National News Michigan Senate Approves Detroit NYPD Watchdog Gets His To-Do List Bankruptcy Bills with $195 Million

By David Eggert LANSING, Mich — Michigan's Senate approved spending $195 million to help prevent steeper cuts in Detroit retiree pensions as part of a deal designed to shield valuable city-owned art from being sold and resolve the largest public bankruptcy in U.S. history. The Republican-led chamber voted 21-17 to contribute the state funds to join $466 million in commitments from 12 foundations and the Detroit Institute of Arts. The pool of money would shore up Detroit's two retirement systems while the city's art museum and its assets would be transferred to a private nonprofit. A delighted Republican Gov. Rick Snyder said he will sign the legislation in

Michigan Governor Rick Snyder a day or two after proofing the bills, which passed the GOP-controlled House about two weeks ago. "This is a good solution. This is a way we can support one another and again make it Detroit, Michigan instead of Detroit vs.

Michigan," he said after the Senate vote. By backing the deal, the governor and legislators are hoping to avoid a protracted bankruptcy and the potential for city retirees to fall into poverty, which could cost the state an estimated $270 million in social safety net costs over 20 years. They also say that Michigan as a whole cannot succeed unless its largest city is turned around. "This is by far, in my opinion, the best that we're going to be able to do," said Senate Majority Leader Randy Richardville, RMonroe. "This money goes directly to the people that earned those pensions ... who through no fault of their own are at risk." DETROIT, See page 12A

NEW YORK -- NYPD Inspector General Philip Eure started his job last week. He already has a big pile of homework. On Monday, a coalition of groups that were instrumental in curbing the widespread use of stop-and-frisk -- and in creating Eure’s job -- published a report laying out an agenda for the NYPD's first inspector general. Mayor Bill de Blasio appointed Eure in March, after a bill passed last August created the NYPD watchdog position. Communities United for Police Reform has a long wish list: The group would like Eure to stop discriminatory marijuana arrests, curb the use of excessive force, end surveillance of Muslims, and improve how the NYPD

By Inae Oh Cheektowaga, NY--A video was posted onto Reddit showing a woman spewing incredibly racist statements towards a black man. The video shows the woman's two children witnessing her rant, while the man sits calmly in his car recording her comments. "You're a n****r. Nasty f**king n****r," she tells him. Despite her use of the racial slur, she goes on to repeatedly accuse the man as the one who is actually the racist in the situation, calling him a "racist n****r" and failing to acknowledge the blatant irony in her bizarre accusation. The video does not show exactly what sparked her anger. However, judg-

cause the woman's two young children are in the background, appearing as though this is just a normal day hanging out with mom. On the video's YouTube page, the man who posted the exchange says "I'm more upset that it was done in front of her children. They will have hate and have no idea where it came from." This wasn't the end of the woman's controversial remarks. The woman, identified as Janelle Ambrosia, called in to radio station 93.7 WBLK and claimed the man called her a "cracker" before the altercation intensified. She continued to refuse claims that she is a WOMAN, See page 12A

Woman Unleashes Racist Attack Teacher with HIV had Sex with Student, While Her Children Watch Knowingly Exposed Him to AIDS Virus

By Andres Jauregui A Louisiana high school teacher is accused of having sex with a male student and intentionally exposing him to HIV, the virus that causes AIDS. Derrick Nesby, 37, has been charged with felony carnal knowledge of a juvenile and felony intentional exposure to the AIDS virus, according to the Terrebone Parish Sheriff's Office. Nesby was arrested on suspicion of sex crimes against the victim, a 16-year-old boy, and authorities added the intentional exposure charge Friday. Police said the victim is a student at H.L. Bourgeois High School, where Nesby taught, and the accused teacher was also the boy's track coach, according to WDSU.

By Gary Robertson RICHMOND, Va. Motorists traveling a major Virginia highway now have a second supersized Confederate flag to catch their attention, even though the first banner drew protests and debate. The Virginia Flaggers, a group that celebrates the heritage of the Confederacy, raised the 20- by 30foot (6- by 9-meter) battle flag alongside Interstate 95 near Fredericksburg, some 60 miles (96.6 kilometers) north of the state's capital of Richmond. The group raised its first flag last year along the highway, immediately drawing complaints that it promoted racism and slavery, and leading 24,000 people to sign an online petition against its display. "We have no problems with people who have different points of view, but we also want them to respect our views," said Barry Isenhour, a spokesman for the Flaggers. The flag stirs strong emotions in Richmond, where African-Americans are the majority. The city, the former capital of the Confederacy, was the site of the nation's second-largest slave market. The Confederacy was

formed in 1861, when seven Southern states permitting slavery seceded from the United States. Isenhour said the new flag, which towers above the trees that line the highway, honors the approximately 250,000 Confederate soldiers who fought in battles near Fredericksburg. The flag is on private property and was funded by donations from around the country, he said, adding that the controversy surrounding the first flag increased donations to the group. The Flaggers hope to erect more banners in Virginia and elsewhere in the future, and didn't rule out placing yet another along the interstate, Isenhour said. Jennifer McClellan, cochair of the state's Dr. Martin Luther King Jr. Memorial Commission, said the group is certainly within its rights to fly the Confederate flag, but added that to many, it symbolizes oppression of African-Americans throughout the nation's history. "For a lot of Virginians and a lot of Americans, it has a negative connotation," said McClellan, who is also a member of the Virginia House of Delegates. "It has been used by hate groups to promote their beliefs in white supremacy."

able to come up with sufficient evidence for an arrest warrant. He was arrested at the school May 28. During the course of the investigation, police learned that the suspect is HIV positive, according to WWLTV. "We can establish the fact that there was an encounter that happened," Malcolm Wolfe, Terrebonne Parish Sheriff's Chief of Detectives, told the station. Police said the incident occurred sometime last year, and that the boy did not know that Nesby was HIV positive. If convicted, Nesby could face up to 10 years in prison on each count, a legal expert told WWLTV.
