Northwest Minnesota Foundation recently commissioned a study of wealth in Northwest Minnesota. It indicates that over the next 30 years, $2.8 billion will transfer from the current generation to the next generation.
You don't have to be a Rockefeller or Bill Gates to be a philanthropist. According to Northwest Minnesota Foundation policies, all you need is $5,000 to start a philanthropic component fund with the foundation.
According to our best estimates, the wealth transfer in Northwest Minnesota will mean: • $1.5 billion will transfer to family and other heirs • $450 million will be given to charitable organizations • $700 million will transfer to government in estate taxes • $150 million will be spent on estate fees (debt, internment costs, legal or court fees)
We hope a growing number of middle-income people will jump into philanthropy with their own funds of $5,000 or more. Even a $300 grant each year from these funds to a homeless shelter or to a local arts organization makes a difference. If creators of funds networked with others of like interest, they could disburse 10, 50, or 100 or more $300 grants to a shared cause. If hundreds of local residents got on board with philanthropic funds, the impact on our community would be sizable. In other words, why leave thoughtful philanthropy to the very wealthy?
How this wealth transfer plays out in our area is going to affect our quality of life and regional prosperity. It will also make a big difference in how well our nonprofit sector does, including efforts that support health, education, environment, religion, arts and human services.
NMF has laid the groundwork for this kind of home-spun philanthropy. We promote the creation of community and component funds, which allow active, involved community members to guide the funds that support their favorite causes.
The choice is often stark: Pay high estate taxes and hope against hope that some of the crumbs from the public trough will blow back in our direction---or give to charity here, avoid the taxes, and keep local control of how the money is spent.
Our lives are busier than ever. Unlike the old days when community ties were tight, these days we often don’t know our closest neighbors! If the region’s residents were networked into a philanthropic movement, strong connections would form among neighbors, local organizations, businesses and government.
Millions aren't billions and certainly aren't trillions. But keeping millions of dollars in our communities to be used for charitable purposes is important for our future. The Northwest Minnesota region has private wealth, but we have not been favored by being the home of even one Fortune 500 company or having a locally based, major private foundation, like most other areas of Minnesota.
It would enrich all of us to join together to discover the needs in our community, and then meet those needs with well-planned, wise philanthropy. The upcoming transfer of wealth is going to put a lot of money in play. It could help us build a culture of caring.
We depend on benefactors like the McKnight Foundation, our own endowment of more than $40 million, as well as government, corporate and individual giving. Our region’s understanding of the power of philanthropy is growing. Our component fund numbers have increased from 31 funds in 1997 with assets of $1.3 million, to 259 funds with an impressive value of nearly $12.4 million.

MARKET CHANGES If we take ourselves out of the game – of stopping our investment in making Northwest Minnesota a better place to live and work – we won’t realize any gains from the eventual market upturn. Northwest Minnesota Foundation’s financial toolkit contains a long-term focus with a diversified portfolio. Our professional management has readied us to take advantage of the simple fact that the market goes up most of the time.
Being Minnesotans, we have learned that snowstorms are as inevitable as the Vikings losing in the playoffs. That's why we stay prepared for snow, keeping an ice scraper, snow brush, jumper cables, and a very warm blanket in the car…some of us year round! But there are more things in life than changing weather conditions that require planning and preparation, and the dreaded market downturn is near the top of that list. Fortunately, the Northwest Minnesota Foundation’s economic vision for the region does not fluctuate on a day to day, month to month, or even year to year basis.
To maximize the opportunity of a down market and to minimize its impact, now is the time to make a gift to support one or more of our endowments. Even a small gift, whatever is within your means, will make a difference.
Having weathered the market correction of 2000, we conducted a thorough review of our investment policy. We knew then that we needed more in our economic toolkit. The result was a more conservative policy written to guide our seasoned investment managers. This new policy supports both fund growth and the grantmaking needs of our funds.
We invite you to read through this Special Giving Edition of RESOURCE and learn about all of the fantastic work that is being done to help communities. Throughout the region, donors have acted on their charitable impulses to make Northwest Minnesota a great place to live, work, have fun, start a business and raise families.
Our fiscal year has obviously gotten off to a stormy start, with the markets down record levels. We anticipate the problems roiling the financial markets will result in negative returns for our endowment investment in the near term. Although we can’t know when the market will rebound, we do know that in order to meet the purpose and mission of the foundation and our component funds, we will perservere through this financial crisis into the next cycle of prosperity. And that actually presents a great opportunity.

The Northwest Minnesota Foundation seeks the aid of residents and visitors to Northwest Minnesota who enjoy all that the region has to offer. NMF’s discretionary endowment fund is a permanent source for securing the future prosperity of the region and for enhancing its Quality of Place.
Today, as we face the realities of a nervous economy, we can almost hear the belts tightening and see the turn-off when endowment giving comes up. This is not a surprise. An endowment contribution is traditionally viewed as a way to share a monetary gift, within your means, that is outside of your own immediate needs.
The heart of the foundation’s mission, which guides our work, is to make the region a quality place to live and work. It is supported primarily by our discretionary endowment fund earnings, along with grants from the McKnight Foundation and other funders, support from government agencies, and last but definitely not least, the generosity of donors.
In our own households, we see how putting aside part of our paycheck into a savings account isn’t always an easy thing to do. Planning for retirement, education, or perhaps a vacation is never far from our minds. Still, we know that investing in the future is critical to our stability and security.
These dividends are used to support our programs: leadership training for adults and youth; business finance assistance to enterprises large and small; grants for programs serving youth, the elderly and families, community planning and development, and protecting and preserving our natural resources. NMF also delivers nonprofit excellence training, supports the Minnesota Early Childhood Initiative, and provides philanthropic services for a large and varied number of component funds.
The same goes for investing in the region’s future. You can help by supporting the foundation’s endowment fund with a tax-exempt contribution, with confidence that it will be wisely invested and managed to make a difference in your community -- today and for generations to come.

We have targeted the use of our resources by careful, strategic planning based on sound research. What has been affirmed is that we have many outstanding assets – environmental, social, structural and economic. These assets attract people who are seeking places to live. And the places that offer the best combination of amenities for families and workers will continue to grow and thrive. When new friends and partners learn about the broad scope of the foundation’s work and how it is making a difference, they are usually rather surprised by the degree of activity. It may not always be apparent, but effective and prudent use of our resources is impacting every county, its townships and communities. The foundation is helping people where they live by making the region stronger. During the past few years of regional prosperity, positive economic times, and a strong stock market, we experienced a period of unprecedented growth at the foundation. The luxury of increased giving to our component fund endowments has made it possible for residents to benefit from 367

single family housing in all four municipalities and possible demand for a subdivision in Nevis.
In 2007, the Hubbard County Housing Partnership, a collaboration of public/private interests, came together to support the Hubbard County Housing and Rehabilitation Authority’s request for a property tax levy to help meet housing needs countywide. The effort was successful, not only in securing a commitment for dollars but in realizing the partnership could do more to meet housing needs.
Because of the ongoing slowdown in the housing market and the emphasis at the state and federal level, Flathers said, there also may be opportunities to renovate and sell foreclosed properties. “The numbers are not that huge, but they are significant enough that there is something we can do in this area if we can get people into newer housing at an affordable price.” The countywide housing study cost $40,000. The Hubbard County HRA levy, Minnesota Housing Partnership, Northwest Minnesota Foundation and the new HRDC Successful Communities Challenge Fund shared in the cost. HRDC Executive Director Cliff Tweedale said the Challenge Fund was started three years ago, an outcome of the HRDC’s looking for a way to be a catalyst for smaller communities to address their issues and make it easier for them to get the job done. “The money was a way for us to prime the pump,” he said.
One result of the partnership’s efforts, a Hubbard County Housing Study, has been completed, providing data and recommendations for action. “Working with an early draft of the study, the partnership also has developed a housing plan to flesh out the parts we can do something about,” said Tim Flathers, Headwaters Regional Development Commission (HRDC) community development director. The study and plan will be critical documents to use when applying for other funding, added Michele Mahowald, Hubbard County HRA director. “We have always known the county has a need for housing, but the study shows an even greater need than we thought,” Mahowald said. For example, the study solidifies the importance of the county HRA’s work in rehabilitating owner-occupied homes.
“The Challenge Fund leverages people to take action without the cost getting in the way,” Tweedale explained. Challenge Fund grants have been given to communities throughout the five-county region the HRDC serves. “The commission was incredibly supportive. It’s been a great deal for us and for our region.”
Flathers concurs the study holds “no huge surprises.” It suggests there is some demand in each community - Park Rapids, Nevis, Akeley and Laporte - to develop multiple family housing and for a small scale assisted living project in Akeley. According to Flathers, the study also shows short-term needs for affordable

HEARTLAND HOMES Heartland Homes of Park Rapids celebrated its 30th year of providing residential services for people with developmental disabilities this year. During that time, the private nonprofit has expanded from its first home and office on Fair Avenue to four other locations. Heartland Homes now serves 58 clients and employs 60 people. For the past 10 years, Heartland Homes has had a fund with the Northwest Minnesota Foundation. This fund is now part of the Park Rapids Area Community Fund with gifts to the endowment portion receiving a 10 percent matching gift from NMF back to the endowment of the community fund. Heartland Homes’ endowment fund provides financial support for activities, projects or services to further Heartland Homes’ mission and commitment to developmentally disabled individuals. Former administrator Raylene Kimball, who retired last spring, also asked NMF to administer a project fund. Money from fundraisers and some donations were invested here. This past year more than $26,000 was used to make improvements at two locations and to purchase a new, gently used handicapped accessible minivan for clients.
Curt Cannon, who succeeded Kimball when she retired last spring, also utilized the project fund this year for two major maintenance projects. When a pipe burst at one of the residential locations, a section of the concrete slab floor needed to be removed. The home was due for new carpet and linoleum anyway, Cannon said, so $6,000 was spent to replace carpet in the living room, dining area and a stairway and lay new linoleum in the kitchen. Late last fall, windows in the original home and office on Fair Avenue were replaced with Energy Star rated windows. Cannon hopes the newly installed windows will help reduce energy bills this winter. The old windows were difficult to open, which also presented a safety hazard, he said. Another grant from the project fund paid for technology related upgrades. Cannon said he uses interest from Heartland Homes’ $80,000 endowment for minor repairs and purchases. Both funds serve a purpose, Cannon said. This year, the project fund has enabled Heartland Homes to make much needed improvements.

PARK RAPIDS AREA COMMUNITY FUND Nearly 200 5- to 12-year-olds and their families found shelter from the rain and sun at the baseball fields in Park Rapids last summer. Dads, moms and local businesses pitched in to build a concession stand/restroom building at the Century School fields in time for the season opener in mid-May. Gary Shaw, a dad and licensed contractor/owner of Up North Construction, supervised construction and provided tools to put up the 24x24-foot structure with his and her restrooms, a concession area and some storage space. A 24x24-foot covered picnic area is attached for shelter from the sun and rain. “It was a long way to the school building facilities,” said Jay Eystad, another parent/volunteer. The distance added to the expense of bringing water and electricity to the site, but Arvig Communication Systems, the local telephone and Internet service provider, buried the utility lines for a fraction of the cost and local electricians from Hoffman Electric wired the facilities at cost.

A grant of $3,750 to the Headwaters Regional Development Commission provided staff time for a report to help Progress Park Rapids assess the progress the community is making in key areas, and to challenge the Park Rapids community to work on the issues most important to its future success. Art Leap 2008 received a $935 grant toward the cost of promoting this event, sponsored by the Park Rapids Lakes Area Arts Council. Bickey Bender, one of the artists at 14 studios and other cultural destinations on this fall driving tour, reported Art Leap brought 150 visitors to her studio during the weekend. Another artist commented, “It was my most profitable weekend this year.”
“We have a minimum of $25,000 into the structure, but we really have something to show for where the money all went,” Eystad said. “Getting a grant was fantastic. Having the facilities has made a night and day difference.” This fall, parents planted donated trees so someday there will be more shade. In addition to Summer Youth Baseball, the Park Rapids’ girls softball and boys baseball programs used the concession stand. Having a place to sell hot dogs, hamburgers and soft drinks allows them all to raise money for youth activities. Parents and supporters of Park Rapids Summer Youth Baseball went to bat for the young people in the community and are only one group to receive support from the Park Rapids Area Community Fund (PRACF) in 2008. The Hewitt Family Fund, a component of the PRACF, also contributed $25,000 to the Helping Our Area Grow Healthier campaign of St. Joseph’s Area Health Services. The St. Joseph’s Foundation raised part of the $28 million cost of a building and renovation project to provide a unique medical care facility to serve area patients. In December, St. Joseph’s Area Health Services and Innovis Health Park Rapids celebrated the opening of a 50,000-

PARK RAPIDS AREA COMMUNITY FUND school district, provide hands on learning opportunities for area students, promote understanding and growth in the alternative energy industry, reduce harmful pollutants and gather local data to determine cost effectiveness of future wind energy projects. When the Park Rapids Rotary Club picked up responsibility for the community’s 4th of July fireworks, members learned giving patterns have changed and the club needs to find other sources of revenue. A donation of more than $4,000 from the Hewitt Family Fund helped this year. The fireworks are a huge part of the community’s Independence Day celebration and the project has been designated as the Rotary Club’s signature event, aside from its commitment to humanitarian and other endeavors. The Park Rapids Area Community Fund was established in 2006 with a goal of establishing a $1 million endowment. Mark Hewitt, who chairs the advisory committee, said building the endowment is in hiatus for a time, but some donations and pledges have been received and the committee has established five priority areas for giving once the endowment is in place. The priority areas are education and youth, community character, recreation and cultural opportunities, health care and expanding leadership.
Hewitt is well aware of the difference even a small grant can make when nonprofits and other community groups are starting new projects. The donor advised Hewitt Family Fund is currently granting money in areas that a broader fund would cover. With a $1 million endowment, the PRACF could grant $50,000 a year. As the advisory committee meets with potential donors, they also are prepared to talk about the PRACF’s component funds. In addition to the Hewitt Family Fund, these subfunds include the Park Rapids Education and Activities Foundation, Park Rapids Memorial Scholarship Fund, Matthew Spangler Hockey Fund, Heartland Homes, Park Rapids Area Kinship and Park Rapids Rotary Charitable Fund. “If someone wants to give back to the community, now there is a place to do it,” Hewitt said. With NMF providing structure and staff support, there is “commonality and coordination, giving people more choices in their giving.” The PRACF advisory committee also encourages new groups to go to NMF to see if they wish to become part of the fund. Endowment gifts to all of the subfunds and to the general endowment receive a 10 percent matching gift from NMF that is designated for the general endowment.
“We are not looking to replace existing sources of funding nor to provide annual operating expenses,” Hewitt explained. “The advisory committee will invite grant applications that are more project based. The challenge is to use the money where it can make a difference.”

Each year Northwest Minnesota Foundation is informed of people leaving a bequest to the foundation or one of its component funds in their will. We are very grateful to them for including us in their final decisions and will work hard to advance their vision and hope for our region.
Having a will is important for more than just distributing assets upon your death! A will represents your last opportunity to meet charitable goals, reinforce your values, and help make a difference in the lives of family members and your community.
If you are considering including NMF or any of our component funds in a will bequest you have three options.
Here are some reminders regarding the importance of having an up-to-date will:
1. Specify an amount or item to be bequeathed to the foundation or to be allocated to a NMF named component fund. 2. A percentage or residue of your estate – the amount that is left after the bills are paid and specific bequests have been made may be designated to the foundation or allocated to a NMF named component fund. 3. Name the foundation or a NMF named component fund as a contingent beneficiary, in the event the primary beneficiary or situation has passed or no longer exists.
Wills help fulfill everyone’s dreams, not just the wealthy. Wills don’t take care of dollars; they take care of wishes and desires by allocating your assets to family and organizations according to your plans. Wills make good things happen. Dying without an up-to-date will means that someone else will make decisions for you, including the State of Minnesota. Even family members might not know your exact goals or intentions. Wills save money. Everyone agrees that the more you plan for the future, the easier it is. Wills are an effective, affordable planning tool that will save time and expense in the administration of your estate. Wills are the only way you can preserve a final legacy. Your will gives you the opportunity to transfer the values that are important to you. And one of the best ways to leave a legacy is to make charitable bequests in your will.
It is easy to understand why many individuals consider a charitable bequest the perfect way to make a gift. Without parting with any of your assets today, you can make provisions that will help your family and your favorite charitable organizations in the future.

A simple and effective way to meet two objectives is the tried and true charitable gift annuity. Dating back to the early years of our country, the charitable gift annuity represents a way to make a gift to charity while providing lifetime income for the donor.

Charitable Gift Annuities
The property passes to the designated beneficiary regardless of whether the property is addressed in a will. An owner may change beneficiaries or revoke the deed any time prior to his or her death by executing and recording a new transfer on death deed or revocation.
A charitable gift annuity is a simple, contractual agreement between a donor and NMF, in which assets are given to us in exchange for our promise to pay one or two annuitants fixed payments for life. By donating through a gift annuity, you: (1) contract for a fixed payment for yourself, or yourself and another individual if you choose, and (2) make a gift to NMF. If you itemize deductions on your tax return, savings from the charitable deduction reduces the net cost of the gift.
Working with local legal counsel, a donor recently used a transfer on death deed to gift their home to NMF benefiting two Fosston area component funds.
Annuity payments and charitable deductions are determined based on the ages of the annuitants. NMF is a sponsor of the American Council on Gift Annuities and uses the rates recommended by the Council.
As with any gifts of real estate, it is very important to inform NMF about your real estate gift intentions. NMF has a policy requiring its Board to formally accept real estate gifts, which requires a review of the property by foundation staff.

There's good news for individuals aged 70 ½ or older with individual retirement accounts. Thanks to the two-year extension of the IRA Rollover provision in the Financial Rescue Package recently signed into law, you can once again make outright gifts using IRA funds without tax complications.
The donor must be age 70 ½ or older. The cap on annual IRA rollovers is $100,000. The contribution must be a direct gift to a charity (no planned gifts).
