The Governments Feed in Tariff (FIT) scheme incentivises the small scale generation of electricity from renewable resources, including solar photovoltaic (PV) panels. Significant opportunities exist for housing organisations to capitalise on the opportunities the FIT scheme presents, to help enable solar PV to be installed on suitable housing and generate income for landlords, as well as supply free energy to tenants. Housing organisations need to move quickly to capitalise on the current incentives and access the most advantageous tariffs. Expert speakers will cover: • Making the most of the opportunities to implement solar PV using the FIT scheme. • Key legal and financial considerations for housing organisations when looking at solar PV projects. • Results of the Department of Energy and Climate Change ‘fast track’ review of FITs • What the future may hold – the view of the Manchester Green Deal trailblazer. This seminar will provide an opportunity to discuss government strategy and future direction of travel with the Department of Energy and Climate Change, in advance of the further consultation planned later this year. 10.30 Government policy and strategic overview John Costyn, Team Leader, Feed in Tariffs, Office of Renewable Energy Deployment, Department of Energy and Climate Change (DECC) Providing an opportunity for delegates to hear an update from the Government department responsible for FITs, John will: • Provide an overview of government policy and strategic context in relation to FIT schemes and incentives. • Explain how the current tariff scheme operates. • Feedback on results of the DECC ‘fast track’ review and the comprehensive review now under way.
11.10 Question and answer session 11.20 Refreshments 11.30 Solar PV project models and legal issues Jackie Gray, Director, Public Services Team, Dickinson Dees There are various different project models which housing organisations can consider when looking at solar PV projects, and a number of legal and commercial issues which need to be considered. In this session Jackie will: • Outline the common project models including the "Rent a Roof" model. • Identify the key legal issues which need to be considered. • Look at some of the commercial issues which can arise in the contractual documents.
12.10 Implementing solar PV projects – a housing providers perspective Ashley Crumbley, Chief Executive, Wigan and Leigh Housing In this session Ashley will cover: • Wigan and Leigh’s experience of implementing solar PV by accessing FITs. • Taking a partnership approach and the progress to date. • Key issues, pitfalls and solutions.
12.30 Question and answer session 12.40 Lunch 13.20 Raising funding for solar PV projects Michael Ware, Corporate Finance Partner, BDO Stoy Hayward Based on his extensive experience of raising funding for domestic solar based projects for a range of clients, Michael will explore: • The requirements of funders in order to make your projects deliverable. • The associated challenges, issues and pitfalls.
13.50 What the future may hold – the view of the Manchester Green Deal trailblazer Michael O’Doherty, Head of Climate Change, Manchester City Council Manchester City Council is hosting the Governments ‘trailblazer’ for the Green Deal, as well as co-ordinating sustainability strategies of local authorities across Greater Manchester. In this session Michael will discuss: • Opportunities and challenges that the Green Deal trailblazer presents. • Pulling together sources of funding for renewable technologies including for the installation of solar PV. • Issues for tenants and meeting social needs.
