1. Fair Entries — OPEN CLASS a. Livestock (beef, sheep and dairy) must have entries postmarked two weeks prior to the opening of the fair. b. Entry forms (other than livestock) may be made by mailing the completed forms to the fair secretary or bring the completed forms to the secretary’s office or Community Building at the fairgrounds on Sunday, July 29 or Monday, July 30 (Entry forms inside this fair book.) c. Exhibits must be in place by 5 p.m. Monday except Open Class beef, dairy and sheep, which is due by noon Monday. 4-H should check under departments. 2. Stalls and pens must be kept clean at all times. Arrangements for cleanResidential ing of pens should be done prior to removal of animals from the fairgrounds. An exhibitor that fails to clean his pens and general area may be subject to Commercial forfeiture of premiums, all or part. Assessment of any penalties will be made by the department superintendent. 3. Every 4-H steer will be mouthed. MONEY DUE. 16. The sale and use of lasers, knives and swords is prohibited. no sexual signs of any form, no obscenity on t-shirts, stickers or posters, etc. on the fairgrounds. 17. The management of the fair reserves to its board the final rights to interpret the rules and regulations and arbitrarily settle and determine all matters, questions and difference thereto. When no rule appears to cover a given situation, the board will make such rules as are necessary and determine its application to the situation. The rules and regulations of the kansas state fair will be used as a guide in matters not otherwise covered in this book. 18. Community building will be closed Monday from 8 A.M until 3 P.M. For judging. Little theater to be closed Tuesday morning during open class judging. 19. Roller blades & skate boards are prohibited in fair buildings. 20. No food or drinks in little theater. 21. No political or religious material passed out without having a booth at the fair. 22. *No Concealed Weapons will be allowed on Fairgrounds* 23. All Premium Money muST be picked up and cashed no later than Oct. 4. All unclaimed money will become property of the fair board. 24. No RV’s ON fairgrounds until after 9 a.m., Fri., July 27.
Animal Health Requirements
1. All animals are subject to examination by the exhibition staff or their representatives, and shall be free of clinical signs of infectious or contagious disease. 2. BEEF and DAIRY: The Kansas Animal Health Department (KAHD) requires no test on cattle of Kansas origin. Cattle determined by exhibition staff to have lesions of ringworm, warts or infested with mange will not be permitted to exhibit. 3. HORSES: All horses will be subject to inspection at the time of unloading. All equine coming to the Allen County Fair are required to have a negative EIA test within the previous 12 months. 4. SHEEP: All sheep shall be free of signs of sore mouth, or active active fungus (ringworm) infection, including club lamb fungus. All sexually intact (ewes & rams) and wethers must be identified with an official USDA premise ID tag. Lambs, under 8 weeks of age, accompanying their dams are exempt from tagging requirements. 5. GOATS: All goats determined by exhibition staff to have sore mouth, lesions of ringworm, warts or infested with mange will not be permitted to exhibit. All sexually intact (does & bucks) and wethers must be identified with a registered tattoo or an official USDA premise ID tag. Kids, under 8 weeks of age, accompanying their dams, are exempt from identification requirements. 6. POULTRY: All poultry, except waterfowl, must show proof that they are pullorum-thyphoid clean. 7. No inhumane or unethical treatment of animals will be tolerated. Violators may be sent home. 8. No clippers allowed in hog barn. 9. The use of any tranquilizer, sedative, analgesic, or chemical restraint in association with exhibit or sale is prohibited.

Exhibit consists of five or more different fresh vegetables. Canned vegetables are not accepted. Only one variety of a specific vegetable may be exhibited. The numbers of the five or more vegetables to be exhibited are as follows: Large Vegetable — One each: Watermelon, Pumpkin, Cabbage, Squash, Eggplant, Cantaloupe or similar size vegetable. Medium Vegetable — Five each: Cucumbers, Tomatoes, Carrots, Beets, Onions, Peppers, Parsnips, Okra, Potatoes or similar vegetables. If small fresh vegetables, such as green beans, are used as one of the five different vegetables, a dozen is suggested for a good display. Shelled vegetables should not be exhibited. Quality and condition of exhibit will be considered. Choose vegetables for exhibit that will hold up well during the fair. Avoid over-ripe or over-mature specimens. Those that are slightly under ripe or slightly immature when picked may last longer. Exhibits will be judged as follows: 40 points for quality, 40 points for quantity, and 20 points for arrangement or display. Superintendents — Rick & JD Robb 1. Exhibits in this department will be shown out-of-doors. Displays in this department will consist basically of examples of labor-saving devices and/or examples of farm machinery and equipment which has been constructed, repaired, reconditioned or renovated. The work on this display must have been done by high school students in the vocational agriculture shop constructed the school year prior to the county fair. 2. All exhibits must be clean and in a presentable condition for show purposes. 3. All exhibits must be in place by 5 p.m. on the first day of the fair. Entries may be picked up between 7 a.m. and 9 a.m. Friday or Thursday after 9 p.m. Premiums will be issued on Friday morning at 8 a.m.

4-H & FFA GENERAL RULES
Entries close — July 13 (Late Fee $25 - each late entry) 1. Only Allen County 4-H & FFA members are eligible to enter and compete for prizes. 2. Club members can exhibit only in those phases of the project in which they are enrolled. No exchanging of projects is permitted. All exhibits must be the result of the current 4-H year. 3. July 13 is the deadline for making 4-H entries. Send entry forms to the Southwind Extension District, P.O. Box 845, Iola, KS 66749. 4. All 4-H entries will be judged as a purple, blue, red or white ribbon and premiums paid as listed in the premium book. Exceptions — no premiums to be paid for showmanship, barrels, pole bending or trail. 5. Exhibits removed from the Allen County Fair prior to 7 a.m. Friday without the consent of the Department Superintendent, shall forfeit all premiums won at the fair. All pens and stalls must be cleaned out by not later than 8 a.m. Friday or premiums will be withheld. All other exhibits should be removed between 7 a.m. and 9 a.m. Friday. 6. Only exhibitors with purple ribbons are eligible to exhibit at the Kansas State Fair and all members MUST be 9 years of age by Jan. 1 of the current year. 7. 4-H clubs will be responsible for cleaning the area around the barns, community building, show area and parking lot between 3 p.m. and 5 p.m. Monday, July 30 — Prairie Rose Tuesday, July 31 — City Slickers Wednesday, August 1 — Logan Pals and Square B Thursday, August 2 — Prairie Dell All clubs are responsible for cleaning Fairgrounds on Friday morning before checks are given. 8. Jeanice A. Cress Award: To be eligible for consideration, a 4-H member must participate in two of the three following competitions: favorite food show, family and consumer science judging contest, and fashion revue. Points (4, purple; 3, blue; 2, red; 1, white) will be earned for exhibits in clothing construction, home environment, food preparation, food preservation, art and crafts, fiber arts, and fashion revue. 9. Tom Maxwell Award: The fair board has established this 4-H award to be given annually. Points (4, purple; 3, blue; 2, red; 1, white) will be earned for exhibits in crops, horticulture, entomology and forestry. 10. Grievance Policy a. All grievances must be in writing. Such grievances must state plainly of the cause of complaint or appeal, and must be submitted to either of the County Extension Agents within 24 hours following the occassion for the grievance, accompanied by a $25 cash deposit. The deposit will be forfeited if the grievance is overruled. b. Upon receipt of a qualified grievance, the District Extension Agent(s) will promptly notify the person against whom the grievance was made, the Superintendent of the department for the class or event, appropriate Fair Board Representatives, and other parties who may have relevant information. The notice will give a time and place for a hearing to address the grievance. c. The hearing committee, authorized to act upon any protest, may consist of, but not limited to the following: District Extension Agent(s), Fair Board Representative, Superintendent of Department in question, a 4-H Club Leader, a 4-H PDC Member, 4-H Council President, and an Extension Executive Board Member. d. When a protest is either allowed or denied, the course of action shall be entered in writing, and a copy delivered to the protestant and the person against whom the grievance was made. Premiums and awards will be properly distributed when final decision on the grievance is made. The hearing committee reserves the right to institute further restrictions upon the person/persons upon whom the protest was made.

4-H and FFA SHOWMANSHIP CONTEST
1. Contestants MUST own the animal they are showing and be enrolled in the project and be a 4-H or FFA member in Allen County. 2. Age determination will be as of Jan. 1 of the current year. 3. A showmanship contest will be conducted in each species of livestock namely — beef, sheep, swine, dairy, goats and horse. See schedule of events for time of each contest. 4. Age Divisions for Showmanship: Junior — 7-9; Intermediate — 10-13; Senior — 14 and older. 5. Order of Showing: Senior, Intermediate, Junior. 6. The top four showmen will be selected from each of the three divisions. These 12 individuals will then compete to determine which three will receive the three trophy awards and to determine which two will be eligible for the Livestock Showmanship Finals Wednesday evening. 7. If an individual wins in more than one category of the Livestock Showmanship they must choose the category they wish to show. When this occurs the third place winner will then show in the specie not chosen by the winner.

4-H and FFA LIVESTOCK RULES
4-H and FFA Livestock Sale Thursday at 7 p.m.
1. Each Allen County 4-H and FFA member enrolled in the market livestock project is eligible to sell one (1) animal only through the auction. 2. Animals entered in breeding classes can’t be sold base bid. This includes breeding gilts. 3. The 4-H or FFA owner of the animal must be present to lead the animal into the sale ring. 4. Steers not leadable will remain tied in their stall. 5. All livestock must have been exhibited at the Allen County Fair to be eligible for the sale. 6. Members are responsible to have their animals weighed. There will be a $5 charge for each animal sold in the Livestock Sale. Fee is to be paid by the 7 p.m. deadline on Tuesday. Pay the Livestock Superintendent. 7. Members are responsible for the care of their livestock (fed, watered, etc.) until loaded and shipped. 8. Members will obtain their money from the buyer at their place of business by presenting them with a sale ticket and the Buyer’s rosette. Custom kill animals—both premium and base bid check will come from buyer. 9. Animal weights for Sale and Exhibiting must be: Steers — 1,000 pounds minimum Hogs — 230 pounds minimum Lambs — 95 pounds minimum Goats — 60 pounds minimum 10. Animals that don’t meet weight requirements for their specie are not eligible for the rate of gain competition. 11. For all species, the superintendent must be notified of class (breeding or market) before the animal leaves the scales. 12. Horses will be required to have a Coggins test. 13. Only one (1) reweighing on the scales provided will be permitted. Reweighing is allowed only on animals falling outside of the weight ranges. This is to be done only upon request and will be done immediately following the rebalancing of the scale. No animal will be reweighed after returning to its pen or stall. Hogs carrying mud on them will not be weighed until the mud is removed. Lambs carrying excess wool at weigh-in time can have a 2-pound dockage assessed on them. Superintendent can determine if needed. 14. Exhibitors must notify the appropriate livestock superintendent(s) on what they will do (premium sale, ship base bid, or take home) with each market animal exhibited at the fair. This must be submitted on the “4-H Livestock Drug Withdrawal Form.” Exhibitors who do not show sheep or goats need to turn in intent to sell cards by 1 p.m. on TUESDAY. Sheep & goat exhibitors have until 7 p.m. on TUESDAY to return intent to sell cards. Failure to meet the above deadline will result in: 1. If notified after 7 p.m. Tuesday but before 8:30 a.m. on Wednesday, members may participate in the premium sale ONLY after paying a $25 late fee. All late entries will be placed at the end of the sale program. The animal may be shipped base bid. 2. If not notified by 8:30 a.m. on Wednesday, the animal will go home. It will NOT be shipped base bid and will NOT be eligible for the premium sale. 15. All livestock will be subject to drug withdrawal. 16. Following the premium sale all animals must return to their pen to be checked by the superintendent. 17. An individual animal can be shown in both 4-H and open class. (Rule as adopted by fair board at April 2004 meeting.) 18. Health requirements — read livestock health requirements under open class general rules. Each market animal exhibited at the county fair must have a completed “4-H Livestock Drug Withdrawal Form” on file with the proper livestock superintendent. 19. 4-H exhibitors MUST exhibit their own livestock. In case of two entries or sickness, another Allen County 4-H member may show, provided it meets with the approval of the department superintendent. 20. NOTICE: All beef, goats, sheep. swine and horses will be charged a $10 refundable stall fee. Bucket calves, rabbits and poultry will be charged $1. Please submit fees in the form of a check to the Southwind Extension Iola Office by entry deadline. Deposits will be refunded after fair upon a member meeting the following requirements: 1. Assistance at pre-fair cleanup 2. Assistance at post-fair cleanup 3. Assistance with set-up for livestock premium sale 4. Agents will determine refunds based on sign-up sheets at previously listed events. 21. Pen of 3 must include at least 2 different members of the same 4-H Club or FFA Chapter. 22. If an animal was shown at another county fair in the current year, that animal is not eligible to sell or show at the Allen County Fair. 23. If an exhibitor sells an animal at a county fair 4-H/FFA premium auction in the current year, that exhibitor is not eligible to sell in the Allen County 4-H/FFA Premium Auction or any Kansas State Show.

Superintendent — JIM SMART 1. Meat Goats are ARE eligible for the livestock premium auction. 2. Meat Goats are goats bred for meat purposes. Does or wethers of any breed will be judged on merits for meat purposes. 3. Meat Goats must weigh a minimum of 60 lbs. to be eligible for Grand Champion. An underweight class will be offered for all goats weighing less than 60 lbs. 4. Must have milk teeth in place & must be less than 1 year of age. 5. Must be dehorned or have horns topped to no less than the diameter of a dime at the end. 6. Goats are to be shown with collars or halter and lead. 7. Market Classes will be divided by weight. Superintendent — AMY SHANNON 1. All horses are required to have ID papers submitted to the Extension Office by May 1st of current year. 2. All rules of show are according to “The Kansas 4-H Horse Show & Events” rulebook. Any questions will be directed to it. 3. Colt age determined by Jan. 1 of year it was born. 4. Stallions cannot be shown in 2 or 3 year olds or under saddle. 5. Mounted exercising of horses will be done only in the arena or grass area west of the horse barn. Absolutely no riding on the dike or other areas of the fairgrounds. Violators may be sent home. 6. Horses are not permitted in the park area or on the dike. 7. Dress Code - Western Attire: Long pants, long sleeve shirt, western boots & cowboy hat. Exceptions to this rule may be changed by the Superintendent on show day based on weather conditions. If a rider elects to wear a hat in a timed event, it must stay on. If the hat is lost, a 2-second penalty will be assessed to the final time. Caps are not permitted. 8. Stalls must be cleaned twice daily, and cleaned completely at checkout. 9. All Horses will be required to have a Coggins test. 10. For speed events, the use of an over-under or the use of a bat, whip, spurs, reins, etc. in front of the cinch will be penalized by disqualification. Misuse of hands and excessive roughness toward the mount may be penalized. 11. For speed events, the horse must enter the arena and hesitate prior to starting the run. The gate must be kept closed until the runner stops. For safety reasons, horses must enter under the control of the rider. An unmounted or mounted person cannot lead it into the arena. 12. Horses should be on fairgrounds by 7:30 a.m. on show day. 13. Superintendent — Karen McKarnin Dog Show - Thursday, July 26 at 6 p.m. in Show Arena 1. Dogs must be kept on leash or crated at all times, except when doing off leash work in the ring. 2. Exhibitors must remain with dogs at all times. 3. Exhibitors must take dogs home after the show. 4. Exhibitors must have proof of current vaccination card issued by the Extension Office, filled out by veterinarian and presented at the show. 5. No females in heat. 6. Any abuse of dogs on the fairgrounds or in the ring will result in disqualification. 7. All dogs will be judged according to 4-H Dog Show Rules. 8. No baiting of dogs. 9. To receive special awards must have received top blue or purple. 10. Must be enrolled in the phase to enter. Obedience Choke chain or soft training collar, and a leather or web lead are to be used for obedience. Dogs may progress to a more advanced class but may not regress past prior accomplishments. Any dog shown in AKC obedience trials must show at the novice level. If the dog has won a blue ribbon in AKC obedience, he must be shown at the advanced level. Superintendent — CAROL CRAWFORD There is no limit as to the number of articles/garments/outfits that may be entered. One educational exhibit may be entered. 1. All work must be the product of current year club work. 2. Clothing will be judged Tuesday, July 24 at the Bowlus Fine Arts Center. Garments must be brought to the fair to get ribbons and prize money. 3. 4-H’er can model two garments during day style revue, but only one garment at public revue. 4. Garments shall be carefully laundered or cleaned before being exhibited. 5. Label each piece as follows: (a) Ready-made labels will be available in the Extension Office or use a 3x2-1/2 inch piece of cloth. Sew label to the center back of neck or center back of waistband. (b) Label must contain: Name; Address; Club; Class No. 6. Each 4-H’er must enter under the appropriate 4-H age level. 7. Each skirt, slacks and shorts should be placed on the hanger with 2 large safety pins. 8. Garments receiving a purple ribbon are eligible to be entered at State Fair, but an individual may enter only 1 constructed piece and one educational exhibit and must be 9 by Jan. 1 of the current year. Include explanation of how it was made, cost, pictures pattern, etc. Describe how it fits into the color and design scheme of the room. Explanation will be considered in total score. DIVISION L — Food Preparation
Superintendent — DEANN HAUSER 1. Only members enrolled in Food and Nutrition are eligible and must be 9 by Jan. 1 of current year to exhibit at State Fair. 2. Each exhibitor may enter up to a total of four non-perishable food products, one food gift package, and one educational exhibit. 3. Bring a loose label with: name of product, class number, name of exhibitor and club, put on bottom of plate. 4. Written recipes are required for all entries including gift baskets. If none, placing will be lowered by one ribbon. 5. The judge will interview 4-H’ers about their exhibits. A schedule is listed below. 6. Mixes may be used in Level I only. Bread machines may be used in all levels. 7. All unfrosted cakes should be exhibited in an upright position with crust showing, except for those cakes made with special designs such as bundt cakes. They should have top crust side down. 8. Any baked product that can be removed from pan should be. Loaves and cakes must be whole and uncut. 9. For food safety purposes any food with custard or cream cheese type fillings and frostings, flavored oils, “canned” bread or bead or cakes in a jar, or food requiring refrigeration will not be accepted. Fruit and pecan pies are accepted. A new publication available in the Extension Office contains food safety recommendations for fair exhibits. 10. Definition for educational exhibits: a poster not larger than 22”x28”, notebook or other display (no more than 12” high by 12” deep and 18” long) showing and describing something learned, a project activity done, a food nutrition community service project, etc. 11. A food gift package must contain at least 3 different nonperishable food items prepared by the 4-H member in a container no larger than 18”x18”x18”. Food products will not be opened or tasted. No alcoholic beverages will be allowed. Packaging should allow all or part of the product to be seen. Attach a card answering these questions: a) What is the intended use; b) What food safety precautions were taken during and after preparation. Failure to do so will result in placing being lowered by one ribbon. 12. A decorated food entry must be a food item. If not, it will be disqualified. Judging is based on decoration only. 13. All purple ribbon products will be kept back for the selection of special awards. These products can be picked up at the completion of the judging. The entire product will be kept on display for exhibits receiving champion, reserve and other special awards. Champion and reserve champion ribbons will be awarded in each age level. From that group, an over-all champion and reserve champion food product will be selected. The same person cannot win both. A champion and reserve champion ribbon will be awarded from all food gift packages and from all nutrition education exhibits. Each 4-H club is responsible for the decoration of their Foods display table. The tables will be judged and one winner selected. The tables will be judged on arrangement and decoration only. 14. Members are asked to come at times designated for their club. Foods leaders will have a sign-up sheet for each judge. 15. Entire product must be shown except for cookies, muffins, biscuits, etc. which should be 3 on a plate. All 3 should be same shape and recipe. 16. Food Flop – 4-H members can exhibit one food flop and receive a ribbon placing on how well the 4-H member understands the reason for the poor quality food product. 4-H members need to explain to the judges what caused the food product to flop, and share solutions for the failed food product. Superintendent — DeANN HAUSER 1. Open to any 4-H foods and nutrition member. Judging will be done at the some time as Foods. 2. The jars in each class must be standard pint or quart jars. Jellies and Sweet Spreads may be 1/2 pint; they must be sealed with flats, not paraffin. 3. Exhibits must have been preserved in current year. Members must be enrolled in foods to enter. Limit of one entry per class. 4. Use labels secured from the Extension Office. Must be placed 1 inch from the base of the plain face of jars. Label must contain method used. 5. Sweet Spreads and Pickles may be opened for judging if the judge desires. 6. Recommended methods must be used. Open kettle will not be accepted. Low acid foods must be pressure processed. All products must have written recipe. If not, placing will be lowered on ribbon. 7. Exhibit must be sealed in non-decorated, clean standard canning jars with matching brand (use Ball lids on Ball jars, or Kerr lids on Kerr jars, etc.) two-piece lids. Canning lids must be as purchased with no added decoration. (i.e., no padded, painted, ribbons, etc.) If not followed, placing will be lowered by one ribbon. Jelly must be in 1/2 pint or pint jars. All other products must be in pint or quart jars. 8. Pickles and sweet spreads must be finished by the waterbath process. 9. Ring bands should be in place for transporting home canned products; however, bands may be removed when presented for judging. Replacing the bands for display is optional. A member may enter only two exhibits in each class. 4. When articles that are normally worn as a pair are exhibited, both articles must be shown together. Fasten articles together securely with yarn. 5. Special consideration will be given to articles that are of original design. Such articles should have a note attached explaining the original design. 6. The exhibitor may attach an index card, no larger than 3” x 5”, with the entry form to give the judge any information which the exhibitor thinks would be helpful for the judge to know. Explain whether you created the fabric for a knitted article by hand or by a knitting machine. Explain if the exhibit contains any recycled materials, or is made of at least 90% wool. 7. Exhibitors are expected to be enrolled in the fiber art project in which they are entered. When the exhibit is a sewed garment that also includes one or more fiber art techniques (i.e. knitting, crochet, needle arts, or patchwork and quilting), the determination of what division (Clothing or Fiber Arts) and class in which to enter will be left with the 4-H participant. 8. All exhibits that need to be hung MUST have the appropriate hanger, rod, wire or other mechanism attached in order to be properly displayed. 9. There are no age-specific classes in fiber arts. The exhibitor’s age and years in the project will be considered by judges. 10. Items will be judged on Tuesday, July 24 at Bowlus Fine Arts Center. DIVISION P — Aerospace (Rocketry)
Superintendent — WADE VOGEL 1. Conference judging will be available Monday at 10 a.m. 2. Each exhibitor may enter up to three rockets that have been constructed during the current year. If three rockets are entered, only two can be entered as a “kit” and the third rocket must be entered as a “designed by exhibitor” rocket. The rocket must have been flown. Each rocket must be able to stand freely by itself or be supported on a wooden base, not to exceed 3/4” thick x 8” square for small and medium-sized rockets; wooden or metal support rods must not extend past the tip of the nose cone. SUPPORT RODS MUST REMAIN IN THE UPRIGHT POSITION. DO NOT ANGLE. (Do not submit on a launch pad.) 3. The report that accompanies the rocket must be limited to the 4-H Rocket Exhibit Information Form which is glued to a 10”x13” envelope. 4. Plans (or a copy of) must be placed inside the envelope. One or more photographs of the rocket at the launch site are also required with the exhibit. Photograph showing rocket at the moment of ignition is preferred. Place one 8-1/2x11” page of photographs, only one side covered, inside the envelope. 5. For original design rockets, describe in summary how model was tested for stability prior to flying. 6. Angles of the fins must fall with a plus or minus 2 degree variation. 7. Exhibit must be uniformly painted, smoothly finished, have decals applied smoothly, and be properly assembled and painted according to accompanying plans. 8. Beginner kits with prefabricated plastic fin assemblies and prefinished rockets requiring no painting are NOT acceptable. 9. Engines and Igniters are not permitted with the exhibit. 10. Exhibitors who exhibit a rocket using a size E engine or larger will be required to provide National Association of Rocketry (NAR) membership number on the exhibit information sheet. 11. DIVISION R — Entomology
Superintendent — WADE VOGEL 1. A 4-H member may choose to exhibit in the Collection or Educational class for each phase, or both. 2. Entries must be in place by 10 a.m. Monday. 3. Individual entries are to be placed in plexiglass covered boxes 18”x24”x3-1/2” (maximum). See the specific phase for box and specimen number limitations (Plexiglass required). 4. Each exhibitor is required to identify each box by placing an identification label bearing exhibitor’s name and county and the class. One label goes in the upper left corner of the box (inside) and the other on the lower right corner of the box (outside). 5. The number of orders, specimens, and families where required must be included on the exhibitor’s box identification label. Arrange insects in rows parallel to the short sides of the box. Arrange specimens so it can be displayed lengthwise. 6. Emphasis in judging will be placed on the overall variety of Kansas insects represented in the collection, accuracy of identification, skill and technique acquired in mounting of specimens, and overall arrangement and appearance of the collection. 7. For each collection class, two labels will be centered on the pin beneath each specimen. First (closest to specimen) is the common name label and the second label is a date/locality label. EDUCATIONAL CLASSES — Education displays are to be exhibited in one standard size insect box and identified by use of an identification label as discussed above. It is to include the exhibitor’s name, county, and class. Information on numbers and kinds of insects is not needed for educational exhibits. Displays may consist of specialized groups of insects, or relate to any aspect of insect life. Displays should be presented in a clear, concise, and interesting manner. 1. Educational classes are limited to one standard box, a maximum of 150 specimens, and work performed during the current year. Title of the exhibit should be indicated inside the box. 2. Purpose of the project is to learn more about the importance, life cycles, biology, ecology, diversity, etc. of insects and related arthropods. Subject matter can be as varied as the animals themselves. Introductory Phase — For ages 7 to 9 Class 01 Insect collection, at least six orders including 15-30 species. Display boxes may be 9 x 6 inches (approx.) box with lids removed and each box covered with a clear plastic wrap or a standard box may be used. (Not eligible for State Fair.) BEGINNING ENTOMOLOGY I Class 1 Collection — Display in one standard box a minimum of 50 and maximum of 125 species representing at least 7 orders. Specimens should be grouped according to order. Order labels should be pinned to the base of the box. Members can exhibit in this class a maximum of 3 years, or until they receive a purple ribbon in the beginning phase at the Kansas State Fair, whichever comes first. Class 2 Beginning Educational Exhibit BEGINNING ENTOMOLOGY II Class 2a Collection — Display in one standard box a minimum of 75 and a maximum of 150 species representing at least 9 orders. Follow instructions listed for all collections in items #1 through #7 above. Specimens should be grouped according to order. Order labels should be pinned to the base of the box. Members can exhibit in this case a maximum of 3 years, or until they receive a purple ribbon in the beginning phase at the Kansas State Fair, whichever comes first. INTERMEDIATE ENTOMOLOGY Class 3 .Collection — Display a minimum of 100 and a maximum of 300 insects representing at least 10 orders. Two standard boxes can be used. All specimens should be grouped in order, in addition, all insects in the orders of Orthoptera, Hemiptera, Homoptera, Coleoptera, Diptera, and Hymenoptera are to be identified to family and the number of families in these orders must be recorded on the box identification label. Families represent subdivisions of order groupings, and family labels will be pinned to the bottom of the box to represent subdivisions of the appropriate order. Members can exhibit in this class a maximum of 3 years or until they receive a purple ribbon in the Intermediate phase at the Kansas State Fair. Class 4 Intermediate Educational Exhibit ADVANCED ENTOMOLOGY Class 5 .Collection — Display a minimum of 150 and a maximum of 450 insects representing at least 12 orders. Three standard boxes can be used. Family identification is required for all insects belonging to the six basic orders as outlined under the Intermediate phase. Family identification of insects in the remaining orders is optional, but desirable as long as accuracy is maintained. All butterflies appearing in the collection should be labeled with the correct common name. Members can exhibit in the Advanced phase as long as in 4-H. Superintendent — DAVID HOPKINS 1. Black and white and color photographs, and videos may be exhibited. Each exhibitor will be limited to no more than 8 enlargements, 1 album, or 1 story and may enter only in unit for which they are enrolled. 2. Photographs entered must be the result of the current year’s project work by the 4-H member. 3. Photos are to be mounted across the narrow (11”) dimension of an 11”x12-1/2” sheet of white or cream studio matte board. Mounting boards may be purchased in the Extension Office. (Note mat board dimension.) 4. All photos must be no larger than 8”x10” and no smaller than 7”x9”, after trimming. 5. Photos must be mounted with the top edge of the print 1” below the top of the mount. (board is always oriented narrow side up). The sides of print must be equal distance from the two sides of the mount. (Note mounting location.) 6. A permanent mount must be made by using photographic adhesive. Remove white border from the enlargement before mounting. 7. No lettering, including dates, is permitted on the front of the mount or on the photo, only on the form provided. No underlays or borders are to be used. 8. To protect exhibits from dust and moisture, place mounted photo in protective plastic bag. 9. The exhibitor’s name, address and photo class should be written on the back of the mount. 10. Improperly mounted photos, oversize or undersize photos with white borders not removed or lettering (including dates) on the photo, will be awarded a ribbon one placing lower than the placing determined by the judge. 11. Photographs taken with digital camera & having no more adjustments than exposure, color intensity or correction, red-eye removal, cropping, dodging & burning should be entered in standard color or black & white classes. 12. Digital Composite Image: Finished photo must be created from two or more original sources created by exhibitor. Photos will be judged on photographic merit as well as manipulation technique and process. 13. The black and white class is for black and white prints only. Monochromatic prints, including sepia prints are considered color photos and must be entered in the appropriate color photo class. 10. Exhibitors, age 9 by Jan. 1 of current year, winning a purple ribbon are eligible to exhibit at the State Fair. Exhibitors in their 1-7 years in the photography project may enter one photo print and one video for a total of two entries per exhibitor. Exhibitors in their 8th year in the photography project may enter two prints, as long as they are in different classes, and one video for a total of 3 entries. 11. Small single pictures will not be judged separately. They must be part of an album or a story poster. CLASS 01 Story Poster (county fair only) 4-6 pictures that tell story. Talent, computer editing, tittles, graphics, animation aand music are allowed and recommended. Entries must be one of the following production types: Instructional, Informational, Documentary, Persuasive/PSA, Story or Entertainment. Length must be no longer than three minutes with the exception of Persuasive/PSA which must either be 30 seconds or 60 seconds. Entries will be evaluated on design characteristics, technical content, production quality, and effectiveness. Entries not adhering to the rules and requirements will be awarded a ribbon one placing lower than placing determined by the judge. 10 For color photos taken by 4-H’er of rabbits.

Superintendent — WADE VOGEL KNOWING TREES AS INDIVIDUALS (leaf collections**) CLASS 1 Beginning: Exhibit leaves of 10 different native Kansas trees, or leaf, twig and fruit of five different trees. 2 Intermediate: Exhibit leaves of a minimum of 20 (includes at least 10 new in addition to previously collected) different native Kansas tree leaves. 3 Senior: Exhibit leaves of a minimum of 25 (includes at least 5 new) different native Kansas trees or leaf, twig, and fruit of 10 different trees (includes at least 5 new). 4 Advanced: Exhibit leaves of a minimum of 40 (includes at least 20 new and 20 from previous classes) different native Kansas trees, or leaf, twig and fruit of 20 (includes 10 new and 10 from previous classes) different trees. ** Exhibit one complete leaf where possible. Where leaf is too large, exhibit as much of terminal portions as possible. Sketch in reduced scale the entire leaf and illustrate where the exhibition portion comes from. HOW A TREE GROWS 5 Display requires project notebook with 10 or more seeds collected with pictures showing germination study or a mounting of a thin section of wood cut from the end of a log or top of stump labeled with information such as kind of wood and age .of tree when cut or exhibit an illustration of how a tree grows. TREE APPRECIATION 6 Entry may include a research or reporting notebook with no more than 10 pages based on the exhibitor’s selected tree. This notebook may include sketches, drawings, pictures, . story, or any other things which will help tell about the tree .you have selected.

HOW FORESTS SERVE US 9 Display collected wood samples (all or partial) and 500 word essay. Wood sample display to be mounted on poster board and or stiff material no larger than 2’x3’ high. Essay should be displayed in a covered binder. EDUCATIONAL/CREATIVE EXHIBIT 10 Exhibit must be directly related to tree identification or forestry. Type of exhibit is open (notebook, poster, collection box, etc.) given a max size of 2’x3’. This is a good class .to exhibit an unusual collection.
DIVISION V — Geology
Superintendent — WADE VOGEL Limited to one entry. Entries due 10 a.m. Monday 1. The standard size exhibit box should be 18”x24”x3-1/2”. All specimens are to be arranged across the narrow (18”) dimension of the exhibit box, making the exhibit 18” across the top and 24” deep. If a box has a sliding Plexiglass, it must be removable from the top. Screw, locks or other devices that would prevent judges from removing glass cover should not be used. PLEXIGLASS IS REQUIRED. 2. Each exhibitor is required to identity each display box by placing an identification label bearing name, county, and number of specimens in the upper left-hand corner of the box (inside), and by attaching a label with the same information on the lower right corner of the box (outside). 3. Geology specimens should be labeled with the number of the specimens, date collected, specimen name or description, and location (county) where collected. SPECIAL RULES 1. Exhibitor may enter in both geology and lapidary classes. Exhibitor may show in only one of the first three geology classes. Exhibitor may also show in geology (special exhibit) and in the lapidary class. 2. For the geology classes 1, 2, 3, specimens should be mounted in the box by proper groups — rocks, minerals, fossils. 3. For geology classes 1, 2, 3, all specimens must be collected from locations in Kansas. Out-of-state specimens will not count in the minimum number for the class, nor will they be considered in the judging. CLASS 1 Geology. Display at least 15 rocks, minerals and fossils collected during the current 4-H year. Limited to one exhibit box 18”x24”x3-1/2”. Only those exhibiting at State Fair for the first time may enter this class. Fossils must be identified to the Phylum level. CLASS 2 Geology. Display at least 30 rocks, minerals and fossils, at least 5 of each. Fifteen must be collected during the current 4-H year. Limited to one exhibit box 18”x24”x3-1/2”. This class is open to those exhibiting either first or second time at State Fair. Fossils must be identified to the Phylum level. CLASS 3 Geology. Display at least 45 rocks, minerals, or fossils, at least 5 of each. More than one specimen of the same kind of rock of mineral or species of fossil may be exhibited if this duplication represents different geological formations. Specimen label must show this distinction. (Fort Hays limestone not just limestone; exact species must have different formation names listed on the l.D. card; Composita Brachiopoda from Morrill Limestone not just Brachiopoda or Composita Brachiopoda) Exhibit limited to two boxes 18”x24”x3-1/2”. Exhibit must include approximately 15 specimens of current year’s work. Rocks must be identified by their proper name and type. Fossils must be identified to the Phylum level. This class is open to those exhibiting either the third or fourth time at State Fair. CLASS 4 Geology. Display at least 60 rocks, minerals, or fossils, at least 5 of each. More than one specimen of the same kind of rock or mineral or species of a fossil may be exhibited if this duplication represents different geological formations. Specimen label must show this distinction (Fort Hays limestone not just limestone; exact species must have different formation names listed on the l.D. card: Composita Brachiopoda from Morrill Limestone not just Brachiopoda or Composital Brachiopoda). Exhibit limited to two boxes 18”x24”x3-1/2”. Exhibit must include approximately 15 specimen of current year’s work. Rocks must be identified by their proper name and type. Fossils must be identified to the Phylum Class and Genus levels if possible. This class is open to those exhibiting the fifth time or more at State Fair. CLASS 5 Geology. Special exhibit relating to everyday living; or to a mineral test, a rock formation, geological history, species of a fossil, forms of one mineral, a variation of one kind of rock archaeological artifacts, or Indian artifacts. Exhibit limited to 4 feet of table space. Exhibitor may show in the class regardless of number of times he or she has exhibited at State Fair. Exhibitor may also exhibit in lapidary class. Lapidary The lapidary will be judged on the following criteria: Workmanship and Contest — 60 points, Presentation and Showmanship — 30 points — 30 points, and Accuracy of Information — 10 points. An exhibit box smaller than the standard size may be used for the lapidary exhibits if appropriate (18”x12”x3-1/2”). Exhibit at least 6 gemstones and minerals that have received lapidary treatment. Lapidary treatment may consist of tumbling, polishing and end or face or flat lapping. Specimens must represent at least 3 different gemstones and minerals and include at least 3 cab ochons of any size or shape. Three of the specimens must be mounted. Label specimens as appropriate including locality (state) where originated. Exhibitor may also exhibit in any other geology class.

Booth Exhibits
Basis of Awards: I. EDUCATIONAL VALUE (a) Presents suggestions, striking facts of clinching arguments, simple in form, quickly grasped and ease of .accomplishments. (b) Shows extent to which 4-H work involved meets a fundamental need. (c) Promotes decision and action — gives yields, savings, increased returns or other benefits which adoption of practices represents. II. INTEREST AND ORIGINALITY (a) Presents original, unusual or striking method of exhibition. Uses life, motion, color or light to emphasize the main idea presented. (b) Holds interest of people until they have read or observed essentials of the materials presented. (c) Uses familiar illustrative material. (d) Uses method demonstration or simple contrast. (e) Defines clearly one central idea. III. APPEARANCE (a) General appearance, artistic, neat and attractive. (b) Title sign showing subject or exhibit. IV.QUALITY OF DISPLAY MATERIAL (a) Maps, labels, and charts designed to feature effectively the work or practices presented. Consider size of letters and cards in relation to importance of idea. (b) Quality of products grown or articles made. Booths are: width — 5’10”; length — 6’; height — 4’ Each club will be required to label its booth with the name of the club and class in which it belongs. Card to be 4 x 16 inches. No club may exhibit more than one booth unless otherwise specified. NO hay/straw bales allowed due to firecode. Emprise Bank will give cash awards to clubs based on ribbon.

Banner Exhibits
1. Each banner should illustrate a phase of 4-H work that is being practiced by boys and girls in 4-H. 2. Banners must be checked in by 5 p.m. on Monday. 3. Banners are a two-dimensional display, depicting one idea. 4. Banners should be made out of flame-resistant material. 5. A label is to be attached to the back lower left-hand corner of the banner, giving the name of the club, county and year. Names of 4-H’ers is optional. Waterproof ink prevents smearing and is recommended for the label. Letters should be 2” high. Basis of Evaluation I. (b) Can be viewed and read (if words are used) at a distance up to 20 feet. IV. QUALITY OF DISPLAY MATERIALS (a) Display must be made of materials that will permit the banner to be rolled or folded and displayed repeatedly without damaging the banner. (b) Banner must be minimum of 12 and maximum of 16 square feet, with minimum of 3 feet on one side. Banners must be hung on a wooden dowel rod strong enough to support the banner. On each end of the rod there should be a wire or chain six inches long. One end of the wire will be fastened to the end of the rod. The other end will be connected to an “S” hook that will permit the banner to be hung from a suspended wire in the Exhibit Building.
HAY BALE DECORATING CONTEST
Sponsored by: J&W Equipment, O’Malley Equipment Co., Inc., Farm Bureau, Allen County Fair Board 1. Allen County Ext. will provide a round bale for each participating club to decorate, unless clubs wish to supply their own. 2. Entries will be judged on eye appeal, construction, use of materials and creativity. 3. Hay bales must be decorated by Sunday. Entries will be judged Monday. The bales should be decorated with a good clean wholesome nature. No vulgar or suggestive decorations will be allowed - this includes people rolled up inside a bale with feet and head sticking out. 4. Bales can be placed lying on their side or standing on end. This will be your choice. Please specify position of bale on entry form. If you will be providing a maximum of 8 small rectangular bales for feet or decoration please list on entry form. For safety purposes round bales will not be stacked on top of each other. 5. Decorations should be weather- and wind-proof. They should also be checked and maintained daily. 6. Paint may NOT be applied to the hay bale or grass, unless hay bale is provided by the club. 7. NO commercial or political party signs of ANY KIND are allowed. 8. Please keep the area around your bale clean and free of trash. 9. Decorations may not be removed from bales before Friday. Decorations not removed by 5 p.m. Friday will be discarded, and no premiums will be issued.
Care should be taken to select durable materials that will withstand Fair conditions. 04 Educational/Creative Exhibit — exhibit must be directly related to the Wildlife project. Maximum exhibit size is 2’x3’. (Notebooks may be a journal showing habitat development, bird watching tips, information on endangered species or any in-depth study in the wildlife area. The display might include different flies the exhibitor has, or different fish found in the exhibitor’s county, etc.) Name, county, age and year in project should be in a prominent location on the exhibit. Barnyard Olympics is an event designed to encourage club participation in a fun and team-building atmosphere. To compete in the Barnyard Olympics, each 4-H club or FFA chapter must submit the following team members’ names to the Extension Office by Monday of the Fair: 1. Club President (or Vice President) 2. 4-H member under age 12 3. Adult female over age 30 4. Adult male over age 30 5.
