Group focuses on better education for African American mothers By Charles Martin
To save the lives of babies and mothers, local organizations push for more education and representation for Oklahoma City’s African American community. Our modern world was not built to support a breastfeeding mother, according to Farah Antoine-Mayberry, a Certified Lactation Counselor and Birth Doula. She is among a movement of birth workers and advocates trying to transform community understanding of and behavior towards new and expectant mothers. “For a lot of moms, the goal when it comes to breastfeeding sounds like this: ‘I’m going to try to breastfeed, but I know that it can be hard, so I may just need to formula feed,’” AntoineMayberry said. “Thank goodness, we do have an alternate way to feed if we need it, but so many moms don’t feel confident in their bodies and in what their bodies can do because we’re not really teaching them.” In full disclosure, Antoine-Mayberry was part of a team of birth workers my wife and I used while navigating pregnancy, birth, and postnatal care. We needed every bit of that support as we reshaped our lives to care for a freshly minted human, running into new hurdles seemingly every day. Antoine-Mayberry helped found the nonprofit For The Village, Inc. to ensure the support network and wealth of information that my wife and I benefited from is equally available to the African American community in Oklahoma, which faces higher infant mortality rates according to the Oklahoma State Department of Health. A report by the US Department of Health and Human Services/Centers for Disease Control and Prevention shows a 15 percent difference between African American and white communities in breastfeeding initiation for children born between 2010 and 2013. Education initiatives on sudden infant death syndrome, the dangers of alcohol and smoking, and other efforts have proven successful in lowering the infant mortality rate overall, but those initiatives have failed to reach every mother, Antoine-Mayberry said and added that she’s shocked by how many African American mothers aren’t even encouraged to attend lactation classes. For The Village was created to change that and began accepting applications in September to build a team of five African American birth workers. Those accepted will undergo a three-year program to become certified as lactation professionals, childbirth educators, and doulas. The goal is to recruit five more applicants every year to create an entire industry of birth workers focused on serving African American families.
“For the Village is committed to enhancing the birth and maternal outcomes within the black community by raising awareness about all of the things connected to helping to support and foster healthy pregnancies and healthy delivery for black women,” Antoine-Mayberry said. She added that the value of diverse representation within the healthcare industry is often overlooked. CNN reported on a George Mason University study that found that “the mortality rate of Black newborns in hospitals shrunk by between 39 percent and 58 percent when Black physicians took charge of the birth.” Increasing the population of African American birth workers is critical for better health outcomes for baby and mother, according to Antoine-Mayberry. “I’ve been part of those organizations where they’re looking to make a difference in the black community. As I’ve made suggestions, I kept getting met with ‘No, that’s not going to work.’ Well, I look like them—I am them. And there are certain things that you really need to understand about this community before you can hope to serve them.” The A merican Academy of Pediatrics recommends exclusive breastfeeding for the first six months of life and continued breastfeeding with complementary foods through at least the first year. Antoine-Mayberry said that many organizations, such as the World Health Organization, recommend breastfeeding for two years and beyond due to the unique health and immunity benefits breastfeeding offers the child and mother. Yet, Oklahoma has been lagging behind the nation in breastfeeding. In a recent conversation with the Oklahoma Gazette, Executive Director of The Coalition of Oklahoma Breastfeeding Advocates Heidi Russell and lactation specialist Alexis Boryca discussed their efforts to strengthen community support for breastfeeding across the state. “The CDC puts out a breastfeeding report card each year,” Boryca said. “In Oklahoma, we know that about 75 percent of our babies are at least initiated with breastfeeding. That means, day one, they’ve at least tried to breastfeed. By six months old, that number drops to about 17 percent. So we have to ask ourselves, ‘What is happening?’” The national average for exclusive breastfeeding at six months, according the CDC report card, is 25.6% while breastfeeding with nutritional supplement at six months is 58.3%. Boryca said that Kansas and New Mexico have much higher breastfeeding rates, so the problem isn’t regionwide. Differences in policy and culture within Oklahoma impact the numbers.
Breastfeeding remains particularly difficult for new mothers for a host of reasons. According to the Centers For Disease Control and Prevention, mothers often abandon breastfeeding because of issues with lactation and latching, unsupportive work environments or hospital practices, and cultural norms and lack of family support. Antoine-Mayberry encourages expectant mothers to build a network of peers and professionals to help provide the support, space, and time to breastfeed. “When both parents are working or if it’s a single mom, they are sometimes returning to work at only two weeks postpartum,” Boryca said. “And then you look at employers that are not supporting breastfeeding or not providing adequate pump schedules and time, or mom doesn’t want to clock out to pump because she really needs that money.” Russell told the story of a restaurant manager who struggled to work with her employer to accommodate pumping. “She doesn’t want to quit because she’s trying to save money to buy a home,” Russell said. “And they basically gave her a room to pump in that has windows everywhere and cameras in it. I don’t think she took a full 12 weeks at all. But how could she afford to? So she went to the State Health Department. They referred her to the Labor Department and she said the Labor Department was awesome. She talked about having problems with the company’s HR rep who told her to just put a cup on the camera because they said they can’t take the camera out.” The mother contacted Russell while still working with her employer to figure out better accommodations and receiving suggestions to pump in her car or drive home to pump, which would take 20 minutes round trip and leave only a

short 10 minutes to pump, when 20 minutes every few hours is more typical. “You could tell that she was probably a younger mom, but, wow, she was on it,” Russell said. “She had everything written down. She was doing all the right things, documenting everything. She said ‘I can handle putting cups on the cameras, but when I tell the men that I’m going to go pump, I get all these snide remarks. It’s just not worth it.’” Antoine-Mayberry does say that formula is an important tool for mothers, especially when there are issues with lactation and latching or nutritional and weight issues, but educational resources, a supportive work environment, and a supportive community will give the mother the best chance at successfully breastfeeding, not just for the first 12 weeks, but for as long as the child needs to breastfeed. Efforts by For The Village and COBA are all a part of the greater mission to ensure that all families, regardless of background, are positioned to support mother and child during this critical stage of development. Yet, to create the kind of community wide transformation in support and understanding, Antoine-Mayberry believes that these efforts need to begin much earlier for all Oklahomans. “All five of our kids were breastfed, and they all had their different strengths and challenges,” she said. “It started to occur to me that this isn’t something that we talk about. Breastfeeding is not really a part of our schooling. This needs to be something that we’re learning about long before we are giving birth. I personally feel like education, to normalize it, really needs to start in middle school. ”

MANY OF YOU ARE NOT OKLAHOMANS If you thought the Bice v. Neese campaign ads were hilarious, you have got to see what ol’ Jim Inhofe is pumping into the public airwaves these days. Inhofe’s reading of the political climate is exactly what you’d expect from an 85-year-old man who has been out of touch with the average person’s life for decades. Or maybe it’s how the average person living outside of an urban area in Oklahoma feels. Who the hell knows? We’ll all find out on Nov. 3. Inhofe’s ads are nothing new, just more overwrought boogeyman stories and sucking up to Trump’s base that every right-wing politician has been overindulging in this election cycle, complete with riot porn and slowmotion wide shots of Americana slices. Throw in a few law enforcement uniforms. Throw in a lot of them, actually, and you have your Inhofe ad. To hear him tell the tale, Abby Broyles and everyone left of him swaps out their suits for Antifa masks at 5 o’clock every evening and hits the streets. “Those people are called socialists, liberals, progressives. They are not called
Oklahomans,” according to the ad. Um, what? Woody Guthrie, anyone? Or, you know, the more than a million who don’t spread the American flag across their ass cheeks to go swimming or wear a MAGA hat to cover that bald spot. Checking out Broyles’ campaign website, voters are smacked in the face with insane subject headings like, “Climate change is real” and “Decriminalizing marijuana.” Gosh, what a radical. Broyles certainly isn’t the candidate Inhofe paints her to be, but what she is is sane, rational and most of all, youthful enough to live with the future she crafts on Capitol Hill.
DIMMED FRIDAY NIGHT LIGHTS The Oklahoma City and Putnam City public school districts announced that both would be suspending extracurricular programs due to heightened spread of COVID-19 infections, and, as has come to be expected in 2020, the adults lost their minds. Predictably, social media and local news immediately exploded with the typical choruses of, “Get them back to normal!” In 2020, there is no normal, and trying to pretend like there is the most childish position imaginable. But then again, it’s not usually the under-30 crowd that’s being caught on camera throwing fits about wearing masks inside places like Costco or grocery stores, is it? So we’re treated with the mournful pleas of adults, who are supposed to be in the business of protecting and ensuring the safety of the youth, about the potential costs of missing out on student activities. One high school football coach pointed out that kids rely on their extracurricular activities to get college scholarships, like review boards are going to forget that the entire world went through a
pandemic when they approve their applicants next year. Another coach went so far as to say that football saved his life. That may be so, but according to a June study published by the Journal of the American Medical Association — Cardiology, 78 percent of patients experienced some sort of residual heart issues, while a September study from the same journal found that 15 percent of competitive athletes suffered from myocarditis after recovering from COVID-19. Myocarditis is the cause of between 5 to 25 percent of competitive athletes suffering sudden cardiac death, according to Oxford University. The youth of today are constantly underestimated and insulted by the preceding generations, and while maybe it’s too optimistic, if you asked high school football players and marching band members if they’d be willing to sit out a season if it meant a dozen of their classmates’ grandparents might live another year, our money says at least eight out of ten of them would be willing to save Christmas and, if you pointed out to the holdouts that by doing so they’d greatly reduce their own risk of possibly collapsing and dying mid-play sometime in the not-sodistant future, the number of players who’d bench themselves would nearly reach 100 percent.

Conspiracy theories are as American as apple pie. Just after the fires of the American Revolution had smoldered, rumors of the Bavarian Illuminati began spreading in New England. At the same time, theories of the Freemasons’ control of the country was reported due to construction techniques in Washington, D.C., which was currently being built. These and adjacent conspiracy theories were widely represented in American politics — electoral and otherwise — through the 19th century. In the 20th century, there were conspiracy theories about faked moon landings, hidden alien spacecraft crashes and encounters, as well as a number of theories about the assassination of John F. Kennedy. While baked into the American mythos, only in recent years have such theories become ubiquitous in the daily culture, as social media gave them new life and even the president has retweeted some of them. At a time when a deadly novel virus holds the country in thrall, theories about its origin, its spread and governmental and societal reactions to it have become rampant, with many making potential life and death decisions based on which side of the issue they stand. Jim Foster straddles both lines. While he believes that COVID-19 is not only real and deadly, he also thinks that its appearance has allowed shadowy political cabals to gain further foothold in the culture. Foster does not dispute the fact that hundreds of thousands of Americans have died due to the novel virus, which appeared in China last winter. His own father is among those who have lost their lives to its deadly grip.
But to Foster, the masks s i g n i f y something much greater than a flimsy barrier to trap respi- ratory droplets. “From the very beginning, I haven’t worn a mask,” Foster said. “People were going, ‘You’d be wearing a mask if your dad died.’ Well, let me tell you something about my family. My uncle was in the Air Force. He was a doctor. A surgeon. A United States Air Force doctor. My stepmother, an ICU nurse for 45 years. I already knew this instinctively. I knew that masks don’t do anything. It’s a control mechanism. And the analogy that I got was that stopping the virus with a mask was like trying to stop the mosquito with a chain link fence, so there is no benefit for a mask. We can always have that debate about how viruses spread, what they are, all that kind of good stuff. And just FYI, my dad contracted COVID. He went to Mercy Hospital for something else. He contracted COVID in the hospital where everybody wears masks. He went there for something else, got COVID and died. There you go. This whole what I call a sham of a virus was to crash the U.S. economy, to usher in mandatory vaccines. Hello, Bill Gates. The Bill Gates Foundation and to usher in the goal of digital currency and then on top of that, the one-world government. That’s kind of the byproduct of it. But they’re just going to all one total domination of the United States and globally.” This line of thought is not a new one, and Foster mentions some of the most common talking points of this umbrella theory of a globalist elite that is taking control of the planet one step at a time. Some signposts along the way are George H.W. Bush’s “new world order” speech
as well as mysterious circumstances surrounding the events of September 11. For Foster and many others, this theory also encapsulates elements of Christian belief as well as occult systems like numerology, though he says his personal beliefs are irrelevant. “You have to realize that the people that are running this show are Luciferian control people. They believe in the devil and they believe in a god. This goes all the way back to the Jesuits in the 1500s. I want to get that clear. It’s like I’m not coming at this from a religious standpoint, or monotheistic standpoint at all,” he said. And politically, he also straddles lines. “I’m not left or right. I’m more of a, I guess what you call a libertarian. I say, legalize everything. Let’s let people make their own decisions in their own life and then fiscally, just stay out of my back pocket. I don’t need the government telling me what to do with my money,” Foster said. Foster’s beliefs closely align with those of Austin conspiracy theorist Alex Jones. Jones was a fixture ofthe Texas capital city and college town, where he was known to drive around town with a megaphone when he wasn’t hosting his fringe radio program. Former U.S. Congressional and libertarian presidential candidate Ron Paul was a repeat early guest on the show. Jones moved firmly into the arena of conspiracy theory after the Oklahoma City bombing and gained a broader following after the 9/11 attacks. A fringe figure known for explosive outbursts and confrontational, in-your-face barrages, Jones received Donald Trump as a guest during the

While Foster has the same amount of energy in his delivery, he is decidedly different from Jones. When challenged, Foster doesn’t become confrontational or defensive, but works through the discussion to find common ground. He said he spent more than a decade in Los Angeles and now works in real estate, among other ventures. Affable and engaging, he comes across as a colorful character, a reasonable man with some less reasonable beliefs coupled with savvy social skills. Were you to find yourself seated next to him during a happy hour cocktail, you’d be more likely to end the exchange with a swap of business cards rather than a rushed, flimsy excuse to leave. Foster views Jones and QAnon, the most popular current conspiracy theory faction, largely as a red herring, or “false flag” in his eyes to distract from the globalist elite conspiracy. QAnon was born from the ashes of the “Pizzagate” conspiracy theory, which played like a humorless version of the scene from the 1984 Tim Burton film Peewee’s Big Adventure, in which Herman is told that his stolen bicycle can be found in the basement of the Alamo. The Alamo, of course, has no basement and neither does Comet Ping Pong, the Washington, D.C. pizzeria that was supposedly the epicenter of a

Satanic child-trafficking conspiracy involving liberal elites like John Podesta and Hillary Clinton. It was definitively revealed that Comet Ping Pong, too, had no basement when a man fired shots inside while attempting to free enslaved children and was subsequently arrested. He was sentenced to four years in prison. The pizzeria was later set aflame by an arsonist armed with the same conspiracy. He, too, pleaded guilty. Both “Pizzagate” and QAnon arose from the “chan” boards, with the former being promulgated through 4chan and the latter largely through 8chan, as well as on social media. For the conspiracy theory literate, the QAnon phenomenon is nothing new. It reads almost exactly like an earlier conspiracy theory, The Protocols of the Elders of Zion, written by Russian propagandists at the turn of the 20th century. Protocols was the modern manifestation of the “blood libel” concept that arose in the Middle Ages. To wit, there is a cabal of ritualistic murderers using the blood of children to gain control of the population. To the authors of Zion, whose work was later adopted by the Nazis, that group was the Jews. To the QAnon crowd, the same deeds are ascribed to the liberal elite through a process k now n as “spir it cooking.” To QAnon, the impending roundup of these cannibalistic pedophiles will be known as “The Storm.” The description of the purported atrocities ascribed to the Jews were published a Nazi propaganda newspaper published by a citizen sympathizer. Its name? The Stormer. Its publisher was hanged after World War II for crimes against humanity. Flashing forward, the QAnon set of theories spread like wildfire during the shutdowns that the country endured
in the spring. On March 30, the Pew R e s e a r c h Center published the resu lts of their poll showing that 76 percent of the country had not even heard of QAnon. Pew on July 24 published a poll showing that not only had 71 percent of the country heard about the group, but 24 percent of adults polled thought that there was at least some truth to it. In the length of just one presidential term, con- spiracy theorists have gone from relative obscurity t o a n i n s t r u- ment of Donald Trump’s campaign and in the length of the pandemic to date in 2020, the shift has been made from threequarters of the country

being ignorant of them to a quarter of them confessing belief in at least some of its tenets. The shift is panicking not just academics, but the technology industry. In the recent Netflix documentary, The Social Dilemma, architects of the social media world most of us inhabit daily have expressed reservation, if not outright horror, at the speed with which disinformation now spreads throughout the social sphere. For example, when Pizzagate began being spread via Facebook users during the 2016 presidential election, its algorithm picked up on it and began recommending those posts. “As the groups got bigger on Facebook, Facebook’s recommendation engines started suggesting to regular users
that they join Pizzagate groups. So if a user was, for example, anti-vaccine or believed in chemtrails or had indicated to Facebook’s algorithms in some way that they were prone to conspiracy theories, Facebook’s recommendation would serve them Pizzagate groups,” said Renee DiResta, the technical research manager at the Stanford Internet Observatory. “We’ve created a system that biases towards false information. Not because we want to, but because false information makes the companies more money than the truth. The truth is boring,” said Sandy Parakilas, a former Facebook operations manager, in The Social Dilemma. Reality is far more mundane and can most often be explained by Occam’s Razor, which states that the simplest solution is usually the correct one. About the same time comic book writer Alan Moore was penning Watchmen and V for Vendetta, he was also commissioned to write a graphic novel about the history of the CIA. In a documentary about his work, The Mindscape of Alan Moore, he summed it up thusly: “What I learned during the frankly horrifying research that I had to slog through to accomplish this, was that yes, there is a conspiracy. In fact, there are a great number of conspiracies that are all tripping each other up and all of those conspiracies are run by paranoid fantacists and ham-fisted clowns … The main thing that I learned about conspiracy theory is that conspiracy theorists actually believe in a conspiracy because that is more comforting. The truth of the world is that it is chaotic. The truth is that it’s not the Jewish banking conspiracy or the gray aliens or the 12-foot reptiloids from another dimension that are in control. The truth is far more frightening. Nobody is in control. The world is rudderless.”

THERE HAS BEEN LOTS OF MOVEMENT AND RECENT CHANGES TO THE STATE’S MEDICAL CANNABIS PROGRAM SINCE THE LEGISLATURE ADJOURNED, INCLUDING THE ANNOUNCEMENT OF A SEED-TO-SALE TRACKING SYSTEM SOFTWARE AND THE IMPLEMENTATION OF NEW ADMINISTRATIVE RULES.
SEED-TO-SALE The Oklahoma Medical Marijuana Authority has announced that it has chosen its partner for the state’s medical cannabis seed-to-sale tracking program. The Office of Management and Enterprise Services chose Metrc after its bidding process. Metrc is currently operational and in use by cannabis programs in 13 states as well as Washington, D.C. Its name is an acronym for Marijuana Enforcement Tracking Reporting & Compliance and is a cloud-based software that uses radiofrequency identification tags to track the movement of plants and packages. “We’re honored Oklahoma selected Metrc to implement the state’s first cannabis tracking system,” CEO Jeff Wells said in a news release. “With one of the fastest growing medical cannabis markets in the United States, the OMMA has done a tremendous job developing this new industry, and we’re excited to support its ongoing success. We look forward to working with state regulators and licensees to launch our system and ensure cannabis products are safe and secure for patients.” OMMA spokeswoman Terri Watkins said that their agency was meeting remotely with Metrc last week to finalize their deal and to start laying the groundwork for its implementation, which will 28

occur within six months. For those who have already purchased seed-to-sale tracking systems for their businesses, Metrc will be able to communicate with those systems. The pricing for monthly access to the software and plant and product tags have not been announced, but they typically run 25 to 50 cents per tag in other states’ cannabis markets. Once the system is in place, OMMA will be conducting virtual training sessions on the implementation and usage of the software, Watkins said. The announcement came a month after Dr. Kelly Williams was named the interim director of the OMMA. She previously served as the agency’s deputy director. Travis Kirkpatrick, the former director, was promoted to Deputy Commissioner of Prevention and Preparedness at the Oklahoma State Department of Health. He now presides over oversight of the OMMA. Williams has a PhD in quantitative psychology and previously served as Ok l a hom a Cit y Un iver sit y ’s Institutional Research Director for seven years before joining OMMA.
NEW RULES The latest set of rules for the medical cannabis program went into effect on Sept. 11. The rules are a function of administrative law that take place outside of the legislative framework and provide guidance on the minutiae of the OMMA’s regulatory functions not covered by bills adopted by the state legislature. The last set of rules went into effect on Nov. 1, 2019.

Some of the key changes: •
“Establishes requirement that dispensaries must ensure that the medical marijuana and medical marijuana products being purchased and sold have passed all tests. This includes obtaining and maintaining copies of the certificate of analysis. Growers and Processors are required to provide copies of the certificate of analysis to the Dispensary upon request.”
•
“Establishes penalties for when a transporter agent fails to carry a copy of the commercial transporter license and transporter agent license during transport in violation of the law.”
•
“Establishes requirement to test for water activity and moisture content but exempts flash frozen medical marijuana from this testing.” And, “Establishes processes a nd procedu res for remediation and retesting.”

SQ813 TOSSED OUT The last standing ballot initiative petition for recreational cannabis in the state of Oklahoma has been declared unconstitutional by the state’s highest court. State Question 813 had sought to make the purchase of cannabis flower, concentrates, edibles and other forms legal for purchase for adult use without a medical cannabis license with a flat
tax of 25 percent. The state’s Supreme Court ruled on the matter Sept. 28 after a challenge from Paul Tay, a Tulsa-based cannabis activist, this summer. “Upon review, we hold that State Question No. 813’s gist is misleading as it fails to alert potential signatories of changes being made to the law or with sufficient information to make an informed decision about the proposed constitutional amendment. State Question No. 813 is declared invalid and ordered stricken from the ballot,” the opinion reads. However, the supremacy clause challenge argued by Tay against State Question 807 regarding medical cannabis was again tossed aside by the court. “The Court rejected Petitioner’s arguments that State Question 807 violated the supremacy clause of both the Ok lahoma and United States Constitution. State Question 807, like State Question 813, seeks to legalize, regulate, and tax recreational marijuana. The … Court held that the Controlled Substances Act does not preempt Oklahoma’s ability to legalize, tax, or regulate marijuana. The Court also concluded that neither the 10th Amendment nor the anti-commandeering doctrine render SQ807 unconstitutional. Finally, the Court concluded legalizing marijuana and taxing marijuana sales do not establish a violation of RICO. We apply those holdings to Petitioner’s arguments here, and reject each,” according to the opinion. Six of the justices concurred with the opinion, and another concurred in result. The remaining two concurred in part and dissented in part. The deadline for State Question 812, a previous ballot petition initiative that decriminalizes cannabis and was also filed by the same group of petitioners, is set to conclude signature gathering on Oct. 5.
