THE O’NEILL INSTITUTE FOR NATIONAL AND GLOBAL HEALTH LAW

As part of their program, Global Health Law LL.M. students are given the unique opportunity to engage with the O’Neill Institute, a premier research institution working at the intersection of health and the law. Students are integrated into the O’Neill Institute in many ways and may work on the Institute’s projects as research assistants, enroll in its practicum courses, and attend the many symposia and events hosted by the Institute. A mentorship program partners students with O’Neill Institute Directors, Associates, and Law Fellows to help provide guidance in career development and build a network of global health lawyers. WHY GLOBAL HEALTH LAW? With a focus on developing the next generation of leaders in health law, the Global Health Law LL.M. Program trains lawyers to apply their specialized legal skills to improve population health. Created in 2007, the Global Health Law LL.M. is a major component of the O’Neill Institute for National and Global Health Law’s mission to advance the role of law in improving health outcomes in the United States and throughout the world. The Program advances students’ knowledge and skills through focused studies in core legal and policy courses on global health governance, infectious diseases and the law, non-communicable diseases and the law, health and human rights, trade law and health, bioethics, food and drug law, biotechnology, and intellectual property law and health. Georgetown Law offers a range of degrees and certificate programs, including an LL.M. in Global Health Law, certificates in Food and Drug Law and U.S. Health Law, an MPH/LL.M. with the Johns Hopkins Bloomberg School of Public Health, and an LL.M. in Global Health Law and International Institutions with the Graduate Institute of International and Development Studies in Geneva, Switzerland.

“A scholarship from Georgetown allowed me to complete the LL.M. and prepare for my work on health policy and legislation at the InterAmerican Heart Foundation in Argentina. One area of my work focuses on how to better regulate harmful products like cigarettes, which kill 44,000 Argentinians each year. LL.M. courses on trade law and health helped me understand how to counter tobacco industry arguments used to challenge tobacco control regulations under international trade and investment law. We have successfully raised tobacco taxes in Argentina, reducing the number of people using tobacco products.”

“The LL.M. broadened my understanding of how the law is used to strengthen government systems to advance global public health. Through this program, and with support from my former team at the U.S. Food and Drug Administration, I served on secondment to the World Health Organization to strengthen anti-counterfeit drug policies. I also served as a technical advisor to an Interpol team tackling online sales of counterfeit and illicit medicines. I am currently Head of Worldwide Regulatory Affairs at Monosol Rx and an adjunct professor at Georgetown Law offering courses on the regulation of health systems and drugs.”

In my work at the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Uganda (German Society for International Cooperation) I provide technical advice to the Uganda National Planning Authority, ensuring a human rights-based approach is integrated into our National Development Plan to improve the health of our population.”

As a technical officer at the World Health Organization, I use the knowledge and skills I developed during my LL.M. every day. I work with experts to interpret legal agreements and consult and negotiate with a wide range of stakeholders to implement the Pandemic Influenza Preparedness Framework, an international agreement that aims to improve global preparedness for pandemic influenza.”
