Black Americans continue to be overrepresented in the local and national homeless population. Historical housing discrimination, income inequality and an overwhelming state incarceration rate aren’t helping. This story examines systemic burdens — which extend far beyond poverty — that are making it more difficult for Black Oklahomans to secure and maintain a home as well as build wealth. by Nathan Poppe, Curbside Chronicle

Dominique Gray lost his safety net at 17. He was sleeping outside of the Ralph Ellison Library in Oklahoma City. Beneath the book drop. For a full year, he experienced homelessness until a librarian connected him to a pathway home. How had things gotten so severe? Bouts of depression, constant bullying and fights at school culminated with his mom kicking him out of the house. Before that, Dominique survived an abusive foster family. He remains estranged from his biological father. Growing up poor in a single-family household with five brothers, his hardships were frequent. But homelessness made Dominique feel like the world was against him. “I didn’t want to be here anymore,” he said. “That’s tough to even say. In my head, I knew I wanted to learn. I wanted to get somewhere in life. I felt like people just didn’t see that.” Black Americans make up 15 percent of Oklahoma City’s population, but they are 26 percent of the homeless population. Roughly 11,000 OKC residents experience homelessness annually, according to the Homeless Management Information System. This racial trend isn’t unique to our city. It’s a national disparity. Four out of every 10 Americans experiencing homelessness are Black, despite comprising only 13 percent of the U.S. population, according to the U.S. Department of Housing and Urban Development. Now 22, Dominique has finished high school. Life is better. He ended his street homelessness and recently received his first promotion working at the Will Rogers Airport. His sights are set on OSU-OKC. Dominique wants to become a paramedic. But rebuilding one’s life is a delicate process. When COVID-19 impacted his work schedule, Dominique moved out of his apartment after living there for more than a year. He now relies on a support system of friends and his church community for a temporary place to stay. Until recently, Dominique depended on Uber to drive him to work, a daily cost of $20. That amount doubled if a co-worker couldn’t bring him home. “I wanted to go to school during this time but, you know, the pandemic,” Dominique said. “So, it’s kind of chang-

ing the game a little bit. I’m building up financially. I just bought a used car and already paid it off. I’d like to save up for my own place again.” Throughout the country, a third of Black households experience severe rent burden. That means half or more of their income is dedicated to covering rent. In OKC, Black households experiencing severe rent burden are at 25 percent. It’s been stuck this way for more than a decade, according to Harvard Joint Center for Housing Studies. There is no single cause, or convenient fix, for homelessness. And the issue isn’t color blind. The odds are against Black Oklahomans. Meghan Mueller works as the director of community capacity building at the Homeless Alliance and identifies individual circumstances, systemic failures and structural factors as the root of homelessness. She said it’s oversimplifying to attribute homelessness to substance abuse or domestic violence because most individual factors don’t impact everyone equally. Same goes for systemic failures which occur when safety nets fail — think aging out of foster care or someone getting discharged from jail with nowhere to live. Structural factors are large-scale societal issues like the cost of living, healthcare or racism. Homelessness doesn’t happen in a vacuum, Meghan said. It’s dozens of different systems interacting and ultimately failing people. In 2019, Homeless Alliance and partner agencies housed 854 people — more than 300 were Black. “Black Americans are disproportionately impacted by a myriad of social issues because of generations of trauma and oppression,” Meghan said. “You can’t look at individual homelessness without considering the entire picture. “I think it is certainly a major concern for us as homeless service providers. When you look at the disparities in housing and health outcomes across the board, I think it is a crisis. These disparities will not go away without major reforms in a variety of systems.”

Redlining realities Although Oklahoma was still a young state in the aftermath of the Great Depression, the seeds of housing dis-

crimination had been planted in the Sooner State. The evidence of inequality was painted on redlining maps. In an attempt to gauge the riskiness of housing mortgages in the late 1930s, the U.S. government — through its own Home Owners’ Loan Corporation — created color-coded maps. The term redlining was born from neighborhoods with non-White residents, commonly marked in red. For Oklahoma City, much of the east and south residential portions of the city were red and also labeled “hazardous.” Ta-Nehisi Coates — in his essay “Case for Reparations” — detailed how Black families seeking a home were often forced to rely on predatory lenders when they couldn’t access Federal Housing Administration-insured mortgages. Although Coates’ words focused on Chicago’s history, the practice commonly occurred in cities across the country. “Neighborhoods where Black people lived … were usually considered ineligible for FHA backing,” he wrote. “Black people were viewed as a contagion. Redlining went beyond FHA-backed loans and spread to the entire mortgage industry, which was already rife with racism, excluding Black people from most legitimate means of obtaining a mortgage.” Camille Landry is a community activist and owner of Nappy Roots Books, which is known for both retail and being a community center for northeast OKC residents. She has felt the impact of redlining for as long as she can remember. It’s obvious to anyone who’s lived it, she said. When she used to flip houses throughout the city, Camille would

always check to see if there was a clause in the property deed prohibiting a Black owner. There often was. “I’m sitting here in a house, which according to the State of Oklahoma, it’s illegal for me to occupy,” she said. “Now those provisions were overturned … but that legacy of discrimination still exists. It’s still on the books.” Another example can be seen in the ongoing lack of a grocery store on the eastside. Camille remembers discussions from 25 years ago aimed at fixing the problem. Black doctors, dentists and business leaders were interested in investing and Associated Wholesale Grocers was considering building a grocery store near the Oklahoma State Capitol. It ultimately fell through. Camille was confused. She was hoping to represent other single mothers just wanting the same resources available in more affluent parts of town. She knew other members on this grocery store committee were better off financially and had business savvy, but she didn’t yet understand how they lacked the wealth to attract the store. So, she asked why it couldn’t be done independently. Construction loans. Building costs. Freezers. Gas, sewer and electrical lines. Hiring and training a staff. Stocking an entire store. All that and more had to happen before the doors could open and a register made a sale. “That’s what redlining does,” Camille said. “It removes the financial clout from my community that would enable the people who work hard, have business knowledge and are careful with their continued on page 6

money. It’s not that they have any less money than the person who is a real estate developer, but they have the wrong skin tone to be able to go to a major bank and ask to develop a shopping center. Therefore, there still isn’t a grocery store in my neighborhood.”

Wage gap Tony LeSure hasn’t experienced homelessness but currently feels the stress of living from paycheck to paycheck. The Oklahoma City native recently lost a telemarketing job and took a paycut at his new employer. Tony went from making as much as $38 an hour to $13 an hour. He also used to be able to take mental health days when he felt stressed or overworked. Today, it’s much harder for that to happen. He said he simply can’t afford to miss a day of work. “I know there are people who struggle with this,” Tony said. “They’re not OK. Yet, they have to keep pushing because the bills have to be paid. I feel your pain on that. I hate it for you. You’re not by yourself.” Across the board, it’s becoming harder and harder for Oklahomans to meet their basic needs such as housing, food and transportation. According to Living Wage Calculator, a single adult living in the Oklahoma City metro needs to make $11.27 an hour to achieve a living wage. Minimum wage has been frozen at $7.25 an hour in Oklahoma since 2009. A study by the Bureau of Labor Statistics concluded a Black worker is 50 percent more likely than a White worker to make minimum wage or less. COVID-19 has further complicated wage gaps. The New York Times reported in June that less than half of Black adults in the U.S. now have a job due to pandemic shutdowns. Financial hurdles persist even when incomes are combined under one roof. Black families with a new baby have a median household income of $36,300 while White families sit at $80,000, according to an analysis of 2018 census data by the Center on Poverty & Social Policy.

A need for justice We’re living in a reality where 4 in 100 Black Oklahomans are housed in prisons and jails. The incarceration rate is five times higher for Black Oklahomans than for White, according to the Oklahoma Policy Institute. Incarceration not only creates debt and destroys wealth but also causes numerous collateral consequences impacting housing, voting and future employment, according to Prison Policy Initiative. In late 2019, Oklahoma officials made

a concerted effort to release low-level offenders in the largest mass commutation in U.S. history. It only scratched the surface while a number of prisoners were released without housing arrangements. The Associated Press reported in January that the state’s prison population dropped below 25,000 for the first time in more than a decade, yet overcrowding persists. Protests sparked by the murder of George Floyd have led to renewed criticisms of policing throughout the U.S. One figure hits especially close to home. MappingPoliceViolence.org reported Oklahoma City police have killed 48 people since 2013. Twenty-four were Black. This is the second highest rate in the nation. Oklahoma City Police Chief Wade Gourley was pressed on the topic during a June press conference, and he dismissed the existence of systemic issues in his department. “I just don’t want folks making the assumption there are systemic problems here because there are not,” Gourley said. Ward 2 City Councilmember James Cooper challenged that idea with six proposals pushing to change policing. The effort aims to expand crisis intervention training to the entire department as well as increase homeless outreach. The department currently has two officers dedicated to homeless outreach. The proposals passed unanimously on June 16. “This is the start,” Cooper told T he Front ier. “ For decades, too many levels of government didn’t address mental health, domestic violence, generational poverty and cyclical violence. Robert Nelson, director of the Digital Scholarship Lab at the University of Richmond, helped design and lead the efforts of Mapping Inequality. The project collected more than 150 archived redlining maps and overlaid them over modern city maps. Nelson explained the key for Oklahoma City’s 1930s-era redlining map. It’s best interpreted by the following letter grades. A — GREEN, labeled as #G, considered best B — BLUE, labeled as #B, considered desirable C — BROWN, labeled as #Y, considered declining D — RED, labeled as #R, considered hazardous The white areas, labeled as #W, were commercial or undeveloped properties.

Homelessness is complex, but here are some immediate ways and best practices that anyone can do to help end homelessness in OKC.

BE KIND People who are experiencing homelessness are people. How would you normally treat someone you pass on the street? Instead of avoiding eye contact, acknowledge one another. Smile. Say hello. Wave. Treat people with respect. One of the goals of this magazine is to give people who might not normally interact, a positive opportunity to do so. Simple acts of kindness can go a long way in helping a person feel valued and welcome in the community.

ADVOCATE Homelessness is a symptom of many problems. There are big societal issues that need to be addressed to end it. That takes the public getting involved. Speaking to city council, state and U.S. representatives about issues like affordable housing, mental healthcare, education and criminal justice reform are an important piece of the puzzle. And advocacy doesn’t stop with elected officials. Help advocate and educate people in your circles of influence, too.

EDUCATE YOURSELF This is a good place to start. Monthly, Curbside Chronicle shares personal stories from people who have experienced homelessness. We believe that by getting to know people — their backgrounds, their experiences, their likes and dislikes — you can start to see them as your neighbor rather than an issue. People become homeless for a variety

of reasons. One of the initial steps you can take is trying to understand how they got there in the first place.

CHANGE YOUR POLICIES If you’re a landlord or in a position to hire people, examine your policies and personal biases. Sometimes a mistake someone made decades ago still prevents them from getting a job or stops a landlord from selecting their application. Business owners have to protect themselves and balance risk, but sometimes their policies can prevent people from getting ahead in life. We work with people who committed a crime at age 20 and are still being denied jobs at age 40, despite a clean record since. Not many of us want to be judged by our past, but some people can’t get away from it.

KNOW YOUR BOUNDARIES Sometimes people can unintentionally do harm or put themselves at risk. Offering to help people and not being able to follow through can make it more challenging for professionals to establish relationships and build trust with a person. While we are strong advocates for being kind and welcoming to everyone, some things are better left to the professionals. We do not advise bringing strangers into your home or venturing into people’s camps. Organizations have trained social workers and counselors, and some things are better left to the experts to handle.

DONATE STUFF Homeless-serving organizations need all kinds of donations — from the obvious food and hygiene items to bus

passes for transportation. Think about some of the common things you need — socks and underwear are biggies that people don’t always think to donate. In the summer, it might be sunscreen, bug spray and allergy medicine. In the winter, it could be blankets, coats and gloves. Consider picking up an extra pack of toilet paper, cleaning supplies or bandages next time you’re at the store. Individuals can make a difference by spending just a few dollars or looking through their cabinets for things they no longer need. While we strongly encourage people to donate items nonprofits need and ask for, we would be remiss if we didn’t warn of donating unusable items. That dirty, holey t-shirt or empty sour cream container is going to waste time, space and resources that many nonprofits can’t spare.

DONATE MONEY You probably get tired of hearing this, but in order to help people, nonprofits need your financial support. Initiatives like Housing First work, but they are limited by an organization’s capacity to pay for housing and case management. Every dollar counts no matter if you have $5 or $5,000 to give. It costs a community less to house someone than to leave them on the street.

VOLUNTEER

Instead of going out trying to reinvent the wheel or do something that isn’t really helpful, ask your favorite nonprofit what they really need. It’s also important to be understanding. Many local nonprofits are stretched thin. A slow response time or limitations on how many volunteers they can manage doesn’t mean the organization doesn’t want or need your assistance. Oftentimes, their administrative capacity is limited. If your church or organization is doing outreach or offering services to people experiencing homelessness, contact homeless-serving nonprofits like the Homeless Alliance to get looped into the coordinated system and work together. In an announcement that took absolutely no one by surprise, Gov. Kevin Stitt said he has tested positive for COVID-19. Once the initial tsunami of laugh reacts subsided, the question on everyones’ minds became, “Where did he contract it?” Since Stitt has been traveling the state since the first case was announced, the best answer the state’s scientific minds and health authorities can muster is, Who the hell knows.

He was at Trump’s rally in Tulsa beside fellow COVID-19 case and former Republican presidential nominee Herman Cain, but that was a month ago, so that’s out. Stitt has continued courting Tesla founder Elon Musk, and the pair were photographed together over the holiday weekend, but according to a Stitt spokesman, “There is no risk to any Tesla employees from the July 3 visit,” Reuters reported. Could it be from a Walmart visit just before the test results returned? Unshockingly, Stitt wore no mask from what we can see in a snapshot that looks more like a Bigfoot encounter than a candid photo. (By the way, when did chewing gum get so expensive?) No one knows for sure, but for a disease that claims approximately 75 percent of its victims from the over-65 crowd, the chances are better than average that the governor will suffer only a mild case, recover fully and use his personal anecdote to try to guilt-trip teachers into risking their own lives to keep the state’s public schools open — an actual skirmish with mortality might make him consider the moral questionability of forcing public servants into a potential life-or-death decision to keep their health insurance.

MASKED MANDATE

Once Tulsa began talking seriously about implementing an indoor masking policy in public places, it was only a matter of time before Oklahoma City Mayor David Holt decided to keep pace with his BFF, Tulsa Mayor G.T. Bynum. But while hospital beds were filling to capacity in intensive care units across the metro and Integris was reopening to cope with the explosion of patients, it was announced as a topic of discussion for the following week like a budget line item rather than a measure that could potentially end what seems like a turnpike rivalry between Bynum and Holt to see who can ratchet their city’s COVID-19 numbers up faster. By the time it was all said and done, Oklahoma City had a toothless mandate that its own police department more or less announced on social media that it was not going to bother enforcing. Even more bewildering is Holt’s own social media post, complete with a masked selfie (of course), about OKC becoming “the 49th top fifty American city where it is required to wear a mask in indoor public places.” We are really at a point where

being next to last is used as a brag rather than a shameful reminder of Republican inaction. But then again, it’s wholly unsurprising when he is trying to please his party superiors, Gov. Kevin Stitt and Donald Trump, whose own inaction is a case study in disaster. Maybe it’s time for Holt to stop pretending to be a leader for social media clout and try it out in the real world.

OKG sat down with Vernon Deas, founder of GRPFLY, OKC’s premier apparel company, to talk about what inspires his designs.

been high highs and low lows, but the journey is so much fun. One funny story is how our brand ran through $60k on a premium menswear line in 2013 that never released. Bro, I could have printed a lot of tees with $60k, but God is still good. We are still here! We learned a lot from that mistake. I can laugh about it now.

What is the historical reference of GRPFLY?

What products does GRPFLY sell?

The word GRPFLY, aka Group Fly, is a group of people elevating to a higher destination. We started our brand in 2008. We used inspiration from the Tuskegee Airmen in a lot of our earlier imagery. My wife and I started GRPFLY with $10k and a dream. We have now shipped all over the world, worked with NBA pro athletes, been in national retail stores and have launched two successful design agencies. God is good!

What are your cultural influences that make up the style of GRPFLY?

My influences really come from everything like epic streetwear brands like 10Deep and Bape in the early 2000s, hip-hop culture and skateboard culture and ’90s basketball. Old-school gospel preachers too. I am the offspring of Stevie Williams, Wu-Tang, Bishop Jakes and Michael Jordan.

Do you have any designed tees planned for the relaunch of the NBA?

We are currently cooking up some heat now. We do have some basketball-inspired tees.

We sell tees, hoodies, headwear, accessories and occasionally pants/shorts/ jackets. We have mastered the art of the streetwear tee. God is good.

We saw that you have a Vintage Shop tab on your website. Where do you source those items?

I love thrifting at thrift shops in OKC and Texas. I don’t get to do it a lot. But it is a thrill to find gems. I also source out of Chicago.

GRPFLY has done collaborations with various artists around OKC, like Jabee and GNWY. How do you decide who to do collabs with?

What is Fly or Die Fridays?

FODF is our epic YouTube channel. It is me and my team talking about streetwear, basketball, sneakers, the gospel and just random good vibes. I always wanted to be a full-time preacher. This is my pulpit. Amen.

What has the journey been like for you to create a clothing line?

Building a brand is like walking through a wonderful maze in excitement and no one has a compass or a map. We have so much fun building GRPFLY; there have

G CK O L BA A AN ASH FL John Lewis had always loved vintage audiovisual equipment and analog music formats. Five years ago, he finally gave in to his desire and bought a Pioneer 707 reel-to-reel tape player from Charlie’s Records in the Donnay Building on Classen Circle. He was hooked. “Uncompressed music on albums and tapes just sounds better than the digitized versions,” Lewis said. Soon he was collecting all types of equipment and music from the ’80s and ’90s that started to pile up in his northwest Oklahoma City home. In an effort to offload some of it, Lewis opened a booth at a local flea market. As his obsession grew, even 14 booths would not contain his swelling inventory and he had built a strong reputation and following. He considered that perhaps it could be a full-time business rather than just a weekend passion project. Lewis is still a public insurance adjuster, but due to demand for his products and because he finds it fun, JB’s Analog was born; the store at NW 50th Street and N. MacArthur Boulevard opened for business in early July. JB’s is a treasure trove of vintage electronics, books, magazines and cassette tapes, along with some furniture and home décor items. But the main draw is the shelves lined with vintage receivers from Marantz, Pioneer, Harmon Kardon and many others as well as stacks of old-school speaker systems, turntables and cassette decks. For those old enough to remember, it’s like walking into a 1980s Soundtrak, albeit without Linda. It also sells VCRs, laser disc players, mixers, personal stereos ( Walkman and Discman), game consoles, walkie-talkies, transistor radios, boomboxes and all sorts of cables, tubes and knobs. Lewis said that while he gets lots of customers who remember growing up staring at a glowing receiver while reading liner notes on LP covers, there are also a healthy number of millennials drawn by the vintage charm — or perhaps memories of growing up with their parents’ system they were never

The movie Risky Business spawned an entire generation that not only wanted to joyride in dad’s Porsche 928, but also couldn’t wait to crank up the forbidden mega stereo system. In the earlier days of collecting, Lewis and his keen eye would comb through thrift stores and garage sales, and then he learned to fix and spruce up many electronic treasures. Now, the equipment mainly finds him, with people from all over Oklahoma bringing him items, resulting in plenty of gems on his newly opened showroom floor. Descheduling cannabis

On a broader scale, federal legalization or full decriminalization has not come to fruition as many expected during this first term. No mention has been made by President Donald Trump of descheduling cannabis, which remains on the Drug Enforcement Administration’s Schedule 1 substance list. In a clip posted online last month by reporter Matt Laslo, Trump White House Chief of Staff Mark Meadows laughed when posed the question. “I’m not aware of anything on the agenda for the Senate or the House that would move a bill in that regard. The White House has not weighed in on that,” Meadows said. Cannabis legislation has stalled in Congress, though Trump in 2018 said he supports reform. Presumptive Democratic presidential nominee Joe Biden has included it within his platform for his presidential run. According to his website, Biden pledges to “Decriminalize the use of can-

nabis and automatically expunge all prior cannabis use convictions. Biden believes no one should be in jail because of cannabis use. As president, he will decriminalize cannabis use and automatically expunge prior convictions. And he will support the legalization of cannabis for medical purposes, leave decisions regarding legalization for recreational use up to the states and reschedule cannabis as a Schedule II drug so researchers can study its positive and negative impacts.” Libertarian Party candidate Jo Jorgensen and Green Party candidate Howie Hawkins have both publicly pledged support for legalization of cannabis for adult use. Birthday Party candidate Kanye West has not released his platform, but, well,it’s Kanye West, so it’s probably safe to assume he supports legal green too.

in 2020, revenue collections from legal cannabis are also snowballing, with nearly twice the number of patient license revenue collected than the previous year. The 2019-2020 actual year to date has brought in nearly $16.68 million, compared to $8.85 million from actual year 2018-2019 numbers, according to the state’s official website. Commercial license revenues have also doubled, up to $24.71 million from $12.46 million. Sales tax collections also continue to climb. OMMA patient license renewals have now begun. The process remains the same, with a completed application that includes a doctor’s recommendation, proof of identity, proof of residency, along with a photo taken in the last six months submitted with the state’s two-year license fee of $100. Renewal applications should not be sent more than 30 days before a patient’s license is set to expire.

Legal slushies?

“The medical marijuana production batch that must be tested is the finished product. In this instance, the finished product is the slushy mixture to be dispensed to patients/caregivers, not the syrup. If water, ice, or any other substance is added to the product, additional testing is required to ensure the product is safe for consumption and final-product labeling is accurate,” OMMA wrote. Glazee posted on Instagram that its lawyers are currently in discussions with OMMA and maintains that its product is in compliance with all state medical cannabis laws. While some metro dispensaries, such as Tegridy Market, have announced that they are withdrawing the product until further guidance is received, Glazee is continuing with sales of its machines as of July 22, according to the company’s Instagram.

The first full licensing cycle for Oklahoma medical cannabis patients is complete, with some of the earliest adopters seeing their licenses expire this summer. In the two years since Oklahoma Medical Marijuana Authority (OMMA) began issuing licenses, the program has smashed all expectations and issued a whopping 321,613 patient licenses through July 17. That translates to more than 8 percent of an estimated 4 million Oklahoma residents, or roughly one out of eleven people in the state, who have their patient license. As of July 1, OMMA reported that it has received more than 333,000 patient applications. At the end of the two-year period, there are also more than 2,300 active caregiver licenses as well as 9,545 business licenses that are currently active, according to OMMA. There are nearly 6,000 growers in the state, along with more than 2,100 dispensary and 1,400 processor licenses. The state’s medical cannabis industry continues to explode, with more businesses opening or set to open later this year. To date

Oklahoma City-based THC-infused slushy drink company Glazee has been a patient favorite, with its machines debuting as the weather heated up. However, OMMA issued a notice early in the month, warning that the company’s product might not be in compliance. The authority did not go so far as to rescind Glazee’s license or demand that dispensaries stop selling the product though. “It is the OMMA’s position that marijuana-infused slushies are unlikely to meet requirements set forth in Oklahoma statutes and rules. … Additionally, slushies are considered food products and must be compliant with the Oklahoma State Department of Health food regulations,” OMMA stated in a news release. OMMA pointed out three areas in which Glazee’s product might be out of compliance: child-resistant packaging, dispensary returns and batch testing. 24
