This report is part of the activities in the frame of the project “Increased “Increased Transparency and Accountability of Public Procurement in Local Level Level”, ”, implemented by Partners Albania with the support of the Embassy of Kingdom of the Netherlands in Tirana. The project is being implemented in municipalities of Berati, Fieri, Himara dhe Saranda.

Report on the monitoring of electronic public procurement at local level July – September 2014 In the framework of the project “Increased Transparency and Accountability of Public Procurement in Local Level” since January 2014 Partners Albania is working on monitoring the public procurement procedures in the municipalities municipalities of Berati, Fieri, Himara dhe Saranda, part of this initiative. For the purposes of this report, there were used mainly qualitative methods. The data were provided through the research of the announcements published in the public procurement bulletins, research of the Public Procurement Agency website and the information published on the websites of the pilot municipalities. 1. Some of the findings by the municipalities, for the given period are: •

The monitoring process through the e-procurement procurement platform, during this period has been difficult, due to the fact that some procedures are being archived right away after their assignment,, and there is no space for public access in platform’s archive. The public procurement bulletin etin has been used as and alternative source of information to get data on the winners of the awarded procedures. Though in the bulletin there is no information for the winners of the small value purchases. In the PPA portal, there is limited information on the notifications for all contracts awarded from the Contracting Authority. The number of “Small Small value purchases” purchases results to be higher for this period, especially in Saranda and Berati municipalities. In Saranda municipality there is founded that for the t same good or service there were opened more than one procedure, fragmenting the found to match the requirements for small value purchases. Saranda Municipality has announced for the period July – September 2014, in the eprocurement platform, the high highest est number of Open Procedures (56 procedures). Meanwhile, Berati municipality has opened a considerable number of 27 procedures. Competiveness in the procedures of “Request for Proposal” and “Small Small value purchases” purchases remains low. In all municipalities moni monitored, tored, there are found cases where the contracts for goods and services are awarded to the same compan companies.. In Saranda municipality, there are two companies that are awarded respectively 7 and 10 times for the purchase of different goods and services. On the he contracts for Work, the number of companies applying the procurement procedures is low. The number of companies for these procedures was 3 and in some cases 2 from them were disqualified. There have been also procedures where there has been only one Applicant licant Company. companies has been higher. Nevertheless the indicator of competition will be calculated and given at the end of the monitoring process, process, not to influence the process. Saranda municipality has the higher percentage of terminated procedures (26.7 %), while for the same period, municipalities of Himara and Fieri haven’t terminated any procedure. One of the indicators that measures appropriate fund’s management and planning is the percentage of saving from the limit fund. The size of this indicator is affected (among other factors) from the volume of procurement realized in each of these municipalities. municipali Berat municipality in the procurement procedures realized during July – September 2014 has saved 10,43% % of the limit fund, while Saranda municipality 8,32% of the limit fund. Himara municipality has saved only 3,47% of this fund. The high size of these savings savings indicates improper fund’s planning from the Contracting Authority. Reasons of disqualification of Economic Operators were given in all announcements published in the electronic procurement bulletin.
