North Haven officials defend proposed town hospital in decisive Hartford forum

Efforts by local officials and Yale-New Haven Hospital to establish a new medical facility in North Haven has faced potentially obstructive opposition from Meriden leaders and the city’s MidState Medical Center.
In last week’s issue of The Citizen, we reran a column originally published in the Record-Journal newspaper, in which Meriden’s mayor and another area administrator outlined what they saw as negative financial impacts to MidState should Yale-New Haven Hospital move into North Haven. On

July 6, decision-makers from both sides of the debate convened in Connecticut’s Hartford-based Office of Health Care Access (OHCA) to testify before an OHCA panel on whether a Yale-New Haven facility in North Haven was necessary. OHCA will now decide whether a need exists for the Devine Street project, which would include pediatric and geriatric services, a radiology center and a full emergency room. Irish Fest proposal
Courtney Kohloff recently ran the 5K road race at North Haven’s Irish Festival. Her boyfriend of two years proposed to her at the finish line, holding a sign that read, “Will you marry me Courtney Kohloff?” There were 30-plus people cheering and congratulating them. She was running this race with 25 members of North Haven CrossFit, owned by her fiancé, Kurt Garceau. She now plans on running each year as a tradition. After three years, local blog ‘The North Haven Way’ still gaining steam By Kyle Swartz The North Haven Citizen According to Chris Peterson, author of influential, polarizing and conservative town blog “The North Haven Way,” the average blog lasts only two years. That his website recently surpassed three years is but one sign that it continues to be well-read, and, arguably, capable of altering North Haven’s political and cultural landscapes as much as any municipal board or commission. We recently sat down with Peterson to discuss his blog, particularly in light of the understatedly contentious June 21 superintendent of
school’s public forum and the approach of election season 2011. Q: How do you explain The North Haven Way’s consistent popularity and success? A: Relevancy — there’s always an issue coming up which needs to be discussed. My blog really took off two years ago during municipal elections. And referendums always provide a spike in popularity. There are always things which pop up in North Haven that people want to talk about. It’s pretty interesting — when I started out I did so without long-term goals. The fact that I can look back and three years have gone by
pretty quickly, that’s amazing. I started the blog on May 13, 2008. I started it because I was angry about another blog that was going on in town, a blog which was leftleaning and no longer exists. Q: In that municipal election two years ago, every candidate you supported won. Much of last month’s furor over the Superintendent’s special education proposal began on your blog, which undoubtedly helped prompt the emotionally charged atmosphere of June 21’s forum, where hours of impassioned public comment seemed to sway Board

Residents arrested for illegal possession of oxycodone and suboxone By Detective Captain James Merrithew
Police arrested two East Haven men Thursday afternoon on Pool Road near Clintonville Road. While checking two vehicles parked on the side of the road Officers found the two men to be possessing suboxone and oxycodone and they were charged with possession of narcotics. One of the men, Luke Wallace, 30, of 131 Cosey Beach Road, was also charged with Illegal manufacturing, distribution or sale of a prescription drug and possession of a controlled substance. The second man, Kyle Goodale, 35, of 405 Silver Sands Road, was released without bond and Wallace was held on a $5,000
bond. Both are scheduled to appear in court on July 14th. ——Also yesterday, police charged Brian DiCarlo, 32, of 975 Meriden Rd., Waterbury, with Illegally obtaining narcotics and prescription drugs, Forgery second-degree and conspiracy and criminal attempt for both of these counts after an investigation at the Target pharmacy. A second arrest in this case had been made in June. Joseph Pollio, 29, of 46 Morse Place, East Haven had already been charged with the same charges. DiCarlo was held on a $50,000 bond for his appearance on July 14th. More arrests are expected. James Merrithew is detective captain of the North Haven Police Department.

Annual Irish Fest celebrates culture By Michael Torelli The North Haven Citizen
Feis, sheep herding, The Screaming Orphans band, as well as Irish genealogy were just some of many events and activities which comprised the 2011 Connecticut Irish Festival at the North
Haven Fairgrounds. Since 1963, the Irish American Community Center has put together a festival to celebrate the members’ heritage, explained 2011 festival chairman Jay McGuinness. McGuinness’ father, who was one of the founders of the club in 1949, helped build the
Animal Haven requesting food donations The Animal Haven takes in adoptable homeless cats and dogs and takes pride in matching them in loving permanent homes. The Animal Haven is currently housing over 100 kittens that will be soon up for adoption. All kittens are spayed or neutered, up to date with vaccinations and test negative for feline leukemia and aid. The Animal Haven charges a $125 adoption donation fee per kitten. Because of the massive number of kittens currently housed, they are kindly requesting kitten food donations. Dry or wet kitten food will significantly help feed the numerous kittens housed at The Animal Haven. The Animal Haven functions by private donations and receives no funds from town or government sources. festival to what it is today. At the beginning, the festival was considered an Irish Field Day. There were games, such as hurling and Irish football. With admission to get in, the spectators could watch the games and eat traditional food. Since, the festival has grown, taking over the fairgrounds for June 25-26 in 2011. Feis, a dance similar to river dancing, is held in competitive form at the festival, and it’s a way for the dancers to get exposure and experi-
ence necessary to enter nationals. John O’Keefe and Teresa O’Brien put together the Irish Step Dancing Competition and helped judge the dancers. To produce this year’s festival, organizers needed more than the Luck of the Irish — they also required quick reorganization work. During last winter’s record amounts of snowfall, three of the site’s sheds collapsed, complicating where the committee would place some of the merchandise. Shed num-
ber four was where the merchants were originally supposed to go, but instead they ended up in a tent nearby. Only a few days before the festival was supposed to go on, fences were placed around the sheds that were considered a danger, in case someone was to wander inside and get hurt. “We got it done in the nick of time,” McGuiness said. Secretary of Students in Free Enterprise. “I chose to major in political science, because I wanted to improve my reading, writing and speaking skills, and after Quinnipiac, I want to go to law school. Quinnipiac was my choice because of the beautiful campus and environment, the academics, and the location was far but close enough to home,” stated Cloutier. “I applied for this fellowship because, after law school, I have an interest in getting involved in government, so interning in town hall would give me good exposure and experience on how government works on a town and local level.” The process began back in April, and six candidates were interviewed for the position. All the candidates were exceptional students with diverse backgrounds, solid academics and all involved in school affairs, according to Valerie Goodkin, executive assistant to the

As Charity looked at the many faces in the crowd, all she could fathom was the shocking revelation that someone had killed poor Dr. Greenville, just as Simon Blackwell had done to Mr. Singleton at a previous ball at Singleton Lodge nearly two years earlier. Who could have committed such a vile act this time? As the guests stood in shock around the body, the wind began to blow, filling the night air with a dreadful chill. Evil had indeed come to this grand affair, as an uninvited guest accompanied by fear and death. The authorities were quickly notified of the crime and wasted little time in arriving at Singleton Lodge to investigate the murder of Dr. Greenville. One by one they questioned all the guests, but no one was able to offer any relevant evidence toward solving the crime. Constance was very distraught and took to her room after speaking to the authorities. Alexander handled himself well as he assisted the constable and his men. After each guest was questioned, they were allowed to leave. Carriages were lined up along the entrance way, and one by one they departed into the night. When there were only a few remaining, Mrs. Kensington insisted to the consta-
ble that she would take responsibility for Dr. Greenville’s body. She explained to her knowledge he had no living relatives, and therefore, as a longtime friend, she wanted to give him a proper Christian burial. Before departing, Mrs. Kensington grabbed Alexander’s arm and blamed him for Dr. Greenville’s death. However, she was very cautious in the way she made her accusations. Charity was standing by the staircase as Mrs. Kensington left, leaving an unaffected Alexander staring into the distance. Alexander turned, faced Charity with a smirk, and then returned to the ballroom to join the authorities. Charity hurried upstairs to see Constance, but Caroline informed her that Constance did not want to see anyone. Since she was not able to see or comfort her friend, Charity retreated to her room down the hall. She closed the door and went to look out the window. As she stared into the darkness, she saw the apparitions of the young couple moving about the grounds. She clutched the drapes on the window and felt terribly chilled as she began to realize every time the ghosts appeared, a terrible tragedy took place. What is the connection to Dr. Greenville’s murder? she wondered. This question weighed heavily on her mind the remainder of the night.
The next day after breakfast, Charity asked to see Constance, but Alexander said she would be remaining in her room for the day. When Charity asked if she was not well, he replied by telling her not to worry
about his wife, for he was taking good care of her. Charity nearly laughed in his face for his fake concern, especially after witnessing what he and Louise were doing in the stables the day before. Charity did not inquire
any further, but she did ask for his permission to take the carriage and visit Mrs. Andrews. “My lovely Charity, I am going to town to meet with

Former NHTV intern finds success By Walter L. Mann
We at North Haven Community Television (NHTV) would like to share another successful story about a company intern. As you may know, NHTV has a long history of a successful internship program for middle school, high school and college students. A good number of these kids have gone on to careers in the broadcasting/film industry. Recently, Vincent Sorrentino of North Haven, landed a full-time job as an editor for WWE Films, the film subsidiary of World Wrestling Entertainment,
Inc. (WWE), a Stamford, Connecticut-based leader in sports-entertainment. WWE, a publicly traded company, is an integrated media organization and recognized leader in global entertainment. Vincent, or “Vinny” as he is known at NHTV, started as a production intern for us when he was about 12 years old, and continued to participate in out intern program until he left for college about four years ago. He graduated last year with a degree in film from Hofstra University. Vinny was always a pleasure to work with, and it was always felt that Vinny had what it takes to excel in a ca-

Vinny joins a long list of previous NHTV interns, such as Brendan Keefe (WCBS-TV2, NY Anchor, now 6PM anchor at WCPO-TV, Cincinnati), Tim McCall (now Segment Producer, Tru-TV’s “Hardcore Pawn”), Ryan Krupa (now Chief Engineer, WQUN-AM 1220, Hamden, CT), and many others who have gone on to careers in communications. We are always looking for interns to learn television production while assisting others in producing community TV programs. Middle school students are welcome to participate, as well as high school students, who are able to complete valuable community service hours, which are required to graduate. Huttner attends workshop on stuttering Sharon Huttner, M.A., CCC-SLP, of North Haven, was one of only 20 speech-language pathologists chosen to attend an intensive workshop on stuttering therapy. Huttner, a speech therapist in private practice, is participating in the workshop, Diagnosis and Treatment of School-Age Children Who Stutter, in Portland, Ore., from July 11 to 15. It is co-sponsored by the Stuttering Foundation and Portland State University. The Stuttering Foundation estimates that over three million Americans stutter. While there are no miracle cures, a qualified speech-language pathologist can help children and adults make significant progress toward speaking fluently. On the other side of the issue were executives from MidState, an attorney from MidState, a state senator from Meriden, the mayor of Meriden and the state representative of Meriden. All of us presented our testimonies before a board of OHCA officials. I was asked to leadoff. As the First Selectman, I spoke on behalf of the project and
its background. I spoke about the need for the project. I cited growing demographics in the 50-and-up age bracket here in North Haven, how the bracket was growing as high as 9-10 percent every year. I also spoke on the 14-and-under bracket, how that’s a growing bracket, too. That’s where the pediatric center would come in. I highlighted the synergies from an economic development aspect — A) Many nearby existing businesses are very excited about this project and B) This could be used as an instrument to attract

As such, what role does The North Haven Way play in a municipality with a town meeting form of government, where more power is placed in the overall public? A: That [Superintendent] meeting was a fantastic example of what happens when people are informed, and my blog helps keep people informed. And it’s not just from me, but from all the comments, too. I had parents, students and special education teachers coming on my blog and commenting. For people who may not be knowledgeable about what’s going on, they can come to my blog and gain that knowledge on the situation and decide for themselves. My blog is a place to learn. You could see at that meeting the direct result of that. It started out with me hoping that people would look at my blog for information before they attended public meetings. Now I get 1,800 hits a day and I know it’s a factor in elections. I truly feel that if you want to get elected in town, you need to embrace this blog. Q: How do town politicians perceive your blog? A: Depending upon which side of the isle you’re on, I’m loved, hated or feared. I had one Board of Education
member tell me, “When I go home after a board meeting, I check your blog to see if other people are talking about me.” [First Selectman] Michael Freda has embraced it. He has kept up his commitment to do question and answer sessions on the site. Q: How do you feel about one of the more common criticisms of The North Haven Way, the aggressive, sometimes-scornful tone with which you write about local people and events? A: I’ve always been about that if you feel strongly about something, your words should match your emotions and convictions. As such, I’m not always going to be polite or nice, but I think people need that voice, that tone, because if we’re just nice about everything, then nothing ever gets done. Nothing ever gets moved ahead if everybody is getting too polite. Q: What’s next for you and The North Haven Way? A: I’m definitely keeping it as local as it is now for a little bit longer, but when the national political scene heats up soon, you’re going to see much more of a national focus. It started out as a Republican blog, and it’s going to go even harder right. Right now, I’m smack dab in the middle of writing a book about the blog. At first, I thought writing a book was

Temple Beth Sholom, 1809 Whitney Ave., Hamden, announces the first of three free “L’Chaim Lectures” dealing with the aging process. The first lecture, sponsored by the Temple, will be held Monday, July 18, 7:15 p.m. at the Temple and will feature Sherwin Nuland, M.D. who will speak on the “Art of Aging.” Sherwin Nuland is retired clinical professor of surgery at Yale University, and continues to be a lecturer in Yale College, teaching bioethics and medical history. In several books and a multitude of essays, he has written extensively on the aging process. His 1994 book, How We Die, won the National Book Award, was a finalist for the Pulitzer Prize and has been translated into 29 languages, including Hebrew and Arabic. The lecture is free and open to the public. Light refreshments will be served. Future lectures will be held on Aug. 1 and 15; speakers to be determined. Q: Speaking of Mike and municipal elections, North Haven is quickly approaching another election season. Do you have any early predictions or feelings? A: Mike is going to walk. When it comes to measuring
Mike’s success in his first term, if he simply stopped any major problems from happening, then Mike had a good first term. Sure, he’s short on major accomplishments, but he’s maintained the town well. North Haven is not in a worse place than when he started. His first term was all about cleaning up messes and making sure messes he inherited didn’t get bigger. Three people are coming up for election on the Board of Education, and I’m not supporting any of them.
John F. Hogan John F. Hogan, 89, formerly of Clintonville Road, North Haven, died June 29, 2011, at the Highlands Health Care Center, Cheshire. He was the husband of the late Mary Moriarty Hogan. Mr. Hogan was born in Springfield, Mass., June 19, 1921, a son of the late Daniel J. and Bridget Moynihan Hogan. A 1939 graduate of Cathedral High School in Springfield, Mass., he later attended Bay Path College in Massachusetts. John served his country faithfully in the U.S. Navy during World War II and later had worked as a locomotive engineer for Amtrak for 45 years until his retirement in 1988. John was past Grand Knight and 4th degree member of the San Salvador Council of the Knights of Columbus; a member of the Railroad Anchor Club; a member of the American Legion Murray/Reynolds Post 76; and a member of the IrishAmerican Community Center of East Haven. He was a parishioner and a former Eucharistic minister at St. Barnabas Church. He is survived by his children, Michael J. (Andrea) Hogan, of Northford, Daniel J. (Pamela) Hogan, of Colchester, and Maureen (Paul) Roth, of Bethany; grandchildren, Jonathan Hogan, Justin (Susan) Hogan, Christopher (Kailyn) Hogan, Meghan and Eric Roth; greatgrandchildren, Charles,
Kennedy and Jaylyn Hogan; and a brother, Daniel J. (Mariette) Hogan, of Ansonia; and several nieces and nephews. He was predeceased by a sister, Mary McKernan. A funeral Mass was celebrated July 1 at St. Barnabas Church. Interment with full military honors was held in All Saints Cemetery. The North Haven Funeral Home was in charge of arrangements. Letters to the Editor
Free speech
To the editor: At what point did Americans accept the premise that other citizens or, even worse, the federal government, have the right to tell us what words will come out of our mouths? May I suggest that these good people who are being prevented from saying “God bless you” or “God bless our soldiers” at their funerals are using the wrong arguments to defend themselves. They are asking the government to “give them back the right to say prayers.” The government does not have possession of that right. If our brave American soldiers could summon the courage to go to war to defend the Constitution and the rights guaranteed to American citizens, where is our courage when asked to do less? I submit that each of us is responsible for the words that we use,
and the power to decide which words that will be used rests solely with us. I, for one, have not given that right to the government, nor to any religious or political group, and I will not be doing so. They can pass all the laws they wish, giving them authority, but they have no right. Therefore, I call on everyone to refuse to comply with any and all “requests” that we curb our free speech. Too many good people have fought and died to leave that right to us for us to fail now. Veronica H. Kivela North Haven
No quarter I will give no quarter to The Water Pollution Control Authority employee’s thanks to First Selectman MichaelFreda in the gentleman’s letter of last week (6-1, North Haven Citizen). Stop selling the position of Freda and his hopes for re-election and get
down to the facts, please. Hey, I am not partisan to one party. I am a registered Democrat, but only because Obama got elected in 2008. We needed hope for change. The change is still not there, but we still have “change” in the conversation. Folks, in the real world, people are really, really hurting financially and many are without jobs, have lost their homes and their healthcare. Those with chronic illness have poor access to health care or no care and people with disabilities have deplorable nursing home care and healthcare. Let’s all sit down and rebuild a broken system and make our town, our state and America strong. Stop the lobbying-garbage and let’s get to work with a new model. Underappreciated rights To the editor: Of the many freedoms we will celebrate on this 4th of July, there are some that we don’t even think about. One of them as a woman is the right to drive. Today in Saudi Arabia, women are fighting for a chance to sit in the driver’s seat, against a culture that has put the brakes on them since the time of four wheels. It’s not a religious roadblock though; I’m a Muslim-American woman who loves to drive and who can do so anywhere in the world, except in Saudi. I cherish all the freedoms we enjoy in America, big and small, and as I pull into my driveway, I feel that some of the little pleasures mean a lot. Syeda T. Ahmed Hamden

Tuesday evenings in North Haven By Michael Freda There are times that we all need to pause and reflect, take a deep breath and unwind from the trials and tribulations from Freda our daily lives. I am no different from anyone else and have begun to realize how important this is to all of us. Our Tuesday night concerts are a good example of a series of musical events where our residents can come to our Town Green, enjoy good music, good food and socialize with their friends and other citizens here in town. We saw clearly last year, and have seen this year, how much our residents enjoy our concerts and are able to relax and have a good time on our Town Green. This is one of the reasons that we wanted to add two more concerts this year so we could provide two more weeks of camaraderie, music and helping our residents have a good time. In today’s society, in part due to the difficult economic times, there appears

the breakfast for the students to enjoy upon arriving back from Quassy Amusement Park. With the parent and local business donations, we were able to give a prize to every student remaining at the breakfast with the sum of donated prizes totaling over $2,000. Special thanks to all

One of the goals that we have in town is to help harmonize a community, bring people together, help people and provide resources to ease the burden of our daily lives. I commend the efforts of our Park and Recreation Department, our Police Force, Fire Department and Public Works for being behind the scenes to ensure that our concerts are wellrun and well-organized while also providing for the safety of our residents. I personally enjoy being at the weekly concerts, socializing with our citizens and dancing with our seniors. I look at it this way, for one night a week we can all come together as a community to enjoy a very nice concert where we can all relax and have a good time. I have come to appreciate these concerts, as they also provide for me the same benefits that they may provide for you. Restless Leg Syndrome By V. Deborah Culligan, RN, MPH Restless Leg Syndrome (RLS) is a neurological condition experienced by many people. It is estimated that up to 10 percent of the population suffers from some form of it. It affects both men and women, but is more prevalent in women. Children may also experience it. The cause for this syndrome is not known, although there are some theories. If you have this syndrome, you know how frustrating it can be to try to sleep. People who don’t have it would find it hard to understand the sensations it causes as they are hard to describe. RLS not usually painful, nor does it produce leg cramps. These two symptoms are associated with other conditions. The symptoms of RLS have been described as “a creeping, crawling feeling in the limbs,” an overwhelming desire to move the legs and general discomfort that is alleviated with movement. Although RLS primarily affects the legs, it can affect other limbs. When you have RLS, your limbs seem to have a mind of their own, as they seemingly desire to keep moving. They do not want to rest when you do. Although RLS is not a life-threatening condition, it can be very disruptive to a person’s life as they become sleep-deficient. Most often, the symptoms flair up at night, as a per-
son tries to go to sleep or relax. However, symptoms can occur when traveling long distances or needing to sit for long periods of time. This can also be very disruptive to daily living activities. There is no definitive diagnostic test for this condition. It is not like diabetes where a blood value (glucose) can be measured and a diagnosis pronounced. Doctors will sometimes order other tests to rule out other conditions that may be causing the symptoms. A diagnosis is made using four basic criteria: 1) Symptoms that are worse at night and are absent (or minor) in the morning. 2) A strong and overwhelming need or urge to move the affected limbs. 3) Sensory symptoms that are triggered by rest, relaxation or sleep and 4) Sensory symptoms that are relieved with movement ad the relief persists as long as movement continues. (Source: Restless Legs Syndrome Fact Sheet: National Institute of Neurological Disorders and Stroke) The cause of this syndrome remains a mystery. There is possibly a genetic link, as RLS is seen in families. Some researchers believe it may be linked to iron levels in the brain or dopamine levels (a chemical) in the brain. Booster seat education and giveaway
Safe Kids Connecticut, the VNA of Wallingford, Meriden WIC, and the Connecticut Department of Public Health are teaming up to offer a free training on booster seats and a booster seat giveaway. This two hour training will help answer questions you may have about kids in booster seats. The training session will be held Tuesday, July 19, from 10 a.m. to noon, at WIC, second floor, 165 Miller St., Meriden. A light snack will be available and parking is free. To be eligible for a booster seat, the child must be over three years old, must weigh between 40 to 80 pounds, must be between 42 and 57 inches tall, vehicle must have lap-shoulder seat belts in the back seat. At the end of this training, you will receive a free highback booster seat and instruction on proper use. Connecticut women who meet income guidelines and need help providing their children with nutrient-rich foods can turn to the Hospital of Saint Raphael and the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). Saint Raphael’s coordinates the New Haven WIC Program, which consists of four full-time WIC offices: at Saint Raphael’s, Yale-New Haven Hospital, the Hill Health Center and the Fair Haven Community Health Center. There are also satellite offices in Branford, Hamden, Milford and West
Haven. WIC serves infants, children up to five years of age, and pregnant, postpartum and breast-feeding women. Applicants are evaluated for both financial need and nutritional risk, classified as a medical or diet-based condition. Financial guidelines are based on the household’s gross income and family size: A family of four with a gross annual salary of $41,348 or less is financially eligible. Those participating in programs like SNAP (formerly Food Stamps), Temporary Family Assistance or HUSKY A / Medicaid are automatically income-eligible. The federally funded WIC program provides pregnant women, nursing mothers and young children with checks that can be used at authorized grocery stores. The program subsidizes nutrient-rich food like milk, cheese, eggs, fruit juice, dried beans and peas, peanut butter, cereals, fruits, vegetables, brown rice and whole grain bread products, as well as infant formula and jarred baby foods. WIC serves all 169 communities in Connecticut. The New Haven WIC program is the largest in the state, and serves more than 10,000 clients in the Greater New Haven area. Furthermore, treatment is not perfected. Medications can be tried and are helpful for some. Be sure to work closely with your provider if you take medications for RLS. Sometimes you can experience augmentation (increased symptoms) from use of these drugs. Iron supplementation may also be helpful. If you have RLS, speak to your health care provider about trying one of the medications currently being used for RLS. Non-medication treatments include hot baths before bed, use of a heating pad or ice pack, massage, and stretching exercises. Focusing your mind on other things also works for some people. It is also important to note triggers that may affect you. Keeping a journal is a good way to do this, noting when RLS is worst, what actions/behaviors might have affected it. Q: What was the opposing viewpoint? A: They argued that MidState Hospital, who is Meriden’s largest employer, would be adversely affected with the loss of business and jobs. Q: What happens next? A: OHCA will review all
our testimony. Next Wednesday, OHCA will come to North Haven’s senior center for a public hearing from 3 p.m. to 5 p.m., where residents can weigh in. After that, it’s in the state’s hands. Q: What do you think will happen? A: It’s too tough to tell at the present moment. Q: If I recall, Yale-New Haven’s March public forum in town hall seemed to imply that statistics were on North Haven’s side. A: The whole concept we have here, the reason I disagree with Meriden, is that this project is intended to
take patient congestion out of Yale’s New Haven and Guilford facilities. The congestion at those places has manifested itself into multiple hours of waiting time in emergency rooms, especially with the growing numbers of locals over the age of 50. I don’t want our residents to have to wait for hours for healthcare and emergency room services. And we’ve seen in the statistics that most people in North Haven go south for their care. They go to St. Raphael’s, Yale-New Haven or to Yale’s Guilford office.

The New Haven-based NewAlliance Foundation recently announced that it has made the official changeover to a stand alone independent foundation. The completed acquisition of NewAlliance Bank by First Niagara this past April newly positions the longstanding Foundation as a separate foundation that will continue to serve the community. “The NewAlliance Foundation has deep roots in Connecticut, stemming from its initial inception under the banner of New Haven Savings Bank. Our changeover to a freestanding organization underscores the Foundation’s pledge to serve and help fund local-area not-for-profit organizations,” said Kim A. Healey, executive director of the Foundation. Since April 1, 2004, when NewAlliance Foundation was first established, through December 2010, the organization distributed over $15 million in support of Connecticut and Western Massachusetts non-profit communities. Programs in the areas of health and human services, the arts, education and community development have received funding from the Foundation.

As of August 2, 2011, interest will accrue at the rate of 1½ % per month or fraction thereof (18% per year), on all unpaid taxes due in July on the 2010 grand list and will be computed from July 1, 2011. Each addition of interest shall become due and collectable and shall be figured on the original amount of tax. If back taxes are due, payments will be applied to the oldest outstanding bill first; interest will be paid before principal and lien fees (C.G.S. § 12-144b). On each tax bill that becomes delinquent, a minimum interest charge of $2.00 will be collected (C.G.S. § 12-146). All delinquent motor vehicle taxes requiring a release for motor vehicle registration should be paid by cash, certified check or money order to avoid delay caused by use of checks.

Failure to receive a bill does not invalidate the tax (C.G.S. § 12130) & interest cannot be waived (C.G.S. §§ 12-145 & 146).
Last August, some North Haven teens organized a group to clean up town parks. Led by Sabrina Pond, a North Haven student, the group met throughout the summer at different parks to spend a few hours picking up that which was discarded by others. This summer, Pond would like to replicate the success of last year, but needs more students to volunteer. This helps in two ways. Students help to clean up the town and they get community service hours to meet the 40 required by the high school. This year, the program, endorsed by NHHS principal Dr. Russell Dallai and Public Works director Lynn Sadosky, will average two hours each outing with the option for longer or shorter time periods depending on the time the students want to put in and the weather. The meeting dates will be Tuesdays, July 26, Aug. 2, 16, and 23. This year the service will include clean up of town parks and other areas as well as catch basin marking. Sadosky will supply appropriate materials needed to perform the tasks as well as instructions. Safety tips will also be provided and an adult will be on hand to supervise. A permission slip will have to be filled out by parents. If you are interested in joining this great effort please contact Sabrina Pond at (203) 234-2498. It doesn’t matter if you can only do one week — the important thing is that we help the town.
