscal year, but spent $1.2 million less. That puts the general fund about 15 percent under budget so far for the year — although year-end expenses and transfers might trim that total. The state no longer includes a breakdown of sales tax collections by category, leaving towns with one less tool for measuring economic activity.

To provide that education, a couple of staff members do a lot of outreach to senior groups, providing information and health checks. Pedalino said it seems patients need hospice sooner. “Often they come into hospice and they are near the very end of life. That’s too late. There is a lack of time to do as much as we can,” explained Casady. Garrett added earlier placement can result in better care and relief for caregivers. “We have a chance to work with them — to educate them — about what to expect and prepare for it. The Aspire Arizona Foundation hopes to transform the educational prospects of Rim Country students. The wonderful program to support our brightest, hardest-working kids by covering the cost of tuition for dual-enrollment courses offers a bright and shining example. Aspire invited 50 high school students who earned A’s in college level classes to a celebration of their accomplishments at The Rim Club. Aspire Arizona has so far shelled out $15,000 to provide 100 students with scholarships to cover the cost of dual enrollment Gila Community College classes on calculus, statistics, English, chemistry and other core subjects. The celebratory breakfast made manifest this community’s support for those hardworking, ambitious students. That includes many first-generation college students, determined to challenge themselves and fulfill their potential. Aspire Arizona has helped nurture the already close relationship between Payson High School and GCC. The program should make it possible for a motivated Payson High School student to graduate with perhaps as much as a year’s worth of college credits. That alone can save a student and his or her family $20,000 or $30,000, if they attend a public university like ASU. We suspect the visionary backers of the Aspire Arizona Foundation have just gotten started, focusing their efforts on education that will make a real difference in the lives of our children. The Aspire Arizona Foundation has benefited from support from the MHA Foundation, which has also provided generous support for the university project. But AAF also relies on public donations to support students willing to work hard and rise to the challenge of education. If you’re interested in donating, contact Sanja Long at the MHA Foundation (sanja@mhafoundation.com). Maybe someday Payson students can live at home and attend a four-year university right here in town. But in the meantime, the dual enrollment program Aspire has already launched is providing enormous benefits to our kids starting right now.

Don’t discard free trade Well, say one thing for Donald Trump: He delivers on his campaign promises. So the president moved quickly to start building a $15 billion wall on the border with Mexico, threatened to slap a 20 percent import tax on goods from Mexico to pay for it and renewed his vow to renegotiate or tear up the North American Free Trade Agreement. So here in Arizona, we’d best brace for a recession. Senators John McCain and Jeff Flake both urged President Trump to not launch a trade war with Mexico. Economists have argued for the past 23 years about whether NAFTA benefits the U.S. economy. Certainly, it has improved relations with Mexico and Canada and led to a dramatic surge in trade among the three neighbors. Overall, the U.S. exports more than it imports from both its neighbors — but then, the balance remains far more lopsided with China and other nations. But even if trashing NAFTA wouldn’t bring down the U.S. economy, it will certain deliver a body blow to Arizona and other border states. Senator McCain summarized the enormous benefits Arizona gains from its economic relationship with Mexico. Consider some of the statistics: • In the past 20 years, Arizona’s exports to Canada and Mexico have increased 236 percent. • Trade supports one in five Arizona jobs, mostly with Mexico. • 111,000 Arizona jobs depend on trade with Mexico. • 65,000 visitors from Mexico spend $8 million per day. • Arizona trade with Mexico now totals some $17 billion annually. The United States has based its economic and foreign policy on the promotion of free trade, believing that this will benefit the world’s most dynamic, creative, innovative economy. Trade with our allies remains the foundation of our security and economy. As Senator McCain observed, “facts are stubborn things and the facts clearly show that NAFTA has delivered enormous economic benefits to citizens of my home state.” He concluded that free trade has been “the foundation of U.S. economic policy for decades and a major factor in our prosperity and greatness.” Senator Flake agreed, calling NAFTA a “huge plus” for Arizona and calling the abandonment of free trade “really dangerous” to our economy. Now, President Trump might be in the midst of a shrewd bit of stagecraft. Perhaps he’s throwing a scare into Mexico and Canada that they’ll make concessions that will benefit the U.S. President Trump promised to bring a billionaire’s negotiating skills to bear — and maybe that’s what’s happening now. We hope so. But we’ve got a sinking feeling he’s caught up in his own campaign trail rhetoric. He has already tossed aside the Trans-Pacific Partnership, which would have helped counter the growing economic dominance of China by strengthening economic ties with allies like Australia and Japan. If he acts with similar carelessness when it comes to NAFTA, Arizona may find itself sliding into a recession sooner rather than later.

the recession in 2010. In this situation the state withheld two monthly payments to public education and never paid back the money owed. This issue is rarely discussed during the budget process, but the amount owed to public education is over $900 million. What this issue is like, is if you did not pay two months of your house payment and then never made those two payments. I am not sure if the bank would allow that to occur. The governor’s budget highlighted the funding issues associated with public education, but the steps toward addressing it in the budget are very small compared to the problem. Many people talk about the need to grow the economy. Public education accounts for about 40 percent of the state budget. That is over $4 billion and a significant portion of that money is returned into the state’s economy. In Payson it is estimated that annually over $13 million is pumped back into the local economy from our school district. Public education is one of the largest industries in the state and in local communities. Public education supports many other industries throughout the state and the ripple effect of public education money going back into the economy is substantial. As an economic driver in this state I am not sure why the state continues to starve this engine. Many people speak of wanting a world class education system in Arizona. The truth is if I want the best steak in town, the fastest car, best house or to send my children to the most prestigious college in the country I will have to pay more. What I pay for is quality. If I send my kids to Harvard I do not get to pay less than the full price for two years while I wait to see if my children get a quality education. Being the best requires a financial commitment. In this state somehow we seem to think that we can get a world class education on the cheap.

Have a little respect Editor: Let me start by saying in my 70-plus years I have only been successful in voting for two candidates who became president.​ Not much to cheer about. However, I have never boycotted or rioted because my man didn’t win. Today, we have some elected people who represent us who believe they are prima donnas and do not have to attend inaugural functions that are designed for them to represent us in celebrating a peaceful transfer of presidents. Seventy some of our representatives felt they were more important than the people they are supposed to represent. They acted like spoiled children. Governor’s $9.7 billion budget may run aground Small education gains face uphill climb by

Like a cruise ship run aground in the harbor, Gov. Doug Ducey’s budget talk about teacher raises and education programs will likely founder on the state’s unsettling fiscal realities. Sluggish growth, accumulated tax cuts, increases in school enrollment and inflation will likely gobble up the modest increase in state revenues in

the upcoming fiscal year, say analysts. The roughly 2 percent projected rise in state revenues will leave enough money for a handful of highly visible, but smallscale programs — most of them focused on education. After touting a pay raise for teachers, the governor’s budget offered up less than half a percent per year for the next five years — not nearly enough to keep up with inflation, never

mind moving Arizona teacher salaries closer to the national average. The budget does include a handful of targeted programs to pay off teacher debt and offer bonuses for teachers hired in low-income school districts. The budget would also restore allday kindergarten for a handful of high-poverty schools and provide a little money for school facilities, for the first time in several years.

All told, the $9.7 billion budget includes an additional $114 million in new education dollars, with just 10 percent of that earmarked for teacher salaries. Schools will also get some $318 million from Proposition 123, but that mostly comes from the state land trust reserved for schools anyway. It would provide an additional $280 per student. That’s just 70 percent of the money illegally withheld from schools during the recession when lawmakers stopped funding a taxpayer-mandated inflation adjustment. Teacher groups have urged the governor to include enough to provide a 4 percent pay hike to cope with an escalating teacher shortage. They urged cancellation of a multi-year increase in corporate tax cuts, which will cut state revenues again this year. The Legislature has trimmed general fund taxes by 30 percent since 1992 — a roughly $4 billion reduction, according to an analysis by Arizona State University’s W.P. Carey School of Business. A cut in corporate taxes cost the state budget about $38 million in 2016. Education groups also urged the Legislature to cap and reverse a big, steady increase in tax credits for payments to private and religious schools. Companies this year claimed

$62 million in credits. The law increases the cap by 20 percent annually, which means the program could divert $87 million next year and $104 million the year after that. Meanwhile, Rep. Debbie Lesko has proposed dramatically expanding a program that gives home school and private school parents what amounts to a voucher worth up to 90 percent of what the state spends on a student. The program started off as a way to provide an alternative for special needs students in failing school districts not providing the specialized services the student needed. But the Legislature has repeatedly expanded the program to cover more students. The program provides between $3,000 and $30,000 per student taken out of public schools, depending on the student’s documented special needs. Currently, the law caps the total number of students receiving the voucher at about 5,500. However, Lesko wants to make changes that would make any of the state’s $1.1 million students potentially eligible. But even Gov. Ducey’s small increases in education funding might prove difficult to enact without some increase in state revenue, according to the independent Joint Legislative Budget Committee.

The JLBC warned that the governor’s budget includes a too-optimistic growth rate — about 4.1 percent. Overall, the JLBC estimates the state will have $36 million less to spend than Gov. Ducey projects — which is actually a relatively small gap in historical terms. Moreover, major uncertainties hang over the budget. The nation — and the state — remains overdue for another recession. The eight-year expansion has proved tepid — but also already has lasted longer than the average. The JLBC estimates even a modest recession could cause a $737 million drop in state revenues — wiping out the hard-won, $450 million rainy day fund. Moreover, President Donald Trump has vowed to repeal the Affordable Care Act. If the state extends coverage to the people losing care, it would cost $1.4 billion. Even if the state limits coverage to people still eligible for the Arizona Health Care Cost Containment System it could cost the state budget another $100 million. And none of the scenarios so far would likely lift Arizona out of the national cellar when it comes to per-student education funding. Contact the editor at paleshire@payson.com

Star Valley town manager Tim Grier said the crossing was never designed to prevent all flooding. It was designed to handle up to 10-year flood conditions. The main cause of skin damage is the ultraviolet radiation (UVR) in sunlight. There are three types of UVR: UVC, UVB and UVA. Current evidence suggests that UVB, and to a lesser extent, VA, are responsible for inducing skin cancer. Skin carcinogenesis is a complicated, slow and multistage process. UVA and UVB have been shown to produce DNA damage directly and indirectly through oxidative stress. Radiation produces byproducts of free radicals: molecules with incomplete electron shells that make them more chemically reactive than those with complete electron shells. These unstable free radicals are termed reactive oxygen species, or ROS. In humans, the most common source of free radicals is oxygen. When an oxygen molecule becomes electrically charged or “radicalized,” it tries to steal electrons from other molecules, causing damage to the DNA and oilier molecules. Over time, such damage may become irreversible and lead to photo aging and disease, including cancer. Antioxidants scavenge and neutralize these potentially harmful free radicals. Skin’s natural defenses Our skin has a first-line defense against oxidative damage such as that produced by the sun. The epidermis of skin is composed mainly of keratinocytes that are rich in enzymes that detoxify ROS. Included in this group of enzymes are antioxidants such as glutathione, alpha tocopherol (vitamin E) and ascorbic acid (vitamin C). When exposed to the sun, the skin responds to the increased levels of ROS by triggering the release of some of these antioxidant enzymes. However, sunlight and other free-radical generators, such as smoking and pollution, can overwhelm the body, making its natural response insufficient and result in oxidative damage. New research examines ways of providing added protection to the skin by supplementing the body’s natural source of antioxidants. Many botanical compounds have the ability to exert inhibitory effects at several stages of carcinogenesis, including polyphenols, monoterpenes, flavonoids, organosulfides and indoles. Potential mechanisms

of action of these agents include stimulating immune response, inducing gene suppression, detoxifying carcinogens, blocking oxidative damage to DNA, initiating selected signaling pathways and reducing cutaneous inflammation. Direct application of antioxidants to the skin may be desirable to effectively target areas of skin requiring protection. The challenge is to create an acceptable, stable, effective and cosmetically appealing formulation that protects against erythema, photo aging and skin cancer. Many of these topical antioxidants have been tested alone in laboratory and animal studies. However, more study is required to determine whether or how much these new antioxidant and combination sunscreen-antioxidant products increase skin protection in humans. Conclusion In animal models of carcinogenesis, topical and oral antioxidants provide protection against damage when applied topically prior to UVR exposure. Topical application of these antioxidants is particularly promising, as it may offer additional advantages in effectively targeting skin tissues. Furthermore, sunscreen agents in combination with antioxidants may result in increased safety and efficacy of such photo-protective products. Since carcinogenesis involves multiple pathways, combination products with antioxidants working through various mechanisms may also be an effective strategy. Studies in humans are required to establish the efficacy and safety of such products before widespread use can be supported. About the author Dorothy Pardalis, B. Skin cancer is the most common type of cancer in the United States. According to the Skin Cancer Foundation, melanoma claims the life of one person every hour, and one in five Americans will develop skin cancer in their lifetime. Statistics like these make skin cancer very real. You might ask, I diligently apply broad spectrum UVA/ UVB sweat and water resistant sunscreen every 80 minutes, avoid tanning booths and prolonged exposure to the sun and wear sunglasses, hats and sun protective clothing, I’m covered, right? Wrong. While all these things are important for protecting yourself against skin cancer, there’s one ingredient you’ve been missing: your diet.

Dark, leafy green and cruciferous vegetables like collared greens, spinach, beet leaves, kale, broccoli and cauliflower, when consumed in large amounts, all help contribute to fighting melanoma. Additionally, tomatoes, or more specifically tomato paste, are a lycopene-rich food, which may help prevent sunburn, by protecting the skin from the inside out. Vitamins and herbs While fresh is best, sometimes it’s not possible to fit in all your daily requirements. According to Nicholas Perricone, dermatologist and author of “The Wrinkle Cure,” “in just 30-45 minutes the sun depletes 80% of your body’s vitamin stores.” Help your body out by taking vitamin supplements or adding certain herbs and spices to your diet. Perricone recommends, taking approximately 500 mg of vitamin C, 300 mg of vitamin E, 100 mg of alpha lipoic acid (antioxidant), and 30 mg of coenzyme Q10 (oil-like substance used to carry antioxidants to the heart, liver and kidneys). One common misnomer about wearing sunscreen is it prevents your body from absorbing vitamin D. Not true. According to new research from King’s College London’s Institute of Dermatology, you body produces and absorbs vitamin D, even while wearing sunscreen. If you do feel like you aren’t getting enough vitamin D, there are other options besides soaking up the sun: drinking vitamin D fortified milk or taking extra vitamin D supplements. If you do feel like the sun is the best source, don’t be afraid to slather on the sunscreen.

Here’s something to raise you cup of java to: a correlation between increased coffee intake and a decreased risk of basal cell carcinoma has been found. This is something echoed on the WebMD website, for each cup of caffeinated java that you drink every day, there’s a 5 percent drop in your odds of developing non-melanoma skin cancer later in life, researchers recently reported. Down a couple of Starbucks’ venti coffees at 20 ounces apiece, and you may score a 30 percent drop in risk (or more — researchers didn’t ask study participants about more than six cups a day). “It’s possible coffee’s antioxidant effect helps to protect against skin cancer,” says Ernest L. Abel, Ph.D., professor of OB-GYN at Wayne State University School of Medicine. “But part of it may be that people who drink a lot of coffee tend to stay indoors more.” Additionally, regular exercise, eating healthy and limited exposure to the sun not only helps fuel your body but also protects against skin cancer, especially melanoma. Eating a diet rich in antioxidants, omega-3 fatty acids, fruits, and vegetables all contribute to fighting free radicals, which lowers your risk of cancerous cell growth.

However, there are many things you can do to reduce your risk. Skin cancer is usually caused by overexposure to the sun and its harmful ultraviolet (UV) rays. Even if you don’t spend long periods of time in the sun, it’s important to practice good sun protection to reduce your risk of developing skin cancer. This includes wearing of sunscreen with an SFP of 30 or higher every day — even in winter and when it is overcast. Both Longhorn squads face a busy final week of action with three games on tap beginning with tonight’s home games against the Lakeside Blue Ridge Yellow Jackets. They close the home schedule against the Holbrook Roadrunners on Friday and wrap up the regular season at the Show Low Cougars on Saturday night. All girls games are at 6 p.m. followed by the boys at 7:30. Both Payson squads face a challenge if reaching the 24-team Class 3A state tournament is the goal. The top three teams in each of the state’s six region tournaments next week earn automatic berths. The power rankings fill the other six state tournament spots.

Things went so well, Newman said they will likely call on local search and rescue groups to use their drones in the future. Tonto Rim Search and Rescue has been researching the use of drones on missions for some time. TRSAR recently used one of Witte’s drones to help locate the body of a man

that had fallen over a cliff in the Salt River Canyon. With the help of the camera on the drone, crews were able to scour the side of the steep hillside for the man and once his body was located, estimate how much rope was needed to reach him. TRSAR is buying three

Albert James (AJ) Cahalan, 88, passed away in El Paso, Texas, on Sunday, January 15, 2017. “It’s been a wonderful trip” was how he described his life in one of his last statements. And so it was… Al was born on July 22, 1928 in Cedar Rapids, Iowa. He graduated from St. Patrick’s High School in 1946. Serving as a combat veteran in the Korean War and receiving awards for his service was an honor to him, for which he never expected anything in return. He married his true love, Mary Frances Wheelan, on April 11, 1953. In 1955, the family moved to Des Moines, Iowa where they raised their four children. Al worked for Western Electric/AT&T Technologies for 39 years and the City of Des Moines for 5 years. Although already busy working and raising 4 children, Al still found time to donate to others. He was actively involved with the Urbandale/ Des Moines Little League, the Coalition for the Homeless, and the Sunday Meal Program at St. Ambrose Cathedral. In 1994, Al and Fran made Payson, AZ their new home. In character, the duo dedicated their time to helping others in Payson by volunteering at the St. Vincent de Paul Community Food Bank, Community Kids and the Tonto Natural Bridge State Park (park guides). They also welcomed emergency placement of foster children in their home. He was extremely generous monetarily, as well, to multiple non-profit entities, most of which focused on children and the homeless. His service to our country

and his reputation as a “bad ass” to some, failed to alter the true nature of his heart and soul. He was a loving, intelligent, caring, charismatic, humorous, compassionate person who shared so much with this world, and we are all the more blessed to have been a part of his life. Beyond those who have been in Al’s life and assisted with his care, we would like to give special thanks to Dr. John Vandruff of Payson, AZ and Dr. Michael Velasquez of El Paso, TX … and to Grace Duenas, who he loved as a daughter and she right back to him. Survivors include his brother, John of Austin, TX; sister, Elizabeth Stourac of Florida; son, Bill (Sonya) of El Paso, TX; daughter, Maureen Cahalan of Payson, AZ; daughter-in-law, Theresa Cahalan of Westfield, MA; grandchildren: Shaun Cahalan, Sara Cahalan, Jamie Mendez, Andrew Cahalan, Zachary Chenoweth, Joshua Cahalan, Lisa Cahalan and James Cahalan; and 7 great-grandchildren. He was preceded in death by his wife, Fran (April 2014); sons, John (July 2002) and David (March 2011); and his parents and siblings, Patricia Risdal, Helen Strickland, Marlene Millsap. Memorial Mass is scheduled for 9:30 a.m. Friday, February 3, 2017 at St. Raphael’s Catholic Church, 2301 Zanzibar, El Paso, Texas (79925). Interment will be at 11:00 a.m. at Ft. On January 19, 2017 Steve Sylvester passed away, at the age of 66, surrounded by a family of close friends. Steve was born on June 28, 1950 in Illinois and grew up in Mesa, AZ where he was a glass glazer. He later moved to the town of Payson, where he spent the rest of his life. He was a proud resident of the Canal Senior Apartments. He fed and cared for the many feral cats that made the land around the apartments their home. Steve had a strong impact on everyone he met. John Turner went to be with our Lord on December 27, 2016. He was born in Santa Monica, CA and moved with his family to LaCrescenta, CA at age 12. He graduated from Glendale High in 1962, and has stayed in touch with close school friends for over 50 years. Soon after high school, he joined the Navy. He served 7 years in active service and retired from the Navy Reserve. He retired from National Steel and Shipbuilding in 2006 and moved to Payson, AZ. John loved cars, especially his beautiful ’41 Chevy 2-door sedan. Over the years, he enjoyed camping with the Turner clan at Bass Lake, CA.

Elementary students fill auditorium with music, song by

The fifth-grade music program has so many students Julia Randall Elementary had a concert in mid-January just to showcase just those musicians. Band teacher Ruth Schouten masterfully directed her students to play “Hot Cross Buns,” “Mary Had A Little Lamb,” “Twinkle, Twinkle Little Star” and “Jingle Bells.” “Elementary school music teachers have patience, dedication and a forgiving ear,” she quipped to the audience. But the respect her students have for her shone threw when she had them go through what she calls, instrument challenges. She would call out the trumpet, clarinet or saxophone sections have each play a snippet of a song from movies such as “Star Wars.” “I tell my kids, Darth Vader does not run, but they like to play it fast,” said Schouten. The kids had a blast and were proud to share their accomplishments with their families. Families filled the auditorium to brimming, with younger siblings, grandparents and proud mothers and fathers. plishments shone through. Davies told the story of having technical difficulty during the students’ performance during the Veterans Day program in November. Her iPod would not play. She told the kids maybe they should not sing that song. “As a chorus teacher I get nervous without accompaniment,” she said. But the kids convinced her they would be OK. “They sang on key, watching me the whole time,” said Davies. In November, the kids got a standing ovation just as they did at the end of the January concert — especially with the antics of the air guitar players during “Jingle Bell Rock” and “Snow Day.”

Using community donations and fundraiser monies, Tonto Rim Search and Rescue recently purchased a Polaris Ranger Crew XP 1000 side-by-side vehicle outfitted with snow tracks for winter rescues. TRSAR purchased the Ranger from Four Seasons Motorsports in Rye. TRSAR has a 2011 Arctic Cat with snow tracks, but needed another vehicle to act as a backup. TRSAR used the Arctic Cat to locate two men stuck in the Four Peaks area on Jan. 7. The men had taken a quad down Oso Road to Edwards Park when they ran out of fuel. Dressed only jeans and light coats, the young men were forced to spend the night out in a blizzard, said Gary Hall, with TRSAR. Maricopa County crews tried to plow the road and get up to the

They called TRSAR for help and Hall, along with another member, drove the Arctic Cat in to find them. They located the men, who were soaking wet, got them bundled up in blankets, and brought them safely out.
