police Capt. Randy Harrison, who was charged, tried and convicted by an Oklahoma County jury of first-degree manslaughter in November 2013, the vast majority of police shootings here have been cleared by Oklahoma County District Attorney David Prater. Prater has also come under scrutiny this summer after choosing to charge several protesters with acts of terrorism after the protests. Those cases have not been adjudicated.

In the wake of the George Floyd protests, Oklahoma City confronts its own history with violence and moves to make changes. While the protests in the aftermath of the in-custody killing of George Floyd at the hands of the police have died down in Oklahoma City, debate about the future of policing in the city has not. For several days in late spring, protesters gathered in northeast Oklahoma City, at the state capitol, at the intersection of NW 23rd Street and Classen Boulevard, on the streets in surrounding areas and outside Oklahoma City police headquarters and the Oklahoma County jail. A number of protesters were arrested, and during Mayor David Holt’s shortlived curfew in the blocks surrounding Oklahoma City police headquarters, a number of businesses were vandalized, with windows smashed and buildings covered in graffiti. But unlike many other major cities across the country, there were no riots or widespread property destruction. According to MappingPoliceViolence. org, 48 people have been shot and killed by Oklahoma City police between January 2013 and December 2019. Of those, 24 were Black, meaning the rate of their deaths at the hands of police was 6.6 times that of white people, according to the site. The Washington Post reports that a total of 170 people have been shot and killed by police statewide since January 2015. With notable exceptions like Del City

The incidents in Minneapolis and elsewhere since COVID-19 first gripped the nation have accelerated a conversation about policing tactics in this country between citizens, activists, politicians and the police themselves. The City of Oklahoma City has recently formed the Law Enforcement Task Force to continue these conversations. Among its 45 members are members of Oklahoma City Police Department, Oklahoma City Fraternal Order of Police, Oklahoma City Council, NAACP and local activists. Black Lives Matter Oklahoma City spearheaded many of the protests and demonstrations against police violence that occurred this summer. Executive Director Rev. T. Sheri Dickerson and Oklahoma City Councilman James Cooper are members of the task force. Both spoke with Oklahoma Gazette prior to the first task force meeting on Aug. 11. Cooper, who is also a schoolteacher, has taken a methodical, research-based approach to his conversations with

doing something similar. Again, I think the crisis is that deep, and the pandemic has only made it deeper. … You’d also have to make sure that your 911 emergency dispatchers have received that training to be able to recognize and identify when someone is in that particular mental health crisis.”

JAMES COOPER The fourth is a focus on youth outreach programs. “Maybe we expand programs like OKCPD’s FACT youth outreach program in order to establish positive relationships between law enforcement and community youth,” Cooper said. “ T h i s w a s somet h i ng t h at Councilwoman Nikki Nice really found worth investigating, and as someone who comes from a middle school background and college teaching background as well, I agree. Taking what we’re doing that works could also mean the Police Athletic League that we expand in these ways.” The fifth is an expansion of homeless outreach initiatives. “Which could mean additional funding for the expansion of OKCPD’s homeless outreach team. Connecting residents experiencing homelessness to case management services and housingfirst programs,” Cooper said. “So that’s really key, is connecting folk to those case management services and to those housing-first programs so that we interrupt that cycle of homelessness. We keep someone from falling back into that cycle by making sure they have that case management service as well. But getting them into that housing first so they’re secure, so that they can receive those services and endure, is critical. Also, looking at, with our homeless outreach team, they’re already expanding by adding two more officers. Right now, there are only two homeless outreach team officers for all 621 square miles, so what would that look like to expand it? But moreover, what if we find through this research and study that maybe it’s social workers we send out on those calls, maybe that’s most effective.” 6

The final prong would be the creation of a neighborhood safety violence interruption program. “That’s where trained staff work with residents to reduce street violence and criminal activity and they do so specifically working with residents most likely to become involved in such violence, and they work with those who are most resistant to change or chronically unresponsive to help,” Cooper said. “Examples of this exist throughout the entire United States. … This was something that Councilwoman JoBeth [Hamon] had suggested and something I definitely find interesting as someone who has studied media violence, keeping in mind that people would blame movies like Boyz n the Hood for real-life violence, they would blame gangsta rap for real-life violence, but they never bothered to actually go into those neighborhoods and find out, Hey, why is this actually happening? And how important would it be to have someone who went down the wrong path previously to be the one to help this kiddo from following in their footsteps? This is something I learned along the way, and I want to study it more.”

TIPPING POINT

Dickerson, who has been a BLM OKC leader since its creation in 2016, said the George Floyd killing at the hands of police was a cultural tipping point that coincided with the other events of the year and she is taking a more pointed and demanding approach to law enforcement. “I think the pandemic definitely played a role. My perspective is that, as a country, we were all in a very different state. Some of us were immobile. Since you don’t have the ability to exist in your normal circles, we were paying attention, and here in Oklahoma, the year before, the situation with Mr. Derrick Scott was eerily similar,” Dickerson said. “I was very triggered because I had seen that tape, and when I saw Mr. Floyd, I’m still heartbroken and angered and just so disappointed in the lack of humanity offered to those in melanated skin. … One thing that was different about this was that it was so deliberate and intentional, with very little remorse.” Dickerson said these kinds of fatal interactions have become so routine that many of these deaths go unrecognized because they have become normalized. “Until the culture and the system of oppression and racism and all of the lack of humanity, until those systems

are dismantled and abolished, because I’m an abolitionist, so there’s some that just need to be literally abolished, especially if you acknowledge why the system of the institution of law enforcement was created anyway, to continue to enslave black people,” Dickerson said. “Until that culture is changed, nothing is going to change, and until they actually realize that they’re going to be held accountable and there is going to be action taken, they’ll continue to slaughter the lives of people in melanated skin and those who stand with those who understand that it’s not right, it’s not okay. Our elderly, our poor, our Latinx, our queer, our white allies and accomplices, so many indigenous and native folks. In Bricktown, they just put up a land run statue. It was just finished. What are we thinking? “I say this very openly, and I’m tired. People are like, ‘Well, we need to keep having the conversation.’ It is not the job or the obligation or the responsibility of Black people or people of color to educate those that have been the controllers of the systems of oppression. Do the work yourself if you want to make the change, and then follow through with it.”

While the country is in the midst of a pandemic raging uncontrolled and ungoverned by anything resembling a sane, unified public health policy from leadership, much less a sane, unified public health front from the citizenry, many thought that maybe, just maybe, the line would be drawn at marching unsuspecting, trusting children and underpaid, overworked teachers into overcrowded classrooms and packed hallways. Think again. What has already happened is

what anyone with two functioning brain cells that aren’t mad at each other would suspect. A Westmoore High School student with a confirmed positive test result for COVID-19 knowingly went to school with the virus — reportedly the student’s parents did not understand the quarantine guidelines, and who can blame them? Again, there is no such thing as a cohesive public health strategy in this state or in any of the 49 others. Likewise, 23 members of an Oklahoma University sorority have been confirmed to have contracted the novel coronavirus. It’s strange that people packed in a house would communicate a highly communicable disease, right? Wrong. Instead, we are knowingly marching teachers and students alike into schools dressed like riot police for the worst-equipped department in the world with only cloth and paper masks, hidden behind plexiglass dividers because, as we all well know, viruses definitely do not travel around such barriers in enclosed rooms with recycled airflow. It’s starting to seem like Oklahoma’s 45th national education ranking might be a little inflated.

SUSPECT PETITION

Unite Norman has reportedly collected enough signatures to force a recall for mayor in the city of Norman, though it has apparently fallen short of the number required to possibly oust two city council members. So who is Unite Norman? A reportedly amorphous and diverse group of Norman residents make up this recall effort. Let’s take a look at three of its most public supporters: Cannabis activist Norma Sapp has posted photos of herself in signaturegathering efforts on multiple days. Sapp has spent decades lobbying for legalized cannabis and has become a local celebrity known for making wild claims about the curative effects of the plant. Since COVID-19 struck this year, she has instead taken to sharing unproven conspiracy theories about the virus. Former Oklahoma University professor John Scamehorn is another vocal proponent. Scamehorn was banned from working for the college 2016. In 2018, a number of former students accused him of sexual harassment. As of last week, he became internetfamous again after penning a Facebook screed in favor of repealing the 19th Amendment, which allowed for universal female suffrage. Well, there goes Sapp’s vote. Co-founder Sassan Moghadam, a local real estate developer, also found recent internet fame after videos surfaced of him confronting a carful of teenagers who reportedly drove by a

signature-gathering spot playing YG and Nipsey Hussle’s anthem “FDT (Fuck Donald Trump).” Moghadam tries to chock one of the vehicle wheels with a brick he is seen holding inside the car’s window in the video, but the driver backs over it before Moghadam hurls it at the reversing vehicle. While there is absolutely nothing wrong with citizen petitions, this one’s supporters are certainly suspect. With adults like this, maybe Norman would be better off taking a page out of the 1968 cult classic Wild in the Streets and dumping LSD in the water supply. It couldn’t hurt any more than the excessive levels of chronium-6 found in it, and maybe the grown-ups would at least relax if not act their ages.

JARED JAREDKINLEY KINLEY My name is Jared Kinley. I am a 23-year-old artist living in Oklahoma City. I was not born here, and I believe my work and being is a product of my experiences in the multiple states and cities I have lived in (South Carolina, Florida, Mar yland, A rkansas, Oklahoma). This has given me the chance to branch out and explore more than just a single group of people and ideas. I have lived here since 2012 and now say, “I am from Oklahoma.” Most of my days consist of either editing, planning or shooting, but when I do get a chance to break free, you can find me drinking wine or trying to teach myself how to skateboard. I love collecting old photographers photo books; I find more inspiration in those and older magazines than I do on social media. I know it is a very “new age” thing to say, but I see myself as an old soul. I guess it is pretty noticeable in my work. I believe it is because I was born in 1996 and growing up, I didn’t appreciate the pop culture of the time, so now I find myself enthralld in the fashion, the artists, the scandals, the everything. So when you see me, I am probably listening to Blink182, studying Avedon and still have a crush on Kate Moss. All of this is what has made me the artist I am today.

How old were you when you took your first picture? What was your first camera? I grew up in a family that did pretty well at documenting family life, from my granny chasing me around with an old VHS tape video camera to my dad taking a Polaroid of him and I going hunting, so I have always had a camera of sorts in my life. However, the first time I can remember deliberately grabbing a camera to take “good” photos was in 2010. My parents, brother and I took a trip to Yellowstone. My dad and brother went halves on a Nikon D3200 to capture some photos of the family and whatnot on the trip. I commandeered the camera to take photos of Ol’ Faithful, giant mountains and this one bear that I tried to get close to until it turned around and came my direction. That was the camera I learned the basics on. Because of that camera and the learning process it put me through, I am now better than the majority of people that say they are a photographer. Do you have a preference of film or digital? What do you shoot with the most? Film, no question. Digital has its place and time for sure and in some areas outperforms film. I do not want to sound like a purist and say it is the

process I love, and the colors come out way better and the quality — not pixel quality, but the quality of a good photograph — is almost always better and all of this stuff, but to me, it is true. On top of the film’s physical trait, I like to believe I am preserving an artform and respecting the artists I look up to. If we want to cross medias, this is how I feel about 90 percent of today’s photographers (and not because they may shoot digital). Eminem on his Kamikaze album talked about new rappers: “You [rappers] that are comin’ up don’t give an ounce … about the ones that were here before you that made rap. Let’s recap, way back, MC’s that wreak havoc on tape decks ADAT’s, where the G Raps and Kanes at?” I will leave it there. You have a very specific raw, gritty, vintage aesthetic. How has it evolved over time? This is where you can call me a hypocrite. My style has changed so many times over the multiple years I have been shooting, but I want to focus more on my last five or so years I’ve made money through photography. My style was very copycat-ish of the social media trends that were happening, and I was just one of the photographers I previously mentioned. It was not until the

last two years I really started to study fashion, study the photographers and models that made up the world I was trying to create, that really led me into the direction I wanted to take my photography. My aesthetic is just a combination of me loving retro pop culture and developing a love for film and its users. I am what I shoot — if there is a boombox in the image, it is my boombox I bump to; if there is an old car, it is because I would rank any car made before the 2000s above any equivalent today; if there is a sexyness to the photo, it is because I believe everyone should be confident in themselves and in their bodies. I’ve actually turned off all notifications to social media because I found the less I look at it, the better and more authentic my images are. Who are some of your favorite photographers? In today’s world, my top inspiration and favorite photographer is Tyler Shields. His work is the perfect mix of controversial, sexy and meaningful. He shows in Sotheby’s and makes a living being more bold than the average photographer. However, the photographers I love to sit down and study are Helmut Newton, Richard Avedon, Peter Lindbergh, Herb Ritts and Irving Penn. All of these incredible artists became superstars and will forever hold a place in the world of art.

Who would you love to photograph and why? Growing up in a Christian household, it took a long time for me to listen to music that was not Christian-based, but I still remember the first song I ever listened to that really inspired me, “Dream On” by Aerosmith. From then on, Steven Tyler has been an iconic character for me and I would love to take his image. Tell us a little bit about your new series The New Minorities. It is for sure not like anything I have ever done. Most of my work is pretty harmless. This time, I wanted to tell the story of 2020 in a way that was not really being told. I felt the media as a whole was only telling one side of the story. Now whether any side was right or wrong is not the case; my images are not to say one side is right. What they do say is that we cannot only see one side of the story, one side of history. The New Minorities title came from the idea that most people do not think for themselves in today’s society; they hear something and repeat without any knowing of the situation. The new minority is someone who is not persuaded to think a certain way but actually forms a personal opinion.

Classen Boulevard’s historic hangouts emerge from the pandemic lockdown with new improvements.

Three of Classen Boulevard’s most historic clubs are getting a makeover. The pandemic has forced all of Oklahoma City’s restaurants and bars to evaluate how they will operate moving forward. Frequently, emergency accommodations allow establishments to be open in limited capacities, but most of these practices are expected to be temporary. HiLo Club, Edna’s and 51st Street Speakeasy are looking even further with renovations and permanent additions. While most of the improvements the spots have in mind will increase their occupancy while social distancing, patios and an entirely separate floor will allow them to host more patrons when packed bars are possible again. These improvements also encourage experimentation with new forms of entertainment. Just because we live in the new normal, it doesn’t mean we can’t have a good time.

HiLo Club

Despite almost 70 years of operation, HiLo Club has seen few renovations. At the beginning of this year, HiLo already had plans for significant expansion, but the downtime forced by the expansion gave the dive bar a chance to make several cosmetic and quality-of-life improvements.

Jet Harkey The bar itself and bathrooms have been entirely remodeled. In addition, it has been furnished with new floors, vinyl and chairs. In compliance with the city’s mandate, it has been reduced to 50 percent occupancy and all bartenders wear masks. “We kind of just gave it a little facelift,” manager Jet Harkey said. “We still have the same feel we’ve always had but with newer, cleaner and better equipment. We’re trying to bring this old ’50s bar into the 21st century.” As for more technological advancements, HiLo has exchanged its classic register with a modern point-of-sale

system. A new sound system is also imminent, bringing an audible pop to the legendary establishment. HiLo intends to resurrect live music within the next month on a limited basis. Harkey suspects it might switch to acoustic-only sets for a more relaxed and safer experience. For something a bit more bombastic, it is hoping to host the Bang Bang Queer Punk Variety Show in the near future. Among the more drastic renovations, HiLo is slated to introduce a patio space by spring of next year. Shortly after that expansion, the club intends to incorporate a second-story bar for even more space. In the same breadth, it will gradually shift to nonsmoking. Harkey admits these changes are gradual, but with such “an old space, it takes time to get it right.” In many ways, Harkey finds these additions as a way of expressing appreciation for the community that has kept HiLo alive. In 2018, for example, HiLo and the surrounding businesses were on the verge of leveling to make room for a new Braum’s. Patrons showed up

en masse to protest the move, and Braum’s ultimately stepped back. “We’re feeling confident we’ll remain open, and hopefully the whole building will get renovated eventually. Whatever we do, we want to keep the same feel of the HiLo with a few welcomed improvements,” Harkey said.

Edna’s

Since 1989, Edna’s has served over 2 million of its famous Lunchboxes. For the last six years, the bar has sought to renovate in memory of its late proprietor. “We want to provide a better experience for our patrons,” said Tammy Lucas, daughter of Edna Ruth Scott and the bar’s current owner. “Plans include more bathrooms, patio spaces, parking

Tammy Lucas and a larger freezer for all of those frosty, cold Lunchboxes loved by so many. We will also have an upstairs bar open on weekends that will be available for private events throughout the week.” Previously, Lucas and her staff were forced to remove furniture in order to meet capacity. With the additional space, Edna’s will be able to host more patrons without compromising comfort. During the shutdown, a lack of foot traffic gave the bar an opportunity to install new flooring as well. The initial months of the pandemic brought a wave of anxiety for many bar owners. Despite the hiatus, Lucas feels Edna’s reopened without skipping a beat. “The staff missed coming to work, and judging from our reopening, the patrons missed being here as well,” she said. “We believe the spirit of Edna’s was never really diminished and just naturally maintained.” Because of the reduced occupancy requirements, Lucas finds the weekends have slowed down to match pace with the weekdays. However, business has remained consistent despite the challenges. As restrictions begin to safely wane, patrons will be greeted with a new yet faithful Edna’s. “We have been continually growing

and adapting to best suit our patrons’ needs for over 31 years, while at the same time keeping our Edna’s original uniqueness alive,” Lucas said.

51st Street Speakeasy

Whereas HiLo and Edna’s will expand their spaces, 51st Street Speakeasy is finding creative ways to make the most out of what it already has. “We were closed for almost three months,” Speakeasy owner Greg Bustamante recalled. “After a brief and well-deserved period of sulking, we figured the best thing was to at least do something.”

Greg Bustamante During the downtime, Speakeasy staff committed to cleaning, painting and routine maintenance that could be undertaken in the absence of revenue. When it did reopen, every bar counter was surrounded by plexiglass. Speakeasy’s menu was also updated and it implemented QR codes for ordering and a designated pick-up window to decrease overall food handling. Keeping the spirit of Speakeasy alive, however, proved difficult. Over the last

to host a bi-monthly burlesque show courtesy of Terre Rouge Burlesque. “They have continued the spirit of the tease through the pandemic. Every Thursday from 8:30 p.m. to 12 a.m. is a Patio Peep Show performance. The women are inside the red-lit bay window,

and a customer goes behind the curtain outside for a private show,” Bustamante said. “It’s safe, social-distanced entertainment.” Speakeasy is also looking to expand its musical presence outdoors through its SoapBox Stage. Thus far, the stage has played host to acoustic performances from likes of Hosty, Andy Adams and Jose Hernandez, with more to come later this year. Bustamante also hopes to bring trivia nights back sometime in the fall. Speakeasy is actively searching for a sponsor for SoapBox. The migration for entertainment outdoors gives the interior of Speakeasy space to breathe. The large game room and lounge upstairs remain open and provide ample room for distancing. This necessary shift in arrangement has shown a side of the venue that’s more subdued and contemplative. The thunderous weekends the bar is known for will return, but in the meantime, Bustamante finds it’s time for “chill mode.” “As much as I’d like to hear the roar of applause for a local band or feel the heat of a sweaty ’90s dance party, I know now is just not the time for it,” he said. “The good thing is that this place has always been guided by its environment. Oklahoma’s cannabis petitions found delays with the COVID-19 pandemic and faced further hurdles in the form of challenges. Before COVID-19 hit Oklahoma and shattered expectations for the year, numerous ballot initiative petitions related to the future of cannabis (and related criminal justice reform measures) were filed. The acrimonious debate about them all but subsided once the novel coronavirus reached the state, but all of them have been working their way through court challenges on their way to petition drives. State Question 806, which was later rescinded, revised and became State Question 807, was the first and the one to make the most headlines upon its arrival. SQ807 drew the suspicions of local cannabis patients and business owners

because it was “backed by stakeholders in Oklahoma and New Approach PAC, a national marijuana reform organization that has managed successful ballot initiative campaigns to legalize medical marijuana and adult-use marijuana in several other states,” according to a news release. The organization is based in Washington, D.C. and has been involved in numerous states’ initiatives, including A rk a nsas, C a l i for n i a , F lor id a , M a i ne , Massachusetts, Michigan, Nebraska and Oregon, according to Ballotpedia. Critics of the recreational markets in California and Oregon have claimed that these initiatives destroyed not only the business environments but also the culture surrounding medical cannabis in those states. The revised SQ807 petition was filed on behalf of Ryan Kiesel, former American Civil Liberties Union executive director, and Michelle Tilley, a career Democratic political strategist who served as campaign manager for both SQ807 as well as State Question 802. SQ802 very narrowly passed with

As SQ802 was making its way to the June 30 ballot, SQ807 was delayed, challenged by Paul Tay, a perennial candidate for Tulsa mayor. An Oklahoma Supreme Court referee heard the case in late February, but the court’s opinion allowing it to move forward was not released until a week before the special election due to a court closure resulting from the pandemic. The proponents in mid-July returned to the state’s high court seeking extraordinary relief, arguing that the petition drive to gather signatures would be irreversibly disrupted by continued social distancing measures and reduced public gatherings. That relief was denied Aug. 3. All of the court’s justices agreed, based upon a previous ruling in response to a sought delay of petition gathering for State Question 805, that the signature-gathering petition should continue as scheduled. Prior to the court’s ruling, the Oklahoma Secretary of State set the 90-day window for the gathering of signatures to begin on July 29. The deadline for the signatures is 5 p.m. on Oct. 26. Due to the delay of the signature-gathering period and its deadline, SQ807 will not appear on the general election ballot Nov. 3. Meanwhile, Tay filed State Question 808, another ballot initiative petition pertaining to cannabis legalization for adult use, or recreational use. Tay was

charged in July 2019 with outraging public decency after panhandling with a dildo attached to a bike helmet along a Tulsa city street. He took the case to jury trial in Tulsa County District Court in January and was convicted and sentenced to nine months in jail. He appeared before the Supreme Court referee from inside the Tulsa county jail, where he made his arguments via teleconference. He was released from jail in June. Since Tay filed SQ808 on Dec. 27 and since it was not challenged in court, the signature-gathering period began while he was jailed. No petitions or signed signatures were delivered to the secretary of state by the deadline of close of business Aug. 3. However, while jailed in Tulsa, Tay also challenged another ballot initiative petition pertaining to the legalization of cannabis for adult use. State Question 813 is thereby on hold by the Oklahoma Secretary of State until the matter is resolved with the Oklahoma Supreme Court. A teleconference before an Oklahoma Supreme Court referee was held July 21. The justices have not yet ruled on the merits of Tay’s challenge. State Question 812, filed by the same group as SQ813 and seeking to revise criminal laws pertaining to cannabis, was not challenged. Its signature-gathering period expires at close of business on Oct. 5.

And yet he wrote, “I have to see a thing a thousand times before I see it once.” In other words, it was hard even for him, a highly trained observer, to get a deep and accurate read of what was going on. It required a long time and many attempts— and rarely occurred for him on the first look. Even if you’re not a writer, Gemini, I recommend his approach for you in the coming weeks. You will attune yourself to current cosmic rhythms—and thus be more likely to receive their full help and blessings—if you deepen and refine the way you use your senses.

CANCER (June 21-July 22) It’s sometimes tempting for you to seek stability and safety by remaining just the way you are. I’m not predicting that your experience of the 2020 pandemic will prove to be as fruitful as those of your fellow Capricorn, Isaac Newton. But of all the

signs in the zodiac, I do think your output could be most Newton-like. And the coming weeks will be a good time for you to redouble your efforts to generate redemption amidst the chaos.

AQUARIUS (Jan. 20-Feb. 18)

The rapper named Viper has released over 1,000 albums. In 2014 alone, he created 347. PISCES (Feb. 19-March 20)

“If you don’t ask the right question, every answer seems wrong,” says singer-songwriter Ani DiFranco. I suspect you may have experienced a version of that predicament in recent weeks, Pisces. That’s the bad news. The good news is that I expect you will finally formulate the right questions very soon. They will most likely be quite different from the wrong and irrelevant questions you’ve been posing.
