The Ohio State University-Eastern Africa Partnership

One Health Summer Institute June 19 – August 15, 2017

Foreword Dear Colleagues, Welcome to the 2017 One Health Summer Institute! It is a great pleasure for the Ohio State Global One Health initiative (GOHi), Ethiopian Public Health Institute (EPHI) and all Ethiopian and Eastern African partners to launch the sixth annual institute. The past year marks a very important year in the history of our One Health initiative and also in the global dynamics of One Health. A significant milestone for our program is its restructure under a campus-wide initiative as a component of the Office of International Affairs (OIA). The campus-wide office has been realized with the commitment of several Ohio State leadership and units, with commitment including the Office of the Provost, Office of Research, Office of Diversity and Inclusion, Office of Outreach and Engagement and indeed Office of International Affairs among others. The new structure allows GOHi to function more effectively. Further, the Ohio State Board of Trustees approved the establishment of a regional affiliate, the Ohio State Global One Health, LLC in Ohio and Addis Ababa, Ethiopia. These measures are instrumental to strengthen our global partnership and also make a sustained capacity building effort with grass-root impacts on high priority diseases. The mission of GOHi is to expand capacity globally (local, regional, national and international) for a One Health approach via applied education, training, research and outreach to more efficiently and effectively address diseases at the interface of humans, animals, plants and the environment. Our vision is to produce capable institutional systems and professionals for a healthy and enduring community. Through the past six years, our partnership made significant impacts as outlined in detail in later sections of this brochure. Training more than 600 professionals, building the global capacity of more than 100 Ohio State students; more than nine-thousands dogs vaccinated against rabies and our new e-Learning and e-Capacity building digital platform that attracted more than 22 thousand online trainees are among the few. This year Ohio State GOHi and eastern African partners are launching a series of training modules, workshops and projects as outlined in this brochure. This engagement is made possible by the commitment of several partners including the financial commitments of Ethiopian institutes and Ohio State as well as extramural funding provided through various partnerships including the National Institute of Health (NIH), the CDC mainly via the Global Health Security Agenda and also through the World Health Organization (WHO) AGISAR initiative. This year also brings a much strengthened partnership with our strategic partner nations. The partnership in Ethiopia has been elevated to new heights as the Ethiopian Public Health Institute (EPHI) took a more central role in our partnership. EPHI is working to improve the health of the general public of Ethiopia through undertaking research on priority health issues for evidence based information; effective public health emergency management and zoonotic disease control; establishing quality laboratory system; and training public health researchers and practitioners for best public health interventions. It is with such a wide scope that EPHI actively involves and promotes the One Health system and approach to address societal, animal and environmental problems as its goal is to promote the collaborative efforts of multiple disciplines to achieve health in a comprehensive manner. Therefore, with the aim to effectively implement this and build the capacity at institutional and national levels, EPHI is keen to strengthen its tie and partnership with Ohio State GOHi and other regional partners to a better level in the years to come. We would like to take this opportunity to thank all GOHi Staff members both in Columbus and Addis Ababa, all institutes and One Health affiliated Ethiopian and eastern African institutes including research, regulatory and academic institutes for unreserved efforts sponsoring training and workshops, active participation and hosting the Ohio State community. Sincerely,

Wondwossen A. Gebreyes DVM, PhD, DACVPM Hazel C. Youngberg Distinguished Professor Executive Director, Global One Health Initiative Office of International Affairs

Projects Salmonella in Wildlife and Comparative Assessment with Domestic Animals

Piloting Rabies Awareness Materials Student/Faculty: Jeanette O’Quin (Ohio State), Maria Belu (Ohio State), Andrew Calinger-Yoak (Ohio State) Dates: April – July As part of a CDC collaboration funded through Global Health Security Funds, educational materials have been developed to raise awareness about rabies, how to avoid exposure, and the importance of vaccinating your dog. For these to successfully promote rabies prevention in Ethiopia, they need to be relevant to the culture found there. The awareness materials that were developed are being shared with members of the public who are then asked to provide their feedback so that we can ensure that the intended messages are clear and easily understood. It is also important to make sure that the graphics are representative of Ethiopia and support the message. The information gathered about these materials will guide revisions before they are printed and put into use.

Student/Faculty: Balbine Jourdan (Ohio State), Eyasu Tigabu (EPHI) Dates: May 10 – June 22 This project is conducted through the partnering of the Department of Veterinary Preventive Medicine at The Ohio State College of Veterinary Medicine, the Global One Health Program, and the Ethiopian Public Health Institute. The research focuses on measuring prevalence of antimicrobial resistant Salmonella strains in Ethiopian domestic and wildlife species in hopes to assess the extent of the problem and ultimately spread awareness to help implement management strategies.

Rabies Wildlife Surveillance Student/Faculty: Laura Binkley (Ohio State), Nigatu Kebede (ALIPB) Dates: May 10 – June 22 This project is conducted through the partnering of The Ohio State University, the Global One Health Program, Ethiopian Wildlife Conservation Authority, and the Ethiopian Public Health Institute. The research of this project focuses on identifying rabies transmission pathways in wildlife populations as well as discovering zoonotic pathogens carried by wildlife species in Ethiopia.

Dog Population Surveys Student/Faculty: Jeanette O’Quin (Ohio State), Maria Belu (Ohio State), Andrew Calinger-Yoak (Ohio State) Dates: May – June In conjunction with the rabies vaccination efforts, surveys are being conducted to estimate the number of dogs living in Addis Ababa. This is important information to have because it can assist the government in planning and budgeting future vaccination campaigns. This involves walking transects of a known distance and recording all the dogs seen, then repeating this same effort. The distance walked, the number of dogs seen and the number of those that were seen on both occasions can be used to estimate the number of dogs living in that area. Our teams will be doing this a few times in different areas over a 5-week period. In addition to estimating the size of the dog population, temporary marks placed on dogs at the time of vaccination allow us to estimate the percentage of free roaming dogs in that area that were vaccinated during the campaign.

2017 Activities Projects Piloting Rabies Mass Vaccination Strategies Student/Faculty/Partners: Jeanette O’Quin (Ohio State), Maria Belu (Ohio State), Andrew Calinger-Yoak (Ohio State) Sylvia Murphy (CDC – Ethiopia), Daniel Stewart (Global Alliance for Rabies Control) Dates: May – June As part of a CDC collaboration funded through Global Health Security Funds, Ohio State is leading a six–week pilot campaign for the mass rabies vaccination of dogs in Addis Ababa. This follows prior trainings in safe animal handling and vaccination techniques. During this pilot, 24 veterinarians and animal handlers from across Addis are receiving hands-on training in all of the skills essential to running a vaccination effort capable of vaccinating a few hundred dogs in a single day. In addition to handling and vaccinating dogs, the participants are conducting population surveys to estimate the number of dogs in the area and the percentage of dogs that were vaccinated. The long term goals are to vaccinate and maintain a 70% vaccination rate among the estimated 141,000 dogs in Addis. Our pilot is focusing on two subcities where we hope to vaccinate 10,000 dogs.

Rapid Point of Care Diagnostics Against Mycobacterium bovis Project Student/Faculty: Shu-Hua Wang (Ohio State), Belay Tessema (UoG), Gobena Ameni (AAU) Dates: June 25 – July 15 Bovine-Tuberculosis (TB) is one of the World Health Organization’s (WHO) seven neglected endemic zoonotic diseases. Globally, there is an urgent need for the development and implementation of a pointof-care Bovine-TB diagnostic test. This project proposes the use of novel, rapid, low cost tests to improve the diagnosis of Bovine-TB in humans and animals.

Brucella Serosurveillance Student/Faculty/Partners: Shu-Hua Wang (Ohio State), Getnet Yimer (Ohio State), University of Gondar, Ministry of Livestock and Fisheries, Jimma University, CDC Dates: Late June – Early July Brucellosis is a zoonotic disease affecting humans, domesticated livestock and wildlife and is considered one of the most common and economically important zoonoses globally. Ohio State is working with The Centers for Disease Control and Prevention (CDC Ethiopia office and Atlanta), Ethiopian Government, Ethiopian Veterinary and Public Health, University of Gondar, Jimma University, and Bule Hora University on a brucellosis sero-surveillance assessment project. Findings from this project will assist in understanding the geographic range of brucellosis burden to help guide prevention and control efforts.

Ohio State Student Highlights Imnet Arega is a political science major with a specialization in inequality and justice, and minors in organizational communications and professional writing. She will be graduating in May 2018 and hopes to attend law school. Imnet will be working on the communications aspect of the Mass Vaccination Campaign in Addis Ababa, Ethiopia in JMay 2017. Her responsibilities will consist of asking participants survey questions about the effectiveness of the translated materials, going to local schools to teach students important lessons about preventing rabies and actions to take if bitten by a rabid animal, and researching the best systems for information distribution that the Global One Health Initiative could utilize in future projects in Ethiopia. Alem Abhra-Kalayu is currently a PhD fellow in Microbiology at Addis Ababa University, Ethiopia. His PhD Project focusses on the determination of drug resistance patterns, toxin characteristics and genotype diversity and relatedness of S. aureus isolated from healthcare settings, community and dairy farms in Northern Ethiopia. The genotyping is conducted in collaboration with the Ohio State University at Dr. Gebreyes’ Infectious Diseases Molecular Epidemiology Laboratory. Alem received his BSc Degree in Medical laboratory technology in 2006 and Medical Microbiology in 2010 from Addis Ababa University and Jimma University respectively. He has served as a graduate assistant and lecturer in various Ethiopian higher education institutions, including Madawalabu University, Aksum University and Yekatit 12 Hospital Medical College. His research interests include molecular epidemiology of pathogens at the human-animal interface and antimicrobial resistance. Laura Binkley is a PhD student in the Comparative and Veterinary Medicine Program specializing in wildlife disease ecology and epidemiology. She received a dual MPH in veterinary and environmental public health in the College of Public Health and an MS in wildlife ecology through the School of Environment and Natural Resources at The Ohio State University. Laura’s work focuses on identifying rabies transmission pathways in wildlife populations as well as discovering zoonotic pathogens carried by wildlife species in Ethiopia. She works toward utilizing her interdisciplinary background to approach obstacles from a One Health perspective.

Dr. Maria Belu is a 2016 graduate from The Ohio State University with a Doctor of Veterinary Medicine. She is a veterinary public health resident at the College of Veterinary Medicine who is pursuing an MPH-VPH. Her focus is on animal welfare, international veterinary medicine and rabies elimination. She was born in Romania, emigrated to Canada at the age of 8, and has resided in Columbus since 2012.

Balbine Jourdan is a rising third year veterinary student at The Ohio State University College of Veterinary Medicine. She is also pursuing a Master of Public Health at The Ohio State University College of Public Health. This summer Balbine will be traveling to Ethiopia to conduct research through the Veterinary Scholar Summer Research Program alongside the Department of Veterinary Preventive Medicine at The Ohio State College of Veterinary Medicine and the Global One Health Program. Her research focuses on measuring prevalence of antimicrobial resistant Salmonella strains in Ethiopian domestic and wildlife species in hopes to assess the extent of the problem and ultimately spread awareness to help implement management strategies.

Rachel Leist, a soon-to-be second-year veterinary student at the Ohio State University, is joining the Global One Health initiative (GOHi)/CDC GHS rabies mass vaccination project in Ethiopia as well as participating in the Stanton Program this summer. She has a background in genetics and is currently interested in low-cost, high-quality small animal medicine and clinical pathology. She hopes that by working in Ethiopia she will help to improve the lives of both people and dogs and use new skills she has learned to help other communities in the future.

Alexandra Medley is a graduate of The Ohio State University College of Veterinary Medicine and is currently pursuing a Master in Public Health with a veterinary specialty. Her research has focused on canine rabies prevention and control in low and middle-income countries, specifically Ethiopia and Haiti. Alexandra has a focus on capacity building and outbreak response, and she was a responder to the U.S. Midwest avian influenza outbreak in 2015. Dr. Medley plans to pursue a career in global public health upon completion of her Master program.

Daniela Monje is a second year veterinary student that previously completed a Master of Public Health in infection control. She treaveled to Ethiopia this spring to participate in the Global One Health initiative (GOHi)/CDC GHS rabies mass vaccination project. When she returns she will be completing research projects in rabies and swine influenza. After graduating from veterinary school, she hopes to pursue a career in public health with a focus in zoonotic diseases.

Emily Vincent is an incoming third year veterinary student interested in wildlife medicine, epidemiology, and public health. The summer after her first year at The Ohio State University College of Veterinary Medicine, she worked with Dr. Rebecca Garabed to complete an NIH-funded field research project studying free-roaming cats and wildlife species in Columbus. She currently works as a veterinary assistant at East Hilliard Veterinary Services and has held leadership roles in SCAVMA and Zoo Club. Emily is excited to travel to Ethiopia for the first time this May to help with the rabies Mass Vaccination Campaign in Addis Ababa. This trip combines her passions for veterinary medicine, epidemiological research, and One Health.

Andrew Calinger-Yoak is a disease ecologist specializing in the management of free-roaming dogs in urban settings. His efforts on the Global One Health initiative (GOHi)/CDC GHS rabies mass vaccination project in Ethiopia focused on training local staff on ecological survey methods and providing real-time feedback on the project’s impacts.
