The council plans to swear in council members Marc Berman, Pat Burt, Liz Kniss and Greg Schmid; elect a mayor and vice mayor for 2013; and adopt resolutions expressing appreciation to outgoing Mayor Yiaway Yeh and Councilman Sid Espinosa. The meeting will begin at 7 p.m. on Monday, Jan. 7, in the Council Chambers at City Hall (250 Hamilton Ave.). UTILITIES ADVISORY COMMISSION ... The commission plans to discuss the cost limitation of a carbon-neutral plan for the electric portfolio; consider a three-year extension of the demand-response pilot program for commercial electric customers; and see a presentation on results of the 2012 Statewide and Palo Alto Residential Customer Satisfaction Survey. The meeting will begin at 5:30 p.m. on Wednesday, Jan. 9, in the Council Conference Room at City Hall (250 Hamilton Ave.). PLANNING AND TRANSPORTATION COMMISSION ...
