So what happens at the Port of Hueneme anyway? Port Commissioner Jess Herrera to give update on Port activities. Back in the day, the farmers of the Oxnard Plain never liked the truck and rail rates they had to pay to get their Jess Herrera produce to water. They thought... why send our produce down to Los Angeles when we have an ocean at our front door? The idea for building a Port at Point Hueneme was a direct result of a coastal exploration by Thomas Bard in 1867. In 1872, a 1,500-foot wharf was constructed to ferry goods between the coast and ships off shore. In 1922, with the construction of two giant Sunkist lemon-packing plants, they became one of the port village’s largest employers. By the early 1930s, it became clear the vision of a commercial port was inevitable. On January 24, 1939, dredging operations began and the harbor was officially Continued to Page 4

Chamber applauds Irwin, Brown for business consideration What began as a precarious legislative year for California businesses, ended with only minor damage. Thanks to the California and local chambers of commerce (Oxnard being an important player), many bills deemed adverse to business were defeated. The Oxnard Chamber thanks Assemblymember Jackie Irwin for her votes against a proposal to require double-time pay on holidays and a bill that would have outlawed arbitration agreements in employee handbooks. Governor Jerry Brown deserves a round of applause for vetoing the same arbitration bill and legislation that would have required employers to provide up to 24 weeks of unpaid time off to care for a long list of qualifying relatives. Unfortunately Brown also vetoed a bill that addressed frivolous Americans with Disabilities Act lawsuits, which was strongly supported by the business community. SB 251 (Roth, D-Riverside) was the only bill where the Oxnard Chamber agreed with all three of its legislators. Hannah Beth Jackson (D-Santa Barbara) is our representative in the California Senate. Das Williams (D-Santa Barbara) and Jacqui Irwin (D-Thousand Oaks) both represent Oxnard in the Assembly.

Chamber sets Annual Meeting and Installation of Directors Oxnard Chamber of Commerce 400 E. Esplanade Drive, Suite 302 Oxnard, CA 93036

The Annual Meeting for the Oxnard Chamber of Commerce has been set for January 29, 2016. The Friday luncheon was such a success last year that it was decided to keep the event as a luncheon replacing what has historically been a Saturday night black tie affair. This luncheon will feature the outgoing Chair of the Board, Richard Favor, where he will highlight the Chamber’s accomplishments in 2015 and bestow some well-deserved awards to the people who helped achieve those successes. The Chamber is currently seeking sponsors for the event. Options are a Platinum level at $1,750, Gold level at $1,200, or Silver level at $850. Please contact the Chamber office for details on the benefit package for each of the sponsor levels. What’s with all the traffic? Like many of you I grew up in Oxnard/West Ventura County. There is no denying that the overall quality of life in our community is exceptional. One glaring exception to this fact is the substantial increase in traffic congestion along the 101 corridor. I have a very easy commute from Camarillo to Oxnard each morning which is about seven miles. On a typical morning I pick up a cup of coffee at 7-11 and enter the 101 at the Carmen onramp around 7:15. Traffic is usually moving Chairman of the Board at about 15-20 MPH until I reach Central when it opens up. At that time of Richard Favor the morning I can make it to work in about 15 minutes (I am blessed). The commuters I feel for are the individuals headed to Los Angeles and Santa Barbara. The population of Ventura County has increased by less than 25,000 or 3% since 2010. A substantial portion of the increase occurred in the East County. With such limited population growth, why has traffic congestion increased to the point that we have stop and go traffic on the 101 every weekday morning and evening? The answer is that job growth in Ventura County has lagged in the economic recovery when compared to or neighbors to the north and south. More and more people are commuting to Los Angeles and Santa Barbara Counties to work because no jobs are available in West Ventura County. Job growth in the County has averaged a very weak 1.44% over the past 5 years. Has the County’s desire to manage growth actually contributed to a decline in our quality of life? It seems with respect to traffic issues that this is the case. In addition, people that work out of the county spend money out of the county. From 2007 until 2011 I commuted to Goleta and in an effort to avoid traffic in the evening I joined a gym in Goleta. I found several other members of the gym were also Ventura County residents. This is only a minor example but local restaurants suffer as do grocery stores and other local retailers. Our elected officials at the city and county levels need to do more to attract jobs to the area. While we all understand that growth needs to be managed, that should not hamper the job growth required to meet the needs of our workforce. I would encourage business and government to work together in an effort to keep our workforce employed in our county before all of our commutes become difficult.

Ever thought about starting an intern program in your business? It can certainly be an appealing concept to help expose a young person to the real world of working. Then you might start thinking about all the details of finding a student, reporting back to their educational institution, liability issues, and on and on. The barriers to interns have been removed via a program called LaunchPath. The service has been equated to e-harmony for employers and students.

LaunchPath’s goal is to take quality work-based learning to scale throughout California and help students aspire for success both inside the classroom and beyond. LaunchPath is building the technology to facilitate better matches between students and employers in their career pathway industry sectors. This industry-focused training addresses the workforce “skills gap” and enables students to master the skills required to attain careers that align with their interests. LaunchPath brings together California Community Colleges (such as Oxnard College), Linked Learning high schools (such as those in the Oxnard Union High School District), and regional employers for meaningful internship experiences. Their advanced matching platform identifies students with the right interests and experiences and simplifies the process of creating beneficial work-based learning experiences for these students. The LaunchPath project is a collaborative partnership between the Foundation for California Community Colleges and the Linked Learning Alliance, with financial support from JPMorgan Chase. For more than a decade, the Foundation has provided back-office services on behalf of employers. As the employer of record, the Foundation handles key human resources and administrative tasks, allowing employers to focus on creating meaningful work experiences for students. Services include: Recruitment and talent acquisition services Online job posting and tracking Connections to the Foundation’s network of higher education partners Prequalification of applicants

The vote record published here is a sampling of some of the legislation the Oxnard Chamber tracked this year. We expressed our support or opposition of measures via coalitions, letters, phone calls, and personal visits to the Capitol. As with any sampling, this vote record does not tell the story of the entire legislative session. The California Chamber of Commerce tracked 19 bills it branded as “Job Killers.” Of those, 18 either failed to pass or were vetoed by the Governor. “These measures don’t just go away,” said Oxnard Chamber CEO Nancy Lindholm. “It takes a tremendous amount of work to document why we support or oppose legislation, and then we have to convince our elected officials to see things our way. Small Business Saturday is November 28 The Oxnard Chamber of Commerce will be celebrating Small Business Saturday on November 28 and we’re asking you, the small business owners, to join us! Small Business Saturday is the day after Black Friday and two days before Cyber Monday during the Thanksgiving holiday. This national day of shopping has been recognized by the U.S. Senate as a day to shop local. In 2014, an estimated $14.3 billion was spent at small independent businesses on that Saturday. This year, the Oxnard Chamber is promoting the small and local business community and encourages its residents to shop here. We are asking you to participate in the celebration and it’s NO COST to you! completed by July 4, 1940. In 1947, the Navy finalized a lease agreement with the Oxnard Harbor District (the governing body of the Port of Hueneme) for Dock #1 and six additional acres. Thirty years later, in 1977, Hueneme was a niche port with the handling of over 17,300 autos by most leading manufacturers, which by today’s standards would be a poor month! Fortunately, Port expansion continues to keep pace allowing the accommodation of new customers as well as the Port’s existing customers’ growth. Port Commissioner Jess Herrera will give Oxnard Chamber members an update of the activities at the Port and what is planned for the future. Jess Herrera has played an important role at the Port of Hueneme for over 47 years. As a young man he served 10 terms as executive officer of the ILWU and was a leading advocate for dock workers where he focused on enhancing working relationships among labor, Port users and the Port’s administration developing win - win scenarios that still exists today. He also served eight terms as Chairman of the ILWU’s Southern California regional Jurisdiction committee, which in addition to the Port of Hueneme also included the Ports of LA, Long Beach and San Diego. Jess was first elected Port Commissioner in 1994 and has served five times as that Board’s President. During his tenure he has had a hand in expanding the Port’s infrastructure that has resulted in the creation of hundreds of jobs that have benefited our community’s economic environment. He was most recently recognized in the Ventura County Star’s “25 over 50” group of community leaders whose vision, impact and talent has positively impacted Ventura County. The Governor’s continued attention to fiscal prudence led to vetoes of two job creator bills that contained tax credits and a third job creator whose purpose the Governor said could be achieved by other means less burdensome to the state.

The Governor had previously signed two job creators, one limiting frivolous litigation against employers and another streamlining infrastructure development. Tax Credits Vetoed On October 10, Governor Edmund G. Brown Jr. vetoed AB 35 (Chiu; D-San Francisco) and SB 251 (Roth; D-Riverside). AB 35 would have promoted affordable housing by expanding the existing lowincome housing tax credit program, making the state better able to leverage an estimated $100 million more in Federal Tax Credits. SB 251 would have limited frivolous litigation and claims regarding constructionrelated accessibility violations by providing businesses that have proactively sought to become compliant with the Americans with Disability Act with an opportunity to resolve any identified violations as well as provide a tax credit for such improvements. In his veto message on these bills, Governor Brown said that “Despite strong revenue performance over the past few years, the state’s budget has remained precariously balanced due to unexpected costs and the provision of new services…Given these financial uncertainties, I cannot support providing additional tax credits that will make balancing the state’s budget even more difficult.” Enhanced Driver Licenses Also vetoed was SB 249 (Hueso; D-San Diego), which would have encouraged international trade and tourism by authorizing the Department of Motor Vehicles to issue enhanced driver licenses to U.S. citizens to expedite legal traffic at the border. In his October 9 veto message, the Governor stated that while he supports the purpose of SB 249, he believes that “there are other means, such as the U.S. Passport Card, that achieve the same goal without imposing new burdens on the Department of Motor Vehicles.” Previously Signed Signed by the Governor on October 2 was AB 1506 (R.
