As the cost of energy continues to rise, tackling fuel poverty remains a priority for housing associations and local authorities. What are the most cost effective ways of doing this in the current climate? Part of the solution is delivering low carbon affordable homes. The Government has set out its stall; the countdown to the Green Deal has begun and there has been a recent concession to landlords who wish to access Energy Company Obligation funding (ECO). This conference is THE event for all those working to deliver low carbon homes in the social housing sector and explores all of the key issues including: The Government agenda for low carbon homes The Green Deal due to be launched in the autumn of 2012, the ECO providing financial support for vulnerable households and ‘hard to treat’ homes, and the Renewable Heat Incentive (RHI) due to be consulted on in the autumn. Building capacity to deliver and addressing skills shortages The Government has earmarked ÂŁ3.5m to fund the training of Green Deal assessors and installers to support the launch of the Green Deal. Housing sector experience of delivering low carbon retro-fit schemes and zero carbon schemes Sector experience of Green Deal pilot schemes Collaborative procurement approaches to ensure best value and deliver social value The conference exhibition will also enable delegates to interact with a range of product suppliers.

The conference is aimed at social housing professionals within housing associations and local authorities responsible for new development, regeneration and repair programmes and with sustainability responsibilities. Senior decision makers in strategy, planning and business development as well as asset management, finance and procurement officers, maintenance officers, neighbourhood and estate managers will find the conference of interest. Also contractors active in retrofit, energy efficiency product suppliers and energy supply companies as well as construction consultants and architects who specialise in sustainability and social housing will find this conference of interest.

10.15 Chair’s welcome and introduction Ashley Crumbley, Chief Executive, Wigan and Leigh Housing 10.25 Low Carbon Homes: Opportunities presented by the Green Deal Steve Ives, Policy Adviser, Green Deal, Department of Energy and Climate Change (DECC) Steve will provide an update on the Government’s proposals for the Green Deal and the key roles that housing associations and local authorities can play. He will outline the current position in relation to the launch of the Green Deal and the Energy Company Obligation. 11.00 The Green Deal and the skills gap Richard Foxwell, Head of Green Skills, Green Deal Skills Alliance The three Sector Skills Councils joined forces and formed the Green Deal Skills Alliance to develop common assessment and installation standards. The Alliance has also been tasked with raising awareness of the skills required for the Green Deal. development that can be replicated across the country. Exploring the cost of carbon saving: the FutureFit project Alexandra Willey, FutureFit Project Manager, Affinity Sutton FutureFit is a ground-breaking project that drills down into the practicalities of delivering low carbon retrofit; looking at the obstacles and identifying solutions. The project provides insight into how the Green Deal might work in the social housing sector. Procurement frameworks for low carbon homes Emily Braham, Business Development Manager, ASRA Housing Group The East Midlands GREEN project encourages local authorities and housing associations to join forces in delivering the energy efficient retrofit of homes in the region. Drawing on recent initiatives, Emily will discuss: How collaborative procurement can ensure best value of retrofit goods and services Exploring opportunities for setting up a Green Deal framework Reducing duplication of finance and legal costs Ongoing support and advice for residents

Lessons learnt from Green Deal pilot projects Nigel Banks, Group Sustainability Director, Keepmoat Having signed up to become one of the first Green Deal Providers and having delivered a range of Green Deal pilot projects, Nigel will outline how Keepmoat have: Trialled innovative techniques and technologies for low carbon retrofit Monitored the new technologies and installation methods Learnt valuable lessons from the trials

14.45 Are you Green Deal ready? Lance Saxby, Local Delivery Manager, Energy Saving Trust The Energy Saving Trust offer impartial advice on home energy efficiency and work extensively with housing associations and local authorities to design and deliver a range of 'green' programmes. Lance will discuss: Recent changes to the Energy Saving Trust advice service Working with local authorities to develop their business cases Delivering the Renewable Heat Premium Payment scheme
15.15 Collaborative working between the public and private sector Paul Burns, Environmental Project Manager, Gentoo Green Gentoo Green has established a successful partnership with British Gas to deliver the Energy Saver Bundle; a pilot project which tested the principles of the Green Deal.
