LESS is More in 2013 By John McKinlay President
I am looking forward to serving as the 2013 President of Olympia Master Builders (OMB). I want to share some of my history with you on how I got here today. I am a fourth generation contractor. My great-grandfather, grandfather and father were all builders. In 1974, my father stopped building houses and opened a garage door company which some of you may remember -- D&D Overhead Door. It was my father who instilled in me core values and work ethic. In 1978, I began working in the business during the summer and after school. It was in the late 80’s when I was first introduced to OMB. I started attending dinner meetings at Panorama City and worked the Home Show at South Sound Mall. My parents sold D&D in 1993 and at the age of 23, I was made the General Manager by the California based corporation who purchased the business. In 1996, I relocated to California where I continued to work in the garage door industry. While in California, I realized the importance of an Association. I was asked to serve on the board of the California Operator and Door Association. I served as a director for six years which included a term as Treasurer and Vice-President. In 2001, I met my wife Rhonda. I would be remiss if I did not acknowledge her and thank her for all the support she has given me. We married in 2003 and were blessed with
Here is my explanation, LESS stands for Lead, Engage, Share, Success. So I guess you could say that LESS is really MORE, more or less. Lets break it down:
our first child Zachary in 2004. My youngest boy Matthew completed our family in 2006. It was then that we decided California was not the place we wanted to raise our children so we returned home.
Lead – I am not just your leader; we are all leaders within this organization. Many of you are the leaders of your business and leaders in the community. As a leader is it our responsibility to set an example and to be involved.
When I moved back to Washington in 2007, I was again drawn to OMB and I inquired about being on the OMB board. At that point, my intent was not to just be a member, but to be involved. Now, I have to share with you in those first few months as a new director, I heard a lot of acronyms. I knew many of them, but in all honesty, I did not know them all and even worse, they meant one thing in my business and something else entirely when applied to OMB or BIAW (Building Industry Association of Washington).
Engage – Be engaged, don’t just show up. Be excited to be a part of this group. We are on an upswing now and it was a long time coming. Enjoy the upward momentum and volunteer for something new; a new committee you have never served on before or attend a function or chapter meeting that maybe you haven’t in the past.
When this happened, I did my best to nod and smile and pretend I knew what each and every one of them meant. Then, when the coast was clear, I was able to whip out my smart phone, and quickly Google the offending letters to find the one that most likely fit!
Share – Get energized with new thoughts and new ideas and share them with the rest of the membership. Don’t hold back, we are eager
One of my goals as we start 2013 is to provide all our new Board members, and maybe even some of our more seasoned veterans, an Association Acronyms for Dummies Cheat Sheet.
Success – I promise if we do all of these things, there is no way that success can be avoided. We will arrive there. We will exceed all of our expectations. We will grow as an association and we will grow as individuals. Our businesses will feel the success and we will all be better for it. LESS -- Lead, Engage, Share, Success. It is my motto for the 2013 year and a promise I make to every member of this organization. Together, I am confident we can continue to strengthen not only our association, but our industry as well. I thank you for the opportunity I have been honored with and I’m looking forward to engaging with you all in this up-coming year.
REX Award Entry Deadline April 5 If you completed a remodel project after January 1, 1012, are a Remodelers’ Council member, and you took before and after photos you may want to enter the Remodeling Excellence (REX) Awards. There are several categories that may apply to your finished project(s): kitchen, bath, get-away room, to name a few. Entry fees are $75 for the first project and $50 for each additional entry. Winners will be announced at the May general membership meeting, The Olympian newspaper and will be included in the 2013/2014 edition of the Remodel Now magazine.
As an example, you all know that DOE means Department of Ecology, but at my office it is Direct Order Entry. And of course SMP means Shoreline Master Plan and not Some Messy Politics – well, maybe that one does have two meanings. Since I am now your 2013 President, I get to make up my own acronym and add it to the list. My contribution is LESS. I am going to be your LESS President and I really hope you are all willing to be LESS members with me. Confused?

Mazama Pocket Gopher – The US Fish and Wildlife Service announced on December 11, 2012 their intention to list the Mazama Pocket Gopher as a threatened species. The comment period runs through February 11, 2013. OMB is part of a community coalition that has been addressing this issue. Please see page five for more information on this issue.

Impact Fees – Thurston County will be implemented their recently passed impact fee ordinance effective April 2. If you have a completed application submitted to Thurston County you will not be required to pay the new impact fees. For more details see page four.
Throughout 2013, 15,000 copies of the buyer’s guide will be distributed to the general public through OMB events and programs, at member companies and through direct mail or insertion in local newspapers. Government Affairs Report - The Latest Highlights Olympia Master Builders (OMB) is currently working on and/or monitoring several issues related to the building industry. City of Olympia Shoreline Master Program
Thurston County Impact Fees OMB members and staff worked hard testifying against implementing impact fees in Thurston County, unfortunately the Commissioners voted to implement them in December. They also decided against OMB’s request to allow the payment of impact fees at closing or final occupancy. The Commissioners also declined OMB’s request to phase in the fees over a period of time. The Commissioners did decide to set the date of implementation for April 2, 2013. The county will be preparing a fact sheet that will further explain the process. The county has stated that completed applications submited by April 2 will not be subject to the new impact fees. The City of Olympia released another public draft of the SMP on January 8, 2013 with a public hearing on the draft scheduled for January 22, 2013. Due to testimony of OMB members, other community members and staff the City Council voted to extend the public comment period an additional two weeks. This draft includes the changes that have been made at the direction of the City Council. OMB will be working on comments on this draft.
Mason County Shoreline Master Program Mason County is in the process of updating their Shoreline Master Program. The City has organized a Citizen’s Advisory Committee to help review and evaluate the SMP. Paul Muldoon, Mason County Resident and OMB member representative has been appointed to the Citizen’s Advisory Committee.
Thurston County Hearings Examiner Instead of hiring an in-house Hearing Examiner, the County decided to extend the contract of Sharon Rice and have her act as the lead Hearing Examiner through the end of 2014. In addition, they have published a RFQ for Hearing Examiner Pro Tems. OMB supports this decision since it will maintain the independence of the decision process.
Lewis County Impact Fees Lewis County held a public hearing on implementing impact fees in the County at the end of November. The County is looking at impact fees due to a proposed fully contained community. Due to the work of members and staff, the Commissioners voted to table the decision during the November public hearing.
Thurston County Shoreline Master Program Thurston County will be restarting their Shoreline Master Program update process in 2013. This will include going back out to the public for comment. OMB will continue to engage in this process.

Thurston Regional Planning Council Population and Employment Forecast TRPC is updating their Population and Employment Forecast and has invited OMB to participate on the Advisory Committee because of the buildable lands component. The advisory committee is looking at the county-wide forecast to update it based on state forecasts of employment and migration patterns, and working on local allocation to cities, towns, tribes, school districts, etc. for both population and employment.

listing will have a drastic effect on land use and the building industry in Thurston County and the cities within its borders. As an Association, Olympia Master Builders has been involved with a community coalition that has been tackling this issue for quite sometime.

Gopher Ruling Threatens Vitality of County The following article, by David Shaffert, Mike Kirby and Ron Harding is reprinted with permission of The Olympian. On December 11, 2012, the U.S. Fish and Wildlife Service issued a proposed rule to list the Mazama pocket gopher as a threatened species under the federal Endangered Species Act (ESA). The proposed ESA listing would apply only to the Mazama pocket gopher subspecies found in Thurston County and on Joint Base Lewis-McChord. The federal government has determined that gophers subspecies found in other Washington counties are not threatened. The federal government claims that the proposed ESA listing for Thurston County species is needed to protect the Mazama pocket gopher as part of larger threatened “prairie ecosystem.” The federal government’s reference to “prairie ecosystem” implies that the impact of listing the gopher under the ESA would be limited to rural areas of Thurston County. In fact, this is not true. Some of the greatest impacts of federal listing would be felt in our cities and urban growth areas – places not commonly thought

of growth our community has long planned for its urban areas that the federal government has decided is a threat to the Mazama pocket gopher. If the proposed federal listing becomes final, the federal government will exert control over our local land-use planning and issuance of individual permits for gopher-occupied properties, imposing as-yet-unknown mitigation requirements at as-yet-unknown cost. What we do know is that a final listing will result in loss not only to property value but also to potential growth, investment, development and jobs, just as our community needs these things most.

Some of the largest remaining intact populations of Mazama pocket gophers are found in the city of Tumwater. Soils commonly associated with Mazama pocket gophers dominate Thurston County’s urban areas, including Tumwater, Yelm, Lacey, Tenino, East Olympia, Rochester, Rainier, and Grand Mound. Biologists have found evidence of Mazama pocket gophers in all of these places. These urban areas of Thurston County are already developed or have been long-planned to be developed with residential, commercial, and industrial uses under Washington’s Growth Management Act (GMA). Our community has invested tens of millions of dollars to develop and plan the public roads, utilities, schools and services needed to serve anticipated growth in these areas over the last 20 years. Our citizens have invested tens of millions of dollars more in properties and businesses in these areas expecting growth to occur.
There is simply no need for Thurston County to be forced into the uncertain and potentially costly path of ESA regulation in order to ensure that the Mazama pocket gopher is protected from extinction. The state of Washington listed the Mazama pocket gopher as threatened under state law in 2006 and will soon publish a recovery plan to ensure the continued survival of the species. All local governments in Thurston County use and incorporate WDFW management recommendations to protect Mazama pocket gophers and their habitat under state-man-

Our system of local regulation provides robust protection for Mazama pocket gophers within a well-established framework of state and local GMA planning processes that is entirely unique in the United States. Washington state and Thurston County local governments can protect and are protecting the Mazama pocket gopher in a manner that allows us our local community, and not the federal government, to plan and control development of our urban areas. Federal control over the future development of Thurston County’s urban areas is simply not necessary to ensure that the Mazama pocket gopher will not follow its northern relatives from Tacoma to extinction. Each of us stands to lose if the proposed listing of the Mazama pocket gopher becomes final. David Schaffert is the president and CEO of the Thurston County Chamber, a business community development organization with more than 1,250 members. Ron Harding is the mayor of Yelm, a city of 7,100 population. Mike Kirby is the superintendent of the Tumwater School District, which has 12 schools serving approximately 6,160 students.

Education/Scholarship
During 2012, OMB hosted many events and networking opportunities for members to promote their products and/or services to fellow OMB members or to the general public.
• Produced a video featuring previous scholarship recipients to use for scholarship program fundraising efforts.
• General membership dinner meetings in all five counties. • Big Home & Garden Show – revamped advertising promotion of the show which resulted in an over 40% increase in attendance. OMB members built dog houses which were on display during the show and then donated to the Concern for Animals.
• Held 12 classes educating 171 people on a variety of topics including Contracts/Lien Laws, First Aid/CPR, Quickbooks, Certified Green Professional, and Certified Aging in Place. • Awarded $4,000 to two students majoring in home building industryrelated degrees.
Remodelers Council • Presented the 2012 Remodeling Excellence Awards at the May General Membership Dinner Meeting.
• Grays Harbor Home and Garden Show – partnered with the Grays Harbor Master Gardeners.
• P r o d u c e d t h e 2012/2013 Remodel Now magazine.
• Lewis County Home & Remodel Show – returned to the Southwest Washington Fair Grounds facility which resulted in increased attendance at the show.
• Promoted the Contractor Referral Service through on-line and local phone directory ads.

One of the many benefits of being an Olympia Master Builders (OMB) member is the availability of classes, offered through the National Association of Home Builders (NAHB) and the Building Industry Association of Washington (BIAW). Most classes are held right here at the OMB office. If you’re looking to take your career to the next level, consider one of NAHB’s 13 professional designations in building, remodeling, green
building, sales and marketing. They’re designed to boost your skill set and they will help you differentiate yourself to customers and employers. This year OMB is offering 11 classes that can help you earn your designation. These classes are a great way to increase your knowledge of a particular topic or help you earn your professional designations. For more information on designations go to www.nahb. org/designations. Where Are You Going in 2013? By Tony Brooks Membership Marketing Director
Olympia Master Builders (OMB) is growing and going places this year and we want to take you along with us. Ever wanted to fly? Can you recruit one new member a month? If you can then you can fly at iFLY of
Increasing the membership creates more synergy with strategic partners to help your business. As membership grows, more members enroll in the Return on Industrial Insurance Program and the Building Industry Association of Washington’s Health Care Program. This increases the opportunity for larger returns and greater savings for all members enrolled in these programs.
Seattle -- a true super hero event for a super hero effort. All you have to do is recruit three new members during the months of January, February, and March and OMB will foot the bill to send you and a guest to iFLY of Seattle, the indoor skydiving facility in Tukwila. As members of OMB there are many incentives for you to recruit new members. Strengthening the membership strengthens the industry and gives the industry and your business a louder voice in government affairs.
And for you Spikes, recruiting new members ups your credits in the Spike Program at the National Association of Home Builders.
They’re Going to Las Vegas!
Each quarter OMB will roll out a new adventure for those who recruit three or more members within the quarter. At the end of the year we will have the Ultimate Adventure Trip for those who recruited 16 or more members throughout all of 2013.
This quarter is iFLY and next quarter will be a Mariners Baseball Adventure. The Mariners Baseball Adventure may include either a pre-game BBQ on the field, or a VIP booth with all the top OMB recruiters chauffeured to the game and having a prime booth for the ultimate baseball experience. Come and join the Membership Committee and help shape the Mariners Baseball Adventure and the Summer and Fall Adventure Trips for 2013.
Talk about leadership by example! In 2012 OMB’s First Vice President, John McKinlay, Olympia Overhead Doors and OMB’s Treasurer, Scott Nolan, Four Leaf Carpet Cleaning, each recruited 12 new members. As a result they each earned a trip for two to Las Vegas. 2012 OMB Membership Committee Chair Paul Muldoon, Edwards Jones Investments, presented their checks at the January 8, 2013 OMB general membership dinner meeting. Congratulations John and Scott!

Steve Waltemate offered to regularly attend Pacific County Commissioner meetings and report back to chapter members. The members also discussed holding an event designed for recruiting new members.
Raymon thanked 2011 and 2012 chapter president, Lori Wirkkala for all her hard work on behalf of the chapter and presented her with a plaque.

Raymon then shared with those present his vision for the chapter in 2013. “During these tough times, it’s easy to think you can’t afford to be a member, but I’m here to tell you, you can’t afford not to be a member,” he stressed. Raymon asked for input

The chapter members decided to invite Jim Dohlan from the Pacific County PUD to attend their next meeting. Chapter meetings are scheduled for the second Tuesday of each month. Due to the Valentine’s Day conflict in February, the chapter will be meeting instead on Thursday, February 2st at 6:00 p.m. at the Lightship Restaurant in Long Beach.
Lewis County Collaborative Law & Business Succession Planning was the topic presented at the January 16 Lewis County Chapter meeting. Jessica Jensen of Jessica Jensen Law PS, with Bryan Nelson of Vista Management, spoke to the client – and result—oriented approach to business succession planning.
