Challenging\education Universities and public schools change course and make backup plans for the 2020-2021 school year. By Daniel Bokemper Throughout this month, educators across the state will face the most challenging school year to date. Adaptation is inevitable in teaching. New testing standards, breakthroughs in curriculum, and gross underfunding have all spurred changes in education. Still, no single event has uprooted the fundamental environment of instruction like the COVID-19 pandemic. In March, Oklahoma State Board of Education suspended all in-person learning and extracurricular activities until the end of the 2019-20 academic year for public school districts. This decision allowed schools to experiment with remote education and provide some time for planning as districts considered how classes would resume the following fall. Higher education adopted a similar response, shifting virtually all classes to an online forum. Despite many Oklahoma colleges possessing some pre-existing infrastructure for online courses, most instruction is conducted in person. Oklahoma has already endured a recently contentious classroom, teaching a crescendo with the teachers’ strike in 2018. Despite falling numbers of active classroom teachers from 2015 through 2017, Oklahoma saw an increase in teaching certifications and teacher retention overall following pay increases that came from the protest. However, the need for instructors is still apparent.

Many teachers on the verge of receiving their certification were prohibited due to closed testing facilities. Last month, the department of education administered 530 temporary certifications to mitigate an abrupt halt of incoming teachers. “We saw this as an option for individuals on the path to certification and, in all likelihood, would have obtained that certification if it weren’t for the testing centers shutting down,” Brad Clark, general counsel for Oklahoma State Department of Education, said. “If you look at those temporarily certified, some of them, if not many, would have been on the list for emergency certification. I think we will see more the next few months and into the 2021 school year.” Given that the average age of a classroom teacher is 44, some educators are wrestling with the difficult decision to continue teaching, shift careers or opt for retirement. Virtually all of the teachers that qualify for retirement are within the most at-risk age groups, which the CDC cites as 60 and over. The heaviest metrics for calculating a teacher’s retirement are their years of service and final average salary. With their recently increased wage, qualifying educators would benefit from continuing their careers for at least a few more years than they might have previously considered. With the risk to their health compounded by the uncertain duration of the pandemic, the incentive to stay begins to depreciate. As of now, the exact number of teachers that might opt to retire or resign is not available. Of course, this risk to any educator

varies from location and, more importantly, how each district resolves to operate. “There’s so much uncertainty throughout this. But professionals and schoolchildren themselves can overcome this pandemic,” Clark said. “We’ve been proud of how far our districts have come. My own kids are growing up in this world, and education shows it can mirror that growth. A connection to teachers is vital to that education.”

PUBLIC SCHOOLS

Schools are now poised to reopen amid the continued spread of COVID-19. The prospect has been precarious, as the exact nature of reopening was not solidified for many districts until as recently last week. Even with a structure in place, how the school year will unfold remains unclear, as no path is without a possible consequence. None of the metropolitan districts’ plans for the school year are static, as many procedures are subject to and will likely change to adapt to new findings. July 31-Aug. 6, Oklahoma State Department of Health reported an additional 5,661 confirmed cases of COV ID -19,

bringing the state’s total to 41,401. Oklahoma and Tulsa counties account for approximately 50 percent of total cases with each reporting over 10,000 positive tests. Cleveland County’s recent surge brings it to the third most cases by county in the state at 2,994. Though the daily average of new cases in the state began to descend following a rampant August, the explosion of


positive tests over the last 30 days indicates the virus is more widespread in Oklahoma than ever. This is in the absence of a new school year and a stark contradiction to the hope that the summer would cause the virus to subside. Nothing in the U.S. as of yet has tested the virus like the back-to-school season.

Moore Public Schools

With its Return to Learn program, Moore Public Schools has adopted similar procedures. By default, all students are automatically enrolled in the program’s first option, which is entirely in-person with the exception of routine absences. All traditional school activities and extracurriculars will remain the same, though the use of masks are required at almost all times for students in fourth grade and onward, while younger students will still be required to wear them on buses and in common areas. The second option is designated for “interment health concerns,� allowing a student enrolled in the option to learn remotely for “approximately two to four weeks� until they can return to in-person learning. The third and final

Edmond Public Schools

Edmond’s board of education approved its outline for reopening on July 23. Among its procedures is a form of “blended learning� that adopts traditional, in-person schooling with remote education through an online platform such as Canvas. Should the need arise, a school may switch to a form of instruction that will only require in-person, traditional classes for two days, dividing the student body into two groups to mitigate volume. Families were also allowed to opt into Virtual Edmond, a curriculum that allows for completely online education through either an iPad (for kindergarten through third grade) or Chromebook (for fourth grade through twelfth) provided by the district. Edmond is also requiring masks to be worn by all students when entering any school, in the hallways or in the classroom except for the latter for kindergarten students. “The guidelines are to be considered fluid and likely to change as the course of the virus progresses in unpredictable twists and turns,� Parks-Schlepp said.

option, online education, will require a nine-week commitment for students in grades PreK through second and a semester commitment for third- through twelfth-graders at the time of enrollment. This option will use Canvas for younger students and Odysseyware for more advanced ages. A student in the third option may still participate in athletics or fine arts programs, but they are required to be physically on-campus during those periods.

Norman Public Schools

Norman Public Schools has opted for a different approach. On Aug. 2, Superintendent Nick Migliorino announced that the beginning of the 2020-21 academic year would be virtual. Teachers in the district will implement Seesaw for elementary students and Canvas for secondary students. Migliorino attributes the district’s decision to data reported by the Department of Health on July 30, in which Cleveland County’s risk of infection was raised to “moderate.� However, the shift to virtual schooling does allow exceptions for certain interactions, such as extracurricular activities and student meals. Plans for students with special needs are also being finalized, and the postponed start date of Aug. 24 will allow time for such considerations.

Oklahoma City Public Schools

Oklahoma City Public Schools found itself in one of the most precarious positions and, in response, announced on July 29 that the first nine weeks of school would be remote. However, the district’s primary continued on pg 6

OU has also enhanced its cleaning and organizational protocols, as facilities have been modified to enable social distancing during classes and hospital-grade air filters have been installed across all three campuses. “This semester will be about balancing interests — providing the best possible educational experience for our students in a predominantly in-class setting while working for the well-being of all and providing flexibility for faculty, staff and students where appropriate,” Kesha Keith, OU director of media relations, said.

Oklahoma State University— Oklahoma City

While OU moves toward in-person learning, Oklahoma State University— Oklahoma City (OSU-OKC) will maintain the online format it adopted at the onset of the pandemic as it begins the upcoming semester. For students and faculty that need to be on campus, masking and social-distancing requirements will be required in tandem with Centers for Disease Control and Prevention (CDC) recommendations. Despite these changes, the college noted an increase in its summer enrollment than it had forecasted, with the numbers continuing to trend upward into the fall. “The pandemic has allowed our faculty and staff to focus on serving students in different ways,” Nick Trougakos, OSUOKC’s senior director of marketing and communications, said. “We have been very proactive in ensuring that students can still receive the attention and help they need, even if it means establishing

new best practices like our virtual academic advising platform.” Trougakos predicts that moving forward, there will be a greater focus on advancing distance learning, which will yield greater engagement across all realms of education.

Oklahoma Christian University

Similar to OU, Oklahoma Christian University is slated to return to in-person learning following a period of online-only courses after spring break. To avoid the holiday travel season, in-person courses will conclude two weeks earlier than normal, just prior to Thanksgiving. Additionally, most of the university’s large gatherings have been canceled if not adapted for a virtual or outdoor format. “We’re grateful for the time we’ve had through the summer to plan and prepare for this semester,” Risa Forrester, OC’s chief communications officer, said. “Our president, John deSteiguer, assembled the campus COVID-19 Readiness Team to address the risks and challenges presented. Team members include campus experts in the natural and health sciences as well as a designated Campus COVID Officer who served as a nurse in New York City this summer.” OC’s on-campus population is composed of approximately 2,000 students, faculty and staff. Forrester found that the school’s size gives it the ability to quickly adapt to new circumstances. Even so, the creativity the faculty have had to implement will lend itself to an impact on their curriculum long after

University of Central Oklahoma

University of Central Oklahoma (UCO) has opted to consolidate the approaches of the aforementioned colleges by reintroducing in-person education while also offering virtual options for students with health concerns. Extended Classrooms will allow remote students to join live courses simultaneously with their inperson peers. UCO began development of this option in the spring, and it will be

available in over 100 classrooms during the fall semester. Students must already be enrolled in an applicable course to use this option. Though UCO’s residential facilities will be operational, the majority of campus events will be hosted virtually, while smaller events will be limited to groups of 10 attendees or less. Similarly, in-person classes have been reduced to half of their previous capacity. UCO is currently looking for a way to bring consistent COVID-19 testing services to its campus. “We care deeply about our students and their experience and strive to preserve a high-quality experience no matter the format,” Adrienne Nobles, vice president for communications and public affairs, said. “That meant a crash course in technology for many. Our faculty and staff are amazingly resilient and dedicated and have risen to each challenge. Still, it is important for us to look for opportunities for connection, engagement and understanding among our teams and with students.” The effectiveness of these schools’ practices will not be known until well into the semester. Tweaking procedure will be an inevitable part of this process for public schools and higher education alike. The ingenuity and courage educators are preparing to display will change the face of education in Oklahoma long after the pandemic. When Oklahoma Rep. Sean Roberts (R-Hominy) issued his statement before the first Oklahoma City Thunder game since the regular season came to an abrupt halt in March, many were undoubtedly asking the same question. Sean who? While it is true that Roberts has been in the Oklahoma Legislature for nearly a decade, he had managed to stay out of the “WTF?!” club that nearly every Republican congressperson in the Sooner State carries a current dues-paying membership card for, but the idea of stripping the state’s first professional sports franchise of tax credits for kneeling during the national anthem has certainly earned him a seat. “If the Oklahoma City Thunder leadership and players follow the current trend of the NBA by kneeling during the national anthem prior to Saturday’s game, perhaps we need to reexamine the significant tax benefits the State of Oklahoma granted the Oklahoma City Thunder organization when they came to Oklahoma. … Perhaps these funds would be better served in support of our police departments rather than giving tax breaks to an organization that

supports defunding police and the dissolution of the American nuclear family,” Roberts said in his statement. Well, first of all, Rep. Roberts might be wise to remember that not incentivizing the franchise in Seattle is a major reason the Thunder are here in the first place. Secondly, he represents a city of 3,500 people in Osage County, so maybe he should leave the big-kid decisions to those representing the state’s largest city and worry more about bringing a better major employer than Walmart or the local prison to his hometown instead.

BAD NEIGHBOR

Western Avenue has seen an explosion of growth in recent years, but one advertising agency brought something no other business in the corridor has: rooftop snipers. A QAnon flag in the window of the new building of advertising firm Alotta Action Advertising, Inc. has apparently brought some unwanted attention, and QAnon enthusiasts strapped on their finest firearms and stood watch over the building during a known peak time for vandals and shit-disturbers: noon on a Saturday. Social media quickly filled with photos and videos of the gathering, which included a petition signature effort to recall Mayor David Holt and several members of the Oklahoma City Council. Legendary OKC activist and inveterate gadfly to the right wing Mark Faulk donned a surgical mask and went into the belly of the beast. Astonishingly, Faulk was able to infiltrate and interview several members of the crowd during a 40-minute live Facebook video and extract himself undetected. During Faulk’s video, which could easily be edited into a segment for Sacha Baron Cohen’s Who Is America?, one attendee, wearing his signature boogaloo lad Hawaiian shirt, informs Faulk, who was arrested and has been charged while protesting, that Antifa has sources with District Attorney David Prater’s office and there are no records of such arrests. (Spoiler alert: there are.)

Not only is this not the first time the company has raised eyebrows, it’s not even the first building on the block to make the headlines. A mural by local artist Bob Palmer was painted over on the northern wall of its former location. “That mural was ugly, and we are going to put a new mural on it … If you have any issues with it, you can contact my landlord ... Otherwise I don’t need to be bothered with this,” owner Jen Hutchings told NonDoc in 2017. Yikes. As the proverb goes, “There are three bad neighbors: great rivers, great lords, and great roads.” From where we stand, it’s not Western Avenue that’s a bad neighbor here.

Scientifically illiterate As a zoologist and science educator, it is clear to me that at least half our citizenry is woefully scientifically illiterate. This unfortunately includes our leaders, the governor, lieutenant governor and many of the school board administrators. Without mitigating factors, we are on track to have in a month another 30,000 cases of COVID-19. Harvard Medical has recommended we shut down, and yet we are going to open schools and expose all our children and teachers. Our ignorance and our arrogance mean nothing to the coronavirus. Coronaviruses don’t go away. They continue to circulate forevermore within a population. As I look around, I see groups of nonfamily members playing in the pool, meeting in parks, celebrating at restaurants. While they are selfishly enjoying themselves, our medical professionals are in the eighth month of fighting this epidemic. They are exhausted, and many of them at home still recovering from the illness themselves. I know this because they tell me. The ICU beds are filling and will be at capacity in a very short time period. So when it comes time for you to get medical care for COVID or something else, you may not be able to. Doctor’s offices are going to decide 8

that it is not worth risking their own health. I am a proud American; however, I have never been so ashamed of the citizens of our country who will not unite around this effort to stop the spread of this disease and save the lives of their families and friends. Shauna Evans, Zoologist Norman

runway? Governor Kevin Stitt declared Oklahoma has “plenty of runway” for the COVID surge. We have “plenty of runway,” meaning we have more hospital beds available to take care of COVID and other sick people. As long as there are available beds, there is no need to worry. To insure the runway stays open, the governor’s office says we are increasing bed “capacity” to meet the surge. The governor’s measure of how we are doing with the COVID pandemic is to analyze number of hospital beds that are being used. He does not want the surge in COVID patients to exceed the “capacity” of hospitals to care for those in need. Are the numbers we are measuring the right numbers to measure? Why are we measuring bed capacity? Consider some basic facts. Oklahoma is averaging about 800 new COVID positive cases per day. Some of those COVID positive people will die; 1-2 out of every 100 new COVID patients will

die. That means every day, we are preparing for between 8 and 16 more Oklahomans to die. Oklahomans will die without the bed “capacity” being exceeded. The governor says there is no need to be concerned. No need to worry; the highway is open. Measuring bed “capacity” is the wrong variable to measure. Neither is the number of deaths the correct number to measure. We should be looking at the number of new cases to get an idea of how we are doing. Based on the correct measurement, new cases, we are doing pretty badly. COVID deaths are preventable. Masks on everyone protect everyone. The governor refused to wear a mask until he got COVID. Now he wears a mask during interviews. What does he do the rest of the time? He refuses to issue a mask order for the state. The governor refuses to use meaningful measurements. What’s he trying to do? “Figures don’t lie, but ___________” He does not understand science, epidemiology, nor does he think in a linear manner. So perhaps Governor Stitt truly believes the open highway is important. Denial is a powerful coping mechanism needed to block the truth. Tom Coniglione, MD Oklahoma City

Oklahoma City is home to many unique little burroughs. Ninth Street in Automobile Alley packs a punch for just one small street within a district. With the opening of Factory Obscura in Wayne Coyne’s Womb Gallery, the last few years have brought even more people to this hidden gem of restaurants and shops. Ninth Street has its own variety of attractions that build a cohesive neighborhood vibe. With the canopies of trees covering the majority of the street, it’s the perfect destination for patio variety. As the COVID-19 pandemic made its presence in the city known, each restaurant continued to serve curbside and make deliveries to its patrons. Common Dear shifted to online sales but began making face masks with its lifestyle branding. Katiebug’s Sips & Sweets shifted by opening up a drive-thru window to continue serving its sugary creations. Social distance is still important and needed. Each restaurant has taken on the mandatory precautions and shifted its service to keep customers safe. Nashbird and S&B’s Burger Joint have wonderful patios. Ninth Street’s parking lot located in front of OKcollective Candle Co. and next to Cargo Room has picnic tables and chairs so patrons can enjoy the remaining summer weather. It has been challenging to adjust to dining out and exploring the city mindfully during the pandemic. However, Ninth Street feels like a comfortable escape with every establishment taking precautions and the ability for visitors to find their own space within the neighborhood.

Paseo Arts and Creativity Center opens with new art offerings and expanded possibilities in The Paseo Arts District. by Brittany Pickering

In late April, Paseo Arts Association (PAA) moved its headquarters next door to 3024 Paseo St., tripling its square footage and giving it the ability to expand its programming capabilities. The organization was formed in 1981 to help organize and promote The Paseo Arts District. Paseo Arts and Creativity Center 24

(PACC) is now home to two spacious galleries, meeting and class space, studio space for artists and a gift shop. “The idea was to make this space activated 24/7,” executive director Amanda Bleakley said. One of the exhibits currently on display is made up of images from the Black Lives Matter protests in Oklahoma City. Featured artists include Ryan Magnani, Michael Steinman, Eric Waltman and Kiley Josey. The arts association teamed up with The House Helps, an initiative of entertainment and marketing agency The House, to display the exhibit, and proceeds from art sales benefit Black Lives Matter. The exhibition in its second gallery is Tour de Quartz, featuring photography, paintings and drawings made by students attending Oklahoma Summer Arts Institute at Quartz Mountain, which was held online this year due to the COVID-19 pandemic. “We’re wowed every year by the artwork, and I didn’t think this would be any different, but it was interesting to read about their experience,” program manager Paige Powell said. “A lot of them said they were challenged to get a bit more creative because normally, you’re at Quartz Mountain and you have all these things to photograph, but they were home.” The exhibit is on display through Aug. 29 and will then tour the state. In addition to its galleries, PACC is home to artist studio space and an artistin-residence, Sam Charboneau. Charboneau, a photographer, will spend a year in the arts center and is currently working on imagery inspired by The Little Prince by Antoine de Saint-Exupéry. Studio space currently costs $200$225 per month. Artists have access to the space 24/7, may display art for sale in their workspaces and work in the gift shop five hours each month. Both Bleakley and Powell stressed the importance of having working artists in the building. “It just gives you another whole feeling as opposed to just walking into a gallery and looking at art on the walls,” Bleakley said, “like watching it in the process, meeting an artist, having the opportunity to talk to them, to ask them questions.” “It’s helpful to the artists too,” Powell said. “A lot of them are kind of shy and nervous about working up at the front, but it’s good experience to sell your work.”

Bleakley said they have plans to set up a photography studio for rent and install a projector so they can hold screenings and possibly participate in deadCenter Film Festival. COVID-19 restrictions are preventing PACC from holding large classes and events right now, but its galleries are open noon-5 p.m. Tuesday-Friday and it participates in the First Friday gallery walk 6-9 p.m. the first Friday of each month.

What mediums do you work in? What is the next medium that you are looking to use (technology-based or traditional EX: AR or app development or 3D design or printmaking)? Right now, I primarily work in a digital format. I use the Adobe Creative suite and ProCreate on the iPad almost every day. I want to continue to expand my knowledge on these, but I would like to explore animation and 3D rendering in the future. I also want to explore some traditional methods more thoroughly. Letterpress, linocut and embroidery are all things I’m interested in utilizing.

Where do you find your inspiration?

As a professional artist, you have to manage a lot of roles. How much time do you spend on building your own brand? Being a full-time designer and artist, my whole business is centered around, well, me and the type of energy I emit into my work. So I spend a lot of my time trying to keep myself inspired and growing. My brand is always evolving, but I hope a sense of vibrance and passion is always evident in the work I do — both for myself and my clients.

How does your approach change when you’re creating a design for a company versus making an illustration or personal project?

I find inspiration in every day. Nature, buildings, emotion, interaction, color, the flow of movement, it’s everywhere. Often, when I’m making something new or still developing an idea, I will just look through photos for a few hours until I start to formulate a concept. I’m very analytical, so I will research a topic and try to understand what I feel about the subject and why it makes me feel that way. I will think, “What combination of colors would make me feel the same way? What about shapes or textures?” It’s an ongoing internal monologue all throughout my making process. I suppose if I had to sum it all up into one word, my curiosity is what inspires me. ADDYS 2020 Winners Book

When I’m working for a client, my job is to create work that speaks their brand’s language, not my own. I have to shift my perspective in a way that recognizes their brand values and can express what they want their clients to see, feel and react to. My personal works are the opposite. They are me visualizing speaking to myself and learning about what I’m feeling in that moment. Being in tune with myself in this way is essential to maintaining my creative flow.

What are your resources or habits to find inspiration? I always begin a project with research. I’ll write out words or phrases that stick out to me. I gather as much as I need to back up my idea and justify my decisions. I usually gather visual inspiration from places like Unsplash.com, Dribbble, Behance or Pinterest. I also have a habit of hoarding images that inspire me from social media. Twitter surprisingly has the most robust range of images in my opinion. I find that people there are much more raw in what they share visually. They don’t bother to stage things as much, which is something I really value. Things in their natural state have such a pure value about them.

Surprisingly, the pandemic has helped my connection with others. It has forced me out of my comfort zone as far as communication goes. I’ve been exploring other channels of communication and connection. I’ve noticed people having a bit more of a reaction to my work lately. I know we all long to be together and a community again. Artwork has always done a great job of bringing us together. I’m just grateful to be a part of it.

Just weeks after a majority of Oklahoma voters approved State Question 788, a bizarre bit of news broke. Julie Ezell, a lawyer for Oklahoma State Department of Health, had been charged with sending herself threats. On July 17, 2018, Ezell was charged in Oklahoma County District Court with counts of using a computer to violate state statutes, false report of a crime and preparing false evidence, according to court records. The count of preparing false evidence was dismissed by the state, and Ezell pleaded guilty last October to the count of false report of a crime as well as a reduced misdemeanor count of using a computer to violate state statutes. Records show she was given a five-year deferred sentence. Subsequently, Oklahoma Bar Association filed a disciplinary action, and Ezell was temporarily suspended from practicing law. In June, Oklahoma Supreme Court filed its opinion, barring Ezell from returning to the practice until one year from the date of her temporary suspension. She will be allowed to practice law again in November. After the temporary suspension was enacted, Ezell spoke to Oklahoma Gazette, telling her side of the story under the agreement that quotes from the interview would not be published until after the disciplinary review was completed. At that time, the matter was expected to be resolved early this year. “I’ve worked in government almost my entire career,” Ezell said. “My mom was government, and as stupid and cliché as it sounds, I’m the type of lawyer

that went to law school because I wanted to help people. So going to work for the government, and because my husband is a stay-at-home dad and I apparently don’t know what birth control is, it was a steady income and good benefits,” Ezell said. “And so I worked twice at [Oklahoma] Tax Commission. I worked for Mike Hunter when he was over at the land commission, and his number two and number three were my direct bosses when I was at the tax commission. Did a quick stint after leaving tax at the attorney general’s office, which is where I met Tom Bates, the interim commissioner of health. I was only there for eight months and got hired on as the first general counsel of teachers retirement. I was there for almost four years and also made deputy director, and that’s where I thought I was going to — well, I don’t want to die because I don’t stay in jobs forever, but I was going to be there a long time and set up to take over and run the pension fund. Great. And November of 2017, I get a call from Hunter’s number three, saying, ‘We want you to go to the health department.’” Ezell was reluctant to go to Oklahoma State Department of Health. At the time, she had a 2-year-old child. Her eldest son is autistic, and she has another child with special needs. She thought her ace in the hole would be naming a salary that she did not think the state could match. “I’m thinking, ‘How the hell am I going to get out of this?’ because I didn’t want to go. Then I get called by the attorney general’s office and told if I don’t take the job, I’ll never get another job in state government again. This is because Hunter, me previously having worked for him and worked for his number two and number three, they assume that I’m their girl and will do whatever they say. They didn’t know me well enough,” Ezell said. “And so I have to go to the health department. It was pretty upsetting, devastating, really, for me to have to leave teachers retirement, but on the bright side, I thought, ‘[I’m] in this crazy conservative state and I’m a registered Republican, but I’m not a Republican. I can go there and I can affect public policy on vulnerable people and marginalized people who are so much who, you know, the health department serves. This will be good.’”

Immense pressure During the period after her move to the state health department but before SQ788 passed, Ezell was constantly working. “The health department is so understaffed, it’s crazy,” Ezell said. “And from day one, I was working 90- to 100-hour workweeks. I missed Christmas that year with my kids because I had to work. And it was constantly that type of workload and stress.” And then June 26, 2018 came. “It happened very quickly. I could see that there was going to be a lot of political issues with the marijuana rules, that we were going to have a lot of pressure put on us. … So we start having these meetings to draft the rules,” Ezell said. “Nobody in that agency knew shit about marijuana. Nothing. And I knew nothing about it. And the only thing that I knew about it is that, as an autism mom, I’ve led Autism Edmond for three years. I’m very plugged into that community, and I had a couple of friends who were illegally medicating their children. It was the only thing that worked. I knew that there was medicinal benefit. And I knew that we had these, you know, ‘devil’s lettuce’ people all over, everybody who wanted to shut it down. I saw it was going to get bad and it was going to get bad quick.” Then began the internal struggle within the state health department, with proposed rules on banning smokable cannabis and requiring pharmacists at dispensaries, among other proposed rules. “I tell them, ‘You cannot legally do this.’ I was instructed to write the rules as conservatively as possible, but only legally justifiable, which I wouldn’t do anything else. If I know something’s illegal, I’m not gonna write it and I’m not going to put in there anything we don’t have authority for, which was exactly that,” Ezell said. “I am a lawyer. My ass is on the line for these. … They want me to either shut it down operatively or they want me to write the laws so illegal that it’ll be tied up in litiga-

tion for years, and I tell them I’m not comfortable with that. I’m not going to do that. I’ll do what I’m going to do. I will write them as conservatively as I can inside the law, but I’m not going to do that. I can’t do that.” Feeling immense pressure to do things she was uncomfortable doing, she said she developed a plan to get investigative eyes on her work texts and emails. “I was so done on so many levels and burned out. I didn’t care what happened to me, and that’s a bad place to be, but that’s where I was,” Ezell said. “So I have all of that weekend to make, quote unquote, ‘final edits’ to the rules for the final draft that’s going to be posted Monday, so I send the first email to myself at three o’clock that morning. … I knew that press conference wasn’t going to be good. I could see that these legal rules are going to be passed. I knew where this is going. If I can get this out to the public or force an independent investigation, they’ll take my phone. … I send that email to those three guys at work that morning, and they’re like, ‘Oh, we better take this seriously,’ and then they don’t do anything. So I send another one. I also send them to myself because I don’t want anyone to worry and I want them to come to me. … I’ve already walked down this road. I want out of here, and I know these rules are going to be adopted. So the morning of the board meeting, I send another one, more threatening.” Out with a bang The board’s rules then pass. “Again, law enforcement hadn’t been out, so then I have to send more emails and I have to, like, really start getting threatening because I’m like, ‘What’s it

I need people to know what’s going on because this cannot stand,” Ezell said. “I have a strong sense of fairness, and at times, it’s gotten me into trouble. It just went all over me that these people thought that they know better than 57 percent of Oklahomans and that they could do whatever they want, knowing that it’s illegal, and spending state tax dollars to defend and handle it. So I start sending the emails and really ramping them up, and late Tuesday, OSBI comes and talks to me.” Ezell knew they had traced the emails, and she surrendered her phone, signing a consent form to let them search it. “I’m like, ‘Yeah, yeah, they absolutely will see that they’re on there. They’ll also see all of these text messages and emails because I have my work email on there too that, like, corroborated and showed what was going on. Good deal.’ And then Friday comes, OSBI calls me in and they pretty much say, ‘We know it was you.’ I was not going to confess to them without a lawyer because I’m not stupid. … One of the agents, he looked at me, and he goes, ‘I know this isn’t you, and I know that you’re a good person, so just do the right thing.’ And it just hit me,” Ezell said. “A n d I s a i d , ‘Yeah, I did it.’ And he goes, ‘ W hy d i d you do i t ? ’ And I said,

‘Because of the rules that were being adopted. Because of that.’ And that’s all I would tell them. Nobody knew what was going on. I didn’t tell anybody. I had hoped that people would look at the big picture and see that I was trying to uphold the law, but I also heard there’s a good chance I was going to get in trouble. But like I told you before, I was so mentally and emotionally exhausted and burned out that I just didn’t care. I still have shame that I allowed myself to get to that place because I am a highly independent, competent, strong woman. That’s how bad it was. She then drove to her mother’s house to tell her about what was happening. “I have a wonderful mom; she’s unconditionally loving,” she said. “I drove over there, and I said, ‘Mom, do you love me? Will you love me no matter what?’ And she’s like, ‘Absolutely.’ And I tell her, and she laughs and she goes, ‘You’ll always have a flair for going out with a bang, but you were trying to do the right thing.’” Ezell opened her own law office in Edmond in 2019, though representing clients has been on hold for the rest of the year. “It was awful judgment. I’ve always owned that. That’s why I didn’t have any problem paying the restitution, although it’s my understanding that the OSBI really wanted me to take a felony,” Ezell said. “I bamboozled them for a couple of days. Sorry, guys. Lying isn’t my normal MO, but this was a big deal and I had to get this out. I take full responsibility for what I did. I was trying to do the right thing, uphold the law. My execution was awful, but I was trying to uphold the law as voted by the people. I was trying to expose true corruption.”

In the dictionary, the first definition of “magic” is “the art of producing illusions as entertainment by the use of sleight of hand and deceptive devices.” A far more interesting definition, which is my slight adjustment of an idea by occultist Aleister Crowley, doesn’t appear in most dictionaries. Here it is: “Magic is the science and art of causing practical changes to occur in accordance with your will—under the rigorous guidance of love.” According to my analysis of the astrological omens, the latter definition could and should be your specialty during the next four weeks.
