Ramblers’ dream or farmers’ curse?

MPROVING access to the Welsh countryside is, on the face of it, a laudable aim: as well as giving everyone the chance to experience wonderful landscapes and vistas, it would be good for the nation’s hearts and souls. Ramblers dream of Wales becoming a “world class destination” for walking and outdoor pursuits. And surely an upsurge in recreation would be a boost to local economies? The reality is, of course, rather more complicated. A green paper published by the Welsh Government, which examines potential legislative change, acknowledges this. As well as competing tensions in the countryside, such as between farmers and dog owners, canoeists and anglers, there are issues of costs, management and enforcement. At the heart of the review is a desire for public access in Wales to be easier to understand, wider ranging and cheaper for the taxpayer. More for less? It could make matters worse for both sides of the debate. Farmers and landowners are, naturally, worried. If wild camping was permitted, what use those formal campsites created over the years? Who will pay for the surge in livestock worrying? And to what extent will landowners be liable for accidents on their properties? There will be safeguards, backed by a code of responsible access. For some, there could be benefits. Cannier

farmers may spot opportunities. Tourism is already a big revenue earner for some rural communities. In truth, the benefits may be patchy. Most people wanting more access will only take advantage if it is near their homes. And, notoriously, sandwich-packing day trippers tend not to spend where they visit. Moreover, fears of an invasion of hill stampers and off-road cyclists are largely over-egged. In the last 15 years access provision in Wales has risen three-fold, yet the number of participants has remained stubbornly level, at around 27%. There’s no reason to believe universal access will significantly alter this proportion. No new legislation will happen before next May’s Assembly elections, so the utopian dream of responsible universal access, as in Scotland, may have to wait a while longer.
