SCAQMD Host Martin Luther King, Jr. Day of Service Forum In Hawthorne By Ricky Richardson HAWTHORNE-The third weekend in January is looked upon with great anticipation. This is when Americans all across the country commemorates the life and legacy of Rev. Dr. Martin Luther King, Jr.-The Drum Major for Justice, with programs leading up to the official holiday on Monday, January 20, 2014. A capacity multi-cultural, multi ethnic crowd gathered inside the Hawthorne Memorial Center on Saturday, January 18, to celebrate the legacy of Martin Luther King, Jr. The program entitled "A Martin Luther King, Jr. Day of Service Public Forum-Building Upon The Dream: Working Together to Create Dr. King's Beloved Community." The crowd of more than 325 Southland residents consisted of elected officials, community leaders and residents from throughout Los Angeles. Former Los Angeles City Councilmember Nate Holden, Former Los Angeles County Supervisor Yvonne B. Burke, Los Angeles City Councilmember Bernard Parks, 8th District and his wife Bobbie Parks, Hawthorne Mayor Chris Brown, Hawthorne Mayor

Hello Readers,
Praise God we made it through another national holiday. It was a blessing watching all the celebration and having a day to reflect on the good deeds of Dr. King. However, the news recently regarding the “Promise Zone” whereby South Los Angeles was not included due to issue of not having been in the initial grant called the Promise Neighborhood is sickening to say the least when the least of these in South Los Angeles can benefit the most due to years of neglect. I will be bringing a series of articles focusing on this issue and speaking with those whom we’ve elected to look out for our best interest politically and to those who are policy makers in the local, state and federal government. It is time that as we rendered to Caesar what is Caesar (taxes) that Caesar render back in the form of viable resources such as opportunities in the form of business capital, employment and more. Be prayerful.

‘If I Dated Black Girls…’ By George E. Curry Last Friday, I gave the annual Dr. Martin Luther King Jr. Day speech at the University of North Alabama in Florence. I was glowingly introduced by my niece, Rachel Gandy, who is a senior at UNA. I told the audience that having grown up in segregated Tuscaloosa, Ala., how satisfying it was to see “the sons of former slaves and the sons of former slave owners” sit in the same classrooms, if not at the table of brotherhood. I didn’t use those exact words, but they got the point: revolutionary changes have taken place in my home state since the 1960s and the South in general. So many changes, in fact, that public schools in the Deep South are more desegregated than any other region in the nation. During my visit, I met a young White male – who shall remain nameless – who works in the same campus office as my niece, spoke fondly of Rachel, and recounted with glee their study together last summer in Costa Rico. After my speech, I was told that this young man said, “If I dated Black girls – I tell Rachel this all of the time – she would be at the top of the list.” I am sure he meant that as a compliment – it wasn’t. First, it’s presumptuous to think that Rachel, who is smart and beautiful inside and out, would want to date him. Second, for all the talk about racial progress, there are large segments of our society who make decisions based on race and nothing else. Whites do it. Blacks do it. Latinos do it. And so do Asians. After I got over the shock of the young man’s comment – well, I still haven’t gotten over it, as you can see – I thought back to a 2010 Pew Research Center study that found that a record 14.6 percent of all new marriages in the United States in 2008 were between spouses of a different race or ethnicity from one another. That’s more than double the percentage for 1980. Interestingly, rates more than doubled among Whites and nearly tripled among Blacks. But for both Hispanics and Asians,
rates were nearly identical in 2008 and 1980. For me, there was another story within the story: “When Whites, Hispanics and Asians decide to marry outside their group, African-Americans rank last in their choice of mates.” It’s easy to dismiss the kooks such as former Louisiana Justice of the Peace Keith Bardwell who resigned under pressure in 2009 after he refused to perform a marriage between a White woman and a Black man. But things are supposed to be different with this so-called “post-racial” generation. My niece is an honor student, was in the university’s homecoming court, is charming and beautiful. Yet, the young man at UNA couldn’t see beyond her color: “If I dated Black girls….” Fortunately, Rachel’s love life is not dependent on whether this young man dates “Black girls.” It’s the idea that this fellow got to know my niece as a person yet found her unqualified to date solely because of her race is what galls me. While growing up in Alabama, I was told that part of the problem was that Blacks and Whites had not been allowed to interact under Jim Crow, not even in sports. However, when those barriers came down, or so the thinking went, racial prejudice would vanish and people would be judged as individuals, not as part of a supposedly superior or inferior race. In three decades, there will be no majority race in the U.S., according to the Census Bureau. And that means that all racial and ethnic groups will need to learn to step outside their comfort zone to interact as equals with those who don’t look like them. In his “I Have a Dream” speech, Dr. King said, “I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.” Obviously that day has not arrived. Until it does, it’s incumbent upon all of us to make sure that it doesn’t just remain a distant dream. George E. The Revolution Must Be Financed By James Clingman When it comes to gaining true freedom, the words and actions of our most revered Black authentic leaders emphasized economic empowerment. Unfortunately, many of those who spoke the truth and tried to establish an economic foundation for Black people were ostracized, caricatured, vilified, and even assassinated. Despite their sacrifices and refusals to back down from fighting for the most important collective aspect of true freedom, economic empowerment, the vast majority of Black folks either ignored them or chose to follow Black “misleaders” who took our people down the wrong road. Now in 2014, Black folks are still suffering from and languishing in the results of having put all our eggs in the political basket, instead of holding on to what we had built and owned prior to the 1960’s. Today we are still caught up in the same nonsensical approach to true freedom that got us into our dire situation in the first place. So, what do we do at this point? We know two things for sure: Most of us Black Nationalists are often long on rhetoric and short on cash; and, everything that happens in this country begins and/or ends with somebody writing a check. Therefore, as one of our most respected leaders, Marcus Garvey, showed us back in the 1920’s, we must have businesses and we must have money, collectively and individually, in order to be truly free. Thus, any “revolution” we talk about must be financed, just as Garvey’s revolution had to be. He raised millions from Black people, encouraged entrepreneurship, and started several businesses himself. As a Nationalist, Garvey knew that without an economic foundation Black people would be lost, so he led the way to get like-minded Blacks to put their money where their mouths were. Garvey Our current need for capital must be satisfied if we are going to build on Garvey’s vision, and if we are going to build collective economic empowerment. How do we do that? Three ways: Real Estate (when the market is right), Investments (stocks, etc.) and business ownership. My emphasis is on business ownership, which does not always mean having a storefront. It could mean working from home on the Internet. It could mean getting involved in money-making efforts that require very
little work at all, via MLM (Multi-level Marketing) companies, but please do your due diligence and be careful. Those who remember the MATAH Network know that it was a modified MLM, and worked quite well for those who participated. There are a few that I would recommend today, especially the one I am involved with, but whatever you feel about any of the three ways to create wealth, and whichever you choose, follow through and stay the course; we need capital and we need it now, because the revolution must be financed. It would be very disingenuous of me to have written so much about this subject and not have participated in the solutions I have offered over the years. As a reflection of my commitment to Black economic empowerment, I have supported Black businesses, taught entrepreneurship and business planning, advocated for Black businesses, started Black chambers of commerce, established an entrepreneurship high school, founded the charitable Internet entity called the Blackonomics Million Dollar Club (BMDC), and I have enrolled and participated in MLM efforts at the request of friends and associates. I continue that commitment today because we will never have what we say we need until we are willing to sacrifice and put forth the appropriate effort. So, the message here is something we have been saying for a long time, “To have economic empowerment, we must have consciousness and capital.” While there are a relative few “conscious capitalists” among our people, we still need many more, and there are ways and means to reach that ideal. As for me, I have joined with a close friend and business associate, Dr. Nathaniel Chism, founder of www.PowernomicsNetwork.com, of course from Dr. Claud Anderson’s book, Powernomics, to obtain more capital. As a result, I am looking to partner with just three more individuals who are serious about the fact that we must have capital in order to finance our individual and collective freedom—and willing to do something about it. Currently we are financing our own oppression; we must start financing our own freedom by moving beyond the empty rhetoric, the futile marches, and the useless anger offered as solutions by a few of our “leaders.” Black folks need real power, and being financially independent is all the power necessary to be free. Yes, our revolution must be financed; and we must work to become individually empowered to achieve that goal. We like to quote, “Freedom ain’t free” and “Nobody frees a slave; a slave must free himself.” It’s way past time we put some action behind those quotes.

EDUCATION & COMMUNITY NEWS Inglewood's Dr. Martin Luther King, Jr. Day Celebration By Ricky Richardson INGLEWOOD—-An enthusiastic crowd was in attendance for the City of Inglewood's 31st Annual Martin Luther King, Jr., Day Celebration. The program took place at Crozier Middle School Auditorium, 120 West Regent Street. The theme was "Walking in These Shoes." The program consisted of exuberant songs from local choirs, joyful expressions of Praise Dancers courtesy of The Experience Christian Ministries (ECM's), Total Praise,
Connection and ROQK Star. Members of the Tuskegee Airmen, Buffalo Soldiers and Montford Point Marines received a standing ovation as they were acknowledged and introduced during the program. The highlight of the morning featured inspirational award winning speeches from winners of the Dr. Martin Luther King Day Speech Contest. The speech contest winners were Zharia McRoberson(Category K-2), Chasidy Hyman-(Category 3-5), Taiyan
Paige-(Category 6-8) and Jalyn Bell-(Category 9-12). The crowd expressed their appreciation through cheers, applauses and standing ovations. Dr. Carla Thomas received The Community Service Award. An inter-active family festival was held on the grounds of Crozier Middle School at the conclusion of the program. The festival featured games, live entertainment, food trucks and vendors, arts and crafts, Commercial vendors, Health Screenings and more.

Joint Center Reflects on Need for More Civil Rights Progress The recently celebrated national holiday in Dr. Martin Luther King Jr.’s honor was a time to reflect on his lifelong dedication to advancing racial tolerance and equality of opportunity for all people. Regrettably, some 45 years since his assassination, there’s clear evidence that many of Dr. King’s goals have yet to be achieved. Without a doubt, there’s substantial unfinished business ahead of us as a nation, particularly on issues like voting rights and political empowerment, health inequities, employment, and asset-building. The Joint Center for Political and Economic Studies is focused on addressing these inequities, with the goal of helping
our nation realize Dr. King’s vision. For example, one of our recent reports determined that “there is strong statistical evidence that politics is resegregating, with African Americans once again excluded from power and representation. Black voters and elected officials have less influence now than at any time since the Civil Rights era.” Over the past year the Joint Center has chronicled several other areas where inequality still reigns, and opportunities should exist. Our hope is that our research and analysis, like the reports listed below, are useful tools in helping Dr. King’s dreams finally become reality.

She has starred in television shows such as "Room 222" and "In the Heat of the Night," garnering three Golden Globe nominations, three NAACP Image Awards, and two Emmy Awards. She read excerpts of writings of Coretta Scott King as well as spoke about her own involvement in the Civil Rights Movement. The crowd enjoyed a delicious hot lunch that was catered by La Sassier. Debbie Joyce and her tight trio entertained everyone with an elegant set of jazz standards. The video "The Right To Breathe" highlighted the tremendous job of the SCAQMD Team Members. Each attendee received a
complimentary tote bag with timely information to reduce their exposure to smog and the residue of the Colby fire. Keynote speaker Donzaleigh Abernathy delivered a phenomenal message and took the crowd through a chronological journey of the Civil Rights Movement with a historic powerpoint presentation. Ms Abernathy is the author of "Partners to History, Martin Luther King, Ralph Abernathy and the Civil Rights Movement." Her father, Rev. Ralph Abernathy was a close friend of King and another pillar of the American Civil Rights Movement. She concluded her speech with a challenge to the audience, "What kind of legacy will your life will be remembered?" HEALTH & COMMUNITY NEWS Plugged In, Tuned Out: Teen Distraction Increases Pedestrian Accidents (BPT) - From dating to driving to curfews, there's a lot to worry about if you have a teenager. You want to keep your child safe and likely have talked about distracted driving and avoiding texting while behind the wheel, but technology can be distracting while walking, too. More teens are plugged in and tuning out to the world around them. An alarming 39 percent were observed typing on a phone, and 39 percent were wearing headphones while crossing the road. One in five high school students and one in eight middle school students cross the street while distracted by things like music, texting and digital games, according "Teens and Distraction: An In-Depth Look at
Teens' Walking Behaviors," a report from Safe Kids Worldwide made possible with support from FedEx. The study observed 34,000 students nationwide crossing streets in school zones. Crossing the street while distracted by technology can mean the difference between life and death. In 2012, Christina Morris-Ward, a 15year old girl in Montgomery County, Md., was killed while crossing the street because she was distracted by headphones and a cell phone. While teens use their favorite technologies every day, it's important for parents to encourage them to put down their devices when crossing any road. You may remember the early years of reminding your youngster to look both
Honest Intentions? By Dean L. Jones, CPM The human body receives a boost of superficial energy from eating processed sugar. This is due in part because it promotes the release of the chemical dopamine, also called the 'feel good' neurotransmitter. Dopamine is what gives that rush sought after from habitual drug use. This can become quite critical for those who have worked to kick the bad habit of using drugs, and may miss that dopamine rush. But, without thinking may turn to eating sugary-filled products to help fill that void. Eating processed sugar can trick the mind so much as causing confusion to not know if one's self really has an honest intention to stop the addiction, thereby making its consumption very unhealthy for recovering addicts. Living to have that daily coffee with added sugar to get going in the morning is almost certainly an addictive habit. Being unable to start without drinking a sugary cola is similar to craving an alcoholic drink upon waking. For all intents and purposes, eating processed sugar is like taking drugs, as it too is not human food! Science reveals that processed sugar is a pure chemical composition resembling cocaine's makeup. Processed sugar (Sucrose) has the chemical formula C12H22O11, (12 carbon atoms, 22 hydrogen atoms, 11 oxygen atoms). Cocaine's chemical formula is C17H21NO4, having a difference from processed sugar in only 'N', or the nitrogen atom. Heavy consumption of processed sugar-sweetened sodas cause 183,000 deaths each year worldwide, including 133,000 diabetic deaths, 44,000 heart disease deaths and 6,000 cancer deaths. The main problem is that processed sugar has fructose and it alone is very wearing on the liver organ, in much the same manner as drinking alcohol. Whole fruits contain fructose, however they come complete with fiber that prevents fructose from being dreadful to the body. Food manufacturers and retailers have knowledge on the dangers of eating processed sugar, which is why I wonder if they have honest
ways before crossing the road. Now that your children are teenagers, it's time to have the talk again, but with a slightly different approach. Talk to teens about being responsible pedestrians by putting down mobile devices while walking and remind them of the importance of looking up, listening and making eye contact with drivers when crossing the street. And set a good example by putting your own devices down when driving or crossing the street. Keep these tips in mind whenever you cross the road: 1. Put devices down, look left, right and left again,
listen and make eye contact with drivers before crossing the street. 2. Remember to watch out for cars that are turning or backing up because visibility is limited. When possible, walk on sidewalks or paths and cross at street corners with traffic signals and crosswalks. 3. Be aware of others who may be distracted and speak up when you see someone who is distracted. 4. If you need to use a cell phone, stop on the sidewalk and find a safe area to talk. If you are wearing headphones, pull them down be-
fore you cross the street. 5. Driveways and parking lots can be especially dangerous because pedestrians walk close to moving cars. Turn off devices in places where cars are going in unexpected directions, like backing out of a parking spot or turning out of a driveway. Finally, teens aren't the only ones who are distracted. Being a responsible driver means eliminating distractions inside your car so you can concentrate on the road, too. Be extra aware of pedestrians in residential areas and school zones. Look for bikers, walkers or runners who may not be immediately visible or may step into the street unexpectedly. (Reuters) - The Obama administration on Thursday said people enrolled in some small, government-sponsored healthcare plans will not face a penalty under Obamacare in 2014, even though their coverage does not meet the healthcare reform law's minimum requirements. In proposed rules released by the Internal Revenue Service, the administration said narrowly defined government coverage including programs limited to family planning or tuberculosis-related services through Medicaid do not meet minimum essential coverage standards. Ordinarily, President Barack Obama's Patient Protection and Affordable Care Act would require someone who lacks minimum coverage to pay a penalty.
But the IRS is proposing that individuals in certain plans pay no penalty for failing to have minimum essential healthcare for this year. These individuals may be eligible for a premium tax credit to get healthcare coverage on a state or federal health insurance marketplace, the proposed rules said. The exemption includes people deemed medically needy due to crippling healthcare costs, enrollees in special Medicaid demonstrations and military personnel enrolled in programs with limited eligibility. The announcement comes on the heels of an administration decision to offer hardship exemptions to people who had their individual policies canceled last year because they fail to meet Obamacare's standards for
minimum coverage. That decision was part of the administration's response to a public outcry that devastated Obama's poll numbers and worried Democratic lawmakers. But Thursday's proposed rules, which would affect a small but undetermined number of people, have been in the works since at least last August, when the IRS published regulations on the individual mandate. Obamacare requires most Americans to be enrolled in health coverage by March 31 or pay a 2014 penalty of $95 or 1 percent of annual household income, whichever is higher. Martin Luther King Jr. The mayor was grand marshal of Monday's 29th annual Kingdom Day Parade, which included appearances by Police Chief Charlie Beck and congress members Karen Bass, Janice Hahn and Maxine Waters. Former Dodgers "Sweet" Lou Johnson, Dennis Powell and Derrel Thomas rode aboard the Dodger fire truck. Thousands of people lined the streets of South LA for the event, which featured dancers, singers and honor guards. It was one of many celebrations, marches, parades and community service projects held across the nation to honor the
slain civil rights leader. It was 50 years ago that King won the Nobel Peace Prize.

Secretary Foxx was joined by representatives from the Los Angeles County Metropolitan Transportation Authority (LACMTA), as well as Senator Barbara Boxer, U.S. Representatives Karen Bass and Maxine Waters, Mayor Eric Garcetti, Los Angeles City Councilman Bernard Parks, Jackie Dupont-Walker, Director, Metro and President, Ward Economic Development Corp., Supervisor Mark Ridley-Thomas, Second Vice-Chair, Metro, James Butts, Mayor, City of Inglewood and other state and local officials. After the Inglewood Color Guard opened the program with the Pledge of Allegiance was led by the Rev. also is expected to receive approximately $130 million in other DOT and Federal Transit Administration (FTA) funds. It is for this reason they were protesting during the groundbreaking ceremony. They were expressing their disapproval of the lack of black contractors or black workers on transit projects. Johnson said, “The YBCA is sick and tired of President Obama and Secretary of DOT, Mr. Fox hoodwinking and bamboozling us as if we are currently living in the Jim Crow era.” He added, “When you go up and down various freeways, union or nonunion you do not see black people working.” The Crenshaw/LAX transit corridor project consists of a new 8.5-mile light rail line, eight new transit stations, and three park and ride facilities. The line will connect existing rail service on the Metro Green Line with the Metro Exposition Line, making it easier for residents, seniors and other riders to reach downtown Los Angeles, the Westside, South Bay and the cities of Inglewood, Hawthorne and El Segundo. The project also includes a new transit vehicle maintenance and storage facility.

Oh, and don't forget LeBron James and Kevin Durant. Football players won't be the only sports stars in New York next weekend, even with the Super Bowl in town. Basketball's very best are also scheduled for appearances. Rather than get out of the way to escape the NFL's mammoth shadow, the NBA decided to share in whatever spotlight was left. So the Knicks and Nets are home to face powerhouse opponents — games that should be hot tickets for fans who couldn't or wouldn't wait until Sunday. "Knowing that the sports world was going to descend on New York City for the Super Bowl, we knew that there would be enormous demand to see the Knicks and the Nets play, so we accommodated that interest by scheduling marquee games," NBA spokesman Mike Bass said. Durant and the Oklahoma City Thunder visit Brooklyn on Friday, before James and the Miami Heat travel to Madison Square Garden on Saturday to take on Carmelo Anthony and the Knicks. Three top scorers, two MVP candidates, one eager city. Mike Breen, who will call both games on ESPN, said that "it doesn't get much better than this for a regular season" for local fans, noting that James and Durant could go down as two of the special league's players. "A chance to put on a show, the weekend of the Super Bowl, in New York City, is something that you know they're going to embrace and try and make the most of," Breen added. OK, so the Knicks haven't quite lived up to their end of the bargain with their play this season to make it a real "marquee game." But it's always an event when James comes to "the world's most famous arena," where he has multiple 50-point games. "Regardless of whether the Knicks are playing well or struggling, to this day, to a man, these players, they treasure coming to the Garden and playing at the Garden," Breen said. NBA will have the big show in town as the Nets and Knicks cohost the league's All-Star weekend. The $1 billion Barclays Center in Brooklyn, which opened in September 2012, will host the Friday and Saturday events. Madison Square Garden, which completed a three-year renovation last fall at the cost of $1 billion, stages the game for the first time since 1998. And unlike the Super Bowl, where fears of winter weather wrecking the championship game have created questions about the selection of the New York area since the moment it was chosen, it's been all thumbs up for the NBA's midseason spectacle, which will show off two of its best-regarded arenas. The Garden, with its rich history, was already a favorite of players and now has the look to match its reputation. Barclays Center has made an immediate impression and become an entertainment destination for acts that would previously only consider the Garden if they were playing New York. Could that be where the string of lackluster All-Star Saturday nights ends, where a slam dunk contest with real superstars returns? "I hope so. I really hope so. From what I've heard, every visiting team that came into Barclays was in awe of the facility," team executive Irina Pavlova said in September at the All-Star announcement. "So we're excited to showcase it to the rest of the world and yeah, hopefully it'll attract more players here." But that's for next year.
There's plenty of basketball now. The Knicks are home all week leading into the Super Bowl, part of an eight-game homestand that ties the longest in franchise history. That's not exactly good news for the Knicks, who fell to 7-15 at home with their 110-106 loss to Philadelphia on Wednesday. It won't include the injured Kobe Bryant when the Lakers visit Sunday — too bad, since he holds the single-game scoring record at the current arena — but local product Kyrie Irving arrives with Cleveland on Thursday before James' visit. The Garden is already seeing additional ticket requests for Saturday's game. With the Knicks' poor performance and so much else to do in New York, A-listers have often passed on Knicks games this season, with celebrity row sometimes consisting of Spike Lee and some other faces that seem vaguely familiar but aren't actually that famous. But James and the Heat are the NBA's most popular road show. Liam Neeson, Michael J. Fox and Kate Upton took in Miami's first visit earlier this month, and with so many entertainers planning to be in New York for the Super Bowl, there might be as much attention on the people in the seats as the ones on the court. The Heat can't wait to give them a show, then get on the road. "It'll be a great Saturday to play a game here in the Garden," Dwyane Wade said, "and like I said, get back, get home." (AP) — Lawyers finally got the chance to argue on behalf of George Stinney, 70 years after the 14-year-old Black boy was sent to the electric chair for killing two White girls in South Carolina. Whether his conviction from that segregation-era court is tossed out is now up to Judge Carmen Mullen after a two-day hearing concluded Wednesday. She gave both sides at least 10 more days to consult witnesses and make more arguments. The hearing at least gave Stinney something he was denied in 1944 — his day in court. His White lawyer back then called no witnesses and did no crossexamination. He normally handled civil cases and was running to be a legislator at a time when almost all voters were White. The boy was likely the only Black face in the courthouse. At this week's hearing, Stinney's two sisters and brother testified, remembering a young man who liked to draw and walked the family cow to a field near the railroad tracks. They also recalled their fear of White men in uniforms and strange looking cars who came and took the teen and his brother away. Stinney's older brother, Johnny, was let go after George confessed. But he almost never talked about it again. The rest of the family didn't see the teen again until his funeral, when Stinney's body, burned from the electric chair, was put in an open casket. Solicitor Ernest "Chip" Finney III called his own witnesses, including a storekeeper's son who was 10 at the time and remembered seeing investigators take clothes taken from Stinney's home. Frankie Dyches, the niece of 11-year-old Betty Binnicker who was killed, also testified that they tried to put the case behind them for decades, but it kept coming up. They finally decided to go public when people began accusing them of paying off the real killer, Dyches said. "He confessed. He was tried and found guilty by the laws of 1944, which were completely different now. It can't be compared. I think it needs to be left as it is," Dyches said.

The key reforms called for in the 112-page report include: Modernization of the registration process through continued expansion of online voter registration and expanded state collaboration in improving the accuracy of voter lists; Measures to improve access to the polls through expansion of the period for voting before the traditional Election Day, and through the selection of suitable, well-equipped polling place facilities, such as schools; State-of-the-art techniques to assure efficient management of polling places, including tools the Commission is publicizing and recommending for the efficient allocation of polling place resources; and Reforms of the standardsetting and certification process for new voting technology to address soon-to-be antiquated voting machines and to encourage inno-

On the local, state, and federal levels, let’s work together to make sure no voter is disenfranchised.”
