FOREWORD THE LEGISLATIVE BRANCH The legislative power is vested in a bicameral body, the Congress of the Philippines, which is composed of two houses -- the Senate and the House Representatives. The Congress of the Philippines is the country’s highest lawmaking body. To become a representative, a person must be: • a natural-born citizen of the Philippines; • at least 25 years old; • able to read and write; • a registered voter, and • a resident of the province where he is running for at least one year immediately prior to the election. The lawmaking function of Congress is very important. It passes laws that regulate the conduct of and relations between the private citizens and the government. It defines and punishes crimes against the state and against persons and their property. It determines the taxes people should pay for the maintenance of the government. It appropriates the money to be spent for public purposes. It can reorganize, create, or abolish offices under the civil service. And it can create and abolish courts, except the Supreme Court. Finally, it is only Congress which was given by the Philippine Constitution the sole power to declare war and to authorize the President - in case of national emergency or war - to issue executive orders embodying rules and regulations intended to carry out the national policy. This is virtually the role of our Representatives, given the nature of our democracy. While there are many a detail as to what they are made responsible for, it is imperative they are allotted due respect given the power and functions they are made to bear. The Outstanding Congressman Award now on its 20th year is given to these outstanding men and women who have earned the respect not only of their constituents’ but of the Filipino people due their accomplishments and service to the country. These accomplishments are of public record and are available in the House of Representatives. These awards are organized by SMI with a publication honoring awardees for 2011. This annual award now an institution will continue to recognize the Outstanding Congressmen as beneficiaries.

OUTSTANDING CONGRESSMAN AWARDS Branding is neither about creating awareness nor generating demand. It is the sum total of all marketing efforts saturated if not having reached a stage or a status wherein integrity and the brand promise with all its deliverables are made successful, perceived or otherwise. Branding is about the ability to deliver upon every action and or situation the product and or service that is successful. The Outstanding Congressman’s Awards have branded these awardee legislators of their integrity, their contribution to the country with their nation building efforts. Kudos! Congratulations to the Outstanding Congressmen and Women who have earned this recognition and the honor of being “Outstanding Congressmen and women” as conferred by SMI and the academe’ who have participated in this honor. While the biggest achievement is the mandate you have all received to serve your constituents; be it your districts or nationwide for Party Lists; your position in the House of Representatives is uncontestable. The Outstanding Congressman Awards now on its 20th year has come to be the institution many perceive the awards today. In 1992 these awards were conferred to a relative small group of Representatives growing the past twenty years culminating to some 33 participants last year alone with life time achievement awards bestowed to many. Upon the untimely demise of the sole award/ publisher and organizer, we at SMI have taken to task this annual institution to nominate and confer the awardees in this book to sustain the mission to honor our legislators. The accomplishments cited on every spread featuring each awardee is a living testament to the criteria conferred as “Outstanding”. All the details listed have been published in the public web site of the Philippine House of Representatives. The bills filed in congress are pieces of legislation regardless of their ascending to republic acts eventually are discussed in multiple hearing rooms with resource personnel and Representative colleagues. Upon the compilation of accomplishments the allocation of a center spread for each awardee proved to be inadequate with little space allotted per congressman. There are many more projects, advocacies and successes that need notation that are not necessarily on this book but we have decided this be left for the news and current events unfolding daily. This coffee table book is a timeless publication with details listing individual legislative work of each awardee. Interestingly enough the work of legislators have been put to test by perceptions generated by media and current events that have overtaken the contributions and the role of Representatives. Unfortunately some perceptions were ill conceived. The long hours endured by the Representatives required by the committee hearings alone plus the grueling plenary debates have numbed the senses of many. If only the work of legislation was limited to the Batasan complex all would be well however the persistence of requirements of their districts and constituents to serve the people through projects for both hard and soft applications continue to hound their presence. Imagine a congressman having to travel the distance weekly (for many) to their district offices to personally face their constituents have defined the dedication necessary for many a Representative. RECOGNIZING CONGRESSIONAL ACHIEVERS Ten years ago in my journalism ethics class at the Asian Institute of Journalism, a dapperlooking gentlemen (I guess in his late 50”s) asked: “if you were publishing a trade magazine, is it improper or unethical if your publications gives out annual awards to players in that particular trade sector?” My answer was: As long as your publication is not receiving any kind of benefits from the awardee or his company; or as long as the trade magazine has no equity or whatever interest in the awardee’s company, there is nothing improper, immoral or unethical about the whole case. The idea is the publication must be completely detached from, or independent, of the awardee and his company so the award, the publication and its editors maintain their integrity and credibility. The reason for this is simple: the concept of newspapers--as is today in our society--was transplanted in the Philippines early in the 20th century by the Americans who took over the job of colonizing us from the Spanish under the Treaty of Paris. The American taxpayers wanted to know how their military and civilian officials were spending their taxpayers’ money in governing us as a new colonial territory in the Pacific. So the news correspondents covering the Philippines were actually watching out for “imprudent”, corrupt or unethical (by their standards only) of their own public officials. We Filipinos were immaterial. Nevertheless, the concept of newspapers and magazines as the Fourth Estate in a popuilar Democratic governance evolved from that early 1900 era. My student persisted: “Is it wrong or unethical if a special publication promotes the trade sector as an institution, as a vital sector of society and the political-economy; and in the process, gives awards to deserving players of that trade sector; and at the same time, the trade sector pays for the publications’ issues?” In that case, I said there is nothing unethical about that as long as you so acknowledge in each issue of the publication that it is paid for by that trade sector. The reason the publication must do so: so the general public knows that the publication is promoting the special interests of that trade sector. And that is generallly accepted as an ethical practice of special publications promoting the interests of different groups in our society, especially, in the economic sector. It comes generally under the heading of freedom of information, and free market of political-economy. My student was the late Frank Grego, who started out as a reporter for the pre-martial law Manila Bulletin in the mid-60’s, covered the major beats in government and finally published the Congressional Magazine with its first issue--and Achievement Awards for Outstanding Congressmen (members of the House of Representatives)--in 1992. His idea was laudable because it encouraged the members of the Lower House to accomplish more in the legislative processes. And their final beneficiaries are their constituents! While, generally speaking, it is the sworn, though unwritten commitment, of daily general newspapers and magazines-responsible practicing journalists to be the Fourth Estate in our politically democratic and economically free society (and must verify and authenticate every data and statement their news sources give them), it is also the right of the public and private individual and various public sectors to express themselves, their visions, dreams, and aspire for a better future--their side of any issue. They are entitled to these human rights! Harry Tambuatco is heading our group that is continuing with the Congressional Achievement Awards to help members of our House of Representatives give more qualitative and quantitative work for their own constituents/districts. In Superbrands Marketing International Inc., these Awards are our contribution to encouragement for Congressmen to institutionalize--and make it one of the bedrocks of our national culture--this sense of achievement(s) for the benefit of the people. THE OUTSTANDING CONGRESSMEN The ideals of patriotism can only be read in history books and cannot be seen in the actual screen of public governance. The counter-conscious Filipino leader is just a dream of a few common “Tao”, who is still dreaming that this Nation can be Great Again. That is why looking for somebody that is considered to be “outstanding” as legislator or member of the House of Representatives can be complicated. But, for us to consider them as outstanding, we need to look at their roles in all dimensions, from legislations, investigations as well as reconciliations. The primary role of the House of Representatives in any country is, of course, to enact legislation. But the role of the Congressmen extends well beyond that: parliaments also serve as a check on the executive branch, and are responsible for the adoption of the state budget. Moreover, the institution and functioning of Congress itself has special importance in a reconciliation process, for the following reasons: Firstly, the House of Representatives is the national debating chamber where different views, interests and concerns can find expression and be steered towards solutions for the common good. This is a two-way street: the people relay their wishes and opinions to their representatives, who in turn seek to share with and explain to those which they represent the outcome of the Congressional debate. As part of this interaction, Congressmen acts a role as opinion leaders who can initiate and steer a public debate on pressing issues and can play an effective role in the promotion of tolerance and reconciliation. Of course, all of this may not be realistic in the early aftermath of a conflict. In this regard, making the Congress into the national platform for a free and open exchange of views is in itself an important sign that reconciliation is under way, along with being an important element in consolidating the reconciliation process. Secondly, if the House of Representatives membership is truly reflective of society, the congressional debate and its outcome will stand the best chance of being endorsed by the people. This means first of all that men and women should have an equal say in the management of the country’s future. Often this point may require special action so as to ensure that women’s chances of obtaining a position in Congress are enhanced and to guarantee that. Thirdly, their role as Congressmen does not end on law making alone, their tasked to support their constituents is really a toxic thing. Everyday hundreds and thousands of people from their districts and even party-list member’s line-up for support in their offices. Different helps are asked such as medical assistance, educational support, livelihood, and others. Local officials do also line up, Kagawads, Kapitans, Councillors, Board Members and others regarding infrastructure support on public work. This is where the PDAF of each congressman are being utilized. This assistance of our legislators is sometimes neglected by the media. Nevertheless, their action and effort are advertised thru the word of mouth. These efforts of Congressmen in moulding the lives of their constituents contribute to the vision of development towards peace and reconciliation. Lastly, the House of Representatives is a symbol of democracy where every voice is heard. The Congressmen can voice out the grievances of their constituent so that people will be aware of the pulse of the people even in a small community. The right to be heard as citizen can be realize thru this forum. A simple Juan De La Cruz can approach his congressman to voice out his visions, aspirations, plans, and dreams for his country. In such a manner, the concerned Congressman can draft Bills and Resolution to voice out or echo the ideas of Juan. This practice of democracy would in some point prevent injustices and predicaments that may cause conflicts. Thus, if conflicts are prevented, community harmony is achieved. At this point, reconciliation is achieved thru effective representation. Based on the above stated tasked of a Congressmen, from all dimensions of representations, peace advocacy, legislation, truth seeker, reconciliation and many more. It is indeed very hard to find these days the Congressmen that will truly fit the right description on its role as a representative of the people. Thus, if a congressman is awarded as one the “outstanding congressmen”, their constituent should really be proud. Because they have elected a representative that fits to perform a hazardous task that is engrave in their job description. CONGRATULATIONS TO THE OUTSTANDING CONGRESSMEN. The origin of the Congressional Awards, as told to Hilarion M. Henares, Jr. The idea of congressional awards was originated by Theodoro M. Kalaw in the early 1900s when the United States, as an occupying colonial power, granted Filipinos the right to elect their own representatives to the Philippine Assembly. Mr. Kalaw was then a crusading newspaperman who was convicted of libel, when he criticized the American administrator for exploiting the Filipino people. The congressional awards were continued by Cornelio Villareal when he became Speaker of the House during the incumbency of President Diosdado Macapagal. Speaker Cornelio Villareal requested Dr. Frank Grego, then a newspaper man and educator, to continue the practice of awarding congressmen for good work done as a public servant. This Dr. Grego did, as publisher of the Congressional Magazine and head of an educational institution which he himself founded. Now, Mr. Harry Tambuatco, organizer of the Global News Network and President of Superbrand Marketing International, Inc. (SMI) has taken it upon himself to continue and professionalize the Annual Congressional Awards initiated by Teodoro M. Kalaw, Speaker Cornelio Villaruel and Dr. Frank Grego. The Outstanding Congressman Awards, now on its twentieth year, has come to be the institution it is today, enjoying the integrity of the work our legislators have toiled over years of nation building. This publication is a living testament to the successes of our legislators today who continue the work for their individual districts. Although mandates may change due to term limits, the progress continues relentlessly to improve the lives of the Filipino people.

Aggabao, Giorgidi B. (Isabela, 4th District) Cong. GIGI is a G.I., a Genuine Ibanag. He is a native son of Santiago City where he finished his elementary and high school education at La Salette of Santiago graduating as second honors. He went to De La Salle University in Manila for college where he finished Liberal Arts and Commerce. He took and passed the certified public accountancy board in 1975. He is thus a full-pledged Accountant. He went to Ateneo de Manila where he took up law as a Betty Pinera Scholar. Our guest speaker was a bar topnotcher in the 1980 bar examinations. He practiced law in Manila. That aside, our guest speaker taught law at De La Salle College, College of Law of Far Eastern University and even at La Salette College of Law. Before becoming a Congressman, our guest speaker was the President of the Integrated Bar of the Philippines in Isabela. He entered politics in 1992. He was twice elected as Senior Board Member of the Province of Isabela and was first elected Congressman, representing the 4th Congressional District of Isabela in 2003. He was chosen by Congress Magazine as one of the Most Outstanding Congressmen of the 12th Congress-by-Congress Magazine. In the elections of 2007, our guest speaker was re-elected Congressman. He is presently the Chairman of a major committee - the Committee on Revision of Laws. He is likewise Vice-Chairman of the powerful committee, the Ways & Means Committee and three other committees. He is a devoted sportsman. He is currently the Regional President for Region 2 and a member of the Board of Trustees of the Amateur Boxing Association of the Philippines (ABAP). He accompanied the Philippine amateur boxing team to the Chowdhury Cup in Helsinki, Finland in 2002 and in Xinxiang, China to the China Mobile Boxing Cup in August, 2007. He is the son of a judge and a public school teacher. He is married to Ma. Lourdes Cojuangco Rivilla of Tarlac- a teacher in her own right.

Message Our country’s peace and security has since been threatened by the Maoist terrorist Communist Party of the Philippines (CPP) using their vaunted skill in inflicting untold sufferings and mayhem on our people, courtesy of the violence spawned their armed New Peoples Army (NPA); and the equally brutal but ingenious political propaganda operators in the National Democratic Front (NDF) that efficiently orchestrated their legal sectoral front and pseudo partylist organizations, through Bagong Alyansa Makabayan (BAYAN). The Alliance for Nationalism and Democracy (ANAD) Partylist, in many instances, issued statements warning government and the community of bleak portents that were then hovering and poised to destroy the fibers of freedom and democratic ideals of our country. It seems nobody heeded our call as all these have fallen on deaf ears, especially of hardened politicians whose only interest is the preservation and expansion of their own political turf. The developments and events happening to us, from July 2010 until today, ultimately did unravel the truth on what ANAD has been saying all along: a) the successful infiltration and exploitation of our governmental structure by Maoist terrorist and Smiling Communists highly trained political operators. Practically, they are now in control of our country’s political and economic being! b) ANAD has forewarned that government is wasting not only their time, effort, and the taxpayers’ money in peace negotiations that have been effectively been used by the demagogues of war and inhumanity to replenish their resources, expand their area/s of operation, and then resuming to wage their vicious and brutal national democratic revolution; c) with their successful entry into the legislative mill, through their Bayan Muna, Gabriela, Anakpawis, Kabataan, and Alliance of Concerned Teachers (ACT) pseudo partylist groups, they succeeded to siphon more than sufficient funds to fan the flames of anti-government activities, even against PNoy who incidentally was instrumental in handing out to them, this bonanza! The present situation, as a result of the impeachment case against Chief Justice Renato Corona, is seen as a victory of the Maoist terrorists and Smiling communists’ tactical and strategic efforts. Nobody can dispute the fact that the collision between the Executive and the Judiciary was carefully planned by the National United Front Commission (NUFC-NDF) and the CPP Central Committee is now seeing the fruits of their labor, so to speak. Until now, government and our national leaders remained adept in playing deaf and dumb to our call! They chose to remain blindly subservient to the deceptive machinations of well-meaning Maoist terrorist and Smiling communist manipulators. Indeed what a price that each and every Filipino shall pay when all of our freedoms and democratic well-being are expunged out because of our leaders’ abject and deliberate inadvertence and propensity to “go the easy way out!” Vox populi, Vox dei! The voice of the people, the Filipino people, must be heard. The court of last resort still remains with us, freedom and peace loving Filipinos. All is not yet lost. It all started with a man’s dream to defend. His intentions were clear and untainted – to help the people with no financial means to hire the services of an attorney. He deeply committed himself in helping the poor and the marginalized. Elpidio F. Barzaga, Jr., after earning his degree on BS Commerce Major in Accounting at San Beda College wherein he graduated Cum Laude, decided to take up Bachelor of Laws at Far Eastern University where he topped his batch and graduated as Magna Cum Laude. Come 1998, he ran for the mayoralty seat and won. His dream became of greater significance – to make Dasmariñas reach its full potential as a town and give his constituents, the Dasmarineños, a more suitable way of life. He believed that progress was doable and he acted on them with unrelenting passion and determination. He gave public office a fresh meaning which underscored the municipality’s colossal transformation into a first class suburbia. Nine uninterrupted years of public service exhibited Pidi’s brilliance, perseverance and zeal that brought forth innumerable infrastructure, educational, cultural, civic, health and sports programs. His accomplishments and the love of his people rippled far and wide and on July 1, 2007, he took his seat in the House of Representatives for the Second District of Cavite comprising the towns of Imus, Dasmariñas, General Mariano Alvarez, Carmona, General Trias, Tanza and Trece Martires City. Presently, he is serving as Representative of the Lone District of the City of Dasmariñas in the 15th Congress.

Doc Tony’s platform of Health, Opportunity, Public Infrastructure and Education or H.O.P.E. for Bacolod City has spurred a lot of activities that gave Bacolodnons optimism for a brighter and better future. Since he became the Representative for the Lone District of Bacolod City, he has been key to the fast and tangible development; a desire that the Bacolodnons have longed for. Cong. Doc Tony played a significant role in the completion of the Circumferential Road and the very first Flyover in Bacolod City. He is also working hard for the completion of the flood control masterplan for the city. Cong. Doc Tony likewise actively participated and pushed for the modernization of the Corazon Locsin-Montelibano Memorial Regional Hospital and the setting-up of Lying-In Clinics in Bacolod City. He also plays an instrumental part in the upcoming development of the Banago Port. The Banago Port project once completed will be the first public port in Bacolod City. As of December 2011, Doc Tony has already filed 151 House Bills and Resolutions, of which 80 are his principal authorship while 71 are co-authorships. He was the Technical Working Group Chairman for the Philhealth Bill, the proposed measure that will give universal health care coverage for all Filipinos.

An Auspicious Future from A Distinguished Past

Bridge Builder He is cited in the book The British Legacy to the Philippines: 425 years of Philippine-British Relations, as one of 19 Filipinos who have contributed directly to Philippine development through work driven by commitment, dedication, and nationalism. His name is among those of national hero Dr. Jose P. Rizal, Gloria Macapagal Arroyo, and Fidel V. Ramos. He is responsible for conceptualizing and bringing to fruition the Philippine's President's Bridge Program (PBP), a bridge infrastructure program designed to spur the country's much needed rural economic development. In a country characterized by vast arable tracts of land separated by waterways, bridges are crucial in efficiently connecting markets, reducing time and cost to produce and transport goods. To date, the PBP survives as the country's only dedicated bridging project, and Teodorico Haresco's efforts have been crucial in erecting 1,589 units in an archipelago that has placed the need at over 14,000. Teodorico Haresco was a vital factor in the Special Zone in Peace and Development phase of the PBP, dubbed Bridges of Hope. Under his watch, the project completed 526 bridges nine months ahead of schedule, with no cost overruns. In fact, the resulting materials savings were utilized for more bridges. It is said that imitation is the sincerest form of flattery. It is also an unofficial acknowledgment of a program's success. The PBP now serves as a model being duplicated in Sri Lanka, Papua New Guinea, Cambodia, Siberia and other parts of Asia.

Worthy Son Teodorico T. Haresco, Jr. hails from distinguished, if unheralded, beginnings. The son of the the late Colonel Teodorico Haresco, Sr., a WWII hero (War in Panay) and USAFFE Silver Star awardee, and Atty. Razon Tumbocon, Summa Cum Laude, University of Sto. Tomas Golden Awardee, and first Chairman of the Tariff Commission, he has since gone on to greater things. Educated in De La Salle University from Prep to tertiary level, he graduated with honors in dual degrees. In his BA in Economics and a BS in Accounting would be found the seeds for a powerful business acumen and a perceptive appreciation of what his countrymen truly need. An MA in International Economics from McGill University, Montreal, in Canada further rounded out his perspective, and provided the confirmation of the initial direction of his professional career. Throughout the various positions held during a fulfilling career, a recurring theme was that of policymaking, direction, and implementation towards programs for economic growth and, ultimately, nationwide development. Involvement with the United Nations Commission on Trade and Development ITC (UNCTAD-ITC), the UNDP, various congressional committees on economic policy, and ultimately, the Office of the President (CCPAP) exposed Teodorico T. Haresco to the inner workings of International Trade and Finance, specifically that of Developmental Aid.

Family Man, Surrogate Dad Teodorico T. Haresco is an accomplished family man, and with the inclusion of little Ekaterina, born in 2008 makes him a happily married man and a father of four. But he doesn't stop there. Teodorico Haresco is also principal developer of a nationwide scholarship fund for the children of slain journalists, a unique project that has yet to be duplicated. It is significant, especially when one considers that if most of the murder cases remain unsolved, then it stands to reason that the benefits to the beneficiaries of the victims are not immediately forthcoming. As of 2007, 34 scholars are being put through school. A New Guard Teodorico Haresco has also been a successful businessman, exporter and entrepreneur. The ‘Mitos’ Touch Criticism as defined is not necessarily to imply finding fault, but the word is often taken to mean the simple expression of an objection against prejudice, or disapproval. Zambales Rep. Milagros Habana-Magsaysay explains to her constituents her criticism on the sitting administration. Mitos the nick name she is fondly known for recalls one of her constituents who toiled the streets for livelihood, who had dreams given the opportunity of an education that improved her English speaking skills and today enjoys a lucrative position as vice-president in a call center in Makati. These are the opportunities only education can provide, which is why Mitos has made this the cornerstone of her deliverables and the major development thrust; i.e. “to improve the lives of her constituents and all the Filipinos”. Awards have become a commonality for Mitos from the time she hit the ground running having garnered a comfortable lead over the incumbent Gordon family in 2004. Now on her third term she prevails upon her constituents with unrelenting fervor to serve them as she battles committee hearings one after the other debating for what is best for her district and the country to boot. The results-orientation of Congresswoman Milagros Habana Magsaysay has been guided by her mandate to serve the people having launched a skills education program prior TESDA’s popularity. Matching education with employment, Mitos was successful in cornering the rising demand with the construction of hotels with professional house-keeping and waitering opportunities while for the ship-building industry – numerous welding jobs. Business process outsourcing, now a main staple in the country was a new frontier then with Representative Magsaysay’s efforts to corner the opportunities since 2005. “I just track the trends. And if you read and observe, you know what jobs are coming,” she says. “I’m even the one finding employment for them because if you’re exposed, you know they can be hired.” Some of her graduates even get good jobs abroad. For the more formal education, Mitos taps scholars for college, provides them a full tuition—contrary to other programs with piece-meal support that fails eventually. Mitos has built a dormitory within the Ramon Magsaysay Technological University (RMTU) campus where students have free lodging, saving for the students on transportation expense. For the high school, her education budget includes maintenance of the schools facilities. Mitos is scheduled to finance the operational expenses of elementary schools in her district as well. While having elementary school projects in the past, Mitos discovered only free schools supplies were given to deserving pupils in Olongapo, Subic, Castillejos and Sto. Domingo; which she feels inadequate, and is requiring full support for all students across the board. Health has always been of equal priority having launched a diagnostic laboratory service clinic, the first and only one in the country that offers “for free” tests that are unaffordable. Among these free tests are urinalysis, fecalysis, CBC, FBS, BUN, creatinine, uric acid, cholesterol, triglycerides, HDL, LDL, SGPT, SGOT, T3, T4, TSH, pregnancy, blood typing, and ECG. “When I sat as a legislator I realized it’s expensive to be sick. So I put up medical clinics. Medicine and services of doctors and dentists are all for free. Our people don’t pay for health care,” she said. Free drug tests, also a first in the Philippines, are availed of by tricycle, jeep, taxi, bus drivers in her district. Free surgery programs are likewise available for myoma, cyst, hernia, and goiter, offered every February, and for cataract, every May and December. Her health care program is now a model for governance best practice. “When we had a sharing on best practices, my district turned out probably the only one that offers free medical exams to elementary public schoolteachers.” An Assessment towards Performance: First and foremost; programs supported must deliver results before funding! Money must be utilized wisely as a tool for development. The 70 million PDAF is the people’s money. “Some just put their PDAF into foundations. But I want my spending to be transparent. I don’t want to be questioned by my people about where I put the money.” All the districts on my PDAF is expended to Olongapo’s people and to the health care programs with close to Php1.5 million for every Barangay. “I can’t be accused of playing politics because I give even to those who didn’t vote for me. Others do that, I don’t. I’m not there for the barangay captains, but for the people. That’s not my money, it’s theirs.” All Congressional funds for PDAF are monitored by the Commission on Audit. Monies lost on election campaigns are not to be recovered. Her husband Jesus Vicente, a businessman who operates a lucrative timber operation in Papua New Guinea, urges her, “Just consider that as your tuition fee.” A business administration graduate from the University of the Philippines and a mother of six children, Mitos recognizes money can be used for one’s good or evil. She is strict in ensuring that the money for her programs goes to those who deserve it, particularly the scholars. “I’m strict with my scholars.  If you fall below the average, if you have a deportment for misbehavior, you’re out. At the start, I had to make my scholars understand that I’m accountable for them because others might say, ‘My child is better than your scholar.’ I make them understand that’s not your money, it’s everybody’s, and everyone is entitled to that. Don’t think it’s our obligation to you -  it’s your privilege, don’t waste it.”

Programs implemented are for the long term, particularly in job-generation and livelihood. Experimenting on livelihood programs such like food processing (longganiza, tocino), selling fish (having purchased fish herself at the “Bulungan”) or banana cue, hog raising, and similar endeavors have a high mortality rate which is why Mitos opts to offer skills training instead. “No money came back. People thought it should be a dole-out. That’s why I chose skills training. I tell my people that if they learn and become hardworking, they will have a job. If they’re lazy, we can’t do anything about it.” Second, Representative Mitos Magsaysay has an aptitude for service. And she consults her people directly! “If your constituents tell you what they want, how can you go wrong if that’s what they want? They are always the boss. I’m just a follower, and they know that. That’s why they like me because I don’t disregard them.” Deliverables on her campaign promise are met. While she may have had the luck from her husband’s surname, she says, “It’s only good for the first election. If you don’t perform, people will say, ‘We voted for you because of your [name], but you turned out to be fake.’ So I always want to outdo my last performance.” Mitos loves her district and is successful with her efforts. Yet her work for the entire country is embodied in her performance in congress described as one of excellence, courage, dignity and integrity. As a Representative she has authored numerous bills for the benefit of “all” Filipinos i.e. salary standardization for public schoolteachers, national student loan board for the poor, national health insurance for all Filipinos. Devoting time into looking at the national welfare is her future. At a time when nobody wants to speak up against a very popular administration, she does. She believes if she cannot fiscalize (publicly prosecute), she is of no use nationally. Consider the arguments: President Benigno S. Aquino III promised to pass what he claimed former president Gloria Macapagal Arroyo didn’t pass like for example; the Freedom of Information Bill. But the same bill has not yet been ratified into a republic act. He says he won’t adopt the Arroyo administration’s revolving door policy on the Armed Forces of the Philippines or the practice of appointing a retired Armed Forces chief to an executive position after retirement. But this was what he did in the case of newly appointed Bureau of Immigration chief Ricardo David. He said he would stamp out corruption in his “Tuwid na Daan” election campaign.  But it’s still business as usual in the Bureau of Customs. He has not yet instituted true reforms for the Ombudsman’s office and does not ensure the elimination of corruption. But corruption reforms should include even the agency itself, or the “body might eat the head.” He should still look at possible corruption like in the case of those Taiwanese deported to China since there was allegedly a USD$200,000 price for each of them deported, even if Aquino already appeased the Taiwan government after removing BIR Acting Chief Rolando Ledesma. He should appoint people who are spotless since “there are 100 million Filipinos” from whom he could select honest, capable leaders. He said in his campaign that the people will be his boss. But people are already voicing out their opinions and he still doesn’t listen. It is hoped, Magsaysay says, that the rumor isn’t true that Aquino will appoint his supporter, losing senatorial also-ran Neric Acosta, as environment secretary. He promised a better life for poor Filipinos. But there are no contingency plans even for the imminent food crisis arising from the situation in the Middle East that’s sending up crude oil prices. “There’s no foresight, no blueprint, no direction, no policy roadmap that we can follow even through the LEDAC (Legislative Executive Development Advisory Council), so we know what to prioritize. The LEDAC is already late. President Aquino flip-flops on many decisions because of poor management, poor leadership. He has to change his style of governance and work ethic. If only he’s a hands-on president, maybe he would have avoided these problems—like the August 23 hostage crisis and the deportation of the Taiwanese nationals. This government is reactive instead of preemptive and proactive and it acts when the problem is already at its worst. The problem is he doesn’t call for a Cabinet meeting, only cluster meetings.” Some programs like the conditional cash transfer are only for propaganda, Magsaysay says. Yes, this is a good model, similar to the “Bolsa Família” that brought much fame to former Brazilian president Luiz Inácio Lula da Silva. But this has a short-term impact on alleviating poverty if there are no school facilities, teachers and books, or no adequate medicine, doctors and clinics. “What he’s doing is not enough. He’s not using his popularity wisely.” Magsaysay is not afraid of being vocal about her opposition to issues since nothing is personal in all her arguments. “I’m even doing PNoy a favor because I’m telling the truth, because I have nothing to gain from all this. When you’re in power, all those around you will try to patronize you, say the best things to please you. But there are many issues that I raised that many people are afraid to speak up on and for which they tell me, ‘You’re right.’”
