Heritage The History of Warren County in Virginia’s Shenandoah Valley

B

eing a transportation hub continues to define population growth in Warren County.

Warren County is located on the eastern side of the Shenandoah Valley at the point where the North and South branches of the Shenandoah River combine in their northward flow to the Potomac River. “Shenandoah” means “great plain” in Iroquoian languages, and the Shenandoah River has always been a source of transportation, beauty, and many valuable resources. Early indigenous peoples built in Warren County what is considered to be the oldest permanent structure east of the Mississippi River in North America – an 11,000-year-old ceremonial building – the archaeological remains of which are known today as the Thunderbird Site. The first documented European explorer to see Warren County and the Shenandoah Valley — John Lederer, in 1670 — noted an almost eerie absence of native peoples, whose populations by that time had been eradicated from the region by warfare and disease. By the early 1700s, when fur trapping and land prospecting began in the Shenandoah Valley, the Cherokee, Iroquois, Delaware and Shawnee peoples were using the Valley as a collective hunting ground. In 1730 a group of German immigrants led by Joist Hite purchased several thousand acres of land in the northern Shenandoah Valley. A number of Scots-Irish Quaker families from Maryland, led by Robert McKay, came at the same time as Hite’s Germans. Robert McKay’s home, finished in 1731 in Cedarville, was the first documented house to be built in what would become Warren County, and the McKay Quaker Meeting House nearby was the first house of worship to be erected in the area. In 1734 Thomas Chester established a ferry service known as Chester’s Ferry at the confluence of the forks of the Shenandoah River, and in the 1740s an English Lord – Thomas, Lord Fairfax, the Sixth Baron of Cameron – came to the area to lay claim to his inheritance: a 5 million-acre swath of the colony that extended from the Chesapeake Bay through the Shenandoah Valley and on to western Maryland. Fairfax’s first home in the Shenandoah Valley was in

Howellsville, a hamlet in what is now eastern Warren County. Fairfax invited George Washington as a teenager to come live with him and learn the trade of surveying, and so the nation’s founding father became intimately familiar with what would become Warren County. In 1754 a large extended family under the leadership of a French Huguenot, Peter LeHew, settled at the foot of the Blue Ridge along the road leading from Chester’s Gap to Chester’s Ferry, and LeHewtown was established. During the French & Indian War, LeHewtown was known as the Royal Frontier of the British Empire, hence the town’s name at the time of its charter in 1788: Front Royal. The area was removed from the fighting of the American Revolution, but saw many British and Hessian prisoners who were marched through LeHewtown and detailed to work in area farms during the war. By the end of the Revolution the region as a whole experienced a flood of western-bound settlers, pushing through the Valley to the Cumberland Gap and on to Kentucky and Tennessee. The newly chartered Town of Front Royal capitalized on its position astride this major eastwest migration route, becoming a hub of manufacturing and industry to service the migrants with wagon making shops, blacksmith shops, sutlers and taverns. In addition to western-bound migrants, Front Royal also became a destination for eastern-bound river traffic, as gundalows – as the Valley’s own unique raft boats were known – pulled ashore here to offload milled wheat and even iron ore to waiting wagon drivers who hauled merchandise over the Blue Ridge to eastern ports. The combination of taverns, western settlers and boatmen often made Front Royal a rowdy frontier town, but at the same time multiple congregations were organizing and building churches throughout Front Royal and the surrounding area, providing some balance – at least on Sundays. By the coming of railroads and canals in the 1830s the overland migration routes changed, and when Warren County was incorporated in March 1836, the community maintained its small but thriving industrial center in Front Royal, with small farming villages

surrounding the county seat. While various entrepreneurs tried all manner of manufacturing in town – Front Royal has been home to a glove factory, a piano factory, a silk mill, a brandy distillery and even a ketchup factory over the years – wheat was fast becoming the staple cash crop in the cultivated sections of the county. Wheat farming demanded mills to convert the crop to flour, and so a pattern was created of centralized mills serving farming communities engaged in wheat cultivation throughout Warren County, with crops leaving the county by wagon on dirt roads, on train by the new rail service to Manassas, or downriver by gundalow to Harpers Ferry. When the Civil War came in 1861, Warren County bore, with the rest of Virginia, much of the horrors of the war. Great battles fought nearby meant a steady stream of wounded to be cared for and supplies to be collected. On May 23, 1862, the Battle of Front Royal took place in the streets and buildings of the county seat as Confederate General Thomas “Stonewall” Jackson overran the Federal garrison here. That year Warren County would lose use of the 25-year old wooden bridges spanning the forks of the Shenandoah as they were burned repeatedly by retreating troops of both armies. In 1863 Warren County saw the last battle of the Gettysburg Campaign, as Confederate General Robert E. Lee’s army held off Union General George Meade’s men during the Battle of Wapping Heights east of Front Royal. On August 16, 1864 the Battle of Guard Hill – the largest battle to be fought in Warren County – took place north of Front Royal, and was followed by the battles of Milford and Cedar Creek that autumn. On September 23 six men from the 43rd Virginia – Mosby’s Rangers – were captured in Front Royal and executed by Federal cavalry, and throughout the fall Union troops burned mills and crops in the county as part of a campaign known as The Burning, designed to deprive the Confederacy of foodstuffs from the Shenandoah Valley. The war’s end saw Warren in ruins, its economy shattered, and its population drained. Except for railroad spans built in the late 1800s, new bridges would not continued on page 4

Warren Heritage Society The Warren Heritage Society has been the museum complex, archives, historical and preservation organization for the Front Royal and Warren County community since 1971. Beginning with the organization of the annual Festival of Leaves (every second Saturday in October), the Warren Heritage Society has grown over the past four decades along Chester Street in Front Royal to include the Balthis House, an 18th century house with functional outbuildings; the Belle Boyd Cottage, 19th century home of Confederate spy Isabella Boyd; the Ivy Lodge, a 19th century house now used as headquarters, gift shop and museum exhibit hall for the Society, and the Laura Virginia Hale Archives. In addition to these museum buildings and the professionally staffed archives, the Warren Heritage Society engages in preservation efforts in the community, programming on the museum grounds as well as in area libraries, schools and universities, and heads up commemorative efforts in the community related to the broad expanse of history along the Forks of the Shenandoah. connect Front Royal to the outside world for another three decades. The turn of the century saw new life breathed into Warren County, which had slowly recovered during Reconstruction with the development of the Bank of Warren and the renewal of some light industry. By the 1890s the Front Royal-Riverton Improvement Company had incorporated, built new bridges, laid out new neighborhoods, and encouraged new factories to locate in Front Royal and Riverton – advertised then as “Virginia’s Twin Cities.” The county drew its labor pool locally and from surrounding counties that remained largely agricultural, and by the 1930s the American Viscose Corporation had constructed an enormous rayon plant which would employ over 80 percent of the county’s workforce by the 1940s. Wheat continued to be the most important cash crop for farmers until being eclipsed by apples in the early 1900s. The Great Depression affected every section of the country, but Warren County played host to a particularly wide variety of public works projects during that time, the largest of which was Shenandoah National Park and its Skyline Drive. The newly formed Civilian Conservation Corps built a camp in Dismal


Hollow from which men left each morning to work on the overlooks and roadbed of Skyline Drive and to plant trees in the newly created Shenandoah National Park, and eventually to work on other projects such as the Front Royal Golf Course, the Warren County Courthouse, the Town of Front Royal Town Hall and the Warren County Fish Hatchery. Tourism was now added to agriculture and industry as an important part of Warren County’s livelihood. During the two World Wars Warren County industry – mainly the American Viscose (AVTEX) rayon plant – would distinguish Warren County as a major contributor to the nation’s war efforts. Also, beginning in 1913 the US Army operated a five-thousand acre base and training facility in Warren County known as the US Army Front Royal Remount Depot, designed to train horses for use in the military. The base remained open until 1947, and today is operated by the Smithsonian Institution as a research zoo. Today Warren County still stands at the nexus of several transportation routes and has become part of the greater Washington D.C. community and economy. Warren County receives many visitors and even new residents from northern Virginia, and also sends many folks in the opposite direction for work and school. This pattern was facilitated in the 1970s with the construction of I-66 which runs east-west through Warren County, and has been spurred along by the influence of growth in the Washington, D.C. area. Warren County continues then to grow and change as a result, with its position as a transportation hub continuing to define that growth as it has for centuries. The Town of Front Royal and County of Warren are home to a variety of businesses including manufacturing, distribution, retail and health care. Warren County offers a business-friendly environment, skilled workforce, proximity to east-west and north-south interstate highway system, and a key setting in the central mid-Atlantic. Warren County is located within an eight-hour drive of one-half of the population in the United States. DuPont operated its finish paint manufacturing plant in Warren County for nearly thirty years. Now, Axalta, LLC, it employs 300 people and produces automotive aftermarket paint and finishes and for some Original Equipment Manufacturers such as heavy-duty trucks, RVs, campers and the aviation industry. Axalta (DuPont) has experienced two expansions in the years it has operated in Front Royal, Virginia. Toray Plastics (America) produces polypropylene foam at its 200,000 square foot manufacturing facility for flooring underlayments and automotive interior trim. Toray has been in operation at its Front Royal plant since 1997 and employs 110 people. Family Dollar and Ferguson Enterprises each operate large, state-of-theart distribution centers in Front Royal and together, employ nearly 600 people. SYSCO Northeast is one of the largest food service corporations in the country and operates an impressive distribution center in the Stephens Industrial Park and employs 320 people. The EDA has recently announced the arrival of Nature's Touch Frozen Foods distribution company creating $1.8 million in investment and 25 new jobs. This adds considerable value to the expanding food sector in our community. Interchange Group is a logistics company that handles third-party distribution services.

Marketing of the Avtex Redevelopment Project is now well underway for the 162-acre recently remediated Superfund Site. The Community was awarded the "Excellence in Reuse" honor by the U.S. Environmental Protection Agency for its reclamation and clean-up initiatives. Once Dominion Virginia Power Company’s newly build 1500 megawatt gas-fired power plant is online it will employ 30 full-time staff members and will have invested between $500 million and $1 billion. The Virginia Inland Port is an intermodal container transfer facility interfacing truck and rail for the Ports of Virginia in Norfolk. Trucks haul ocean-bound containers for loading onto rail cars. Containers also arrive daily by rail from the Ports of Virginia and are loaded onto waiting tucks for shipment throughout the United States. The Inland Port is located in a Foreign Trade Zone, which provides export tariff abatements. Commercial and retail centers abound in Front Royal and Warren County, with two large shopping centers and one medium-sized center in the Town and two large shopping centers in the county. Downtown Front Royal offers a quaint atmosphere for shopping and dining. It is the gateway to the northern entrance of the Skyline Drive in Shenandoah National Park. With its convergence of the North and South Forks of the Shenandoah River, Warren County is designated Canoe Capitol of Virginia. Founded in 1892, Randolph-Macon Academy (R-MA) is America’s oldest co-ed boarding and day school with Air Force JROTC for students in grades 9–12. R-MA Middle School, for students in grades 6– 8, has a separate campus uniform, but is close enough to the Upper School that advanced students are able to take Upper School courses and/or participate in varsity sports. R-MA helps students achieve their academic potential through small classes, tutorial sessions with teachers, mentoring groups, and supervised study halls. Advanced-placement and college courses are available, along with 20 varsity sports, forensics, band, chorus, and drama. Graduating classes have a 100% college acceptance rate, and average over $6.6 million in college scholarship offers each year. R-MA is affiliated with the United Methodist Church.

The Warren County Public School System has eight fully accredited schools and serves approximately 5,400 students in grades pre-K through 12. Per-pupil expenditure is $9,570, and the system’s studentto-teacher ratio is approximately 20-to-1. The school system’s basic curriculum at all levels is aligned with the Virginia Department of Education’s Standards of Learning. In addition to the core curriculum, elementary students receive weekly music and physical education instruction taught by certified teachers. Art instruction is also part of the standard curriculum for students in K–5. Middle school students have opportunities to explore such subjects as visual and performing arts, computer software applications, and technology education. At the secondary level, approximately 177 required and elective courses are available. Career and technical education courses enable students to acquire industry certification in a chosen field. Students enrolled in the Early College Scholars Program are dually enrolled at Lord Fairfax Community College and can receive up to 15 college credits while they attend high school. The school system serves diverse populations by offering special education programs, gifted education, alternative education, English as a second language, SOL remediation, and classes for at-risk 4-yearolds. In addition to the wide range of academic opportunities, the school system has multiple ways in which students can participate in cocurricular and extracurricular activities.

Founded in 1970, Lord Fairfax Community College (LFCC) is a comprehensive, nonresidential, two-year public institution of higher education with three locations —the Fauquier and Middletown campuses and the Luray-Page County Center — and outreach sites throughout the college’s service region. governMent Meeting the Needs of Area Residents

A

s the only incorporated town and the seat of Warren County, Front Royal is home to both town and county government offices. Front Royal operates under a town council/town manager form of government. The Town Council consists of a mayor and six members. The town manager is appointed by the Town Council. Citizens are encouraged to attend Council meetings and to become involved in local government by serving on one of the many boards or commissions in the town. Front Royal also has several departments to meet the needs of residents. With 173 full- and parttime employees, as well as a number of seasonal staff members, the Front Royal government is wellequipped to provide excellent service. Warren County government business is conducted by a county administrator and Board of Supervisors. The county has several departments overseeing the needs of the residents of Warren County. While some departments handle only county business, others, like the Fire and Rescue Department, work with the Front Royal town government to provide a greater range of services.

PUBLIC SAFETY The Front Royal Police Department is a fullservice law enforcement agency staffed by 38 certified officers, 12 full and part-time civilian personnel, and 2 police canines all working toward the goal of making Front Royal a great place in which to live and raise children. The Front Royal Police Department is located at 23 E. Jackson Street, Front Royal, Virginia. Warren County Sheriff ’s Office - Warren County is approximately 216 square miles and has a population of around 37,575. Our

deputies are responsible for public safety services and patrol of over 284 subdivisions and about 200 miles of state maintained roadways. Our office is tasked with the protection of thousands of tourists and residents alike. We currently have a staff of 112 employees, with 92 being sworn deputies. We are a full service office providing Law Enforcement, Investigations, Corrections, Court Security, Civil Process, and Animal Control. We also provide educational programs such as our DARE and Class Action presentations to our schools. We have highly trained and dedicated E911/Communications personnel answering both emergency and non-emergency calls. Founded in 1987, the Blue Ridge Arts Council (BRAC) has served as a cultural oasis in Front Royal and Warren County. Local residents and visitors alike enjoy year-round art exhibits by regional artists in their gallery at 305 East Main Street, as well as at satellite galleries in the Warren County Courthouse and Government Center facilities. The council offers a wide variety of programming, including workshops in the arts and educational outreach programs, to local schools. Each summer, through a partnership with the Virginia Commission for the Arts, the town of Front Royal, and Warren County, the council presents Gazebo Gatherings, a summer-long outdoor concert series, on Friday evenings at 7 p.m. at the gazebo in the Town Commons at Main and Chester streets. Special events round out the year, with holiday artistic creations at the annual Deck the Halls event held each November.

FESTIVALS AND FAIRS Nearing its 30th Anniversary the Chamber’s Virginia Wine and Craft Festival is an event you don’t want to miss. This festival is held the third Saturday in May each year. Wine tastings from over 20 Virginia wineries and crafters of all kinds from throughout the East Coast bring people from far and wide to Front Royal. The fun isn’t limited to the adults; there are rides, games, and face painting for the kids. The Warren County Fairground is 51 years old, and the Fair Association was established in 1987 as a nonprofit organization. The fair is always held the first full week of August, and there’s a special concert on Sunday before the fair. There are pageants, nightly entertainment, carnival rides, an auto show (Cruise In), youth contests, a pet show, a 4-H livestock show and sale, a home economics division for youth and adults, agriculture and livestock divisions, tractor displays, vendor displays, a community trade show, a garden tractor pull, a demolition derby, and, of course, lots of food. Another annual Front Royal festival is the Festival of Leaves, organized by the Warren Heritage Society. utdoor sports are what Front Royal-Warren County is all about! Activities such as backpacking, camping, Civil War tours, golf, hiking, horseback riding, tennis, and a variety of river sports lead the list. Front Royal, Where the Skyline Drive Begins, is the only town to actually share a border with the Shenandoah National Park. Within the 105-mile-long expanse of this world-famous park, backpacking is very popular. The Appalachian Trail passes just two miles south of Front Royal and provides world-class hiking and backpacking opportunities as it winds its way from Maine to Georgia along the crest of the Blue Ridge Mountains. There are trails for every level of expertise, from the most difficult to the easiest, including Limberlost Trail, which is great for children and offers handicap accessibility. Also, just five miles west of Front Royal is George Washington National Forest’s Elizabeth Furnace Recreation Area. Trails with names like Buzzards Rock, Tuscarora, and Signal Knob offer a variety of lesser-used but equally exciting and challenging trails. Each of these trails provides a variety of spectacular views. Campground camping, backwoods camping, and trout fishing are but a few popular activities in this pristine setting. Located 8 miles south of Front Royal in Warren County you’ll find the Raymond R. “Andy” Guest Shenandoah River State Park. This park is on the South Fork of the Shenandoah River and has more than 1,600 acres along 5.2 miles of shoreline. The park opened in June 1999. In addition to meandering river frontage, the park offers scenic views of Massanutten Mountain to the west and Shenandoah National Park to the east. A large riverside picnic area, picnic shelters, trails, river access and a car-top boat launch make this a popular destination for families, anglers and canoeists. Ten riverfront tent campsites, a campground with water and electric sites, cabins, camping cabins and a group campground are available. With more than 24 miles of trails and a new zipline, the park has plenty of options for hiking, biking, horseback riding and adventure. Front Royal is the official Canoe Capital of Virginia — and with good reason. The north and south forks of the legendary Shenandoah River join here to form the main stem of the Shenandoah, which continues a northward flow to its confluence with the Potomac River at Harpers Ferry. The rivers offer a variety of boating, fishing, and swimming opportunities, with occasional areas of relatively mild class I, II, and III rapids. Several boat launch sites are located throughout the county. Bring your own canoe, or rent from one of our fine outfitters. They will assist you with logistics such as drop-off and/or pick-up services and provisioning. Rafting and tubing are also popular river sports for families and are also provided by our outfitters. Camping is popular in a variety of other settings, including family campgrounds and riverside camping. Shenandoah National Park, George Washington National Forest, and Raymond R. “Andy” Guest Shenandoah River State Park offer both family and backwoods options. The National Park Service requires a permit for backwoods camping. This can be obtained at any of the National Park entrance stations at no additional cost. There is a park entrance fee.

GOLF Five golf courses offer 108 of the most scenic and challenging holes in golf. Each course has its own distinct personality, with spectacular views of the Blue Ridge and Massanutten mountains, as well as the legendary Shenandoah River, as typical backdrops. SHENANDOAH RIVER Declared the “Canoe Capital of Virginia” by the General Assembly, Warren County boasts some of the finest opportunities for outdoor recreation in the commonwealth. Enjoying a float down the worldrenowned Shenandoah River as it flows through the stunning Blue Ridge Mountains and lush farmlands is just a phone call away. Deeply Rooted in Faith

E

ach ethnic group brought its own churches, often organized on the settlers’ own initiative, to the Shenandoah Valley. Plagued at first by lack of clergy and the 1747 presence of Church of England chapels, these settlers nevertheless bequeathed a vital religious tradition of their own to the region. Quakers organized first in Cedarville in 1736. Baptists led by James Ireland organized in 1770. The first Methodist congregation in Warren County formed in 1792 and was visited by the famous itinerant bishop, Francis Asbury, in 1804. Meanwhile, a Presbyterian congregation began in 1794, sharing facilities with the Baptists until building their own church in 1814. Williams Chapel on Chester Street is the oldest church in Front Royal and the only church structure to survive the Civil War. Built as a Presbyterian church in 1845, it briefly served as government offices after the Civil War. Since 1899, it has been active as a CME Church. Dedicated in 1884, St. John the Baptist Catholic Church was built with a gift from a Catholic Baltimore family in memory of their brother and son, John Carrell Jenkins, a Confederate soldier who died of typhoid in 1861 while stationed in western Virginia. The Church of England’s American cousins — the Anglican and Episcopal churches — today have one congregation in Warren County. In addition, Warren offers its populace many other churches, including 18 Baptist, nine Methodist, three Presbyterian, two Catholic, four Adventist, and a variety of other denominations. Williams Chapel on Chester Street is the oldest church in Front Royal and the only church structure to survive the Civil War.
